The Economic Consequences of the Rio Grande do Sul Floods

The southernmost state in Brazil, Rio Grande do Sul, was under heavy rain and flooding for several weeks in May. The Guaíba, the most important river in the region, which flows through the capital city of Porto Alegre is usually about two meters deep. It went over five meters. More than 400 cities (out of about 480) were hit by this climate catastrophe, with over 2.1 million people affected and over 170 casualties so far. Material losses are hard to calculate at this point, but insurance companies already consider this the "worst event in our history" and the government estimates that reconstructing the Rio Grande do Sul will take several years.

The connection between the climate catastrophe and the rise of a suicidal far Right immediately becomes evident as social media in Brazil is overrun with swarms of outright lies, political accusations, and fraud. Meanwhile, intellectuals get stuck in a somewhat sterile discussion about whether one may refer to the people who have lost their homes and belongings as “climate refugees” — because it is shocking to realize that this term may refer to people other than the poorest among the poor.

Horrifying events like this have been occurring at increasingly shorter intervals, as we all know. Simultaneously with Porto Alegre, parts of Afghanistan, Kenya, Texas, the United Arab Emirates, Italy, Germany and California have also been under water. Not to mention droughts, wildfires and hurricanes. But in the midst of this chaos, two lessons about our shared future stand out, which may be helpful beyond the regions directly struck, giving us a preview of how to build a future that would be different from what is being prepared right now.


Postponing an exam

The first lesson regards the possibility and requirements of large-scale planning. It so happens that the Brazilian federal government was planning a massive recruitment exam for the public service, which has been anemic after almost a decade of neoliberal rule. The tests were to take place on Sunday, May 5th, in more than 200 cities across the nation with 2.14 million candidates competing for 6,640 jobs. But then the rain came, and it turned everything upside down: how can you administer such an enormous test when many contesting for those public jobs are isolated, stranded, and homeless?

After a week of hesitation, and just two days before the tests, the government finally convened a press conference to announce what was obvious to all: the "National Unified Recruitment" was postponed and later rescheduled to August. Maybe it is just a predisposition on my part, but while I watched the conference I felt that the officials, ministers Esther Dweck (Public Management) and Paulo Pimenta (Communication), seemed somewhat astonished, maybe dismayed. Even among the journalists, there was, or so I felt, an atmosphere of disbelief.

This discomfort is not entirely surprising, though. For someone who had been planning an ambitious, country-wide operation, involving logistics, security forces, and millions of people, I can imagine that the idea of ​​having to postpone the tests didn't even cross the organizers' minds. In fact, a reporter did ask about provisions for an eventual postponement of the exam. There were none.

The federal government placed this initiative at the top of its priorities. It is boasted as an innovation in public sector recruitment, which it is indeed. But it is also an expensive and risky undertaking that had to be stopped in a hurry because nobody considered the intervention of natural forces. Even the decision-making process hints at the impasse the authorities were put in due to the floods. When the press was summoned, dozens of lives had already been lost, and entire municipalities were almost unreachable. It was clear that the "gaucho" (residents of Rio Grande do Sul) candidates were excluded from the test. If communication to the general public only occurred on Friday afternoon, it is because demobilizing this colossal apparatus is almost as hard as assembling it. I suppose that even the budget law will need to be amended.

The postponement made painfully and pathetically clear that in times of global connectivity and interdependence, an episode such as a natural disaster is never “only itself.” It is not limited to its immediate causes and direct effects, where it happens, nor is it limited to its own regime of existence. In a world of complexity, every system and every event spreads and contaminates other aspects of reality, other systems. The eruption of the concrete, palpable, real, into the universe of planning, abstraction and bureaucracy perfectly illustrates the reality we are entering.

I want to draw attention to the meaningful difference between this catastrophe's domino effect and two other consequences of the flooding. First: Rio Grande do Sul is an important producer of rice, wheat and cattle. It is clear by now that the output of these commodities will be compromised, putting pressure on prices. This has led the federal government to announce that it will resort to the international market. Shock waves can also reach interest rate decisions and, with a spike in inflation, unpleasant political consequences are not out of sight, with the far right constantly on stakeout.

Second: the fact that, per the insurance companies, the destruction of cities and plantations in Rio Grande do Sul is the “worst event in the history of Brazil.” The costs incurred could sap some of these institutions and is likely to lead to a significant reallocation of resources, which would weaken other public policies. As for insurance, as has been predicted for some time, we can expect a progressive and heavy increase in premiums, making investments of all types more expensive, especially the most ambitious and expensive ones, such as infrastructure.

In both cases, we are dealing with long-term issues, but mostly already advanced and priced. It is common to hear from economists and managers, but also from some scientists dedicated to complex systems, that the global interconnection of logistical, financial and economic systems makes it possible to overcome ruptures and failures that eventually appear in some part, guaranteeing the stability of the whole. The reference usually evoked is the initial 1966 Arpanet project, the embryo of the internet: decentralized and increasingly numerous connections are almost impossible to take down.

Nonetheless, other scientists linked to complexity also warn that these ultra-complex systems, although resilient, are vulnerable. This means that they can resist deformation and remain stable, but if a particular disturbance, small as it may be, turns out to be capable of compromising the system, it will collapse completely and suddenly. In a dangerous but not absurd analogy: this is what happens in the death of an organism, for example, or the collapse of an ecosystem. To return to the Arpanet reference: the problem is not always in preventing transmissions from being interrupted. It may lie in the transmission itself. This is what Edgar Morin had in mind back in the 1990s, when he coined the term “polycrisis,” now taken up by historian Adam Tooze and theorized by the Canadian think tank Cascade Institute.

The postponed exam is suggestive of the increasing difficulty we will have in planning and articulating large-scale projects and programs. Without taking into account the climate factor, which is less and less “imponderable,” the government wanted to carry out a broad and solid initiative — and discovered that it was fragile. It won't be the last time something like this happens. This is at the core of what we have come to call "the new normal": from now on, the norm will be that all planning will be subject to failure for reasons that will fall from the sky or emerge from the depths, not without warning, far from it, but with warnings we may not be able or willing to hear.


Solidarity, distribution and economy

What then? — I thought, as I completed the previous section. Do we simply sit and cry, waiting for the moment when a calamity reaches us too? What does all this, the coming crisis of planning, imply for workers, proletarians, the wretched of the earth, and international solidarity in general?

This brings me to my second point. There has been a remarkable outpouring of solidarity in Brazil since the magnitude of the catastrophe became clear. Of course solidarity always emerges when one of these disasters occurs, and there have been many in various regions of the country: landslides in the Southwest, droughts in the North, fires in the Amazon and the Pantanal region, floods all over. But this time there is something different due to the sheer magnitude of the event.

No previous environmental disaster affected the infrastructure of modern life so deeply in Brazil. Airports closed, with runways sometimes inaccessible even for the planes carrying vital aid. There are broken dams, isolated cities and neighborhoods, roads cut, and power, telephone and internet networks down. The distribution of food, medicines and clothing in this scenario can be a daunting challenge. And it has indeed mobilized organizations from all around the country, in the form of donations, logistic networks and information centers.

While this parallel economy was taking shape, representatives of the private sector and the State governor Eduardo Leite himself were more preoccupied with the possibility that donations would have a deleterious impact on local commerce. I mention this not because I want to smear Mr. Leite as someone insensitive to his people's suffering — though one must admit he is indeed responsible for withholding funds marked for preventing floods — but because it presents us with a pulsating contrast between different kinds of economic logic. And this contrast is likely to intensify in the near future, suggesting what may amount to a paradigm shift.

I am thinking about a distinction that Karl Polanyi, the Austrian-Hungarian socialist political economist, makes in his masterpiece The Great Transformation, published in 1944. According to Polanyi, in the history of human societies, there have been three major principles of economic practice, in the sense of the production and distribution of the means of livelihood. These are: householding, which accounts for a mostly autarkic existence; redistribution, in which a central instance, such as the Mesopotamian empires, amasses the goods produced by the collective as a whole and redistributes them according to its own criteria; and reciprocity, of which trade is a particular case, and designates a system where different parties exchange their productions either through a price mechanism or a gift system.

Polanyi argues that a central element in the emergence of capitalism is the dominance of market exchanges over all the other systems. He says the market economy is disembedded from society in general. There is still some room for householding, as the nuclear family is responsible for many activities that are crucial for economic life, particularly the reproductive and unpaid labor ascribed to women. From the institutionalist perspective, the capitalist firm also absorbs a chunk of what would fall into the category of householding. Redistribution still exists too, especially under the form of grants, by both the state and the corporate sector. And non-market forms of reciprocity can be found all over, including gifts, favors, and the occasional barter. But they are all subjected to the general logic of monetary trade, their worth is calculated according to their link to markets, their position in economic life is below secondary.

Very well, what does this have to do with the disaster in Brazil and the solidarity that has been manifested since it began? The answer is, I believe, that the initiative to organize donations, which will become progressively more common as the climate crisis unfolds, contains the seed of a future recomposition of the three economic logics. When a breach in the regular market distribution of goods and services leads to a surge of solidarity, alternative economic circuits emerge spontaneously, simply because they must. This has been the case in emergency situations that had nothing to do with the climate, such as the Argentinian collapse in 2001, wartime scenarios, and the fall of the Soviet Union. Forms of householding, with families tending to their own needs; redistribution, with central committees organizing rations; and forms of non-monetary reciprocity, or alternatively monetary reciprocity, such as the “trueque,” came to life.

In all of these cases, the relative stabilization that succeeded the trauma reestablished the market mechanisms, and these other forms died down. The same happens with every environmental calamity in Brazil and elsewhere: circuits of donations and redistribution arise and dissolve just as quickly. But this time the scale is much higher, the needs more urgent, and the response is proportionally more ostensible. Makeshift centers for collection, transportation and distribution of aid packages are set up overnight, with a remarkable capacity of coordination. Online platforms dedicated to identifying particular needs and connecting them to donors have been created. Volunteers flock to the affected areas, but given the magnitude of the destruction, can only actually act when coordinated with other groups with better knowledge of the region.

Of course these initiatives also tend to wane as the situation improves. But we must take some things into account. To begin with, we are so used, at least since the Communist Manifesto, to think of capitalism as infinitely resourceful, ruthless, and awe-inspiring, that we can forget it has its own internal fragilities. While it may be easier to imagine an end to the world than to capitalism, as Fredric Jameson once said, capitalism still needs the world to be in place, and relatively stable. Disaster capitalism, in Naomi Klein's words, may bloom with the occasional landslide or earthquake, but if people lose the capacity to sell their workforce and purchase their livelihood, the market becomes groundless.

Also, the experience of those who engage in these distributive acts of solidarity represents a valuable acquisition of knowhow and habit. In time, the practice of non-market economic logics may very well solidify, at least from the side of distribution, if not production. As the environmental calamities unfold, as they are expected to do, on the one hand the capacity for large scale planning, corporate or governmental, will be shaken. But on the other hand, it is predictable that the recourse to alternative arrangements will lose its alternative character and constitute a permanent response. Of course, this will require further learning and the development of intellectual tools and strategies.

It is obviously sad to realize that the perspective of non-capitalist arrangements becomes realistic due to the accelerated degradation of the conditions of life on Earth as we know it. The mere fact that we have reached such a stage is a testimony to our incapacity to build large-scale and long-lasting alternatives to the radical capitalism of the last half-century. We should be clear about the fact that the environmental crisis is not an opportunity for change; instead, change is the only way out of the calamities that come with the degraded environment. But it requires careful work of construction, from the ground up. And this is why we can look for inspiration in the spontaneous emergence of solidary economic arrangements in Southern Brazil.

Ultra-Processed Food: The Profitable Filth Capitalism Feeds Us

Capitalism is polluting the air we breathe, the water we drink and the very food we eat: all in the name of profit. Further evidence of this comes from a review published by the British Medical Journal (BMJ) on 28 February, evaluating the best available research on the effect of ‘ultra-processed food’ (UPF) on our health. This review included 45 studies and almost 10 million participants, and crucially did not include any research funded by the big food companies. The findings are categorical.

The review found that consumption of UPF was linked to a substantially increased risk of at least 32 harmful health outcomes including all-cause mortality, cancer, diabetes, inflammatory bowel diseases and mental health problems. This review confirms what UCL doctor and health researcher, Chris van Tulleken, argued in his book Ultra Processed People (published 2023): the food we eat is making us sick.

In general, the discussion around diet today is a monotonous sermon. From the newspaper columns to the television studios, the problem, we are told, begins and ends with the individual. The root cause of the global nutrition epidemic is boiled down to a lack of will to exercise, a lack of discipline to resist unhealthy snacks, and a lack of intelligence or capacity to teach oneself how to cook and prepare varied meals.

In this stale atmosphere, van Tulleken’s book, Ultra Processed People comes as a breath of fresh air. He puts forward a rigorous materialist analysis of the effect of the capitalist system on both the global food system and human diet.

Using a wide range of research data and interviews, van Tulleken challenges the consensus that humans have just become lazy and greedy.

Instead, he proposes the leading cause of growing levels of obesity is the drastic change in our modern diet that has come with the introduction and proliferation of UPF, pushed for profit over all else. UPF now constitutes more than half our diet in the UK, US, Canada and Australia but the big food companies are trying (successfully) to make it the staple across the globe.

UPF: not really food

UPF is a scientific definition for a category of food, originally drawn up by Carlos Monteiro, a Brazilian nutrition researcher. The hallmarks of UPF are the addition of stabilisers, emulsifiers, gums, lecithin and obscure oils you’ll never find in a supermarket or ordinary kitchen. What these ingredients have in common is they save corporations money, as they reduce the need for real ingredients in the food.

Not all scientists are in agreement that UPF is the problem. There have been many to speak out in defence of UPF, some even arguing that it can be good for you. However, a closer inspection shows that these scientists defending UPF have ties to the big food corporations manufacturing UPF such as Mcdonald's, Nestle and Coke.

UPF and Overeating

By analysing the past 100 years of research, the book demonstrates that it's neither fat, sugar, nor lack of exercise that has fundamentally led to the obesity crisis and increase in metabolic disorders. Instead, it is the nature of UPF itself that results in weight gain and poor health, as these foods are designed to encourage overeating.

UPF is soft and low in fibre making it faster to eat and digest, leaving you less full, and the flavour additives in it rarely correlate to the nutritional content interfering with our bodies' hormonal appetite regulation. UPF is engineered to keep you eating, and studies have found it can activate the brain in the same way as alcohol and drugs.

Van Tulleken references a study that demonstrated UPF leads to overeating and associated weight gain. The researchers fed two groups a diet identical in nutritional content, one 80 percent UPF and the other UPF-free, and swapped the groups over after two weeks. The same individuals ate an average of 500 calories more a day on the UPF diet.

This overconsumption of food has become a global health epidemic. Since 2017, more people in the world have been obese than underweight. Obesity is paradoxically beginning to be understood as a form of malnutrition, as UPF is high in calories but low in nutritional content.

In some places, this transformation has happened over just a few years, as multinational food companies like Nestle extend their reach into the developing world and swamp the local markets with UPF. The consequences for people in low-income and developing countries can be devastating as they have no access to dentistry or healthcare to address the problems UPF consumption causes, like tooth decay and diabetes.

You can’t ‘run off’ UPF

The proposed solution to overeating is exercise. This is often pu forward by the same multinationals causing the crisis. For example, Coke funded the ‘Exercise is Medicine’ programme, and funded many studies to ‘prove’ that the cause of the obesity crisis is lack of exercise, not Coke consumption.

However, Ultra Processed People examines the evidence and demonstrates that increasing exercise will not increase our bodies' expenditure of calories.

The book uses a study of the Hadza, a hunter-gatherer tribe in Tanzania, and discovered they burned the same amount of calories as an American office worker. This isn’t to say Van Tulleken believes we should stop exercising. Exercise is good for your health – both physical and mental. However, diet is the crucial factor.

UPF is often the only option

Despite the effect UPF has on our bodies, the domination of the big food monopolies means that, for many, UPF is the only option.

23.5 million Americans live in food deserts, where fresh food isn’t available. 3 million people in the UK don't have a shop selling raw ingredients within 15 minutes of their home by public transport. Almost a million people in the UK don’t have a fridge, 2 million have no cooker, 3 million have no freezer, and the cost of energy now means many who do have it, can’t use it. UPF is consequently indispensable.

Deprived areas of England have more than twice as many fast food outlets (per capita) as more affluent areas. Teenagers are swamped with UPF, their bus tickets contain McDonald’s vouchers and fast food restaurants are often the only place they can hang out after school given the closure of youth clubs and community centres.

In the developing world, the situation is even worse. Coke is often cheaper than water, and as the influx of cheap UPF squeezes local farmers out of the market, UPF quickly becomes the only option. Globally 75 percent of our diet today consists of only 12 plants and five animals, UPF has replaced traditional foods.

To see the depravity of the capitalists you need look no further than the baby formula monopolies, like Nestle. They have aggressively pushed their products in countries where it was impossible to access safe drinking water, leading to 80,000 preventable infant deaths a year.

Why companies can’t stop selling it

What Ultra Processed People makes clear is that we can’t just change UPF and make it healthier. The products that are most addictive will sell best and do best on the market.

The book gives the example of ice cream. This is most often made using emulsifiers as an egg substitute, as it is cheaper and easier to store and transport. The reason companies are driven to experiment with the ingredients is that there is no room left to reduce costs in other areas. Capitalism drives companies to cut costs in production wherever possible, and UPF is cheaper to make, easier to store and transport, and has a much longer shelf life.

The evidence of the dangers of UPF, as found by the BMJ, falls on deaf ears for the capitalists, who respond with more processing: adding probiotics to ‘counteract’ their microbiome-damaging emulsifiers, adding artificial sweeteners, adding vitamins and minerals after all the original ones have been bleached out.

However they reformulate their products, their ultimate priority will always be to make profit, to sell as much as possible, and therefore to drive excess consumption.

The reason for the proliferation of UPF, despite these detrimental effects on nearly every aspect of human health is straightforward economics: a food that people consume more is food that sells more. This comes with the double benefit that you can sell a gym plan, “weight loss” branded UPF, or private healthcare membership as solutions to add even more revenue.

It is no coincidence that our diets are killing us – it is part and parcel of the capitalist profit-seeking system.

Why we need a revolution

What Ultra Processed People demonstrates is that consumers are largely powerless to cut out UPF, as we eat what we can afford. Companies are almost equally powerless to change things as they must produce the most profitable commodities, and rubbish that we can’t stop eating is a gold mine for them.

The main shortcoming of Van Tulleken’s book is that, having drawn these conclusions, he calls for government reform as the solution. In reality the government – through campaign funding, outright bribes and lucrative ‘job’ opportunities for MPs – is bought off by the food companies. And capitalists trying to cut their costs by feeding us rubbish is as old as capitalism itself; Marx was talking about the adulteration of bread going back to the beginning of the 18th century.

If we want to imagine a world without UPF, which is possible, we have to imagine a world without capitalism.

UPF has become indispensable, because the living and working conditions of the working class are so poor. Even before the cost of living crisis, British people spent 8 percent of their household budget on food. If the poorest 50 percent of households wanted to eat a diet that adhered to current healthy living guidelines they would need to spend 30 percent of their budget on food. The reason we spend so little? Because everything else (rent, utilities, transport) costs so much.

Even if you can afford to buy healthier real food, most people don’t have the time or energy after work to cook three meals from scratch every day. Many other people are completely dependent on ready meals because they are unable, through disability or illness, to cook for themselves.

Despite the industrialisation of agriculture, and the production of 2.6 times the food that humanity needs to feed itself, at least 2.3 billion people lack secure access to healthy and nutritious food. But it doesn’t have to be this way.

Through a socialist plan of production, we could easily produce enough real food to meet everyone’s needs. With the creation of public canteens serving healthy and delicious food, we could socialise the domestic labour of cooking, which is currently primarily the burden of women. We could enable people to engage socially at mealtimes, rather than the lonely reality many face today of returning from a long day at work to eat a ready meal in front of the television.

This is all possible and it is the only way we can free ourselves from dependence on UPF. But it requires abandoning the profit motive and recreating our society at every level for the benefit of the working class – the overwhelming majority of the population.

Menace on the Menu: The Financialization of Farmland and the War on Food

Between 2008 and 2022, land prices nearly doubled throughout the world and tripled in Central-Eastern Europe. In the UK, an influx of investment from pension funds and private wealth contributed to a doubling of farmland prices from 2010-2015. Land prices in the US agricultural heartlands of Iowa quadrupled between 2002 and 2020.  

Agricultural investment funds rose ten-fold between 2005 and 2018 and now regularly include farmland as a stand-alone asset class, with US investors having doubled their stakes in farmland since 2020.  

Meanwhile, agricultural commodity traders are speculating on farmland through their own private equity subsidiaries, while new financial derivatives are allowing speculators to accrue land parcels and lease them back to struggling farmers, driving steep and sustained land price inflation. 

Top-down ‘green grabs’ now account for 20% of large-scale land deals. Government pledges for land-based carbon removals alone add up to almost 1.2 billion hectares, equivalent to total global cropland. Carbon offset markets are expected to quadruple in the next seven years. 

These are some of the findings published in the new report ‘Land Squeeze’ by the International Panel of Experts on Sustainable Food Systems (IPES), a non-profit thinktank headquartered in Brussels. 

The report says that agricultural land is increasingly being turned into a financial asset at the expense of small- and medium-scale farming. The COVID-19 event and the conflict in Ukraine helped promote the ‘feed the world’ panic narrative, prompting agribusiness and investors to secure land for export commodity production and urging governments to deregulate land markets and adopt pro-investor policies.  

However, despite sky-rocketing food prices, there was, according to the IPES in 2022, sufficient food and no risk of global food supply shortages. Despite the self-serving narrative pushed by big agribusiness and land investors, there has been no food shortage. The increased prices were due to speculation on food commodities, corporate profiteering and a heavy reliance on food imports.  

At the same time, carbon and biodiversity offset markets are facilitating massive land transactions, bringing major polluters into land markets. The IPES notes that Shell has set aside more than $450 million for offsetting projects. Land is also being appropriated for biofuels and green energy production, including water-intensive ‘green hydrogen’ projects that pose risks to local food production. 

In addition, much-needed agricultural land is being repurposed for extractive industries and mega-developments. For example, urbanisation and mega-infrastructure developments in Asia and Africa are claiming prime farmland.   

According to the IPES report, between 2000 and 2030, up to 3.3 million hectares of the world’s farmland will have been swallowed up by expanding megacities.  Some 80% of land loss to urbanisation is occurring in Asia and Africa. In India, 1.5 million hectares are estimated to have been lost to urban growth between 1955 and1985, a further 800,000 hectares lost between 1985 and 2000, with steady ongoing losses to this day.  

In a December 2016 paper on urban land expansion, it was projected that by 2030, globally, urban areas will have tripled in size, expanding into cropland. Around 60% of the world’s cropland lies on the outskirts of cities, and this land is, on average, twice as productive as land elsewhere on the globe.  

This means that, as cities expand, millions of small-scale farmers are being displaced. These farmers produce the majority of food in developing countries and are key to global food security.  In their place, we are seeing the aggregation of land into large-scale farms and the spread of industrial agriculture and all it brings, including poor food and diets, illness, environmental devastation and the destruction of rural communities.  

Funds tend to invest for between 10 and 15 years and can leave a trail of long-term environmental and social devastation and serve to undermine local and regional food security. Returns on investments trump any notions of healthy food, food security or human need.

The IPES notes that, globally, just 1% of the world’s largest farms now control 70% of the world’s farmland. These tend to be input-intensive, industrial-scale farms that the IPES says are straining resources, rapidly degrading farmland and further squeezing out smallholders. Moreover, agribusiness giants are pursuing monopolistic practices that drive up costs for farmers. These dynamics are creating systematic economic precarity for farmers, effectively forcing them to ‘get big or get out’. 

Factor in land degradation, much of which is attributable to modern chemical-intensive farming practices, and we have a recipe for global food insecurity. In India, more than 70% of its arable land is affected by one or more forms of land degradation. 

Also consider that the Indian government has sanctioned 50 solar parks, covering one million hectares in seven states. More than 74% of solar is on land of agricultural (67%) or natural ecosystem value (7%), causing potential food security and biodiversity conflicts. The IPES report notes that since 2017 there have been more than 15 instances of conflict in India linked with these projects. 

Nettie Wiebe, from the IPES, says: 

“Imagine trying to start a farm when 70% of farmland is already controlled by just 1% of the largest farms – and when land prices have risen for 20 years in a row, like in North America. That’s the stark reality young farmers face today. Farmland is increasingly owned not by farmers but by speculators, pension funds and big agribusinesses looking to cash in. Land prices have skyrocketed so high it’s becoming impossible to make a living from farming. This is reaching a tipping point – small and medium scale farming is simply being squeezed out.” 

Susan Chomba, also from the IPES, says that soaring land prices and land grabs are driving an unprecedented ‘land squeeze’, accelerating inequality and threatening food production. Moreover, the rush for dubious carbon projects, tree planting schemes, clean fuels and speculative buying is displacing not only small-scale farmers but also indigenous peoples. 

Huge swathes of farmland are being acquired by governments and corporations for these ‘green grabs’, despite little evidence of climate benefits. This issue is particularly affecting Latin America and sub-Saharan Africa. The IPES notes that some 25 million hectares of land have been snapped up for carbon projects by a single ‘environmental asset creation’ firm, UAE-based ‘Blue Carbon’, through agreements with the governments of Kenya, Zimbabwe, Tanzania, Zambia and Liberia. 

According to the IPES, the ‘land squeeze’ is leading to farmer revolts, rural exodus, rural poverty and food insecurity. With global farmland prices having doubled in 15 years, farmers, peasants, and indigenous peoples are losing their land (or forced to downsize), while young farmers face significant barriers in accessing land to farm. 

The IPES calls for action to halt green grabs and remove speculative investment from land markets and establish integrated governance for land, environment and food systems to ensure a just transition. It also calls for support for collective ownership of farms and innovative financing for farmers to access land and wants a new deal for farmers and rural areas, and that includes a new generation of land and agrarian reforms. 

Capital accumulation based on the financialisation of farmland accelerated after the 2008 financial crisis. However, financialisation of the economy in general goes back to the 1970s and 1980s when we witnessed a deceleration of economic growth based on industrial production. The response was to compensate via financial capitalism and financial intermediation.  

Professor John Bellamy Foster, writing in 2010, not long after the 2008 crisis, states: 

“Lacking an outlet in production, capital took refuge in speculation in debt-leveraged finance (a bewildering array of options, futures, derivatives, swaps, etc.).”  

The neoliberal agenda was the political expression of capital’s response to the stagnation and involved four mechanisms: the raiding and sacking of public budgets, the expansion of credit to consumers and governments to sustain spending and consumption, frenzied financial speculation and militarism. 

With the engine of capital accumulation via production no longer firing on all cylinders, the emergency backup of financial expansion took over. Foster notes that we have seen a shift from real capital formation in many Western economies, which increases overall economic output, towards the appreciation of financial assets, which increases wealth claims but not output.  

Farmland is being transformed from a resource supporting food production and rural stability to a financial asset and speculative commodity. An asset class where wealthy investors can park their capital to further profit from inflated asset prices. The net-zero green agenda also has to be seen in this context: when capital struggles to make sufficient profit, productive wealth (capital) over accumulates and depreciates; to avoid crisis, constant growth and fresh investment opportunities are required.  

The IPES report notes that nearly 45% of all farmland investments in 2018, worth roughly $15 billion, came from pension funds and insurance companies. Based on workers’ contributions, pension fund investments in farmland are promoting land speculation, industrial agriculture and the interests of big agribusiness at the expense of smallholder farmers. Workers’ futures are tied to pension funds, which are supporting the growth and power of global finance and the degradation of other workers (in this case, cultivators).   

Sofía Monsalve Suárez, from the IPES, states: 

“It’s time decision-makers stop shirking their responsibility and start to tackle rural decline. The financialisation and liberalisation of land markets is ruining livelihoods and threatening the right to food. Instead of opening the floodgates to speculative capital, governments need to take concrete steps to halt bogus ‘green grabs’ and invest in rural development, sustainable farming and community-led conservation.” 

Unfortunately, ordinary people cannot depend on ‘decision-makers’ and governments to bring about such change. Ordinary people themselves have always had to struggle for change and improvements to their lives. Groups across the world are fighting back, and the IPES report provides some inspiring examples of their achievements.

Crisis in the Carolinas: The Lowcountry and Climate

Africans are largely left out of conversations about environmentalism, despite the fact that we suffer from the triple threat of climatic, environmental and human rights crises. Our communities bear the brunt of the climate catastrophe, and this is especially true in the South Carolina Lowcountry where sea level rise threatens to wash away our Gullah Geechee homelands. Our relationship to environmental racism stretches back to the emergence of the local phosphate mining industry in the 1860’s and manifests today in the disproportionate exposure of Black and low income residents to environmental hazards. Today, Gullah Geechee communities disproportionately neighbor hazardous waste sites like landfills, sewage plants, incinerators and manufacturing facilities. Add to this gaping racial disparities rooted in the region’s history of chattel slavery, and it becomes clear why Black people should be the vanguard of the environmental movement.


Cooperation Jackson and the Black Environmentalist Movement

When people think about environmentalists, stereotypes about white, tree-hugging hippies come to mind. For Black environmentalist Kali Akuno, co-founder and co-director of Cooperation Jackson in Jackson, Mississippi, it is important for Black people to challenge these stereotypes by taking charge of the environmental movement. As someone who has closely followed the climate crisis, he calls attention to the fact that by 2050 the large portions of the Black Belt will be underwater if the predictions of environmental scientists are accurate. The Black Belt refers to the crescent shaped strip of fertile land in the Southeastern United States which has historically been home to an almost unbroken chain of majority (or near majority) Black counties stretching from Virginia to East Texas. It is the historic homeland of Africans trafficked to North America to build the wealth of this nation during the Trans Atlantic Slave Trade and where the majority of their descendants still live today. According to Akuno, the land millions of Africans in North America currently occupy is some of the most vulnerable to climate change and, as such, Black people are most likely to be displaced as a result of climate change induced natural disasters. The rising costs of housing means finding new homelands for ourselves may prove an insurmountable task, which is why our stake in the environmental movement is so high.

Sitting less than 20 feet above sea level, Charleston, South Carolina is extremely vulnerable to sea level rise. For Gullah Geechee residents, the constant flooding, brought about by regular storms and unusually high tides, exacerbate the racial disparities we face. Flooding causes transportation delays and can mean missing work. It also causes property damage for residents whose homes flood constantly, as is the case for several public housing projects across the Charleston peninsula. Wading through flood waters can mean exposure to raw sewage, which can lead to adverse medical outcomes, medical expenses and the list goes on. For Black residents on fixed incomes, many of whom live below the poverty line, flooding is a constant nuisance and it’s only getting worse.

In the few weeks of lockdown we experienced during the early days of the COVID-19 pandemic we saw how quickly the environment regenerated albeit temporarily. Industrial emissions dropped, the air became cleaner, as did waterways, migratory patterns of wildlife improved, and the list goes on. We saw that change is possible, but we live in a capitalist system that puts profits before people and the planet. We cannot afford to be silent and sit idly by while billionaires and private corporations continue to pollute our world and the people living on it to enrich themselves. Akuno says we’ve already surpassed the worst case scenario according to many climate models. Therefore to “curb ecological destruction,” Black people have a compound responsibility to organize against the systems that oppress us and take climate change seriously.


Learning from Cuba’s Fight Against Climate Change

We don’t have to reinvent the wheel in our effort to fight the climate crisis. We can learn from places like Cuba, a majority African, island nation in the Caribbean, that is largely the most sustainable country in the world. Cuba has embraced environmentalism like no nation has. It is the only country to meet the World Wildlife Fund’s definition of sustainable development. Its government has implemented policies to reduce the waste of natural resources and minimize its carbon footprint in the form of a successful 100 year plan to combat climate change called Tarea Vida (Life Task). Tarea Vida includes a ban on new home construction in potential flood zones, the introduction of heat-tolerant crops to cushion food supplies from droughts, and the restoration of Cuba’s sandy beaches to help protect the country against coastal erosion. Cuba is a leader in the environmental movement and all while struggling under an unjust and deadly 60+ year economic blockade imposed by the United States government.

Cuba underwent a successful, largely Black-led socialist revolution in the 1950’s, freed itself from the imperialist exploitation of the United States and naturalized its resources. In addition to leading the environmental movement, Cuba leads in medicine (sending doctors all over the world), has eradicated illiteracy, subsidized housing and food, has universal education from pre-K to PhD and is a shining example of what the world could be if we put people before profits. Although socialism in Cuba poses no threat to the United States, the government has kept the blockade in place and caused shortages in food, medicine, gas and other essential items at the expense of the Cuban people. Most recently, under the Trump administration, Cuba was added to the State Sponsors of Terrorism (SSOT) list, further exacerbating shortages on the island.

In the face of all this, there are many parallels around the climate crisis between Cuba and Gullah Geechee communities in the South Carolina Lowcountry, e.g. soil erosion and sea level rise are clear. Additionally, when considering the racial disparities faced by Gullah Geechee people (and the entire Black Belt region), it is as if we, too, are living under a form of economic blockade. Africans in North America are more likely to face food and housing insecurities and less likely to have access to quality schools, day care, health services, and a living wage. We are more likely to be exposed to environmental hazards that expose us to adverse health outcomes and all of this is a direct result of the choices made by our bought and paid for government officials, both democrats and republicans alike. Yet, Cuba, the socialist capital of the western world, has shown us things do not have to be this way. For these reasons and more we should actively organize against the US economic blockade and the removal of Cuba from the SSOT list. The future of Gullah Geechee communities may literally depend on our ability to learn from Cuba’s people centered policies and innovations in environmental science.


Environmental Racism in North Charleston

The socio-economic state of the Gullah Geechee people is daunting and stretches back to the era of slavery. Africans in North America were never meant to be anything more than a source of cheap labor for Europeans to exploit. We were kidnapped, enslaved and trafficked here for our knowledge of rice agriculture and we transformed the landscape of the Southeast Atlantic coast from a vast expanse of Bottomland Hardwood Forests to a seemingly never ending complex of rice fields working in some of the harshest conditions as chattel slaves. As a result, Charleston became the richest city in colonial America and with the the largest slave port on the continent.

After the Civil War ended in 1865, phosphate mining became the most successful form of industry in the Lowcountry, replacing the major agricultural and textiles industries that could no longer be sustained due to the loss of the free labor of enslaved Africans. Since calcium phosphate was discovered in the beds of the Ashley River, it provided former the enslavers who owned this land an opportunity to “recoup some of their financial losses after the Civil War” by either selling their land, leasing it out to mining companies that began forming everywhere, or establishing mining companies of their own. The increasing demand for labor was quickly filled by newly “freed” Gullah Geechee people, who dominated this industry due to their being locally available and accustomed to working in the sub tropical Lowcountry climate.

Though the rise and fall of the phosphate industry in South Carolina lasted roughly 20 years, the long term damage to the environment is still being felt today. This period marked the beginning of a long history of environmental racism in the Gullah Geechee community. Studies show that “exposure to these harmful conditions results in negative health outcomes, stressed communities, and reduction in quality of life and neighborhood sustainability.” The Environmental Protection Agency has identified many of these old mining and processing locations as hazardous waste sites. One such waterfront site in North Charleston, could potentially be developed into another heavy industrial boat manufacturing facility, but Black residents are actively fighting against this.

In 2015, the Charleston County Park and Recreation Commission (CCPRC) acquired the former Baker Hospital site off Azalea Drive in North Charleston with the intention of developing the 57 acre property into a waterfront park. It has since leased 11 acres to a local company called Sea Fox Boats. According to an online petition circulated in March 2024, although “The City of North Charleston has zoning in place that will keep industrial uses off of the park property,” CCPRC applied to change the zoning to either heavy or light industrial to accommodate their new lease agreement. CCPRC claims profits from the tenant will fund the environmental cleanup and development of the remaining 46 acres park site while representatives for Sea Fox claim the manufacturing plant will bring jobs to the community. Black residents like KJ Kearney, from communities surrounding the proposed park site, are pushing back on this saying they already have jobs and this segment of North Charleston has one of the lowest unemployment rates in the area. Others have said they don’t need or want heavy industry in their communities, particularly on a site that is already contaminated because of decades of industrial use. Jobs won’t matter if residents are sick from exposure to contaminants and they don’t want jobs that will lead to the death and destruction of the environment.

While North Charleston’s city planning commission voted to deny CCPRC’s recommendation to rezone the site in March, the ultimate decision is up to city council. On Thursday, April 18th, 2024, Black residents again voiced their concerns at a public meeting saying they felt left out of the decision making process. Yes, residents want a waterfront park in that area of North Charleston, but not at the expense of exacerbating environmental conditions and hazards. The controversy surrounding the Baker Hospital site is an example of environmental racism at its best. While proponents of Sea Fox push the narrative of job creation, Kearney says, “the community is not against jobs” rather they are against the idea that “the only value historically Black communities have to their city is as a labor force.” He went on to talk about how the plant will produce tons of hazardous air pollutants and that, for a community which ranks” in the 95 percentile for asthma,” that is a risk they cannot afford to take. He suggested that the paternalistic framing of the situation by Sea Fox supporters is clear– Black people should be grateful for the opportunity to work for a rich white man who wants to invest in their communities and simply ignore the impact of the plant on their quality of life. After a long and heated meeting, the council voted to postpone making a decision on the rezoning for another 60 days so the council can gather more information, but the people who live in this area have made their position clear.

While the city council in North Charleston is mostly Black and so is the new mayor, that is not enough to ensure the will of the people is carried out. The masses of Africans in the Lowcountry must continue to actively organize against this type of blatant environmental injustice to mitigate damage to our communities and the environment. We already suffer tremendously under the crushing weight of capitalism and its partners in crime (racism, white supremacy, sexism, gender bias, etc.), but this isn’t just about us. We know the success of our liberation struggles benefit all oppressed people. If we don’t act, the climate crisis will be the death knell that marks the permanent destruction of our communities. None of us will be free until all of us are free, but what use is freedom on a dead planet?

From Genocide Denial to Climate Denial: How Palestine Will Save Us

On November 8th, the Palestinian Youth Movement, National Students for Social Justice in Palestine, Answer Coalition, and the Peoples Forum NYC organized Shut it down for Palestine, a national strike of students, healthcare workers, trade unions, and youth coalitions. This national strike followed weeks of demonstrations from tens of thousands of protesters in the United States. From youth groups blocking the Tacoma port in order to stall ships carrying weapons destined for Israel, to Jewish Voice for Peace organizers blocking all White house entrances and conducting sit in’s at Grand Central Station. The momentum is undeniable and global. This is the type of dual power, coalition building, and defiance of social participation we must regularly exercise in society.

In the past few months, the world has witnessed mass demonstrations of millions of people occupying public space to express their support for Palestine’s liberation. Indonesia had 2 million people occupy public space in protest of Israeli occupation. And over 1 million people marched in Washington D.C. demanding a cease fire. From Egypt,  Turkey,  The United States, and even Costa Rica, masses of people from all around the world recognize the brutality of this 76 year old occupation.

In less than two weeks, Israel has dropped over 20,000 tons of of explosives, surpassing the explosive force of nuclear weapons used on Hiroshima Japan in 1945. A total of 10,000 bombs dropped on a people without an military, in a swath of land only 6 miles wide and 25 miles long, with a population of 2 million people, half of which are children. Gaza, which is one of the most densely populated cities in the world, has not had access to water, food, or medicine for over a month, with no end in sight. Even with our best attempts to pause and reflect on the experience of 10,000 bombs in the first 12 days alone, the horror is unimaginable.

The sickening reality is there are multiple genocides occurring right now. From the Congo and Sudan to Palestine, the trivialization and misinformation of each of these examples is an extension of the broader denial that we are living through a mass extinction at the behest of private corporations.



Subduing the Masses

“The parallels are undeniable,” 800 scholars and legal experts wrote in an open letter warning that the Israeli bombing of civilian infrastructure like churches, hospitals, schools, and entire neighborhoods, which predominately kill civilians, all constitute acts of genocide. Additionally, shutting off all water access and food supplies is defined as a war crime under “collective punishment.” In fact, in years prior to the Hamas attacks in October, various human rights experts and organizations have all legally defined Israel’s occupation of Palestine as an “apartheid state constituting a crime against humanity.” Yet, the insidious framing of corporate western media continues to trivialize the actual power dynamics of this occupation. With inaccurate headlines like  “Israel’s war on Hamas” or “the Israeli-Palestinian conflict” corporate media deliberately side steps the reality that Palestine does not have a military or functioning state. They are a people occupied in what has been described as “an open-air prison” or “large concentration camp” under constant blockades and military checkpoints by Israeli forces that have been committing a gradual genocide for 70 years.

Similarly, in 2020, the Intergovernmental Panel on Climate Change (IPCC) issued their most urgent report warning the the world that we are approaching a grave threshold of social collapse with global crop failure on the horizon if we do not enact “increased and urgent” policy that reduces global emissions by 2030. Yet media outlets reported on this as another aspirational statement rather than a critical intersection. The first IPCC report was released in 1990 and its findings have been buried, minimized, and mocked for decades.

In July of this year, various scientific reports warned we are witnessing the collapse of the Atlantic Meridional Overturning Circulation, one of the ocean’s most important currents, literally vital for ocean life and our entire existence.

Yet, year after year corporate media has trivialized the catastrophic and harrowing trajectory we are approaching. This pattern operates ad nauseam: Climate scientists and activists are arrested for their public protest and outcry of irrefutable data, inckuding the fact that North America lost 1/3 of all birds within 50 years. Or that the global loss of pollinators is a clear precursor to unfolding food insecurity. Or that the global destruction of coral reefs signals irreversible damage. The media has responded to all this information with apathy because corporate media operates at the behest of advertisers whose interests run contrary to environmental sustainability.

We are living through the 6th mass extinction driven by human activity as the result of capitalist hyper-consumption and over-production that exploits and disregards water, land, and people for profit. It’s not enough to denounce neoliberalism, but rather we must also know the institutions and multinational corporations who profit from our suffering. Most of all, we must have the courage to acknowledge that institutions contingent on the production of human suffering are illegitimate and can not be reformed. They must, instead, be abolished. Whether its genocide denial or climate denial, our institutions deliberately employ nefarious framing to subconsciously subdue our urgency and understanding of clear identifiable catastrophes.


Co-opting the System

Political thinker Mark Fisher deconstructs the patterns and dualities of capitalism in his book Capitalist Realism. Most of the efforts towards resistance or “anti-capitalism” are predictable forms of counter culture, like two sides of a coin. “Anti-capitalism” becomes a dance with the system, but nothing changes.

This is because the actual boundaries of society remain the same. Therefore, the options society produces for “change” or "resistance” are often self-limited to begin with. Change cannot come from within the system, and this framework is imperative to utilize when understanding today’s global failure.

The system simply does not offer effective mechanisms of reform because those who control these systems benefit from these catastrophes. Instead, political systems and governments shaped by capitalism are designed to reproduce appeasement through the hijacking of legitimate movements and well-intended institutions, whether through political campaigns, environmental movements, or International systems.

We need to look no further than the U.N. Climate Change Conference, which is also referred to as the Conference of the Parties (COP). Today, the COP has been completely hijacked by the fossil fuel industry.

Since 2019, Madrid COP25 had more fossil fuel delegates than delegates representing any single country. By 2022, COP26 in Egypt had more fossil fuel delegates than 10 countries most affected by climate combined. This year, COP will be facilitated by a petrostate with more fossil fuel delegates in attendance than ever before.

This pattern of institutional hijacking is the solidified model of U.S. foreign policy. The Pentagon’s budget is over 1 trillion dollars every year, primarily awarding defense contractors and weapons manufactures (all private companies) with unchecked multibillion dollar contracts. All of which reinforces the never-ending rotation of former department of defense employees receiving high ranking positions in private companies like Halliburton, Raytheon, and Lockheed Martin. Additionally, over 80% of military generals end up working for weapons producers.

Irrefutably, this revolving door corrupts and incentivizes a conflict of interest when former military personal are appointed jobs with the same institutions whom they’ve been giving inconceivable contracts to. Recalling that these private companies are financed primarily by U.S. tax payers, we must acknowledge that this model of wealth distribution for private corporations comes directly at the expense and well being of U.S. citizens, depriving them of everything from health care and education to affordable housing and healthy food.

The cycle of violence abroad is also repeated domestically through unexamined policies that only pursue perpetual warfare. This trajectory is contingent on the continued annihilation of people both abroad and domestically. And these sentiments are not hyperbole, as the majority of U.S. police departments conduct joint training with Israeli Occupational forces. The results are brutal police tactics, refugee children in cages at the border, and mass surveillance, all of which are imports of Israeli violence sponsored by the U.S. Thus, the brutality that the U.S. creates and empowers abroad is simultaneously implemented back home, and vice versa. Because, under capitalism, there is profit to be made from brutality.


Deconstructing Power

The average person might be inclined to think the United Nations (UN) is a toothless institution, but it is not. Rather, it is the largest consolidation of western hegemony ever expressed.

The UN is made up of 190 member countries. Out of 190, only 5 are permanent members that hold veto power. These 5 countries — the United States, United Kingdom, France, Russia, and China — also make up the United Nations Security Council, the only UN body that can issue legally-binding resolutions and has the exclusive legal right to possess nuclear arsenals.

To further demonstrate western hegemony, 3/5 security council members (U.S., U.K, and France) are also the world’s largest military coalition responsible for the majority of war crimes in the past 50 years. It’s imperative to identify this reconfiguration of colonial powers to understand the system is working exactly how it was designed: to grant unmitigated power to the western (capitalist) world. This current representation allows the most powerful countries to be judge, jury, and executioner, while also representing the most brutally offensive forces in the world.

Recalling that the United States has over 800 military bases around the world and has not signed or ratified the majority of human rights treaties, its obvious the U.S. and its allies operate with total impunity.

Take for example the case of the International Criminal Court, established post-WW2 as the only permanent court with international jurisdiction. The Rome Statue, the treaty which gives life and authentication to the ICC, explains in Articles (5) that the ICC has jurisdiction in all matters concerning: (a) The crime of genocide; (b) Crimes against humanity; (c) War crimes; and (d) The crime of aggression, and defines each in subsequent articles. Beyond these definitions, there are legal characteristics of crimes against humanity, such as the indiscriminate targeting of civilians and their infrastructure. This is a war crime for the same reasons that chemical and biological weapons are; because they have no singular target and predominately kill innocent civilians.

For the average person, this seems like a reasonable obligation for militaries. However, in 2002, U.S. President George Bush signed the American Service members Protection Act, a law that permits the “use of force” to invade the Hague in the event that a U.S. military member is ever prosecuted for war crimes.

Recalling that the ICC is a criminal court that only investigates the most egregious cases of war crimes, it is revealing that the U.S. already has a contingency law in place that justifies invading the Netherlands in the hypothetical scenario that its military forces are ever tried for war crimes.

In another demonstration of American exceptionalism and the disdain for international order, in 2020, Donald Trump canceled the visas and placed sanctions on ICC court prosecutors, Fatou Bensouda and Phakiso Mochochoko, for simply investigating U.S. war crimes in Afghanistan.

The lesson here is that there is no way to sequester the power of the United Stats within today’s international framework.


building Power

When we identify that international organizations are nothing more than colonial extensions and will play no role in our collective liberation, it is imperative we take creative and brave ownership of the world we want to live in. Just as every generation has done before us. The United Nations, which is unduly controlled by the capitalist/imperialist West, has brought us to our current demise. Its function is contingent on mass suffering and, therefore, it will never be constructed in a way to liberate the masses.

Society is collapsing, but the world is not ending… yet. Every revolution, liberation, and social movement reveal that collective organization and radical disobedience are the only way to dismantle violent institutions. From weapons manufactures and fossil fuels industries to big agriculture and agrochemical industries, each one operates from a profit incentive and are directly responsible for killing our planet and its people.

This language and understanding must be mainstreamed in order to galvanize a conscious awakening of the masses. There is no going back now, as Israel’s brutality and genocide have polarized the global majority against western governments. And the US is eager and waiting to wage full-scale destruction. The world must be prepared to mobilize against this. 

When we recall that the system of chattel slavery existed longer than it has been abolished, we must draw courage to believe that a new world is possible. Every generation is called to take radical ownership over the world they want to live in. It’s a constant fight that requires the participation of everyone, everywhere, all at once. It starts with building power within our communities.

These sentiments can not be platitudes. We must internalize this as we prepare for the horizon. No one is absolved from participating in our collective liberation. Our future depends on it, and it starts with Palestine.

Capitalist Urbanization, Climate Change, and the Need for Sponge Cities

According to the United Nations Population Fund’s 2009 report, 2008 was the first time in history that over 50 percent of the world’s population resided in cities instead of rural areas. Because of the different ways countries define cities, others date the qualitative shift to as recently as 2021 [1]. Regardless, across the spectrum it’s undisputed we now live in an “urban age” and, as such, transforming the relationship between cities and the natural world is essential for climate change adaptation and mitigation. The international capitalist institutions like the World Bank that are increasingly taking up the issue of cities and climate change can’t explain the various factors behind urbanization nor can they pose real solutions to its impact on or relationship to climate catastrophes. Cities consume 78 percent of the world’s energy resources and produce 60 percent of global greenhouse gas emissions, according to a 2022 UN Habitat report [2]. Under the capitalist model, urban planning lacks a holistic approach, leaving human well being and ecological needs as an afterthought, which will continue to have a degenerative effect on the environment and global climate.

Marx and Engels lived during a time in which capitalist urbanization was a nascent phenomenon concentrated mostly in some European cities, like Manchester, the English city about which Friedrich Engels wrote his first and classic book, The Condition of the Working Class in England. Engels demonstrates how the “great town” of Manchester, the first major manufacturing center in England, was great only for capitalist profits. The concentration of capital required for the invention and adoption of machinery outproduced independent handicraft and agricultural production, forcing both into the industrial proletariat of the city. There, they had to work for the capitalists, whose wages were so low they could, if they were lucky, live in overcrowded houses and neighborhoods just outside the city limits. Because the city was produced chaotically for capitalist profits, no attention was given to accompanying environmental impacts [3]. As the masses were driven from their land into the urban factories, the ancestral ties to the land and ecological knowledge of how to live sustainably on that land was lost.

It was not the “industrial revolution” that produced the new sources of power needed for machinery, but the need for new sources of power that produced the industrial revolution. For the machinery required more powerful and reliable sources of energy than wind or the water wheel, animals or humans could provide. They were replaced at first by coal and the steam engine, “whose power was entirely under man’s control, that was mobile and a means of locomotion, that was urban and not, like the water wheel, rural, that permitted production to be concentrated in towns” [4]. Capital was thus not bound to any particular place and free to move and establish new “great towns” wherever they could accumulate the greatest profits, and with this came increasing detrimental effects on people and the planet.


Today’s crisis

We see the result of centuries of unfettered capitalist development in the climate crisis today. Atmospheric rivers, bomb cyclones, hurricanes, heat waves, and drought are all becoming more frequent and extreme with climate change. This summer, with the onset of El Nino, these extremes are amplifying [5].

The first week of July 2023 was the hottest week on Earth ever recorded, with one-third of the United States under excessive-heat advisories. Sweltering heat domes brought triple-digit temperatures across the northern hemisphere from the U.S. to Europe and Asia, while countries in South America experienced record-high temperatures during their winter months [6]. Annually, around 1,500 people die of heat-related deaths in the U.S. States, a count that is likely low since many extreme-heat deaths aren’t documented as such. As of early August, extreme heat in the United States had killed at least 147 people in just five counties in 2023.

As air and water temperatures increase globally, the frequency of extreme weather increases. In the 1980s, billion-dollar disasters occurred every 60 to 120 days on average. In the last decade, they have occurred every 20 to 30 days [7]. Intensifying extreme weather includes more extreme flooding and extreme drought, as the air and water currents globally are becoming destabilized due to the increasing heat in the atmosphere.

Cities were, generally speaking, built near rivers or coastlines. Often, wetlands and floodplains were drained and blockaded with dams and levees to direct water away from population centers. As flooding and drought increase with climate change, these systems are creating even more detrimental conditions in the short and long term.

The U.S. has experienced an urban flooding event every two to three days for the past 25 years, costing $850 billion since 2000. Heavier rains are causing flooding in many parts of the globe, and the eastern U.S. has seen a 70 percent increase in heavy rain events annually [8]. Sea level rise also contributes to flooding events. While the 6.5-inch increase in sea level in the United States may seem minimal, this increase impedes gravity-fed drainage from working during storms and high tides, bringing water into the streets.

Capitalist cities and the surrounding urban sprawl are major contributors to climate change and environmental degradation. The majority of the world’s cities today were built for profit and speculation in mind, with little to no consideration given to negative impacts on either ecology or humanity. They were premised on the idea that nature could be controlled and dominated instead of the proven conception that construction should work collaboratively with natural cycles. Vast hardscapes—sidewalks, roads, parking lots, buildings—and gray infrastructure that channels water away as it falls, places these urban centers at odds with biodiversity and the natural cycling of water through the landscape. Green spaces that are created within urban environments are often highly managed areas separate from the rest of the city, filled with non-native ornamental plants and thirsty grasses that require intensive irrigation, synthetic fertilizers, and pesticides, while providing little to no benefit to native species of birds, insects, and others.

With climate change, the existing city-structures are becoming increasingly disastrous for all residents. The heat island effect that adds more warming to the atmosphere has accelerated deadly implications as the climate warms, making heat waves and droughts even more severe. Hardscapes, such as pavement, buildings, and rooftops, as well as bare earth, absorb solar radiation and continue to radiate heat long after the sun has set. Vehicles, air conditioning units, buildings, and industrial facilities also heat the atmosphere.

The heat island effect results in daytime temperatures in urban areas to be 1-7 degrees Fahrenheit higher than temperatures in outlying areas, and nighttime temperatures about 2 to 5 degrees higher [9].


What can be done? China leads the way

To cool and rebalance the climate, we need to not only eliminate greenhouse gas emissions, but also reduce ecological impacts and restore what has been lost.

Just 40 percent tree cover in a city can reduce temperatures by up to 9 degrees F [10]. Trees and other vegetation not only provide shade from the sun but reduce surrounding air temperatures. Plant leaves are like miniature solar panels and transform solar radiation into sugars and oxygen. Unlike human made structures, plants do not add heat to the surrounding atmosphere; they actually cool the atmosphere when they get hot by releasing water vapor

Water also has a cooling effect on the surroundings due to evaporation. When water bodies are integrated within the landscape they not only cool air temperatures, but also supply hydration to surrounding soil and vegetation, and recharge groundwater. Global heat dynamics regulated by water are between 75-95 percent, so creating more space for water throughout landscapes and urban areas is a key climate change mitigation tool.

Wetlands, floodplains, and bioswales act as flood prevention giving water space to flow and be absorbed into the ground when heavy rains fall, unlike concrete structures that increase the power of water and cause flooding downstream or down the coast from where these structures exist. By allowing water to pool within the landscape, rather than channeling it away into storm drains, rivers and oceans as it falls, makes water available during times of drought. Gray infrastructure flood control mechanisms often fail, with greater frequently in the U.S., which received a “D” on its Infrastructure Report Card from the American Society of Civil Engineers in 2021.

These increasing challenges from climate change are happening globally, but one country in particular is taking comprehensive action to address how urban areas impact the environment and how climate impacts are demanding more resilience in urban planning.

China is one of the countries most severely impacted by floods globally due to geographic and environmental conditions, as well as experiencing increasing droughts and heat waves. To minimize the impacts of climate change, China has implemented their sponge cIty model that aims to retrofit and create 30 cities by 2030 as climate resilient population centers. At a cost of $1 trillion, or around $33.3 billion each, transforming these cities will save billions in annual flood recovery costs and save thousands of lives [11]. For comparison, the U.S. government spends $1 trillion annually just on military expenditures. Imagine what we could accomplish if those funds went to things like sponge cities that improve our lives and the health of the planet!

Sponge cities utilize green infrastructure so that surfaces act as a sponge absorbing water. They integrate space for water to collect such as wetlands and bioswales, create vegetative cover and trees throughout including green roofs and vegetation integrated into building structures, and porous pavement and roads so water can infiltrate soil and catchments underneath to be available during dry times. These cities have areas integrated throughout that have a dual purpose, such as parks adjacent to water bodies that can be enjoyed in dry times, which then act as wetland areas during heavy rains. These sponge cities can deal with four times the amount of rainwater than a normal city, reducing flooding by 50 percent. These cities, when complete, can absorb and reuse 70 percent of rainfall.


How the sponge city movement emerged

China, over the past few decades, has seen major achievements in development. From a mainly agrarian society at the time of the 1949 revolution, China has seen the rapid industrial growth and development of urban centers and has made great achievements in overcoming the legacy underdevelopment imposed by colonial and imperialist powers that the country was plagued with for centuries. At the time of the revolution, extreme poverty, floods and famine plagued the country.

Since that time, China has made major advances, improving the quality of life of the population. In 2020, China eradicated the last vestiges of extreme poverty through the mobilization of Communist Party cadres to the countryside to investigate the needs of the people and bring services and economic opportunities to those most in need [12]. This process which began in 1949 has lifted 850 million out of dire poverty, an unparalleled achievement for humanity.

Chinese culture has historically had a deep connection with nature and connection to ancestral lands. Through rapid development and misunderstanding of the environmental impacts, Chinese cities, as with most cities of the world, have created a separation of the people from nature.

Renowned ecologist and landscape architect, Kongjian Yu, has been the driving force behind the sponge city movement within China and globally, taking inspiration from traditional Chinese irrigation systems [13]. Yu recognized the shortcomings of China’s development path and spearheaded a new way of looking at cities – “big feet” versus “little feet” aesthetics and negative planning [14].

Little feet aesthetics references the debilitating foot binding practices of imperial China that viewed unnaturally small feet on women as beautiful. Yu compares this practice to modern China’s urban development, which often mimics western architecture and imperial Chinese styles with grand plaza and parks that do not serve the general population or ecological needs. These urban parks integrate exotic plants requiring intense irrigation and other inputs with little to no ecological or human benefits.

Yu instead promotes big feet aesthetics, creating green spaces throughout cities using native plants for all populations to interact with in their daily lives that integrate urban areas into the ecosystem rather than inserting a manufactured version of nature for aesthetics only. His argument for big feet aesthetics is to bring people and nature back into coexistence for the well-being of all, which also improves biodiversity and air and water quality, and cools air temperatures. These methods also alleviate flooding and drought, which are increasing with climate change.

Using big-feet aesthetics, Yu has led the eco-city and sponge city movements in China and leads similar projects across the globe. He first made his appeals to local leaders within China and later won over President Xi Jinping to the need to marry development with ecological sustainability. The need to address environmental impacts received broad support within China’s Communist Party which included the goal of building an ecological civilization in their constitution in 2012 [15]. Sponge cities are one of many tools that China is utilizing to achieve that goal [16].


How sponge cities aid in climate change mitigation and adaptation

Yu’s promotion of eco-cities and sponge cities stems from the concept of negative planning, which has its roots in the early Chinese practice of feng-shui and focuses on urban growth based on ecological infrastructure. Rather than a city with green space included here and there, Yu’s eco-city model looks more like a natural area with urban infrastructure woven in.

It is crucial with increasing droughts and floods for urban areas to allow space for water to sit rather than trying to drain it away, which in the end gives water more power and creates flooding in other areas. Slow water systems are being embraced globally as populations experience the negative impacts of gray infrastructure and rains become more intense and erratic.

While water consumption and waste must also be addressed, particularly regarding industrial agriculture and lawns—the single most irrigated crop in the United States—we must also shift away from gray infrastructure to green. Damming of rivers and draining of floodplains and wetlands, not only decimate river ecosystems and harm biodiversity, but inhibit the recharging of groundwater resources. Aquifers are being drained at an alarming rate and as the world warms, water resources are becoming scarcer [17].

Urban development, the creation of hardscapes, and the damming of rivers only continues this trend of a drying landscape, blocking natural water cycling that replenishes groundwater and supports biodiversity.

Yu’s projects aim to work with nature instead of against it, shifting past practices of creating parks as ornamental spaces to ones that mimic wild landscapes filled with native plant species. The use of native plants is crucial to conserve water resources in dry times by greatly reducing or eliminating the need for irrigation and creating a more climate resilient system. Birds, insects and other wildlife benefit from native plant species for food and shelter, increasing overall biodiversity, which in turn increases ecosystem resilience.

A few examples of how detrimental the introduction of non-native plants can be are the example of California and Hawaii. The recent wildfires in Maui were not fueled solely by climate change-induced drought, but also due to the introduction of non-native grasses for livestock feed that dry out quickly and become tinder during drier months [18]. The same is true in California, where early colonizers replaced perennial grasses (which have deep roots and stay green even through the dry season) with annual grasses for livestock feed, which die in early summer, drying out soil and greatly increasing drought and fire risk [19].

The vegetation and bodies of water integrated throughout sponge cities also addresses the heat island effect, lowers air temperatures, and improves air and water quality.

If left to thrive, vegetation captures carbon from the atmosphere aiding in climate change mitigation. Trees absorb carbon dioxide and transpire water vapor and microbes that seed cloud formation and maintain a healthy, balanced small water cycle bringing moderate rainfall rather than deluges. Trees also transpire chemicals that are beneficial to human health, immunity, mental health, and stress reduction. They also act as windbreaks and shelter for animals during storms.


Conclusion

Sponge cities are a crucial tool to address climate change and minimize the negative impacts of urban areas on the overall health of the planet and its inhabitants. Other nature-based solutions such as reforestation of native tree species, a return to agro-ecological methods for food production, and restoration of marine habitats are also key to our survival. None of these solutions will be profitable for corporations to implement, which is why there is a lack of widespread implementation of sponge cities outside of communist China. Only under a socialist planned economy, like that of China, can real solutions to climate change be implemented on a mass scale, as resources are directed to projects not according to the needs of profit, but to those of humanity and the planet.

Sketching a Theory of Fossil Imperialism

This is a summary of the paper ‘State Power and Capital in the Climate Crisis: A Theory of Fossil Imperialism,’ presented by the authors during the “Confronting Climate Coloniality” - Paper Session at the American Association of Geographers (AAG) annual meeting on March 26th, 2023. It is also an overview of some of the main ideas that we hope to further develop this year. While the research behind the conference paper was carried out at Research Institute for Sustainability - Helmholtz Centre Potsdam (RIFS), the opinions and viewpoints expressed herein are our own and do not represent the standpoints of RIFS as a whole. In recent years, both activists and researchers have started to invoke the term fossil imperialism to highlight the ways in which imperialist politics are tied up with the logic of fossil capitalism. Under fossil capitalism, ceaseless accumulation of capital necessitates continued expansion of an energy base of coal, oil, and natural gas. Imperial states play a key role in the process, which has in turn enabled a remarkable concentration of imperial power and continues to do so in today’s world order. Understanding fossil imperialism, therefore, is necessary for devising effective strategies of resistance to a planet-wrecking capitalist status quo.

Our model of fossil imperialism attempts to sketch the general workings of this relationship between imperial states and fossil capital in its historical development over the past two centuries and in its different varieties. It is principally based on the two general modes of expansion and obstruction. On the one hand, the expansion and protection of new fossil fuel resources and infrastructure are crucial to keeping the engine rooms of fossil capital well-supplied. On the other hand, the obstruction or destruction of the infrastructure of rivaling capital factions and states in order to maintain control over pricing and distribution has been equally integral to the history of fossil imperialism. In this way, the workings of fossil imperialism reflect the more general nature of capitalism as a mode of production and destruction.

It is important to take into account the specific characteristics of the three dominant sources of fossil energy (coal, oil, gas) when analyzing concrete cases. While all three energy sources still hold a significant share of the global fossil economy, each also corresponds to a distinct historical phase in the development of fossil imperialism. Coal powered the rise of the British Empire, the switch to oil marked the ascent of American hegemony in the 20th century, and fossil gas is increasingly at the core of the United States’ attempt to continue projecting its supremacy well into the 21st century. While there is growing concern over new forms of "green imperialism", especially in relation to the extraction and distribution of the raw materials supposedly required to decarbonize the economies of the North, current fossil-fueled conflicts such as the Russian war in Ukraine or the Saudi war in Yemen show that the age of fossil imperialism is - unfortunately - far from over.

There are at least five ways in which imperial states facilitate the interests of fossil capital: through colonization, the projection of military power, the suppression of anti-extractivist movements, economic warfare, and the domination of global institutions. This scheme makes plain the crucial role of fossil fuels, functioning variously as a driver, as an enhancer or as an outcome of imperial states' actions. It disentangles the ways in which contemporary politics are significantly influenced by fossil fuels, which have played a defining role in shaping the structure of capitalist corporations, settler-imperial states, and earth-transforming technoscience. These arrangements have had profound consequences for ecological destruction and the implementation of ecological management strategies.

Colonization is a form of direct political domination and subjugation of one people by another. It was perhaps most evident during the “golden” age of coal, the fossil fuel that powered the rise of the British Empire — from Australia to India, from South Africa to Borneo. Because coal extraction requires a large amount of disciplined labor, arguably, it also necessitates more comprehensive forms of social and political control than oil and gas extraction. At the same time, the British — in many cases — obstructed the rapid expansion of foreign coal industries to protect their own domestic industry.  Even in the case of oil and gas, many of the major private companies like BP and Shell still operate in markets shaped by colonial legacies.

“Projection of military power” refers to different kinds of military interventions short of full-on colonization. Historically, states often deployed their own forces to protect fossil infrastructure abroad — a practice that continues today in various ways. Projection of military power also takes place through proxy armies, funded through a closed circuit of oil money and weapons contracts, as in the case of the Gulf monarchies. The 20th anniversary of the invasion of Iraq reminds us how current the role of military power remains. Twenty years after the regime-change military intervention, the United States still has 2500 troops stationed in the country. And, as has recently been revealed, BP and Shell, which had been barred from the country for decades, have extracted tens of billions of dollars in Iraqi oil post-invasion.

The pursuit of regional economic dominance on the part of fossil imperial states requires the suppression of anti-extractivist movements and other grassroots movements opposed to the social order. Interventionary military assistance was justified from the 1990s onwards on the basis of immigration enforcement, anti-narcotics control, and fighting against general criminality. For example, the role of the War on Drugs in continuing counterinsurgent practices against civilian population that were carried out until the late 1980s within a Cold War framework. However, according to Russell Crandall, professor at Davidson College in North Carolina and former Pentagon and National Security Council official under George W. Bush, the significant role in shaping outcomes is not primarily played by the U.S. military advisors, but rather by the "imperial diplomats" – the civilian officials within the U.S. foreign policy structure.

In his study of economic sanctions, Cornell historian Nicholas Mulder has demonstrated that modern-day sanctions developed out of mechanisms for energy control, blacklisting, import and export rationing, property seizures and asset freezes, trade prohibitions, and preclusive purchasing, as well as financial blockade — simply put, economic warfare. He shows that effectively isolating a whole nation from the intricate networks that support global trade requires the ability to gather information and generate knowledge. This involves mapping the intricate web of physical goods and resources that connect the specific country to the rest of the globe. Key factors in this process include having legal authority and access to more precise data and statistics. What makes it possible to impose this unilateral sanctions regime on the rest of the world is the domination of the global (financial and political) institutions that regulate the trade and distribution of fossil fuels. Both 19th-century British and 20th-century US-American dominance stemmed from their respective global leadership in corporate, regulatory, technological, and financial frameworks, which in turn was tightly linked to the pound sterling and later the US dollar being the chief reserve and trade currencies of their time.

In the age of American hegemony, the United Nations and other multilateral organizations — in particular, the Bretton Woods system (the International Monetary Fund and World Bank) — have become key means to maintain its armed primacy and fossil-based economic dominance. Significantly, the US-led bloc thwarted attempts by the newly decolonized countries in the postwar period to build a fairer world order by torpedoing the Third World agenda, the United Nations Conference on Trade and Development, the Non-Aligned Movement and the New International Economic Order.


Conclusion

It is impossible to understand imperialism without understanding the role of fossil fuels in its historical emergence and development. A climate movement that does not actively take into account the mechanisms of fossil imperialism risks being co-opted into imperialist false solutions to the climate crisis. Likewise, anti-imperial movements that fail to break definitively with the logic of fossil capitalism historically fall victim to various social and ecological contradictions. A case in point are the Pink Tide governments of the first decade of the 21st century. As University of Toronto political scientist Donald Kingsbury put it, when "faced with a choice between extraction and the local movements that made their governments possible,” these regimes “sided with extraction." A better understanding of the topic can therefore contribute to more effective climate justice activism, more strategic clarity and tactical innovation, and serve as a basis for more international solidarity.

Why Is Lula’s Government Environmentally Ambiguous?

On January 1st, 2023, when Luiz Inácio Lula da Silva walked up the ramp of the presidential palace to begin his third term as President of Brazil, he was accompanied by eight people who represented the diversity of the country's population. Among them was Raoni Metuktire, chief and spokesperson of the Mẽbêngôkre people of Northern Brazil (popularly known as “Kayapó”), who achieved international fame in 1989, when rockstar Sting took him on a world tour in defense of the Amazon rainforest.

The display of diversity was a response to four years of a far-right, nationalist government that trampled over the rights of women, the LGBTQIA+ community, and indigenous peoples especially. The new government began in a context of shock, in the country and abroad, over former president Jair Bolsonaro's open support of illegal miners who invaded the lands of the Yanomami people in the Amazon, poisoned their streams with mercury, and suppressed any attempt at resistance. The federal government knew about the spread of famine and diseases among the Yanomami and openly chose not to act.

For many on the Left, seeing Lula and Raoni hold hands brought hope. First and foremost, it felt like a whiff of reconciliation, after approximately ten years of estrangement. Like other social movements, indigenous rights activists felt that the Brazilian Left had betrayed them and given its support to the old hegemonic project of occupying the Amazon through cattle rearing, mining, and building inefficient and expensive hydroelectric power plants. On the other hand, Lula's first stint as President (2003-2010) was successful in reducing Amazon deforestation, especially after worrisome data presented in 2002 revealed that deforestation had cleared over 28,000 square kilometers.

Largely due to the efforts of the Minister of Environment, activist Marina Silva, deforestation fell continuously until 2011 — three years after she left her post. The government also, in accordance with the 1988 Constitution, helped restore the rights of indigenous Brazilians over their historical lands. The military reacted grudgingly, alleging that this would undermine national sovereignty. The agribusiness sector, who had their eyes on large tracts of land in the region, in turn responded by creating a "milestone thesis," according to which only the lands indeed occupied by indigenous groups in 1988 should be recognized. The Supreme Court is yet to judge the validity of this thesis.

The same period was nonetheless a time when a series of ambitious engineering projects in the Amazon, first developed as part of a national-developmentalist ideology held by the military dictatorship in the 1970s, were put forward, so as to favor a handful of monopolistic companies and the advance of agribusiness. Among these projects, the Belo Monte dam, built between 2010 and 2016 at an estimated cost of 40 billion Brazilian reals (roughly $8 billion), is probably the most well-known and also the most deleterious. Against continuous and vocal opposition from environmentalists and indigenous activists, these projects were accelerated under Lula's successor, Dilma Rousseff (2011-2016), also from the Workers' Party. Around 2012 or 2013, the president of the Workers' Party, Gleisi Hoffman, who still occupies that post today, referred to the indigenous and environmental activists who were fighting against Belo Monte as “minorities with unrealistic ideological projects.”

Representatives of agribusiness progressively assumed key positions in Rousseff's government. This culminated in the appointment of a landowner, Senator Kátia Abreu, as Minister of Agriculture in 2015. Abreu, who owns multiple large farms in the central plains of Brazil, was by then already known to her critics as "Miss Deforestation," with Greenpeace and other NGOs awarding her a satirical golden chainsaw trophy in 2009. In 2013, during a cattle auction aimed at raising funds for the expansion of what was dubbed “private security” for farmers, meaning armed groups historically known for massacres of the local indigenous and landless peoples, she echoed the Wannsee Conference by promising to find a solution to “the indigenous question.” The episode is portrayed in detail in the film Martírio, directed by Vincent Carelli.

Unsurprisingly, soy producers interpreted Abreu’s appointment as free rein to invade Guarani-Kaiowá lands in the Center-Western state of Mato Grosso do Sul. They proceeded accordingly, engaging in their usual displays of gun violence and neglect of indigenous health tantamount to biological warfare. It is remarkable how these tactics mirror those of the colonizers from centuries past. Since the 16th century, land grabbers eliminated indigenous settlements by distributing clothes and toys infected with smallpox and other diseases.

The anti-environmental policies culminating in the construction of Belo Monte distanced much of the Left from what was still, by far, Brazil’s leading popular party. Marina Silva, who quit as Minister of the Environment in 2008, ran for president against Rousseff in 2010 and 2014. In the latter occasion, she nearly made it to the runoff election, but was held back to a large extent by a smear campaign conducted by her former party companions. She reacted by announcing her support for the right-wing candidate, Aécio Neves, in a move that might have cost her most of her political capital.

And yet, after the traumatic experience of the far Right in office, Silva and Lula were reunited. That was not all. Raoni's presence in Brasília, the capital, expressed the new government's commitment to advance indigenous leadership. The administration also created a new ministry specifically designed to advance indigenous land claims, directed by activist Sonia Guajajara. The Federal Police, for years complicit in the crimes of landowners and illegal miners, resumed their operations, destroying equipment and removing invaders, aided by the national Institute of Environment and Renewable Natural Resources (Ibama).

One might expect Lula’s administration to further reconcile with the indigenous community by abandoning big engineering projects and fighting agribusiness. They appeared to be starting these efforts in November, when President Lula attended the COP27 meeting in Egypt and declared that “Brazil is back.” He also brokered the return of German, Norwegian, British, and American investment in the Amazon Fund, which was created in 2008 under the management of the Brazilian National Development Bank (BNDES) to prevent deforestation and foster sustainable economic activities. The government's stated environmental goals involve reducing deforestation in the Amazon to zero, eliminating land conflicts, and rewriting the tax code to favor sustainable development.

This is where the picture begins to blur. The powerful landowners of the soy-exporting Central-West region have long pushed for the construction of a 580-mile long railway named “Ferrogrão,” which loosely translates to “grain rail.” It would cut through the Amazon rainforest, including protected areas like the Jamanxim National Park, slashing the cost and time of transporting the soybeans to the northern port of Belém. Another controversial project would allow for oil extraction in the “Equatorial Margin,” in deep waters near the estuary of the Amazonas river.

In March, President Lula's transportation minister, Renan Filho, expressed support for Ferrogrão, arguing that it reduces carbon emissions relative to the current use of trucks. Also in March, the president of Petrobras, Brazil’s enormous state-owned oil company, told investors that the Equatorial Margin project is a priority, though still in an early stage. The company expects $3 billion in investment. Other projects, such as a high-speed passenger rail line in the Northeast region, put to the test a passage of Lula's victory speech from October 13th of last year:

“We will show that it is possible to generate wealth without destroying nature”.

It is not entirely unsurprising that Lula's government is sending contradictory signals, trying to balance the demands of traditional, conservative pressure groups with the aspirations of social movements. There are both objective and subjective reasons for the mixed message. Firstly, it is hard to overstate the political power of agribusiness in Brazil. While the country has undergone a violent process of deindustrialization since the 1980s, agricultural and mining exports have become a financial lifeline for national accounts. As the influence of the manufacturing sector waned, that of landowners expanded. Productivity gains owed to the national research agency Embrapa’s development of a resilient soybean variant adapted to the tropics has turned vast zones of the previously untouched West into a powerhouse of soy and cattle.

Secondly, oil drilling is one of the few remaining areas where Brazil still invests in cutting-edge industrial technology. Sidelining the oil sector might prove suicidal for a government that draws much of its support from trade unions, as the fossil fuel sector is a stronghold of unionization in a deindustrializing country. The government also envisages oil production as a guarantor of energy security, until renewables become the main source of energy — most notably, biofuels and wind power in the Northeast.

Keep in mind that Lula's political profile has always been far from the radical leftist that both his conservative detractors and many of his left-wing supporters, in Brazil and abroad, tend to see. It would be kitsch, but not amiss, to describe him as a master of conciliation. As a union leader in the late 1970s, he excelled at negotiating deals between workers and employers. This shaped his politics for years to come.

At the negotiating table, Lula’s ultimate goal is always to reach a stable agreement. He has never been confrontational and is certainly not a revolutionary. While this attitude can certainly be criticized and faces the obvious limitation of objective conditions, recall that his much more confrontational successor, Dilma Rousseff, was sacked. This contrast should be read as an indication of what Lula's political ability, as one of the most important left-wing leaders alive, actually consists of. With his grasp of the stakes and possibilities of Brazilian politics, he acts as a manager of conflicts, identifying where advancement is and isn’t possible — frustrating as this might be for his grassroots diehards.

Beyond the individual figure of Lula, the ambiguity of the Workers' Party's record on indigenous rights and environmental policy offers a glimpse of the high political stakes in Brazil, a continent-sized country that houses half of the largest rainforest in the world and — at the same time — is one of the widest frontiers of agricultural expansion today. The interplay of political pressure and economic power from both sides of the dispute exposes the aporias and contradictions of 21st-century capitalism with unusual clarity.

To understand how the conflict plays out in Brazil today, look to the government. One expression of Lula's notorious ability for compromise and conciliation is his capacity to translate social conflicts into internal disputes between his ministers. This was the case between 2003 and 2010, and is now happening again. But is it possible to be a conciliatory leader in a country that derives much of its resources from predatory activities and still deliver on your promises to the environment and indigenous peoples?

That tension led to a rift which broke out in May of this year, when Ibama denied Petrobras the right to proceed with studies about the viability and safety of oil extraction from the Equatorial Margin, citing technical inconsistencies in the company's project. Petrobras' president, Jean Paul Prates, who is also a senator from the Workers' Party, regretted the loss of a “golden opportunity” to develop the Northern state of Amapá. The episode shows that, even within the government and the Left in general, many still consider fossil fuels a source of economic progress and think of environmentalism as a hurdle. Petrobras later announced it would revise its application, allegedly addressing the issues raised by Ibama.

All of this took place while Lula was attending the G7 meeting in Japan. Without mentioning the crisis among his supporters, the President structured his speech, given in Kyoto on May 19th, around the problems of oil dependency, war, and climate change. Here is the opening sentence:

“When G7 was created, in 1975, the main global crisis revolved around oil. Forty-eight years later, the world still has not managed to get rid of its dependency on fossil fuels.”

His main point was to rehash the demand presented last year at COP27: that the wealthiest countries should make good on their pledge, first expressed in 2009, to allocate $100 billion to climate action every year. To his domestic audience, in contrast, Lula tweeted allusively about "clean jobs" and "exploiting the Amazon's diversity" so that the region's 28 million people can "work and eat." The tweet was a masterpiece of ambiguity, sounding like a diplomatic dispatch in its capacity to express nothing at all.

This was not the end of the story. On May 24th, Congress took two worrisome steps that many on the Left interpreted as capitulation, especially since the government presented little to no resistance. First, a commission approved an interim measure that, if carried out, would force changes in the structure of government, removing important agencies from the Environment, Agrarian Development and Indigenous Peoples ministries, such as the registry of rural properties, the administration of water resources, and the demarcation of indigenous lands. These agencies would be reassigned to ministries where the bureaucracy is controlled by the agribusiness sector, such as the agriculture ministry.

Later that day, the speaker of the Chamber of Deputies, Arthur Lira, passed a resolution that accelerated a vote about the milestone thesis, in such a way that NGOs, social movements and indigenous organizations would not have time to mount significant protests that have so far prevented the project from advancing. By voting on May 30th, Lira would also get ahead of the Supreme Court, who scheduled their own vote on the constitutionality of the rule for June 7th. A previous favorable decision by the House might predispose the Justices.

While these moves were a clear show of how powerful the agribusiness caucus remains, the episode as a whole elicited a swift response from civil society and Silva. The Minister made a speech warning of possible international backlash to the impending environmental destruction. She acknowledged that the country is going through a "difficult moment." Nevertheless, she promised resistance, saying that "good trees grow with stronger winds." Lula, in turn, tried to project calmness by saying — during an event at the Manufacturing Federation of São Paulo — that the political game was only just beginning. Subsequently, he summoned the ministers of the areas concerned for an emergency meeting.

It is hard to predict where these various conflicts are heading. But it is significant that the President has consistently stood by his environmental minister in both disputes. While it might be premature to declare that these episodes will result in victories for Silva, they certainly do not yet represent the defeat many on the Left are seeing.

It is worthwhile to contrast this episode to 2008, when — as Minister of the Environment — Silva lost a similar battle, which turned out to be consequential. Back then, Lula chose to side with Rousseff, the Minister of Mines and Energy at the time, by opting to proceed with the construction of the Belo Monte dam. The defeat led Silva, who was still a member of the Workers' Party, to leave for the Green Party and also resign from her post.

After 15 years, Silva’s position appears to be stronger. What’s changed? The answer may lie in the forces Silva brings with her into the government and, as a consequence, into its internal disputes. Silva's reconciliation with Lula represents a tentative alliance between the Workers’ Party and the emerging subset of “green capitalism,” backed by a powerful faction of the financial and corporate sector.

The emergence of green capitalism created a significant fault line within capital itself. While fossil fuels had become somewhat disgraced — at least until the beginning of the Russo-Ukrainian conflict —, “green” or “sustainable” capitalism has presented itself as the sole alternative to the archaic, unproductive model of extractivism and commodity export to which Brazil reverted in the last four decades.

More recently, development projects promising to boost the economy without destroying the Amazon have come to the fore. These projects hope to multiply the yields and jobs in the Northern regions of the country, which would thus become the new epicenter of economic growth, estimated to account for approximately 14% of the Brazilian gross domestic product. The prospect of new fields for investment with potentially high returns has attracted the attention of corporate and financial leaders from the more developed Southeast region of the country, particularly the two biggest cities and main financial centers, São Paulo and Rio de Janeiro. 

Brands such as Natura (cosmetics) and Raízen (biofuels) have become household names, brandishing their fame as sustainable and green. The owners of these companies, as well as bankers like Maria Alice Setúbal (Itaú bank) and the orthodox economist Eduardo Giannetti, have become Silva's main interlocutors in the last decade and helped create her party, Rede Sustentabilidade. When Lula and Silva joined forces in the presidential campaign last year, these actors were brought closer to the Workers' Party, to whom they are in principle hardly sympathetic.

For Lula, the most important gain lies in recovering part of the capitalist sector’s support, which was entirely lost after the chaotic economy of the Rousseff years. At least some of this has already taken place. In the 2018 election, big money in Brazil sided overwhelmingly with the far Right to elect Bolsonaro. In 2022, the divide was less clear-cut, with many representatives of the economic elite in São Paulo declaring their support for democracy in the abstract and occasionally for Lula explicitly.

If this is so, then the President is currently trying to accommodate not two, but three social forces. Within the capitalist setting, he has to mediate the tug of war between two forms of exploitation of the land: the nearly monocultural soy and meat complex on one hand and the technology- and capital-intensive bioeconomic project on the other. This is the local form of the global impasse of demanding to divest from fossil fuels while upholding an energy-intensive lifestyle based on growth and consumption.

It is hard to assess how much of this conflict is merely superficial, as major investors have no scruples in investing on both sides. It is also unclear to what extent we are looking at an attempt to greenwash capital as a whole. We should not forget that even the cleanest of large-scale economic activities must rely on such industries as lithium, cobalt, and rare-earth mining, or palm tree plantations, where working conditions are often degrading and the environmental record is hardly better than that of the fossil fuel industry.

Which brings us to the third actor: civil society, particularly social mobilization and environmental activism. With the aforementioned vectors of capitalism as a background, what strength do these groups have to achieve their policy goals? So far, there are signs that they are more capable of achieving their aims today than they were two decades ago.

Even during the dark times of far-right government, yearly assemblies of indigenous nations in Brasília called “Acampamento Terra Livre” (Free Land Camp) helped to attract attention to their plight and might have been able to freeze the far Right's project to limit their land rights to the territories occupied in 1988 when the Constitution was adopted (after a particularly harsh period of expulsions and persecution during the dictatorship). But this does not mean that they are strong enough to push the government toward more aggressive action in their defense. In May, the agriculture minister Carlos Fávaro, himself a soy producer and representative of agribusiness, expressed sympathy for the "milestone thesis" in an interview and suggested that the President might also have a favorable view. 

Also, the Landless Workers Movement (MST), one of the most important social movements in Brazil pushing for land reform, has established itself as a relevant producer of food products — particularly organic ones. In March, after less than three months of the new Lula government, the leader of MST, João Pedro Stédile, declared that initiatives for land reform were “too slow” and that the movement would increase pressure on Brasília to secure more incentives for family agriculture and organic crops.

A wave of mobilization, including the occupation of unproductive properties, was planned for the following months. Needless to say, the MST is the most maligned entity among the Right, as it represents the opposite kind of occupation of the territory. In May, far-right Congresspeople approved the creation of a commission to investigate the movement, with accusations that go as far as terrorism.

It is no wonder that Raoni's presence next to Lula had such an impact on public opinion and foreign commenters. Yet, politically, the gesture was as pragmatic as ever. Nevertheless, the playing field has clearly changed, apparently in favor of the environment, even if one is justified in suspecting high levels of greenwashing.

If we recognize that the climate crisis runs as two parallel conflicts — one between two brands of capitalism and, the other, against capital itself — it is remarkable that Lula is once again internalizing both struggles in the structures of his government. While the fundamental ambiguity at the core of his politics remains untouched, it is permeable to outside pressure (ie, social struggle), the ultimate source of political change.

Engels and the Second Foundation of Marxism

On the opening page of The Return of Nature, I referred to the “second foundation” of socialist thought as follows:

For socialist theory as for liberal analysis—and for Western science and culture in general—the notion of the conquest of nature and of human exemption from natural laws has for centuries been a major trope, reflecting the systematic alienation of nature. Society and nature were often treated dualistically as two entirely distinct realms, justifying the expropriation of nature, and with it the exploitation of the larger human population. However, various left thinkers, many of them within the natural sciences, constituting a kind of second foundation of critical thought, and others in the arts rebelled against this narrow conception of human progress, and in the process generated a wider dialectic of ecology and a deeper materialism that questioned the environmental as well as social depredations of capitalist society. [1]

The origins and development of this second foundation of critical thought in materialist philosophy and the natural sciences and how this affected the development of socialism and ecology constituted the central story told in The Return of Nature. The initial challenge confronting such an analysis was to explain how historical materialism, in the dominant twentieth-century conception in the West, had come to be understood as strictly confined to the social sciences and humanities, where it was divorced from any genuine materialist dialectic, since cut off from natural science and the natural-physical world as a whole.

Explorations of the dialectics of nature by Frederick Engels along with Marxian contributions to natural science were commonly treated in the Western Marxist philosophical tradition as if they simply did not exist. The natural-physical world was seen within the dominant view of Marxism in the West as outside the domain of historical materialism. The realm of biophysical existence was thus ceded to a natural science that was viewed as inherently positivist in orientation. This was so much the case that, with the rise of the environmental movement in the 1960s, it never occurred to those on the left who wrongly charged that Marxism had contributed little or nothing to the development of ecological analysis, to look beyond the social sciences to socialist contributions in the natural sciences, out of which today’s systems ecology arose. The irony was that not only had socialism engaged with the natural environment, but it had, in fact, from the very beginning played a pivotal role in the development of a critical ecology within science and materialist philosophy.

Part of the problem was that the entire tradition of “dialectical materialism,” associated with Soviet Marxism in particular, was declared by the Western Marxist philosophical tradition to be erected on false foundations. The dialectics of nature, as opposed to the dialectics of society, it was claimed, needed to be rejected since it lacked an identical subject-object and thus absolute reflexivity. But in rejecting the dialectics of nature, Western Marxism was compelled to absent itself from the natural world almost entirely, except insofar as it could be said to impinge on human psychology or human nature or to have an indirect impact via technology. This then encouraged a shift toward a more idealist interpretation of Marxism. [2]

To be sure, the classical Marxism of Karl Marx and Engels in the mid-nineteenth century had its origin in the critique of social science. As Engels wrote, “classical political economy” was “the social science of the bourgeoisie” and, as such, the enemy of socialism. [3] Marx’s critique of classical political economy was aimed at uncovering the “hidden abode” of class-based exploitation and expropriation on which the capitalist mode of production was based. [4] It was this critique, therefore, that constituted the initial foundation of Marxism. But from the first, the materialist conception of history in critical social science was inextricably tied to the materialist conception of nature in natural science. No coherent critique of political economy was possible without exploring the actual biophysical conditions of production associated with what Marx called the “universal metabolism of nature.” [5]

Human beings themselves were seen by Marx as corporeal beings, and thus objective beings, with their objects outside of themselves. There was, then, in the end, only a “single science” looked at “from two sides,” those of natural history and human history. [6] It was necessary, therefore, to go beyond philosophy and social science to engage in the critique of bourgeois natural science as well. Indeed, as a theoretical method, the philosophy of praxis could not be confined to the realm of social sciences and humanities, that is, it could not be divorced from natural science, without undermining its overall critique.

The fact that natural science and social science, nature and society, are bound inextricably together in any attempt to confront the current mode of production and its consequences is dramatically demonstrated to us today by the current Anthropocene Epoch of geological history, in which capitalism is generating an “anthropogenic rift” in the biogeochemical cycles of the Earth System, endangering humanity along with innumerable other species. [7] In these circumstances, the role of Marxian ecology in understanding our current environmental predicament is of crucial importance. It is here that the second foundation of Marxian theory within materialist philosophy and natural science proves to be indispensable to the development of a revolutionary praxis.

The Second Foundation

Marx and Engels did not see science, or what they called “scientific socialism,” in terms of the narrow conceptions of science that prevail in our day, but rather in the broader sense of Wissenschaft, which brought together all rational inquiries founded on reason. [8] Reason as science had its highest manifestation in the application of dialectics, which Engels defined in the Dialectics of Nature as “the science of the general laws of all motion,” contending “that its laws must be valid just as much for motion in nature and human history as for the motion of thought.” [9] Indeed, a consistent materialist dialectic was not possible on the basis of social science alone, since human production and human action occurred “in society, in the world and in nature.” [10]

Engagement with natural science became a more urgent necessity for Marx and Engels as their work proceeded. Charles Darwin’s evolutionary theory, in Marx’s words, was “the basis in natural science for our view.” Engels depicted Darwin as the leading “dialectical” thinker within natural history. [11] Revolutions in natural science, such as Justus von Liebig’s soil chemistry, allowed Marx to develop his theory of metabolic rift. The emergence of anthropology as a result of the revolution in ethnological time pulled Marx and Engels into this new realm having to do with prehistory. [12] They incorporated the new revolution in thermodynamics within physics into their political-economic critique.

However, there were also negative developments that compelled the founders of historical materialism beginning in the 1860s to shift their research more in the direction of natural science, and the second foundation of Marxist theory. The defeat of the 1848 revolutions in Germany in particular had encouraged the growth of a mechanistic philosophy of science in a line extending from the later Ludwig Feuerbach to thinkers such as Ludwig Büchner, Carl Vogt, and Jacob Moleschott. At the same time, Friedrich Albert Lange had introduced neo-Kantianism as a dualist philosophical perspective aimed at circumscribing a one-sided mechanical materialism, which was then separated off from an equally one-sided social/ideal realm. Coupled with this was the spread in Germany of irrationalism in the philosophies of Arthur Schopenhauer and Eduard von Hartmann, who saw materialism and dialectics, principally G. W. F. Hegel and Marx, as the enemy. [13] Eugen Dühring entered into all of this with an eclectic mix of neo-Kantian, pseudoscientific, and positivistic ideas that targeted Marx. Agnosticism in Britain, in the work of figures like Thomas Huxley and John Tyndall, was closely identified with neo-Kantianism. Social Darwinism first arose in this period principally as an attack on historical materialism in the work of the German zoologist Oscar Schmidt. As a result of these various attacks on materialism and dialectics, both Marx and Engels were pulled into the task of articulating a dialectics of nature consistent with a socialist conception of the metabolism of humanity and nature, in what was later variously referred to as dialectical materialism, dialectical naturalism, and “dialectical organicism.” [14]

Engels’s dialectical naturalism was first advanced in a comprehensive form in his influential work, Herr Eugen Dühring’s Revolution in Science (better known as Anti-Dühring), completed in 1878. His wider, unfinished work, written in the 1870s and ’80s, Dialectics of Nature, was not published in German and Russian until 1925, and had to await another decade and a half before it was to appear in English translation. Nevertheless, Engels’s central argument, that “Nature is the proof of dialectics,” was clear from the start. Translated into today’s terms, it meant Ecology is the proof of dialectics. [15]

“Dialectics,” in its materialist form, was, in Engels’s words, “a method found of explaining…‘knowing’ by…‘being,’” rather than “‘being’ by…‘knowing.’” It “interprets things and concepts in their interdependence, in their interaction and the consequent changes, in their emergence, development, and demise.” Viewed in this way, “nature,” he wrote, “does not move in the eternal oneness of a perpetually recurring circle, but [goes] through a real evolution.” Thus, “the whole of nature accessible to us forms a system, an interconnected totality of bodies, and by bodies here we understand all material existences extending from stars to atoms.… It is precisely [their] mutual reaction that creates motion.” [16] Nature as matter and motion (transformed energy) generates, within the course of natural history, new, emergent forms or integrated levels of material existence that arise out of, and yet remain dependent on the physical world as a whole. Human society is, in this sense, an emergent form of the universal metabolism of nature with its own specific laws. [17]

Engels has often been criticized on the left for his three dialectical “laws,” more properly referred to today as general ontological principles, that he presented in his works on the dialectics of nature: (1) the law of the transformation of quantity into quality, and vice versa; (2) the law of the identity or unity of opposites; and (3) the law of the negation of the negation. However, the first of these ontological principles has been long recognized within science through the concept of phase change, while the second is the main way in which dialectics is commonly approached in philosophy and social science through the concept of contradiction, or “the incompatible development of different elements within the same relation.” [18] Most criticisms thus focus on the third of these laws, the negation of the negation, which is often simply dismissed. [19]

Nevertheless, it is important to understand these three laws or ontological principles in terms of a dialectics of emergence. For Engels, everything is motion, attraction and repulsion, contingency, and development, leading to new forms or levels of organization in nature and human history. The law of the transformation of quantity into quality and vice versa refers to material transformation and transcendence at the most general level. Given such tendencies, arising out of the transformation of matter and motion (or energy) in organic and inorganic processes, contradictions or incompatible elements naturally ensue, leading to change as development, evolution, or emergence, the negation of the negation.

We can see the significance of this in Engels’s approach to geology. He treated geology and paleontology as “the history of the development of the organic world as a whole,” which practically came into being as a developed field of scientific research only in the late eighteenth century. The world that geology describes exists even “in the absence of human beings.” [20] Nonetheless, geological history can be approached dialectically, since “the whole of geology is a set of negated negations” resulting in massive transformations on the surface of the planet that can be discerned by means of careful scientific investigation. Engels questioned Georges Cuvier’s crucial emphasis on geological “revolutions” or catastrophes as contaminated by religious dogma, and argued that Charles Lyell, with his gradualism, had introduced a more scientific approach to geology. But Lyell himself had made the error of “conceiving the forces at work on the earth as constant, both in quantity and quality,” so that “the cooling of the earth” associated with ice ages “does not exist for him.” In this view, there are no “negated negations” and no major, permanent changes. [21]

There was, for Engels, no constant, non-contingent, inconsequential process of earth surface formation in line with Lyell’s uniformitarianism. Massive transformations of the earth at certain intervals in its history, as emphasized by Cuvier, were not to be denied. Some of these criticisms (and appreciations) of both Cuvier and Lyell, advanced by Engels, were later developed in the twentieth century by the paleontologist Stephen Jay Gould, who used precisely these antinomies to explain the origins of the theory of punctuated equilibrium within the evolutionary process. [22]

Anti-Dühring, because of its sheer range—addressing philosophy, natural science, and social science—became one of the most influential works of its time. It helped spark the development of left materialism in science, which was later given a further boost by the publication of Dialectics of Nature. This facilitated major ecological discoveries, especially in the Soviet Union in the first two decades after the revolution, and in the British Isles, where a tradition emerged drawing on both Darwin and Marx. Among the major figures in Britain were Marx’s friend, and Darwin and Huxley’s protégé, E. Ray Lankester, and later leading red scientists and related cultural figures such as J. D. Bernal, J. B. S. Haldane, Joseph Needham, Lancelot Hogben, Hyman Levy, Christopher Caudwell, V. Gordon Childe, Benjamin Farrington, George Thomson, and Jack Lindsay. [23] Along with Engels’s works on science, the red scientists drew heavily on V. I. Lenin’s Materialism and Empirio-Criticism. [24] Although frequently overlooked in treatments of Marxism, this tradition included the most prominent Marxist thinkers in Britain of the day, all of whom were connected with materialist philosophy and natural science. Their work sunk deep roots in natural science, the influence of which has extended to our own time.

Marxist scientists and materialist philosophers were the target of purges in the Soviet Union in the 1930s and in the anticommunist attacks in Britain and the United States in the 1950s. The suppression of red science, which seemed almost to disappear for a time, had deep ramifications for Marxism as a whole. Since the leading representatives of the Western Marxist philosophical tradition rejected outright materialism apart from economic/class relations—a position closely associated with their rejection of the dialectics of nature—they had almost nothing of substance to contribute to the ecological critique. This led to the myth that socialism as a whole had failed in this area. [25] To be sure, critical theorists such as Max Horkheimer and Theodor Adorno referred to the “domination of nature,” by which they chiefly meant the role played by instrumental rationality and technology in contemporary capitalist society, as well as the repressive effects of this on human nature. However, the material-ecological world itself was characteristically absent from their analysis. Hence, the dialectical connections associated with human social production and its metabolism with the larger environment were also absent. [26]

What has become clear with the growth of Marxian ecology since the 1980s is the close connection between the critique of economic alienation and ecological alienation under capitalism. Recognition that these constitute the two sides of the historical-materialist critique has become increasingly pronounced in the context of the planetary ecological crisis. All of this calls for the reunification of Marxian theory, symbolized by the return of Engels, and an attempt to grapple with the universal metabolism of nature. There is an urgent necessity to transcend the current alienated form of the capitalist social metabolism with its destructive mediation of the human relation to nature through generalized commodity production.

Engels and the Roots of the Anthropocene

In the twenty-first century we live in an age of planetary ecological peril, represented by the anthropogenic rift in the Earth System. This is associated with the advent, around 1950, of the Anthropocene Epoch in the geological time scale, which succeeded the Holocene Epoch of the last 11,700 years. Capitalism is presently in the process of crossing planetary boundaries that have defined the earth as a safe place for humanity. If all geological history, as Engels said, is the history of “negated negations,” today the Holocene—the geological epoch in which human civilization arose and prospered—is being negated by the system of capital accumulation, leading to the Anthropocene crisis of today.

If we were to look back to the earliest overarching recognition of the ecological predicament imposed by capitalist society, we could not do better than to turn to Engels’s famous treatment of this in “The Part Played by Labour in the Transition from Ape to Man” in the Dialectics of Nature. Here, Engels declared that human beings, as social beings, do not “rule over nature like a conqueror over a foreign people, like someone standing outside nature—but that we, with flesh, blood and brain, belong to nature, and exist in its midst, and that all our mastery of it consists in the fact that we have the advantage over all other creatures of being able to learn its laws and apply them correctly.” Thus, for each presumed “victory” of humanity over the natural world of which we are a part, “nature takes its revenge on us,” leading to widespread natural/ecological devastations—not simply in the ancient and medieval worlds, but increasingly, and on a far larger scale, in the world wrought by capitalism and colonialism. [27]

Failure to understand what Engels called “our oneness with nature” and the need to conform to its laws is itself a product of our historical class relations. Here the capitalist domination of nature becomes a means of dominating human beings. The result is that history moves in a spiral, exhibiting both progress and retrogression. [28] Accumulation of capital is accompanied by the accumulation of catastrophe. Moreover, under such an anarchic system—as opposed to a socialist and planned society controlled by the associated producers—a fully rational pursuit of science becomes impossible, and substantive irrationalism prevails even in the midst of the advance of formal technological rationality. Pointing to soil degradation, deforestation, floods, desertification, species extinction, epidemics, and the squandering of natural resources, Marx and Engels indicated that the current mode of production was generating widening Earth catastrophes associated with the uncontrolled “interference with the traditional course of nature.” [29] Engels’s global analysis of nature’s “revenge” was thus at one with Marx’s theory of metabolic rift.

“The Part Played by Labour in the Transition from Ape to Man” was first published in 1896 in the German Social Democratic journal Die Neue Zeit shortly after Engels’s death. Although it is difficult to chart its influence outside of Marxism, it is remarkable how close Engels’s analysis was to the ideas put forward not long after by Lankester in 1905 in his Romanes Lecture at Oxford, “Nature and Man” (later retitled “Nature’s Insurgent Son”), and his related 1904 article “Nature’s Revenges: The Sleeping Sickness,” both of which were reprinted in his 1911 The Kingdom of Man. [30] We do not know if Lankester read Engels’s article, though he was fluent in German, communicated with social democratic circles, and would have been deeply interested in Engels’s analysis in this respect, which overlapped in many ways with his own. [31] As a close friend of Marx and an acquaintance of Engels, a strong materialist, and a critic of capitalism (who had read Marx’s Capital), as well as the leading figure in British zoology at the time, Lankester’s radical ecological critique was necessarily related to historical materialism. In referring to the Kingdom of Man, Lankester sought to describe a new period in Earth history in which human beings were now the main force affecting the natural world, with the result that they increasingly must take responsibility for it. He presciently highlighted the ecological consequences of a capitalist economic system engaged in the unheeding destruction of nature, ultimately undermining humanity itself.

In “Nature’s Revenges,” Lankester referred to the human-social being as “the disturber of Nature,” including being the instigator through global capitalism and finance of all epidemics in animals and humans, which could be traced largely to social, and primarily commercial, causes, including the “mixing up of incompatibles from all parts of the globe.” [32] Under these circumstances, humanity had no choice but to control its production and its relation to nature, relying on science and superseding the narrow dictates of capital accumulation, thus ushering in a coevolutionary development. Human society was on a permanent ecological knife-edge in its relation to the natural world, which Lankester described somewhat ironically as the “Kingdom of Man.” Such “effacement of nature by man” not only undermined living species, but also threatened civilization and human existence itself. [33] The only answer was for social humanity to take responsibility for its relations to the natural world, in conformity with natural laws and principles of sustainability, in opposition to the capitalist mode.

Today, resistance to the notion of the Anthropocene Epoch is evident in many of those on the left, who, while largely oblivious of the scientific discussion, are horrified by the implications of a dominant Anthropos. This seems, in their minds, to point to an exaggerated humanism or anthropocentrism in the understanding of the physical world, and to a downplaying of the social causes of the geological climacteric that we are now witnessing. Yet, from a geological and Earth System perspective, the issues are clear. By crossing certain critical thresholds or planetary boundaries, the global system of capital accumulation has generated quantitative changes that represent a qualitative transformation in the Earth System, shifting it from the Holocene Epoch in the Geologic Time Scale to the Anthropocene Epoch, where anthropogenic rather than nonanthropogenic factors are for the first time the major drivers of Earth System change, and in which human civilization and human existence are currently imperiled. [34]

From a historical and dialectical perspective, the planetary ecological contradictions that we are now witnessing have been long coming. The issue of a new “Kingdom of Man,” which was also at the same time subject to the revenge of nature or nature’s revenges, can be traced back to Engels and Lankester. Such views were related to the conception of nature as a dialectical totality mediated by processes of evolutionary change, in which humanity was increasingly playing a dominant role. It was in the Soviet Union during the 1920s that the notion of what was called the Anthropogene Period in geological history, connected to the disruption of the biosphere as defined by V. I. Vernadsky, was introduced by the geologist Aleksei Pavlov. The word Anthropocene itself, as an alternative to Anthropogene, first appeared in English in the early 1970s in the Great Soviet Encyclopedia. [35] It was by uniting the awareness of ecological destruction with the concept of ecosystem, the theory of the origins of life, and the analysis of the biosphere—all products of dialectical science—that Rachel Carson was able to warn the world population of the full scale of the planetary peril confronting them in her lecture introducing the concept of ecology to the general public. Moreover, it was socialist scientists who pointed to a decisive change in the human relation to the entire Earth System, or “ecosphere,” beginning around 1945. [36]

More recently, we can point to the breakthrough in the treatment of the Anthropocene Epoch in Earth history represented by the geologist Carles Soriano. The conception of the Anthropocene Epoch in the Geologic Time Scale derives from the recognition that for the first time in the more than four billion years of Earth history, a living species, Homo sapiens, is the primary driver of Earth System change. This revelation of the human role in geological change was thus the product both of the emergence of Earth System science and the growing perception of an “anthropogenic rift,” undermining the earth as a safe home for humanity. It has its theoretical roots in the concept of metabolism, which formed the basis for both the notion of ecosystem (first introduced by Lankester’s student, the British ecologist Arthur Tansley, a Fabian-style socialist) and the later concept of the Earth System metabolism. [37]

Once human society has emerged as the primary force in Earth System change due to the scale of production, inaugurating the Anthropocene Epoch, this becomes unalterable—barring the collapse of industrial civilization in an Anthropocene extinction event. Like it or not, industrial humanity is now permanently responsible, on pain of its own extinction, for limiting and controlling its effects on the Earth System. Nevertheless, if capitalism by the mid-twentieth century has ushered in a planetary ecological rift, the possibility still remains of the transformation of the human metabolism with nature in conformity with natural laws in a society devoted to substantive equality and ecological sustainability.

Rooting his analysis in materialist dialectics, Soriano proposed in Geologica Acta in 2020 that the first geological age of the Anthropocene, following the current geological age of the Meghalayan (the last age of the Holocene Epoch), be designated as the Capitalian, in recognition of the destructive relation that capitalism is now playing with respect to the entire Earth System, creating a habitability crisis for humanity. [38] The Capitalian Age stands for the fact that behind the current Anthropocene crisis lies the capitalist mode of production. Environmental sociologists independently issued a similar proposal shortly after, suggesting that the new geological age associated with the advent of the Anthropocene Epoch should be called the Capitalinian, and that the future geological age toward which humanity must now necessarily strive—introducing a new climacteric surmounting the planetary emergency—should be named the Communian, after community, communal, and commons. [39] If all of geological history, according to Engels, is one of “negating negations,” leading to the Earth System crisis of today, we are now presented with the choice between the negation of the material conditions of human society itself to which capitalism is leading us, or else the negation of the capitalist mode of production (and thus of the present Capitalian/Capitalinian Age). What is essential in these circumstances is the creation of a new, socially mediated geological age of the Communian (the negation of the negation), embodying a restored, developed, and sustainable metabolism of humanity and the earth.

Dialectics, Engels argued, encompassed interaction, contradiction, and emergence, and was a general expression of the evolving totality of material things and of motion (matter and energy), applicable to all of existence. From this standpoint, it was possible to understand more fully the material world around us, providing the basis of a grounded scientific socialism. In the past, Marxist scholarship with respect to Engels’s forays into dialectics of nature has focused simply on the question of the rejection or acceptance of his general views, leaving out the more positive challenge of exploring their significance for the philosophy of praxis. Today, we need to go beyond this stale debate to recognize, in line with the neglected second foundation of Marxism within science and materialist philosophy, that the dialectics of nature offers new insights and methods for the understanding of our time, precisely because its approach is a unified one, bridging the great gulf that has emerged in the ecology of praxis.

As Soriano explains, “most natural sciences” today—if “spontaneously” and without full awareness—take “a dialectic and materialist epistemic view in understanding the natural side of the Earth System and of the Anthropocene crisis. From the social side of the problem, however, the epistemic view adopted by most natural scientists turns into an positivist and idealist one,” deferring to mainstream liberal social science and philosophy. [40] Meanwhile, the so-called Western Marxist tradition, while holding on to the notion of dialectics, has applied this only in ways related to the identical subject-object of the human historical realm. The tendency here has been to portray natural science as primarily positivistic, while seeing no relation between nature and dialectics. In this way, the two realms of dialectical thought in the natural sciences and the social sciences have remained separate, making a unified praxis based on reason as science impossible. This can only be overcome by reunifying Marxism’s first foundation in the critique of bourgeois political economy with its second foundation in the critique of mechanistic science.

Writing in the tradition of Engels, Soriano states: “Nature is dialectical too, and the dialectics of Nature is not merely a theoretical construct but a construct that is only possible because Nature is inherently so. Otherwise, how is it possible to ‘construct’ dialectics if it is not yet in the studied object, which is the ultimate source of any empirical perception?” [41] Today, the dialectics of nature must be reunited with the dialectics of society, the critique of political economy with the ecological critique of capitalism. This requires that the second foundation of Marxism be accorded a central place in the philosophy of praxis. The human relation to the earth lies in the balance.

Postscript: Did Engels Break with Marx on Metabolism?

Kohei Saito’s important work Marx in the Anthropocene: Toward the Idea of Degrowth Communism, published by Cambridge University Press in 2023, has raised the critical question of whether Engels departed fundamentally from Marx’s analysis of social metabolism. [42] Saito charges that Engels, in editing the third volume of Capital, from the original draft in Marx’s Economic Manuscript of 1864–1865, removed the adjective “natural” and thus in effect the term “natural metabolism” from Marx’s passage on the “irreparable rift.” [43] This is then backed up by a criticism of Engels for allegedly “rejecting Liebig’s concept of metabolism.” On these bases, Saito argues that Engels was largely responsible for the suppression of Marx’s social metabolism/metabolic rift argument, helping “to make Marx’s ecology invisible,” with disastrous effects for later Marxist theory. The reason given for Engels’s alleged transgression in this respect is that his notion of the dialectics of nature represented an approach to nature/natural science that was in direct conflict with Marx’s social-metabolic analysis. “It was precisely due to this difference” between Marx’s and Engels’s approaches to dialectics and ecology, we are told, “that the concept of metabolism and its ecological implication were marginalized throughout the 20th century.” [44]

It is true that the term “natural metabolism” was missing from the passage on the “irreparable rift” in Engels’s edition of volume 3 of Capital. (This same term is also absent in Ben Fowkes’s recent English-language translation of Marx’s original manuscript for volume 3 in the Economic Manuscript of 1864–1865.) Hence, instead of capitalism leading to “an irreparable rift in the interdependent process of social metabolism, a metabolism prescribed by the natural laws of life itself,” as conveyed in Engels’s edition of third volume of Capital, the same passage should read, in Saito’s rendering: “an irreparable rift in the interdependent process between social metabolism and natural metabolism prescribed by the natural laws of the soil.” (An even more literal translation would be “an irreparable rift in the context of the social and natural metabolism prescribed by the natural laws of the soil.”) Engels, in editing the third volume of Capital, thus removed the term “natural metabolism,” though “natural” still remains in the rest of the sentence. In Saito’s view, this omission reflected a “profound methodological difference” between Marx and Engels on the concept of metabolism. [45]

Yet, examined closely, it is debatable that the removal of “natural metabolism,” substantially changed the meaning of Marx’s original passage—certainly not enough to raise a significant issue in that regard. Although Marx referred in his original incomplete draft to the “social and natural metabolism,” definitely including the term “natural metabolism,” there was a certain redundancy here. The notion of natural metabolism is basic to Marx’s entire materialist approach and is already assumed in the very concept of “social metabolism” itself, which mediates the relation of humanity with what Marx called the “universal metabolism of nature.” [46] The social metabolism for Marx is nothing but the specifically human relation (via the labor and production process) to the universal metabolism of nature. Moreover, even without the words “natural metabolism,” the passage indicates that the “irreparable rift in the interdependent process of social metabolism” violates “the natural laws of life [soil],” which itself refers to a break with the universal metabolism of nature. The omission of the word “natural,” and thus the term “natural metabolism,” does nothing to alter the fundamental point being made. Saito declares that what is lost in Engels’s version is Marx’s second-order mediation, or alienated mediation. [47] But that too is problematic, since the very context of the passage, as it appears in the third volume of Capital, is a rift in the social metabolism, that is, a disruption of the social-metabolic mediation of humanity and nature as a result of alienated capitalist production.

Saito supplements his philological argument on the missing term in Engels’s editing of Marx’s “irreparable rift” passage, with the additional charge that Engels developed a “critique of Liebig’s theory of metabolism.” [48] However, evidence of this “critique” is nowhere to be found in Engels’s writings. In fact, Saito himself is unable to offer a single sentence indicating such a critique of Liebig on metabolism issued from Engels’s pen. Instead, he resorts to highlighting Engels’s quite different criticisms in Dialectics of Nature of Liebig’s vitalism, including his rejection of Darwin’s theory of evolution and his hypothesis that life had existed eternally. Saito illogically infers from Engels’s criticisms of Liebig in this regard that since Engels objected to Liebig’s vitalistic and anti-evolutionary notions in biology, he must also therefore have objected to Liebig’s use of the metabolism concept in his chemistry. However, Liebig was a “dilettante” in biology and at the same time a leading scientist in chemistry, a distinction that Engels stressed. What makes Saito’s criticism here even more problematic is that Engels repeatedly utilized Liebig’s analysis of the rift in the soil metabolism, in his own writings—even if he did not choose, as Marx did, to use the word Stoffwechsel (metabolism) in this context. [49]

But the deeper theoretical problem confronting Saito, in his attempt to find evidence of Engels’s supposed “rejection” of Liebig’s concept of metabolism, is that Liebig, in utilizing the notion of metabolism was referring to the natural-science concept of metabolism. Liebig did not, as in the case of Marx, develop the category of social metabolism. Saying that Engels rejected Liebig’s concept in this regard then amounts to charging that he rejected the notion of natural metabolism, of which Engels, however, was a major nineteenth-century proponent. The concept of metabolism originated in German cell biology early in the nineteenth century and was applied broadly in Liebig’s mid-century writings in agricultural chemistry. [50] Metabolism in this sense was a concept that Engels employed many times, including in his famous analysis of metabolism (and proteins) as the key to the origins of life. [51] Indeed, the notion of Stoffwechsel was central to the development of the first law of thermodynamics in Julius Robert Mayer’s “The Motions of Organisms and their Relation to Metabolism” (1845), which strongly influenced Engels (as well as Liebig and Marx). [52]

All of this throws into further disarray the contention that Engels, supposedly encumbered by his dialectics of nature perspective, failed to appreciate the significance of Marx’s inclusion of “natural metabolism” in the “irreparable rift” passage. It was due to this failing, Saito tells us, that Engels “intentionally” deleted the term natural metabolism, effectively “marginalizing” and making “invisible” Marx’s core ecological critique, which was thereby “suppressed.” [53] Yet, here Saito is confronted with the inconvenient fact that Engels, who was certainly one of the most erudite figures of his day, wrote again and again on the subject of nature’s metabolism, a concept for which he demonstrated a very deep appreciation. [54] Moreover, Engels’s edition of the third volume of Capital, far from suppressing the conception of “natural metabolism,” includes it in other places where Marx employed it in his original text. [55]

Behind Saito’s entire argument here is an attempt to reinforce the notion within Western Marxist philosophical tradition that Engels’s dialectics of nature, with its wider materialism, was antithetical to Marx’s own historical materialism. Thus, rather than looking at how Marx and Engels’s ecological analyses are complementary and reinforce each other, we are presented with the notion of a theoretical break between the two that is rooted in Engels’s dialectics of nature, which supposedly led Engels to distance himself from Marx’s ecology. Yet, in the course of his argument, Saito is unable to find any satisfactory way of demonstrating that the dialectics of nature as developed by Engels is actually at odds with Marx’s ecology. Hence, he merely contends that Engels’s approach to Earth history was “transhistorical” in that it transcended human history in the manner of positivistic natural science when addressing nonhuman nature. [56] Yet, one wonders what kind of natural science there would be if it were to restrict its analysis simply to human history, that is, if it were not transhistorical in the sense of superseding the human world. Clearly, our social being influences our understanding of nature, something that Engels emphasized as well as Marx. But science is necessarily concerned with domains beyond the human. [57] Surely, an analysis of Earth history extending beyond human history did not contradict Marx’s own thinking, since he exhibited a deep fascination with paleontological developments within geological time prior to human existence. [58]

Engels is also criticized by Saito for developing a more “apocalyptic” theory of ecological crisis than Marx through his use of the metaphor of the “revenge” of nature and the notion that human beings are capable of undermining the conditions of their existence on a planetary scale. [59] Engels even contemplates human extinction in the distant future. Saito attributes such views to Engels’s “apocalyptic” conception of the dialectics of nature as opposed to Marx’s nonapocalyptic ecological conceptions in his theory of metabolic rift. But surely Engels, from the standpoint of the twenty-first century, is to be commended for conceiving of the reality of human-generated ecological crisis throughout the globe! Nor does this in any way contradict Marx’s theory of metabolic rift, the contemporary relevance of which has mainly to do with the Earth System crisis. [60]

The full extent of Saito’s adherence to the notion of a break between Marx and Engels on the dialectics of nature, depicting a deep ecological split between the two thinkers, can be seen in his direct support for Terrell Carver’s position that Engels most likely lied in his 1885 preface to Anti-Dühring when he indicated that he had read the various parts of that work to Marx prior to their publication in serial form. In Saito’s own words, Engels’s statement here was “not necessarily credible.” [61] Hence, Engels, it is insinuated, might very well have lied about his interactions with Marx in this respect. The fact that there is absolutely no basis for believing that Engels would have lied on such an important point, which does not at all fit with his character or his lifelong loyalty to Marx, does not seem to deter those sowing such doubts. Indeed, the nature of this argument is that Engels must have lied, because otherwise, Marx (who had contributed a chapter to Anti-Dühring) could be assumed to have been entirely familiar with that work prior to its publication and presumably agreed with its contents. This would then undermine the notion of a fundamental break between Marx and Engels. [62]

Saito’s attempt to establish a methodological break between Marx and Engels with respect to the concept of metabolism adopts a similar form for essentially the same reasons. Engels must be responsible for intentionally suppressing the term “natural metabolism” (and with it, the significance of the metabolic rift) in editing the third volume of Capital, since otherwise notions of the complementarity of Marx and Engels writings on ecology might carry the day, contradicting Saito’s contention that “Marx never really adopted the project of materialist dialectics that Engels was pursuing.” [63]

Yet, the fact that Saito’s whole supposed proof of a methodological break between Marx and Engels depends on the absence of a single term, the word “natural” preceding “metabolism,” in a single passage, constituting a small change of highly debatable significance, points to the total absence of any substantive evidence of such a break. To rend asunder Marx and Engels on metabolism and ecology on such a basis is unwarrantable. The truth is, while Engels did not directly employ Marx’s notion of “social metabolism,” except in his 1868 Synopsis of Capital, nor develop Marx’s analysis in this regard, there is no indication that his outlook contradicted that of Marx in this area. [64]

If Marx’s theory of metabolic rift was not better known among Marxists prior to this century, this had nothing to do with Engels’s alleged suppression of Marx’s ideas, a claim for which there is no concrete basis. Rather, it had to do with the reality that the metabolism concept was embedded in the deep structure of Marx’s work and thus was often overlooked, while a great deal of what he wrote on this was incomplete, and developed only in his later years. More importantly, much of Marx’s science, as Rosa Luxemburg emphasized, was well ahead of the socialist movement itself and would only be taken up as new problems presented themselves. [65] It was the development of ecosocialism a century after Marx’s death that led to the rediscovery and reconstruction of Marx’s theory of metabolic rift, rather than the reverse. This unearthing of Marx’s ecological argument was partially enabled by the substantial (if somewhat indirect) influence that it had exerted, along with the work of Engels, on subsequent socialist ecological analyses within natural science and materialist philosophy. [66]

Rather than perpetuating old divisions within the left, it is necessary today to bring Marx’s social-metabolism argument together with Engels’s dialectics of nature, seeing these analyses as integrally related. The object should be to unite the first and second foundations of Marxist thought, providing a broader material basis for the critique of the capitalist mode of production as the essential ground for a revolutionary ecosocialist praxis in the twenty-first century.

Climate Change and the Pursuit of Growth

Since beginning his first term in January 2021, liberals have routinely heralded Joe Biden as America’s first climate president. Yet Biden’s policy record shows that he is thoroughly undeserving of that title. Take, for example, the president’s recent approval of the Willow Project.

Centered in the remote tundra on Alaska’s northern coast, the new drilling venture’s scope is appalling. It includes 200 oil wells connected by multiple pipelines. Experts estimate that the Willow Project will, by itself, generate total emissions equivalent to the entire country of Belgium within 30 years. And Belgium — for the record — is far from green, ranking within the bottom septile of the Sustainable Development Index.

More recently, Biden decided to auction off over “73 million acres of waters in the Gulf of Mexico” for oil and gas drilling. For comparison, the country of Italy is about 74 million acres. Estimates state that this would lead to emissions of about “21.2 million metric tons of carbon dioxide.” That is more than the entire nation of Bolivia.

Biden approved the auction in partial fulfillment of a deal party leadership made with Senator Joe Manchin (D-WV). To secure Manchin’s vote for the Inflation Reduction Act, Democrats inserted “requirements for new oil and gas leases” into the bill. They also added a stipulation preventing Interior Secretary Deb Haaland from “issuing a lease for offshore wind” until the oil and gas sale goes through.

The administration has failed to deliver on campaign promises of tackling climate change as it continues leading initiatives that will worsen this global emergency. And their concessions to conservatives like Manchin were unnecessary. Rather than forming a deal with the opposition on the uncompromisable issue of climate change, the Democrats could have instead pressured more conservative Democrats through acts such as removing them from committees. Instead, Manchin continues to serve as Chair of the Senate Energy Committee without any repercussions. The Democratic Party continues to immediately concede on many issues rather than applying pressure to the opposition which results in nothing positive ever getting done.

The Biden administration’s actions with respect to the climate have thus been extremely reckless in the midst of an unprecedented ecological crisis. On March 21st, the Intergovernmental Panel on Climate Change released yet another stark warning about just how bad things have gotten. Their report found that we are on track to surpass the dreaded 1.5-degree tipping point by the early 2030s. With this, we can expect “climate disasters… so extreme that people will not be able to adapt.”

“Basic components of the Earth system will be fundamentally, irrevocably altered,” the Panel’s scientists continued. “Heat waves, famines and infectious diseases could claim millions of additional lives by the century’s end.”

Despite this, Biden seems committed to accelerating humanity’s race toward the precipice of climate doom. In that crucial respect, the Democratic president bears stunning resemblance to his Republican opponents. When it comes to climate change, perhaps Democrats and Republicans are not so different after all.

The rhetorical strategies of each party tend to obscure this reality. Whereas Democrats often gesture toward ecological justice, Republicans just deny climate change — and, therefore, the need to address it — altogether. But, ultimately, both parties are united in their commitment to worsen — or, at the very least, not improve — the situation.

This is obviously bad news, since preventing total environmental destruction will take an extraordinary policy response. New research in The Lancet states that ensuring a climate-safe future and decent living standards for all would require massive reductions in global inequality. Crucially, the global Gini coefficient might need to fall below those of even the most egalitarian European nations.

This becomes a problem when accounting for the innate characteristics of capitalism. Because the economic system inherently prioritizes capital and profit over human needs. Anthropologist Jason Hickel writes eloquently on this topic in his book Less is More.

He describes the “self-reinforcing cycle” that turns profit into capital in pursuit of endless growth. To recoup their investments, corporations must continue to grow. This leads them to “scour the globe” for any sign of potential growth. 

Without growth, businesses will fail as they lose their investments and are consequently outcompeted by other firms. Even companies in a dominant market position cannot afford to just maintain. As Hickel explains, capital that sits “loses value” due to factors such as inflation and depreciation. These “pressures of growth” are so strong that corporations will disregard long-run environmental consequences, even if they’ll prove personally injurious. Capitalism demands that endless growth and accumulation be the top priorities.

But how does this drive lead to environmental devastation? To grow and enrich themselves, corporations must produce. This often requires the “extraction of fossil fuel,” the “razing of forests and draining of wetlands,” and so on.

These acts contribute to the destruction of the environment through climate change, soil depletion, and the creation of ocean dead zones lacking the oxygen to support biodiversity. The United Nations even estimates that the extraction capital demands is “responsible for 80% of total biodiversity loss.” While this may seem counterintuitive due to billionaires living on the same planet, the drive towards growth is a logical outcome within a capitalist framework. 

Given the moment’s growing urgency, we must recognize the failures of our current systems. It has exacerbated the climate issues we face. In the United States, it is clear that both the Democratic and Republican parties have prioritized capital over the well-being of the planet and the people who inhabit it. Global capitalism also does the same. To provide a better world for future generations, radical and systemic changes are needed to create a system that holds humanity and our planet as the priority.
