Forcing the Vote on Medicare for All: A Proven and Imperative Strategy

14.6 million. That’s the lower estimate of the number of Americans who have lost their health insurance during this pandemic. Want to guess the number of people in the same situation in other developed countries? Zero if you live in Canada, the UK, Germany, France, Australia, Japan, South Korea, Taiwan, Denmark, Finland, Norway, etc.

You’ve probably seen the polls. More than 70% of Americans believe that the government should be responsible for insuring all Americans, with around 88% of Democrats supporting a single-payer system. Support for government healthcare has risen across the board, presumably because pandemic-induced mass unemployment has exposed the folly of employer-based insurance.

Yet, the fight for Medicare for All isn’t happening in the halls of Congress right now. And that is a huge mistake. National media is dominated by coverage of an inept administration whose will to govern has been broken by the (un)dynamic duo of Senators Manchin and Sinema. The constant ceding of ground must end. It’s time to #ForceTheVote in order to put public pressure on establishment politicians and get them on the record.

Ever since the emergence of “The Squad” in 2018, interest in Medicare for All (M4A) has soared. This is especially relevant to Michigan voters, since 16% of residents live in poverty, including one in four children and 17% of senior citizens. These problems are especially bad in Detroit where around 30.6% of people live below the poverty level — the highest among big cities. The insane grip that corporate health insurance companies have on America harms more than just America’s very poorest. One in five voters struggle to pay their medical bills and one in three fear that they won’t be able to pay for healthcare. In order to pay those bills, they have to resort to extraordinary measures: dipping into savings, borrowing money, selling jewelry, crowdsourcing, etc. This would not exist under a single-payer system.

A single-payer healthcare system would also set prices for each service. This solves one of the biggest problems of our healthcare system, which is the variety in rates for different services. An appendectomy, for example, can cost anywhere from $1,529 to $186,955. Under single-payer, that rate would be much lower and consistent across hospitals. Administrative costs for doctors and hospitals would also go way down due to the reduction of negotiation costs. As of 2017, administrative spending made up 34.2% of total health expenditures in the United States. That is more than twice what Canada spends.

But how do we win a cheaper and more efficient healthcare system? The strategic and principled move is to demand a floor vote from House Speaker Nancy Pelosi. This would prompt an “on-the-record” vote on M4A from all representatives. Right now, there are 221 Democrats in the House and 211 Republicans (and three vacancies). There are more than enough progressives to threaten the stoppage of any legislation Democrats propose. And they could use that leverage to demand a vote on M4A. But one of the main arguments against a floor vote for M4A is that it would just be an immediate flop.

So? When M4A polls so well, why should we be worried about if it flops or not? The viability of a piece of legislation is in the hands of the people, and the people have spoken: they support M4A. Putting elected representatives on the spot and showing how they’re actively voting against their constituents is absolutely crucial. If the bill fails, then it immediately lets progressives know which representatives they need to primary.

Opponents of this strategy have said that we can just look at the cosponsor list to ascertain who supports M4A. Senators Cory Booker and Kamala Harris have both cosponsored an M4A bill. But, when pressed on the issue during the Democratic presidential primary, they immediately backed down. It would be reasonable to assume many other cosponsors would do the same if forced to vote.

Moreover, a message that certain representatives argued against healthcare coverage for Americans during a pandemic would help progressives in future elections. With our healthcare system absolutely failing during this crisis, American citizens will be more open than ever to healthcare reform. With media coverage of liberal representatives voting to deny them coverage, voters will be reminded of the necessity to elect more progressives to Congress.

Historically, the president’s party tends to lose seats during midterms. Obama lost 63 House seats in 2010, the largest loss since FDR, after his Wall Street bailout. Forcing a vote on M4A would make it much easier to capitalize on dissatisfaction with the president’s party during the midterm elections. 2022 would be the perfect time to campaign against incumbent Democrats, as history shows they are weaker during midterms.

Not only that, but forcing a vote on M4A would use the exact same tactics the Tea Party used to ultimately excise former House Speaker John Boehner. The Tea Party tried to repeal Obamacare numerous times, to no avail, but they rode the enthusiasm from those failed attempts to enormous wins and quickly became a force to be reckoned with in Congress. By blocking nearly every piece of legislation, and thereby tying Boehner’s hands behind his back, the Tea Party effectively forced him to resign. In short, Boehner stepped down because the Tea Party used the leverage they had. Progressive Democrats should use similar leverage to bring Chuck Schumer and Nancy Pelosi to their knees.

If you disagree with forcing the vote, then what is your plan to bring M4A into effect? What do you think we need to do before getting a vote on M4A? How do we do this, and what is the timeline? These questions are not being answered by sitting politicians. All we have are ideologies; not action on those ideologies. Denying this strategy means denying that the Tea Party was successful in being a commanding presence, and that is verifiably false. The incremental approach that doesn’t utilize the bully pulpit is failing. Everything that Biden “compromised” with progressives on during the campaign trail is falling dead in its tracks: $15 minimum wage (God save the Parliamentarian), ICE detention facilities, $2,000 checks, foreign policy, etc. Playing nice with the establishment does not work and that has been proven time and time again.

Democrats in Congress argued that we needed to impeach Donald Trump to hold him accountable for inciting the Capitol riots. Even though they didn’t have the votes to convict, I agreed with the motivations behind impeachment because it’s a moral imperative to get every single representative and senator on the record to keep them and Trump accountable. The same reasoning applies to forcing a vote on M4A.

Even recently, vote-forcing strategies have been successful at putting pressure on establishment politicians. Senator Bernie Sanders recently forced a vote and got eight senators, all of whom caucus with the Democrats, on the record as opposing a $15 minimum wage.

At this stage, opponents of this strategy complain that there is not enough thought given to step two. However, there’s a clear plan. We get politicians on record, and then exert political pressure on a popular issue. In this way, even if the bill fails, the issue only gets heightened. Just one piece of evidence is the huge outcry and shaming of Senator Sinema for her thumbs-down vote.

And what comes after this, you ask? The ammunition to primary these corrupt individuals is readily provided on an issue that the vast majority of Americans have a solid stance on. Denying a living wage is one thing, but denying healthcare during a pandemic will carry even graver consequences for Democrats who take that stance.

Something I’m completely against is calling opponents of this strategy corrupt. AOC and other members of “The Squad” have said that they are against forcing a vote on M4A because of aforementioned counterarguments, but they aren’t corrupt like the majority of DC. Progressives do NOT take money from super PACs, and that’s the main separator. We won’t always agree on everything, but we will agree on basic, reasonable political positions.

The foundations of #ForceTheVote are both principled and strategic. It’s principled because we’re fighting for something at a time when people need it most. Even if it’s “doomed to fail,” fighting for something that you believe is right is simply the morally principled action. And it’s strategic because, even if the vote fails, it gets representatives on the record as denying basic improvements in quality of life. That sets us up well to pressure incumbents and mount serious primary challenges against them.

The 2020 election showed that anti-Trump rhetoric by itself does not work. Democrats lost seats in the House and Biden won by smaller margins in swing states than Trump did in 2016. Sticking with their tradition of strategic cluelessness, the DNC recently announced that their primary focus will be on QAnon next election cycle.

Enough of this culture war bullshit, it’s time to fight for real policy. We need to have substantive arguments and a floor vote provides us with the ammunition, especially if it fails. The failure will not fall on progressives, it will fall on Democrats who voted no and they will be punished for it through democracy. There is nothing to lose from this strategy.

Keep in mind the 14.6 million people who have lost health insurance. Keep in mind the huge number of people who were already uninsured or underinsured. Keep these things in mind while consistently calling out politicians, so we can keep them accountable when the opportunity arises.

Popular Radicalism in the 1930s: The Forgotten History of the Workers' Unemployment Insurance Bill

At a time when unemployment is skyrocketing and millions of out-of-work Americans have been abandoned by the federal government, it may be of interest to consider how an earlier generation responded to an even greater crisis, the Great Depression. In particular, we might draw inspiration from the remarkable story of the now-forgotten Workers’ Unemployment Insurance Bill that was introduced in Congress in 1934, 1935, and 1936.

Despite essentially no press coverage and extreme hostility from the business community and the Roosevelt administration, a popular movement developed in support of this bill that had been written by the Communist Party. The mass pressure that was brought to bear on Congress secured a stunning victory in the spring of 1935, when the bill became the first unemployment insurance plan in U.S. history to be recommended by a congressional committee (the House Labor Committee). It was defeated in the House—by a vote of 204 to 52—but the widespread support for the bill was likely a factor in the easy passage later in 1935 of the relatively conservative Social Security Act, which laid the foundation for the American welfare state.

Aside from its direct legislative importance, the Workers’ Bill is of interest in that it shows just how left-wing vast swathes of the U.S. population were in the 1930s and can become when a political force emerges to articulate their grievances. This bill, which was far more radical than provisions in the Soviet Union for social insurance, was endorsed by over 3,500 local unions (and the regular conventions of several International unions and state bodies of the American Federation of Labor), practically every unemployed organization in the country, fraternal lodges, governmental bodies in over seventy cities and counties, and groups representing veterans, farmers, Blacks, women, the youth, and churches. In the West, the South, the Midwest, and the East, millions of citizens signed petitions and postcards in support of it. And this was all despite the active hostility of every sector of society with substantial resources.

It is puzzling, then, that historians have almost entirely overlooked the Workers’ Bill. For instance, in his book Voices of Protest: Huey Long, Father Coughlin, and the Great Depression, Alan Brinkley doesn’t devote a single sentence to it. Neither does Robert McElvaine in his standard history, The Great Depression: America, 1929–1941. David Kennedy devotes half a sentence to it in volume one of his Oxford history of the Depression and World War II, Freedom from Fear: The American People in Depression and War. Instead, the less sophisticated and less radical Townsend Plan for old-age insurance, which was proposed around the same time and was widely publicized in the press, tends to monopolize historians’ attention (only to be ridiculed). The neglect of the Workers’ Bill lends credence to a still-dominant interpretation of the American citizenry during the Depression and throughout its history, viz. as being relatively centrist, “individualistic,” and conservative, especially in comparison with the historically more “socialist” populations of Western Europe.

Brinkley sums up this strain of thinking derived from the postwar “liberal consensus” school of historiography, which still influences pundits, politicians, and academics:

The failure of more radical political movements to take root in the 1930s reflected, in part, the absence of a serious radical tradition in American political culture. The rhetoric of class conflict echoed only weakly among men and women steeped in the dominant themes of their nation’s history; and leaders relying upon that rhetoric faced grave, perhaps insuperable difficulties in attempting to create political coalitions…

This is a simplistic interpretation. For one thing, there is a serious radical tradition in American political culture, as embodied, for example, in the Populist movement of the 1890s and the Socialist Party and IWW of the early twentieth century. But even insofar as a case can be made that “the rhetoric of class conflict echoe[s]…weakly,” it is plausible to understand this fact as simply a reflection of the violent repression of class-based movements and parties in American history. When they have a chance to get their message out, they attract substantial support—precisely to the extent that they can get their message out. There is no need to invoke deep cultural traditions of individualism or a lack of popular understanding of class. One need only appeal to the skewed distribution of resources, which prevents leftists from being heard.

In this article I’ll tell the story of the Workers’ Unemployment Insurance Bill, both to fill a gap in our historical knowledge and because it resonates in our own time of troubles and struggles.

As soon as the Communist Party had unveiled its proposed Workers’ Unemployment Insurance Bill in the summer of 1930, as the Depression was just beginning, it garnered extensive support among large numbers of the unemployed. The reason isn’t hard to fathom: it envisioned an incredibly generous system of insurance. In the form it would eventually assume, it provided for unemployment insurance for workers and farmers (regardless of age, sex, or race) that was to be equal to average local wages but no less than $10 per week plus $3 for each dependent; people compelled to work part-time (because of inability to find full-time jobs) were to receive the difference between their earnings and the average local full-time wages; commissions directly elected by members of workers’ and farmers’ organizations were to administer the system; social insurance would be given to the sick and elderly, and maternity benefits would be paid eight weeks before and eight weeks after birth; and the system would be financed by unappropriated funds in the Treasury and by taxes on inheritances, gifts, and individual and corporate incomes above $5,000 a year. Later iterations of the bill went into greater detail on how the system would be financed and managed.

Had the Workers’ Bill ever been enacted, it would have revolutionized the American political economy. It was a much more authentically socialist plan than existed in the Soviet Union at the time, where only 35 percent of the customary wage was paid to those not working, and that for a limited time (unlike with the Workers’ Bill). Nor was the Soviet insurance system administered democratically by workers’ representatives.

By 1934, when the plan had become widely enough known to be critically examined by economists and other intellectuals, it was frequently criticized for incentivizing malingering. Defenders of the bill—and by then it was advocated by many left-wing economists, teachers, social workers, lawyers, engineers, and other professionals—replied that this supposed flaw was in fact a strength. By withdrawing workers from the labor market, it would force wage rates to rise until they at least equaled unemployment benefits. “The benefits to the unemployed,” economist Paul Douglas noted, “could thus be used as a lever to compel industry to pay a living wage to those who were employed.” It was the abolition of poverty and economic insecurity that was envisioned—by a frontal attack on such fundamentals of capitalism as the private appropriation of wealth, determination of wages by the market, and maintenance of an insecure army of the unemployed.

The Unemployed Councils were at the forefront of agitation for the proposed bill, but it was also publicized through other auxiliary organizations of the Communist Party, in addition to activists in unions. As mass demonstrations for unemployment relief became more frequent—daily “hunger marches” in cities across the country, occupations of state legislative chambers, marches on city halls, “eviction riots”—the demand for unemployment insurance echoed louder and farther every month. From Alaska to Texas, requests for petitions flooded into the New York office of the National Campaign Committee for Unemployment Insurance. United front conferences of Socialist and Communist workers’ organizations took place from New York City to Gary, Indiana and beyond. In February 1931 delegates presented the Workers’ Bill and its hundreds of thousands of signatures to Congress, which ignored them.

So activists continued drumming up support for the next few years. Hunger marchers in many states demanded that legislatures pass versions of the bill; two national hunger marches the Communist Party organized in December 1931 and 1932 gave the bill further publicity; delegates periodically presented more petitions to Congress, and campaigns were organized to mail postcards to legislators. Despite the fervent hostility and smear campaigns of the national AFL leadership, several thousand local unions eventually endorsed the bill, especially after it had been sponsored, in 1934, by Representative Ernest Lundeen of the Minnesota Farmer-Labor Party. Its newfound national prominence in that year gave the movement greater momentum, and a new organization was founded to lend the bill intellectual respectability: the Inter-Professional Association for Social Insurance (IPA). Within a year the IPA had dozens of chapters and organizing committees around the country, as distinguished academics like Mary Van Kleeck of the Russell Sage Foundation proselytized for the bill in the press and before Congress.

Meanwhile, conferences of unemployed groups grew ever larger and more ambitious. For instance, in Chicago in September 1934, hundreds of delegates from such groups as the National Unemployed Leagues, the Illinois Workers Alliance, the Eastern Federation of Unemployed and Emergency Workers Union, and the Wisconsin Federation of Unemployed Leagues—in the aggregate claiming a membership of 750,000—endorsed the Lundeen Bill (as it was now called) and made increasingly elaborate plans to pressure Congress for its passage.

Congress took essentially no action on the bill in 1934, so Lundeen reintroduced it in January 1935. This would become the year of the “Second New Deal,” when the Roosevelt administration turned left in response to massive discontent and disillusionment with its policies. Senator Huey Long had become a hero to millions by denouncing the wealthy and proposing his Share Our Wealth program, an implicit criticism of the New Deal’s conservatism. The “radio priest” Father Charles Coughlin had acquired heroic stature among yet more millions by constantly “talking about a living wage, about profits for the farmer, about government-protected labor unions,” as one journalist put it. “He insists that human rights be placed above property rights. He emphasizes the ‘wickedness’ of ‘private financialism and production for profit.’”

The tens of millions of people who flocked to the banners of Huey Long and Father Coughlin—not to mention the Communist Workers’ Bill (or Lundeen Bill)—put the lie to any interpretation of the American people as being irremediably conservative/centrist or wedded to capitalism. During the Great Depression, arguably a majority wanted the U.S. to become, in effect, a radical social democracy, or a socialist democracy.

The hearings in 1935 that were held before the Labor subcommittee on the Lundeen Bill are a remarkable historical document, “probably the most unique document ever to appear in the Congressional record,” at least according to the executive secretary of the IPA. Eighty witnesses testified: industrial workers, farmers, veterans, professional workers, African-Americans, women, the foreign-born, and youth. “Probably never in American history,” an editor of the Nation wrote, “have the underprivileged had a better opportunity to present their case before Congress.” The aggregate of the testimonies amounted to a systematic indictment of American capitalism and the New Deal, and an impassioned defense of the radical alternative under consideration.

From the representative of the American Youth Congress, which encompassed over two million people, to the representative of the United Council of Working-Class Women, which had 10,000 members, each testimony fleshed out the eminently class-conscious point of view of the people back home who had “gather[ed] up nickels and pennies which they [could] poorly spare” in order to send someone to plead their case before Congress. At the same time, the Social Security Act—known then as the Wagner-Lewis Bill, since it hadn’t been passed yet—was criticized as a cruel sham, “a proposal to set up little privileged groups in the sea of misery who would be content to sit on their small islands and watch the others drown” (to quote a professor at Smith College). What most Americans wanted, witnesses insisted, was the more universal plan embodied in the Lundeen Bill.

Interestingly, most congressmen on the subcommittee were sympathetic to this point of view. For instance, at one point the chairman, Matthew Dunn, interrupted a witness who was observing that all the members of Congress he had talked to had received far fewer cards and letters in support of the famous Townsend Plan—which the press was continually publicizing—than in support of the more radical Lundeen Bill. “I want to substantiate the statement you just made about the Townsend bill and about this bill,” Dunn said. “May I say that I do not believe I have received over a half dozen letters to support the Townsend bill… [But] I have received many letters and cards from all over the country asking me to give my utmost support in behalf of the Lundeen bill, H.R. 2827.”

Many of the letters congressmen received were probably in the vein of this one that was sent to Lundeen in the spring of 1935, when Congress was considering the three competing bills that have already been mentioned (the Wagner-Lewis, the Townsend, and the Lundeen):

The reason I am writing you is, that we Farmers [and] Industrial workers feel that you are the only Congressman and Representative that is working for our interest. We have analyzed the Wagner-Lewis Bill [and] also [the] Townsend Bill. But the Lundeen H.R. (2827) is the only bill that means anything for our class… The people all over the country are [waking] up to the facts that the two old Political Parties are owned soul, mind [and] body by the Capitalist Class.

As stated above, while the House Labor Committee recommended the Lundeen Bill, it was—inevitably—defeated in the House. Being opposed by all the dominant interests in the country, it never had a chance of passage. But as far as its advocates were concerned, the fight was not over. Throughout the spring and summer of 1935 the flood of endorsements did not let up. The first national convention of rank-and-file social workers endorsed it in February; the Progressive Miners of America followed, along with scores of local unions and such ethnic societies as the Italian-American Democratic Organization of New York (with 235,000 members) and the Slovak-American Political Federation of Youngstown, Ohio. Virtually identical state versions of H.R. 2827 were, or already had been, introduced in the legislatures of California, Oregon, Utah, Wisconsin, Ohio, Pennsylvania, Massachusetts, and other states. Conferences of unions and fraternal organizations were called in a number of states to plan further campaigns for the Workers’ Bill.

In January 1936, Representative Lundeen introduced the bill yet again, this time joined by Republican Senator Lynn Frazier of North Dakota. It didn’t even make it out of committee this year, and was never introduced again.

Despite its failure, the Workers’ Unemployment Insurance Bill was a significant episode in the 1930s that certainly hasn’t deserved to be written out of history. Both substantively and in its popularity, a case can be made that it was more significant than the Social Security Act and the Townsend Plan, its two main competitors.

As a coda to this forgotten story, which reinforces the lesson that most working-class Americans were and are quite left-wing in many of their values and beliefs, we might consider an unusual incident that occurred in March 1936. Earl Browder, head of the American Communist party, was, bizarrely, invited by CBS to speak for fifteen minutes (at 10:45 p.m.) on a national radio broadcast.

He seized the opportunity for this national spotlight and appealed to “the majority of the toiling people” to establish a national Farmer-Labor Party that would be affiliated with the Communist Party, though it “would not yet take up the full program of socialism, for which many are not yet prepared.” He even declared that Communists’ ultimate aim was to remake the U.S. “along the lines of the highly successful Soviet Union”: once they had the support of a majority of Americans, he said, “we will put that program into effect with the same firmness, the same determination, with which Washington and the founding fathers carried through the revolution that established our country, with the same thoroughness with which Lincoln abolished chattel slavery.”

According to both CBS and the Daily Worker, reactions to Browder’s talk were almost uniformly positive. CBS immediately received several hundred responses praising the speech, and the Daily Worker, whose New York address Browder had mentioned on the air, received thousands of letters. The following are representative:

Chattanooga, Tennessee: “If you could have listened to the people I know who listened to you, you would have learned that your speech did much to make them realize the importance of forming a Farmer-Labor Party. I am sure that the 15 minutes into which you put so much that is vitally important to the American people was time used to great advantage. Many people are thanking you, I know.”

Evanston, Illinois: “Just listened to your speech tonight and I think it was the truest talk I ever heard on the radio. Mr. Browder, would it not be a good thing if you would have an opportunity to talk to the people of the U.S.A. at least once a week, for 30 to 60 minutes? Let’s hear from you some more, Mr. Browder.”

Sparkes, Nebraska: “Would you send me 50 copies of your speech over the radio last night? I would like to give them to some of my neighbors who are all farmers.”

Arena, New York: “Although I am a young Republican (but good American citizen) I enjoyed listening to your radio speech last evening. I believe you told the truth in a convincing manner and I failed to see where you said anything dangerous to the welfare of the American people.”

Julesburg, Colorado: “Heard your talk… It was great. Would like a copy of same, also other dope on your party. It is due time we take a hand in things or there will be no United States left in a few more years. Will be looking forward for this dope and also your address.”

In general, the main themes of the letters were questions like, “Where can I learn more about the Communist Party?”, “How can I join your Party?”, and “Where is your nearest headquarters?” Some people sent money in the hope that it would facilitate more broadcasts. The editors of the Daily Worker plaintively asked their readers, “Isn’t it time we overhauled our old horse-and-buggy methods of recruiting? While we are recruiting by ones and twos, aren’t we overlooking hundreds?” Again, one can only imagine how many millions of people in far-flung regions would have been quickly radicalized had Browder or other Communist leaders been permitted the national radio audience that Huey Long and Father Coughlin were.

But such is the history of workers and marginalized groups in the U.S.: elite efforts to suppress the political agenda and the voices of the downtrodden have all too often succeeded, thereby wiping out the memory of popular struggles. If we can resurrect such stories as that of the Workers’ Bill, they may prove of use in our own age of crisis, as new struggles against authoritarianism begin.

Commodifying Neo-Fascism: The NRA's Carry Guard in Trump's America

Neo-liberal fascism reigns triumphant in Donald Trump's great America. This neo-fascism does so in part because over 62 million Americans agree with him concerning America's defense against heralded threats. These include Muslim terrorists, immigrant terrorists, Black terrorists, pro-choice feminist terrorists, eco-terrorists, and a terroristic federal government that intends to imprison law-abiding gun owners in FEMA concentration camps . Anti-gun activists and Black Lives Matter protestors imperil America's Anglo-Saxon culture. Together these "bad guys" offer manifest and pervasive risks, which may arrive unanticipated and perhaps be unavoidable.

In America, protecting oneself from threats is big business, and the modality of that protection for 55 million citizens is the personal firearm. Gun owners are prepared, owning approximately 265 million weapons of various types and lethality. The firearm and ammunition industries earn $15 billion annually , and are politically adroit and entrenched in Washington, thus ensuring a steady flow of profits.

As the gun industry's obsequious marketing and lobbying arm since 1977, the National Rifle Association (NRA) offers its extreme right wing political branding to entice Americans to buy guns, accessories, and training for self defense. It does this by launching a tsunami of fear bating, fallacy, and misinformation, propelled by a white Christian and paternalistic nationalism. This is the moral vision that invigorates Trump's political base. Its imperialist military-security consciousness celebrates hyper-masculine intimidation and violence, and elevates "security" to the moral level of "Moses and the Prophets" (to paraphrase Karl Marx). "Freedom's Safest Place" is a Trump Tower of Babel, where a muddle of hysterical jingoism, fake news, and industry "reports" (read "advertisements") are counted as gospel. Not surprisingly, the gun industry funnels massive funding to political candidates guided by the NRA's moral compass, to the tune of $50.2 million.

The use of guns in self-defense comes with, in insurance parlance, a "moral hazard." This is because people may successfully defend themselves, yet in error or through malfeasance. When an injury (physical or financial) occurs due to a firearm discharge, a tort may occur that exposes gun owners to substantial civil liability, or criminal prosecution. These risks are exacerbated by the maze of complex, ambiguous, mercurial, inconsistent, and even contradictory gun regulations and self-defense laws among states. This legal and administrative morass complicates the task of complying with applicable laws. As the Carry Guard web page announces, the threat of litigation looms large: "You can do everything right and still lose….[L]awful self-defense can cost a fortune." Thus, a tool intended to satisfy a need for physical self-defense engenders a new need and a new tool: legal self-defense and the insurance to pay for it.

Thus arises the NRA's Carry Guard membership plan. In addition to a general membership, the NRA joins with the Chubb Group to offer, through its subsidiary Lockton Affinity, insurance reimbursement coverage for legal defense costs, either criminal or civil, resulting from acts of self-defense with firearms; along with a package of related products and services. Carry Guard insurance is a personal liability commodity, combined with financial assistance benefits for criminal defense, which intends to fill a gap in most homeowners insurance that usually excludes potentially morally hazardous acts, like intentionally shooting in self-defense.

Chubb's new product has a potential market of approximately 400,000 gun owners. The $154.95 price of the Bronze-level Carry Guard premium (minus $40 for the NRA membership) covers policy administration and claims costs paid to Lockton, with the remainder going to Chubb. The potential gain for Chubb is considerable, given that the United States Concealed Carry Association's self-defense insurance has an estimated annual revenue range between $30 and $70 million .

Carry Guard embodies the ideological interdependence among the gun industry, the NRA, and Trump's neo-fascist regime. The gun industry exists to maximize profits from selling firearms, regardless of the enabling marketing. While gun manufacturers and the Chubb Group enjoy the profits offered by their partnership with the NRA, the Carry Guard suite of benefits also satisfies two fundamental needs of the NRA: increased membership and expanded political power. They do this by stoking fears that a greedy liability attorney will convince an Untermensch from some disliked group to file a civil suit; or that district attorneys from an overreaching "leftist" and anti-gun government will file criminal charges. Fears of the racial "other" and government "tyranny" are the marketing the NRA brings to Carry Guard.

This marketing finds it origin in the NRA's extreme right-wing Cincinnati Revolt of 1977 . The Revolt established the NRA's aim to make America great again by arming its citizenry to the teeth. By doing so, the nation can be ostensibly defended from threats to its Second-Amendment rights, capitalism, and its social Darwinist worldview. It is no wonder that the neo-liberal Ronald Reagan was the first president to endorse the NRA, or that the NRA's darling neo-fascist, Donald Trump, told the 2017 NRA Convention that he would, "come through" for them. Carry Guard membership affirms a commitment to the threat-filled worldview of Trumpism. That worldview, as the NRA website celebrates, is championed by a cabal of extremist gun-rights advocates, racists, militarists, and proto-fascist law enforcement, and the virulently anti-Muslim Trump supporter Rep. Clay Higgins, who was rendered notorious by his Auschwitz gas-chamber debacle .

As a commodity, Carry Guard satisfies the basic human need for security against threats unmasked at "Freedom's Safest Place," including supposed unjust litigation. It also satisfies a fundamental need for group membership, which is accomplished through an association with a right-wing political organization, along with the blessing of a neo-fascist national leader. Self-esteem comes with one's self-identification as a "responsible" gun owner, a defender of Constitutional rights, and a law-abiding citizen standing for law and order.

Carry Guard's insurance represents a controversial niche market product. However, its notoriety as so-called "murder insurance" should not obscure the fact that Carry Guard is a bundle of mutually supportive products and services. Its "use values" for the NRA, to use Marx's term, are to: 1) promote the purchase of firearms for self-defense, 2) help to increase NRA membership and funding, 3) and provide an additional venue for the indoctrination of NRA members and public advocacy; thereby increasing the political force of the organization. Viewing Carry Guard as a consolidated suite of products provides a basis an understanding the product as a neo-fascist political project which combines, as the Trump "administration" does, neo-liberal capitalist and extremist right-wing political agendas.

As Karl Marx explained, capitalists are adroit at discovering or fabricating new needs, and developing products or services that satisfy them. While some human needs and desires can potentially be satisfied, those that can do so through use values. A firearm is a use value that fulfills the need for self-defense, even if the perceived threats are largely imagined. While some people personally fabricate firearms, ammunition, and accessories, most purchase them on the firearm market; from which the gun industry acquires its profits. However, the employment of a firearm in self-defense, that moment when the gun owner realizes its use value, engenders a new litigation risk potentially requiring a new use value. This new use value might take the form of a personal financial reserve intended to pay for self-defense litigation. However, the cost of litigation is high and the risk of a large civil settlement substantial. The cost of self-funding a legal defense is prohibitive for most gun owners, and " peer-to-peer " funding looks much like the specter of communism. These consumer concerns provide Chubb with an opportunity to sell a new use value in the form of an insurance commodity. As such, it obtains an exchange value within the insurance market; and is for the gun owner the premium price of the insurance. Thus, capitalists double dip into the gun owner's pocketbook. They sell the use value of a firearm as a commodity within the firearm market in order to satisfy a need for personal self-defense. Then they sell the use value of an insurance commodity to satisfy a need for legal self-defense arising from the actual use of the firearm. Thus, Carry Guard members, wishing to enjoy the practice of "American rugged self-reliance," ironically become inextricably dependent upon a capitalist enterprise to insure their financial security and personal freedom.

This irony reflects a deeper alienation of human beings from what Marx views as their own human essence. According to Marx, what distinguishes human beings from other species that exploit natural recourses instinctively to satisfy needs (like birds constructing nests from twigs and human refuse), is that humans do so through purposeful and creative labor. When gun owners are not able to personally design and establish their legal defense, the Chubb Group offers their capital and the creativity of their workers (policy administrators and actuaries, for example) to market a suitable insurance commodity to meet the need. By doing so, gun owners become "alienated" from the means of producing their own protection. Thus, Chubb "rents" NRA gun owners, for the price of an insurance premium, a safe place that is manufactured, so to speak, and administered by the Chubb Group exclusively for profit. Viewing Carry Guard from a Marxian perspective dissolves the myth of the product as primarily an enabler of self-reliant defense. It exposes the function of Carry Guard as a vehicle to establish a dependency of policyholders on the Chubb Group and the NRA (through the needed self-defense training), and for the enrichment of the capitalist class.

This Marxian perspective illuminates the dynamics of the gun market not only in terms of the commodification of physical use values (firearms and their accessories), but also with reference to affective use values; those psychological needs that the physical use values satisfy. Affective utility plays a central marketing role. Most gun owners are middle-aged, white, high school educated, and politically conservative; for whom firearm ownership is exciting and patriotic. The adrenaline rush triggered by shooting firearms creates a sense of physical strength, heightened masculinity, and rugged independence, stirring to life the "badass" warrior within. Badasses don't feel insecure, powerless, fearful of strangers, dependent, or confused in an uncertain world. An obsession with design innovations and hi-tech accessories also proclaims who are the baddest asses; those who possess the baddest ass magazines or laser sights. Given that the shrinking civilian firearms market requires repeat sales to maintain profits, gun manufacturers and the NRA appeal to the super-hero fantasies of hyper-vigilant males to continually stir a toxic stew of affective needs to maximize sales.

In this sense, Carry Guard represents a commodification of "peace of mind" (as all personal liability insurance does) in the face of the looming threats prophesied by the NRA, as well as a social acceptance and self-esteem that comes participating in the defense of hearth, home, and country. When the satisfaction of these basic human needs is couched in the NRA's neo-fascist worldview, the commodity sold is not simply self-defense, but a comforting neo-fascist worldview as well.

Commodity marketing is remarkably successful and adaptable, in part, because it can effectively appeal to affective desires, while simultaneously wrapping them in a self-actualizing political worldview. The Virginia Slims' 1960s accolade "You've Come a Long Way, Baby" celebrated both the vanity of a Twiggy-like female body, and a self-actualization promised by second-wave feminism. Today, the post-sexist spokeswoman, Dana Loesch, has come a long way as well; roaring from the Carry Guard website as a confident and square-jawed gun owner, squeezed into a skin-tight Carry Guard tee shirt. Coca Cola underscored its iconic advertisement with the jingle "I'd Like to Teach the World to Sing (In Perfect Harmony)," sung by a commune of sanitized and serenely spellbound hippies residing in the Nirvana of the 1960's "Counterculture." Now, Barneys is banking on their M65 anarchy jacket to appeal to Millenials who are confronting Trump's neo-fascism in streets across America, in a desperate struggle for a secure and compassionate world; one free from the exploitation and repression of "The System." Barneys hopes there will be value added from sales to those who choose to safely impersonate revolutionaries at a safe distance.

Altogether, Carry Guard's carefully designed and marketed package of commodified use values embodies the symbiosis between neo-liberal capitalism and right-wing extremist politics that forms the core of, and is a marketized metaphor for, Trump's neo-fascist regime.
