Two Years Since George Floyd’s Death, Has Anything Changed in the U.S.?

Police officer Derek Chauvin killed George Floyd on May 25, 2020, shocking the consciousness of the entire United States. On May 25 of this year, President Joe Biden announced that he will instate an executive order which is a watered-down version of a police reform proposal that previously failed to pass in the Senate. The failed proposal would have altered “qualified immunity”, a doctrine that makes it difficult to sue government officials, including police. The proposal would have kept the doctrine intact for individual officers, but made it easier for police brutality victims to sue officers or municipalities. 

This new executive order would merely create a national registry of officers fired for misconduct, in addition to directing federal agencies to revise use-of-force policies, encouraging state and local police to tighten restrictions on chokeholds and no-knock warrants, restrict the transfer of most military equipment to law enforcement agencies, as reported by the New York Times

The real concern for activists and those who are targeted by police is primarily the police who are still on the job, and may have several complaints against them for violence already. This was the case with Chauvin, who had used excessive force in six previous arrests. Even of the officers who are fired for misconduct, of which there are few compared to the massive number of victims killed by police, nearly 25% are reinstated because of police union-mandated appeals. 

Government officials are not responding with the seriousness compared to the intensity of the crisis of police violence that plagues the United States. This is especially true in light of the radical demands generated by the mass movement which followed the death of George Floyd. Some of the most popular were: end police brutality, jail killer cops, and defund the police. This movement shifted the mainstream language on police violence, which had originally placed the blame on individual cops or “bad apples”, to include more discussion of systemic, institutionalized racism. 

“Even though you had the largest social uprising that had ever hit the country, in terms of numbers of people actually hitting the streets, you’ve seen no substantive reforms to address the issues, even in a small way regarding racism and bias in policing,” socialist organizer and journalist Eugene Puryear told Peoples Dispatch, speaking of the 2020 anti-racist uprising. Polls estimate that between 15 and 26 million were out on the streets, making these uprisings the largest protests in US history.

Movement demands

The movement shouted “Jail killer cops!” and “End police brutality!” in the streets, but the state has fallen short on delivering these demands. 

There was no reduction in police killings in the US from 2020 to 2021, according to data compiled by the website Mapping Police Violence. Police killed 1,145 people in 2021, 12 more than in 2020, and 16 more Black people specifically. 

2021 was marked by landmark trials that broke the paradigm of convictions for vigilante and police killings of Black people. The most notable example is Derek Chauvin’s guilty-on-all-counts verdict, for which he was sentenced to a historic 22.5 years. 

However, there was also no notable spike in the number of convictions and sentencing in general of police officers, although there is some evidence that public outrage does generate results. Of the 1,145 police killings in 2021, only two have resulted in convictions thus far. One of them is the trial of Kim Potter, whose murder of Daunte Wright made headlines when she gunned down the 20-year-old Black father 10 miles from where Chauvin was standing trial at the time.

A notable setback, however, was the not-guilty verdict for the killer of Breonna Taylor, Brett Hankinson, who, alongside other officers, killed Breonna by firing 16 rounds into Taylor’s apartment during a raid while she was sleeping. Hankinson was never even on trial for the killing of Taylor. In fact, the officers responsible have faced no criminal charges at all for her death. Hankinson was on trial for “wanton reckless endangerment” for firing ten shots through a wall into Taylor’s neighbor’s apartment. Even for this, he was found not-guilty on May 3 of this year. “Thank you Jesus!” tweeted John Mattingly, another officer involved in Taylor’s murder.

Were the police ever defunded?

“One of the things that was the most notable in the context of the George Floyd uprising, and the rise of the slogan ‘defund the police’, it went beyond simply the issue of police brutality,” Puryear told Peoples Dispatch. “It was connecting at a deeper level, the reality of white supremacy in causing oppression for Black Americans across almost every single social sphere that exists, policing being one of the most egregious examples of this racism and this discrimination and the xenophobia that’s directed towards Black Americans.”

“Defund the police” was indeed a radical slogan in a country in which police budgets as a share of general city expenditures have only increased since the 1970s. These budgets followed the trend of the rise in incarceration, both of which were part of the “war on crime” era of racist policing and incarceration that served to suppress 1960s and 70s Black rebellion. 

As a result, police budgets in the United States are some of the largest in the world, especially compared to underfunded schools and social services. According to a study, schools in the US are short of funding by nearly $150 billion every year. Meanwhile, in a city like New York, the annual police budget is over $10 billion. If the New York Police Department (NYPD) were a military, it would be one of the world’s most well-funded. 

Did city governments ever respond to demands and defund the police? Generally, the answer is no. While the 50 largest cities reduced their police budgets by 5.2% in aggregate, police spending as a share of general spending rose slightly from 13.6% to 13.7%. Many of the budget reductions that did occur were a result of larger pandemic cuts, in which other parts of the city budgets were also reduced. 26 out of 50 major cities actually increased their police budgets.

These numbers are the material reality, but in the full swing of the uprisings, city governments were making lofty promises to their people, who were marching outraged in the streets. In June of 2020, a veto-proof majority of city council members in Minneapolis, where George Floyd was killed, promised to dismantle the police entirely. But when it came time to deliver on these demands, city council members backtracked, claiming that the pledge was “in spirit” or “up to interpretation”. In the end, the city did not dismantle their police force. However, they did end up reducing the police department’s ability to spend overtime and began sending mental health and medical professionals instead of police to respond to emergencies. Activists also won a $8 million cut from the city’s police budget. 

Some city officials resorted to blatant deception, making it seem as if activists won demands when in reality, little had changed. In New York, for example, the mayor pledged to move $1 billion out of the massive NYPD budget. But even at the time of this pledge, activists and progressives were calling out the mayor for “just moving money around”. “Defunding police means defunding police,” said Representative Alexandria Ocasio-Cortez. “It does not mean budget tricks or funny math.” As described by a report authored by Andrea J. Ritchie and published by Interrupting Criminalization, the mayor claimed to have cut $300 million from the NYPD budget by moving police officers stations in schools out of the NYPD budget and into the Department of Education Budget. This was never a demand of the movement against police brutality, which has always agitated for “police free schools”. In the end, however, this $300 million was never even cut from the NYPD budget, while the Department of Education budget was actually defunded by over $780 million.

Were there any victories?

Although the post-2020 realities are disappointing for many, there were some notable victories. Some cities did in fact make major cuts, such as Austin, which cut a third of its police budget. And the uprisings did in fact halt the trend of ever-increasing police budgets that had existed since the “war on crime” began. Budgets did decrease across major cities, however minimally. 

According to Ritchie’s report, organizers shifted $840 million countrywide away from police forces, and secured $160 million for community services. Activists moved police out of schools, where they often generate more violence than they prevent. 25 cities canceled contracts with police departments operating in schools, saving a total of $35 million. Activists have also begun to demilitarize the highly militarized US police forces, winning bans on chemical/military-grade weapons in 6 cities and facial recognition in 4 cities.

But the key victory of 2020, argues Puryear, was the changing of mass consciousness. “The very fact that you could have a situation where a majority of people are recognizing the fact that there is racism, the fact that there is tremendous discrimination against black people in policing, in prisons and in the criminal legal system, and not have any change whatsoever, shows how intrinsic racism is to capitalism in the US context,” Puryear said. 

He continued, “[Those in power] actually cannot afford to eliminate these clear and obvious biases that exist. It’s essential to the social control of the black community, as a part of the broader efforts to super exploit black people, as it has been since the first slaves arrived here as a central pillar of the capitalist system. 

“It exposed once again the deep relationship between capitalism and racism, and the inability to overcome racism without overcoming capitalism. Because it isn’t just incidental, it isn’t a few bad apples, it isn’t just the attitudes of certain people, but it’s structural and it’s systemic in a way that can’t be changed by good intentions.”

How 'Justice for George Floyd!' Shook the Ruling Class to the Core

On May 25, 2020, 44-year-old white Minneapolis police officer Derek Chauvin knelt on 46-year-old unarmed Black man George Floyd’s neck for nine minutes and 29 seconds, sadistically murdering him. Floyd was accused of using a counterfeit 20 dollar bill at a local convenience store in the middle of a pandemic that left tens of millions of Americans out of work and deeper in poverty. Floyd was a victim of the capitalist system, one of the tens of millions who were out of employment. The deadly encounter between Floyd and Chauvin was captured on video by community members and went viral shortly thereafter. 

The next day, the Black working-class communities of Minneapolis led thousands of people of all nationalities demanding justice and accountability, inspiring a nationwide protest movement against racism and police brutality that brought an estimated 35 million people into the streets in righteous and militant indignation. Solidarity protests were held in 60 countries all over the world from Palestine to Haiti to South Korea and more. As brutal force and thousands upon thousands of arrests were employed to repress the movement, the racist underbelly of so-called U.S. democracy was on display to the entire world.

One year since these rebellions began, many reforms have been passed and changes made to combat racism. Politicians and corporations have pivoted to allay the rage of the masses of people across the country sick and tired of racist police terror and the entire system of capitalism with its disgusting inequality. All across the country organizers, activists and progressive groups have demanded radical change, with some raising the slogan “defund the police” and “abolish the police” — representing a marked shift in the struggle for justice.

Derek Chauvin was convicted of two counts of murder and one count of manslaughter on April 20. Facing sentencing in June, Chauvin could be put in prison for 40 years for second-degree murder, up to 25 years for third-degree murder and up to 10 years for manslaughter. 

Yet, since that fateful day in May 2020, many more people have been killed by U.S. police. Some of these people’s names are widely known, such as Daunte Wright, Ma’Khia Bryant, Adam Toledo and Andre Brown. George Floyd’s murder was the “straw that broke the camels back.” But no matter how much negative attention the police get, as an institution of racist rule by a tiny class of the super-rich, they cannot help but enact all kinds of violence against poor and working-class communities, especially Black communities. The fundamental task of the police is to preserve the racist, capitalist status quo.

In the year since Floyd’s murder, activists all over the country have taken aim at qualified immunity, which shields officers from civil and criminal liability. President Joe Biden met with the Floyd family and other families of police brutality on Tuesday in a push to get the Senate to pass the George Floyd Justice in Policing Act. The bill would impose limitations on the use of police chokeholds, standards for no-knock warrants and limits on the sharing of military equipment by the Defense Department with police departments. Many of these reforms were already on the books in various cities and towns, yet they have not significantly hindered the police from continuing to kill and enact wanton violence on the people. The ruling class is far more reluctant about stripping the police of qualified immunity — their carte blanche to kill, maim, harass and bully. This continues to be an important front of struggle.

The police have been killing people since they were formalized as an organization growing out of the slave patrols in the U.S. South and out of the needs of the capitalist class to police immigrants and low-wage workers in the industrial North. The violence is not new, and many outright murders and assassinations have been captured on camera by civilians. So what is new? What has changed? It is the consciousness of the working class. All of last summer and even into the fall and winter, people continued to rise up against racist police terror and state violence.

As revolutionaries, we know that in order to win basic reforms and so much more, the working class and oppressed people of this country need to be organized. Our class must continue to keep the pressure on through mobilization, education and agitation — drawing in more people to the fight for justice in the immediate sense and also more broadly against racism and capitalism and imperialism. The rebellions have changed the political calculus of the ruling class and thus the terrain of the class struggle. 

In the aftermath of the conviction of Derek Chauvin, many debated what more needed to be done to win true justice. While the verdict was a victory secured through arduous struggle, we know that true, enduring justice can only be enjoyed by winning a new system that removes the basis for white supremacy and all the other unspeakable injustices in this society. To honor George Floyd’s memory, millions have and will commit themselves to this task.

"Defund The Police" is Not Abolition

The demand to defund the police has become a central narrative responding to the graphic killing of Black people. Black organizers must now discuss if this strategy can move us closer to community control of public safety and unpoliced Black neighborhoods.

The defund demand has a number of important branches but at its root it is a call to mobilize community energy towards winning votes at local budget hearings. This effort is not just about the vote but reflects a firm belief in U.S. democracy, which at this exact moment may be the most mistaken political stance possible. During the Jan. 6th meeting at the U.S. Capitol we witnessed a show of strength that could not have happened without deep police collaboration. Misleadingly called an insurrection, this was a public service announcement of the vertical integration of the police from the various classes of the right wing grassroots to the very top of the U.S. government. The police are now part of the formal or informal leadership of both political parties. We very well may have witnessed the last presidency of the united states of america because there are guns pointed at the gears of the U.S. political system. So to get significant Black support, defund the police campaigns will have to explain why we should fight for votes in a country that does not have a democracy.  

What Jan. 6th brings into view is a foundational principle of Black abolition, rooted in the philosophy of George Jackson, which defines the U.S. political system as already fascist especially in regards to Black people. In fact George Jackson argued that "...fascism-corporativism did indeed emerge, develop and consolidate itself into its most advanced form here in Amerika." So when defunders define abolition as mobilizing people to win budget votes they are in opposition to the tradition shaped by George Jackson as they march us back into the burning house Martin Luther King Jr. lamented

The myth of U.S. democracy is even more pronounced at the local and state level, where defund must win if they are to set the stage for abolition. How the strongest defund efforts fare in places where they should have a number of progressive allies and resources, is revealing. In Minneapolis the death of George Floyd led to a precinct burning down. Then advocates mobilized the community to win a budget fight. They won the vote to defund the police in order to "dismantle" the department. This was an incredible victory that was quickly rolled back by an unelected city commission. To mask the complete lack of democracy the elected leaders of the city then placated defunders with an $8 million police cut, while adding $11 million in future hires. This cut moved already civilian staff to other departments and the main budget cut really came from police overtime. Minneapolis police surpass their overtime budget and just this summer received 37 times their overtime budget when they repressed the mobilizing from George Floyd's death. If this is evidence of things to come the entire defund the police movement may find even maintaining current police levels as a victory. 

In Los Angeles, Peoples Budget LA, a defund campaign led by BLM Los Angeles managed to cut 8% or $150 million from the LAPD budget. Maintaining this pace every year would completely defund the infamous LAPD in a little over 12 years. Except that the $150 M cut may not actually come out of the LAPD budget. And the $97 Million that is supposedly directly cut from the police budget actually comes from overtime spending, which the LAPD can still get in the event of an emergency. Given the current state of the country, emergencies are inevitable. The defund cut itself simply replaced a planned LAPD budget increase of the same size

In some cities the system is so undemocratic and corrupt the police don't bother to hide how they use intimidation to directly control politics. When Baltimore residents pushed a defund the police effort along with Leaders of a Beautiful Struggle they were faced with liberal Black leadership. You can clearly see how that even a campaign this strong is frustrated on all sides by the police union and the undemocratic municipal procedures and committees. They detail that John Hopkins University alone has the ability and desire to maintain their own police force. In some cities this dynamic has collapsed into political theatre. So again and again the strongest defund the police coalitions are faced with undemocratic, untransparent, complicated political systems that regional power players manipulate with ease. This is why Black abolition is a divestment from U.S. democracy and an investment into Black sovereignty. A key difference between abolition for Black liberation and the defund demand, is that defund asks for permission and abolition does not. 

The defund argument also assumes that public support for the police is rational. But the support for police is non-rational. We know this because police funding increases even when crime goes down. The US has always been willing to fund the police even as the rest of the public infrastructure crumbles. This means if all defunders have is data and well researched talking points it wont be enough. Police are supported whether it makes budget sense or not because Black people must be watched, and Black revolt must be kept down. This fundamental role of US police is independent of any budget. You can defeat it but you can not defund it. 

Now in community spaces and corporate media, the call to defund the police rests on a core contradiction. On the one hand defund is presented as a demand housing a set of mandatory budget votes leading up to abolition then at the same time defund the police is the same thing as abolition. Critical Resistance and some of the most well thought out defund campaigns argue that while, "a lot of people are trying to say there's a difference between police reform, defunding the police and abolition. And the call to defund the police is abolitionist. It's a step towards abolition. It is not a separate, moderate or watered-down thing." But this contradiction is what allows reforms and reformists to then present themselves as abolitionists. So if defund the police was the same thing as abolition there would be no need to add it to the original call to abolish the police. And by redefining abolition as winning votes at budget hearings then that means defunders like Ilhan Omar and Ayanna Pressley are also abolitionists fighting to place the public safety of Black neighborhoods under the community control of Black people with no police.

They are not. 

Defund democrats are pro-police and gave Trump record-breaking support for the U.S. global police forces that represss Black uprisings around the world. This support for defund comes from a belief, that it actually would never lead to community control of public safety and unpoliced Black neighborhoods. Besides on the federal level, defunders like the squad may have already defeated the aspirational budget goals of local defund the police efforts. Because by getting behind tax cuts, the CARES ACT and the federal COVID-19 response  they have put together a record breaking transfer of wealth to the same class whose property the police guard.

Right now, U.S. state and local governments spend roughly $115 Billion on local and state police. If defund campaigns completely won and cut 100% of police funding tomorrow, Jeff Bezos alone could cover the loss and still be one of the richest men in the world. The 1% also has direct investment in the killings we see on the news. Starting as a slave market, Wall Street now makes money whenever police kill someone. This is dangerous because even though private funding for local law enforcement is low, if cities were forced to cut the police's public money stream, municipal governments could use any number of private financing mechanisms to refill their coffers. 

While wholesale financing of local police through private funds may still be a bridge too far, the police simply have a wealth of resources at the local level to quietly frustrate defund budget votes. Perhaps the most common feature of U.S. democracy is that laws supported by most people do not pass because of the money defund democrats pass to elites. Even within the current funding guidelines, police foundations can buy time by forcing campaigns to wade through sophisticated budget manipulations, sapping movement energy. The 1% already directly support the army who protect their property through a complicated international network of police associations, drug running operations, unions, foundations, government agencies, and right wing formations. This is the police network that was made even stronger with record level tax cuts and the CARES ACT's huge wealth transfer. The police can also adjust for losses in man power by continuing the expansion of  fusion centers, a national surveillance system that merges local and federal law enforcement. After decades of extorting cities the 1% have developed plenty of local financial instruments to help the police cover losses, play number games, and frustrate defunders with fake victories until they finally figure out how to defeat those campaigns.

But this summer we saw a shift in national consciousness after decades of mobilizing around Troy Davis, the state led horror of Hurricane Katrina, the theft of water in Flint and many other communities, the killing of Miriam Carey and countless more. For a brief moment this summer most U.S. citizens supported the burning of a police precinct. So in light of this history of fascism and our current climate, the belief that the police answer to the votes of city officials is a faith statement only non-Black believers in U.S. democracy can really afford. The only way police will leave Black neighborhoods is because Black people took community control of public safety and opposed police presence. 

Ultimately, what sets the stage for Black liberation isnt policy campaigns but the grassroots organizing that lives in every Black neighborhood. But defund the police paints a linear process for us to follow. This approach starts with protests that force a vote, then the police are defunded. And it makes perfect sense why defunders believe that by "reducing police budgets, communities are able to make autonomous decisions about how to use resources that would otherwise go to surveilling, arresting, and incarcerating them." But whenever a critical mass of people are agitating and taking action, this is the long reform process that is placed in front of the goal of abolition without any explanation of why this detour into the U.S. political system is mandatory or even necessary. In this vein, Working Families Party argues that "the only way to stop police violence is to defund the police and instead create, uplift and fund the community services that keep Black people safe, healthy and free." 

The vote is not the road to Black liberation. That debate has been repeated and is settled just by the fact it still needs to be held. To unpolice our neighborhoods Black people will need to work with each other through families and neighborhood networks. Now when defund gained mainstream prominence most of the people who mobilized on the street and in media were non-Black people. This created a discussion between politicians and non Black groups that may cloud how we currently understand defund the police. So as always its important to bring discussions back to the material conditions of your particular community. Now since Black liberation must be community driven you may assess that defund the police is a useful tool to begin community discussions about abolition. Or you may decide defund the police is a good way to reveal US fascism and the absence of democracy. If that is the case defund presents key questions for Black organizers.

Black abolition views U.S. democracy as a myth, and U.S. fascism as already present. How do you negotiate a call to defund the police that keeps Black politics within the U.S. political system when Black abolition calls Black people to leave that behind? You will also have to determine how you can divest from the police and invest into social services that other Black liberation efforts are working to abolish. As you build, discuss what the role of defund's rational budget campaign when public support for the police is non-rational. Black organizers will also need to discuss the contradiction in the popular stance that defund is the same thing as abolition and also the road to it. After this you will have to navigate anti-abolition defunders who actually oppose putting public safety in organized Black hands. 

Now since Black abolition holds that fascism is already here and that the vote is too small of a room for Black politics, where do Black politics live? While the current defund conversation may currently be between non-Black people and the state, Black abolition requires faith in organized Black communities. Whatever your level of participation and reflection, if you move in that spirit you will be able to find political demands rooted in that practice. Campaigns focused on abstract policy will only connect to Black people as characters they write about, history they theorize or clients their non-profit and contract work services. Black abolition organizers must put into practice tangible outlines of how you and your family can be abolitionists amidst the real violence you face. We see this immediately in community conversations, because Black people routinely shoot down any abstract discussion of unpoliced neighborhoods. Its not enough to just describe the problem of violence, prisons and police. We will have to be disciplined and repeatedly explain abolition in clear creative ways. 

Black politics lives within and among Black people in your neighborhoods, associations, cultural spaces, and families. You wouldn't be here if you didn't come from something, and you do not come from an incompetent people. We are entering a war over the terms and conditions of the next era. "At this stage, how can anyone question the existence of a fascist arrangement?" What happened at the U.S. capitol was only the beginning of what is coming. Even with a democracy, the U.S. has no problem maintaining, "simultaneously a dictatorship over black Americans." Look within your immediate family friends and social circles. You will be surprised at the wisdom you will find there along with first hand accounts of similar times. Trust the work of your elders and the previous movements that hidden within arms reach are all the resources you need to create the cultural practices and institutions that will nurture and sustain a new Black liberation movement. Tap into the best of your ancestral traditions and hone a sharp analysis of the current conditions. Get your team together and get to work. The only way we can establish Black community control of public safety is by making community wide moves and building the bricks and mortar of whatever we need to make abolition a reality on our terms.

Black Politicians: White Supremacy's Indirect Rulers

The Black Community is an internal colony within America. We have a Perpetual Foreigner status and are treated as such. We are socially, politically, educationally, and economically deprived. We have no self-determination. Where there is institutional racism, there is colonization. U.S. Imperialism affects black people abroad just as much as it does at home, and it is sustained in one fundamental way: Black Politicians. Black Politicians are the faces of white supremacy in the black community. They uphold the same structures that we need to dismantle under the guise of them having to “play ball,” which they claim will lead to “useful” compromise. That approach only benefits the individual and not the entire race. Black Politicians are colonial masters. They are indirect rulers and one of the biggest roadblocks to Black Liberation.  

Black Visibility does not equal Black Power. Just because we have black people that look like us in office or in power doesn't mean that it will benefit us. Just because you have a Black face on a white-supremacist system doesn't mean that white supremacy is over. It has just adapted to the conditions of society. Take the state of Mississippi, for example. Mississippi has the most black politicians in office. Yet, the state still has one of the highest poverty rates, one of the lowest education ratings, worst healthcare systems, and more than half of our renters are at stake of homelessness because of Covid-19. If we have a black person in power implementing the same policies that the white people are implementing, then that representation has no worth to us. What is good for America does not equal what is good for black people. That representation is only worth something to the white-supremacist structure which benefits from the facade of progress by placing a black face on racism and oppression. 

Black Politicians are the same as the indirect rulers that were in colonies during the Scramble for Africa. They come to us saying that they “see us, hear us, and are going to do something about it.” Then they get into office and say that they can't speak up about an issue plaguing the black community because if they speak up, they will be ousted from the club. They claim that they won't have a seat at the table anymore. That shows you the fundamental problem right there. Black Politicians don't really exercise any real power for the community. They are more interested in their individual wealth and comfort than actually fighting for any real change. They are no more than puppets that, instead of being loyal to the constituents that put them into office, are loyal to a political party. They are more worried about personal status than changing the status quo. 

Take the Congressional Black Caucus, for example. The Congressional Black Caucus is dominated by politicians who are more worried about their corporate interests and filling their pockets than actually representing the Black Community's interests. Take the race of Jamal Bowman and Eliot Engel. Jamal Bowman was a black progressive candidate running against the incumbent Eliot Engel, who is a moderate white politician. In this race, the CBC decided to endorse Eliot Engel instead of Jamal Bowman. This example right here goes to show you what the goal of black politicians is to protect the status quo of the White Supremacist Capitalist Patriarchy. They are elected to do the bidding of the ruler. Same as colonial masters. They co-opt revolutionary language to benefit the goals of neoliberalism. 

Look at Jim Clyburn, who was a Freedom Rider and participated in the civil rights movement. When young, he put in work and likely had revolutionary tendencies and thoughts. His effectiveness, though, after being brought into the Democratic Machine, has gone to waste. He no longer articulates the ideas and needs of the black community. What he does now is silence black radical thought and dissent. Take for instance what he said about the protest happening around Defunding the Police. He stated that "Nobody is going to defund the police." That statement is very disingenuous, seeing that most of the protesters are calling for defunding if not abolition. He is doing his job as a colonial master. He is watering down the movement and  trying to subside the black masses by getting us to settle for incremental change instead of fighting to dismantle current systems of oppression. 

Joe Biden picking Kamala Harris as his running mate displays this indirect rule the most. Right now, we are going through a global uprising against policing and prison systems, with people advocating for the abolition of both. During this time, Joe Biden decides to choose a candidate who is known for criminalizing black and brown bodies by keeping innocent people in jail for labor, defending the three-strike system, withholding police misconduct information, defending the death penalty, defending prosecutors falsifying confessions, and a myriad of other things. This shows you the logic of the Democratic Party. They see black people as political pawns who they can manipulate into giving their undying support to the party by just nominating a black woman as Vice President without substantial policy promises. And this strategy has worked. People who were calling for the abolition of police and prisons in June and July are now the same people supporting the Vice Presidential pick of Kamala Harris.

In Black Power, Kwame Ture quoted Machiavelli in saying, "And here it should be noted that a prince ought never to make common cause with one more powerful than himself to injure another unless necessity forces him to it.… for if he wins you rest in his power, and princes must avoid as much as possible being under the will and pleasure of other." This is the reckoning that the Black Community has to have because when we hear talks about “harm reduction,” what harm is actually being reduced. Bombs are still going to be dropped, people are still going to get shot by police, people will still be in jail under both presidents. Harris is deliberately being used to sideline the discussions of real change that we need because we have a black face as the possible second-in-charge of the oppression. We had a black face as the head of America for eight years, and the black community's situation did not get better. Black Lives Matter started under his presidency, and he was hesitant to speak about it, let alone offer substantial change. The Flint Water Crisis was under his presidency, and he didn't provide any substantial change. Not to mention, he dropped 72 bombs a day on the Global South and helped coordinate the outright destruction of one of Africa’s most prosperous nations in Libya. Black faces in high places are just brokers of White Supremacy sold with the guise of progress. 

We don't need Colonial Masters and empty representation. It's not about having a Black person in a position of White Supremacy. We need new institutions in place and new systems that will actually bring about change. Black people are not politically, socially, and economically depressed because of our character or work ethic. Black people are politically, socially, and economically depressed because we are a colonized community. The indirect ruler does not make any colonized situation better. It is just cheaper and easier than having white men run everything in the colony. If we ushered an end to colonization, then we would have an end to our economic serfdom, exploitation, and oppression. We have just as much right to self-determination and freedom than any other colonized group has, and having Black faces doing the bidding of the White Supremacist Capitalist Patriarchy is not the way to achieving that liberation and freedom.

Dear Black America, Don't Let Them Fool You: We Cannot Vote Ourselves Out Of This Problem

Voting is not the way to solve anything for black people, oppressed people. First, reform does not work in a white supremacist capitalist patriarchy. Every issue we hear talked about on the news, "this [issue] disproportionately affects people of color, women, the LGBTQ community, etc." This statement shouldn't be that mind-boggling. This system isn't made to benefit us in the first place, so why would a change in that system work in the first place. When a car breaks down, you put in new parts. If you continue to put new parts in a car, it will eventually break down. That is all these reformist polices are doing. If you're not abolishing the system, then you're just allowing the car to keep on going with new parts that will enable the car to run on fumes until it breaks down. Calls to abolish and defund the police are already being coopted into reformist policies to appease the ruling class. It shouldn't be that radical to call for an abolishment of a system that kills over 1,000 people a year despite being "reformed."

Second, voting is to subdue the masses to choosing between two evils and allowing them to decide what's acceptable and what's not acceptable in the realm of discussion. As Noam Chomsky eloquently put it, "The smart way to keep people passive and obedient is to strictly limit the spectrum of acceptable opinion, but allow very lively debate within that spectrum — even encourage the more critical and dissident views. That gives people the sense that they have free thought, but the presuppositions of the system are being reinforced by the limits put on the range of the debate." As a people, we have been taught and sold that voting is the only way to make a change in society. From talking to my parents, family members, and community members doing the peak of the 2020 Democratic primary, and now they are sold on voting as our only means of creating change. Saying we have to make the change within the system. Their stance on voting has been fed to them for so long that they will fight you to the grave on this, but it is so ahistorical that we need to disprove it today. Our ancestors didn't have the right to vote, and they achieved the abolition of slavery, end of segregation, right to citizenship, right to work, right to own property, the Civil Rights Act of 1964, and the removal of Jim Crow Legislation, the right to vote.

When you look at any change that has happened within the The US, the change has come from outside the system, not within. As James Connolly Said, "Governments in capitalist society are but committees of the rich to manage the affairs of the capitalist class." When we vote, we are voting for whoever the ruling class has told us to vote for. Whether through endless spending with SuperPAC's or "black faces in high places," telling us who to vote for, we have no say in Democracy. As Malcolm X said, "Democracy is Hypocrisy." Voting is the way that the empire can keep us under control and keep themselves in power. The Black Panther Party couldn't vote, yet they had a Free Food, Free Housing, Free Medical Care, Free Busing, Free Clothes, and 50 other programs that we hear white liberals advocate for today. They were doing that within their community, and that's why Herbert Hoover fought to get rid of them. The BPP's initial government surveillance started because of their Free Breakfast Program. The settlers have taught us that's their way of governance is the best way, and we have fallen for that. We believe that we, the masses, and oppressed people can vote and change the system that was set up with the thought that either we weren't citizens, we weren't humans, or that we were too dumb, so there should be a safeguard.

The ruling class had a chance to maybe postpone a revolution in our lifetime with the compromise candidacy of Bernie Sanders. Sanders, running on a political revolution, had a tremendous amount of support from young people in general, but especially young black people. With his calls for Medicare for All, a Green New Deal, and other social democratic policies, they had a chance to satisfy the short term wants of most Americans. They had an opportunity to assuage the masses for a while, as they did with FDR's candidacy. The ruling class, though, was so caught up with their money and profits that they failed to see that Bernie Sanders was offering them. They were so scared that he would tax them that they colluded against him as they did in 2016 to ensure that their establishment candidate won. Now we are stuck choosing between the lesser of two evils again. We have one person who has been accused of sexual harassment and assault, an architect of mass incarceration (who refuses to apologize for it), and full of blunders. On the other hand, we have Donald Trump. I remember when people were saying that they will vote for Joe Biden over Trump because at least we can push him left. Now, this isn't an essay on whether you should vote or not, but I will say that we have had weeks of protest worldwide, and Joe Biden has not even inched to the left. He doesn't support abolishing or defunding the police department. Even Bernie Sanders said that he doesn't support defunding the police and says that they need more funding. This was the candidate who claimed that he was for the people, and he doesn't even support our demands. The Democratic Party has sold out black people for so long that it shouldn't be controversial not to support them, but we continuously have for decades. 

The façade that we can vote our problems away is one that we cannot fall victim to today. We have tried that time and time again, and what happens? The politicians run on something, go in there and don't do anything for our community. Black and white politicians alike have sold us out time and time again. To get real change, we must stay in the streets. As you see in Minneapolis, with protesting, burning, rioting, and looting, the change will come. If you support non-violent or violent protest is your prerogative. If you support the liberation of the black community and think that we must vote to get Trump out of office, that is your choice. But one thing is for sure. We cannot vote ourselves out of this situation because if we think that is the way to solve our problems, we will end up in the same place we started.

Abolish it All: Towards Eradicating the Prison and Military Industrial Complex

I, like many other Black radicals who follow the Black radical tradition, are filled with hope to see such a large amount of people talking about abolishment of the police. A few months ago, many would deem us wild to even think that abolishment was such a possibility, let alone a mainstream conversation. With national discussion, however, nuance is erased and conversations become watered down, and the reality of the conditions we are in are not properly articulated. I want to recognize the work of Mariame Kaba, who helped me come to this abolitionist politic; in addition, I want to thank the many folks like Angela Davis who have laid the foundation for abolitionist thought. This piece seeks to provide clarity and guidance to the people, and a framework for which abolishment of the prison industrial complex is possible. 

For starters, it is important to note that the prison industrial complex is deeply tied to the military industrial complex. The weapons and gear manufactured by captured Africans in penitentiaries is used to loot countries in the 3rd world. This makes way for corporations like apple, tesla, google, and microsoft to come to the continent to loot Africa’s resources while also using African child labor. This is only made possible because the police force captures Africans and then enslaves us in penitentiaries in which our people are forced to make weapons and materials for the military. This undeniably connects the prison industrial complex with the military industrial complex. It’s important that we know our enemy and what we are up against if we are going to abolish the PIC. 

The us empire and its military is the most violent imperial regime in human history. Do we think that the biggest purveyor of violence will willingly concede to demands of abolishment? The national guard was called in and military rule began when windows were broken and buildings were burned. Similarly, if we seek to abolish the PIC, this fascist state will have a violent response. I purposefully start here with this framework because it’s important to know what we will be up against if we seek to truly abolish prisons and the police, and thus the military industrial complex. 

america’s economy runs off the exploitation of captured Africans and global imperial dominance. To think that prisons and police will be abolished through non violence underestimates the capacity for violence that america has. ‬america will do anything to preserve its colonial violence, history shows us this and it is a scientific fact.

Prisons won’t be abolished through the reformist calls to defund. Schools are defunded. Healthcare is defunded. Section 8 housing services are defunded. Just because the police are defunded doesn’t mean that they will be abolished. Revolution doesn’t come from policy changes, it comes from destroying these systems that kill us. This is an important distinction necessary for us to be aware of. We must be wary of reformist calls that will somehow “lead” us to abolishment. 

We know that reform only furthers fascism. The past 400 years shows us that. We can’t settle for nothing less than the complete eradication of the systems of oppression that kill and exploit our people on the daily. Whether it is transphobia, ableism, or police violence (which are all deeply connected and often intersect at the same time) we can’t concede to the demands of a fascist state for reform. As George Jackson says,.“...with each reform, revolution became more remote[...]But if one were forced for the sake of clarity to define [fascism] in a word simple enough for all to understand, that word would be ‘reform.”Our people’s lives depend on revolution. 

While new calls to abolish the police show that the general public is ready for change, we have to be honest about what true abolishment will take. As prison-industrial-complex abolitionists, we seek to eradicate systems of violence that enslave, kill, and exploit us. We seek to create new systems that address violence at its core to create peace in our communities. Kwame Ture teaches us that we (revolutionaries) are not only destroyers but we are creators. Creators of a new world where peace is possible. But we must understand that in order for peace to exist, there is a scientific method that must be used to obtain it.

We must understand that armed struggle in defense of and against this fascist state is the only way to eradicate fascism. Mussolini wasn’t defeated through non-violent protests. Hitler wasn’t defeated through non-violent protests. And trump and the united corporations of america won’t be destroyed through non-violence. Revolutionary (counter)violence, which is a defensive and life-affirming posture as much as it is an act of self-preservation, will create the conditions in which we can abolish these systems that have oppressed us for the past 400 years. As Malcolm X said best, there’s been no revolution in the world without bloodshed — from Haiti, to Venezuela, to Cuba, to Ghana. 

While many might say our people are not ready for this, I would like to remind people that it was unarmed protestors in Minneapolis who sent pigs squealing and retreating from their precinct. This happened as people in current time created a plan to do so. Imagine if the people had more organization? Imagine if the people were armed? There’s endless possibilities if we have an organized guerrilla front. 

As I said earlier, revolutionary (counter)violence is at the core of abolishment, but as revolutionaries we also create twice as much as we seek to destroy. As my comrade noname said,

“when the dust settles and the protests stop, communities will still be poor, police will still murder and violate citizens. prisons will still be filled with millions of ppl. half a million ppl will still be houseless. the past 2 weeks was the easy part. solidarity isn’t a trend”.

This is why we have to create programs, people’s programs, that serve the material needs of our people pending armed struggle. We have to show our people that a future outside the parasitic conditions of capitalism do exist. We need food programs for the hungry. Housing programs for the houseless. Medical programs for the people. COVID-19 testing for the community. We must provide this for our people. If we are to claim the title as revolutionary, it is our duty to serve the people, love the people, and free the people.
