Tackling the US Left's Class Reductionism

Beginning from May 2020, the unending violence of USA’s racial capitalism was brought to the fore as a Black-led movement flowed through the bloodstained paving stones of clamorous streets. The wretched masses of America united in their call for an end to police brutality and the existing apparatuses of exploitative rule. However, these protests - instead of culminating in a significant change in the dynamics of power - rewarded the revolting people with Joe Biden - a dyed-in-the-wool bourgeoisie politician who once opposed de-segregation, called on police to shoot Black Lives Matter demonstrators in the leg, rejected the smallest of concessions to the working class, vehemently supported imperialist wars and refused to commit to even the minimal reforms of the Green New Deal.

Biden’s victory in the presidential election was a direct expression of what Antonio Gramsci called a “time of monsters” - a moment in which we are fully aware of the future direction of societal forces but it is blocked at a particular point. In the American context, the corridors leading to historical metabolization were shut off on the level of formal politics, not on the stage of grassroots mobilization. In the streets, things were moving forward by leaps and bounds - a continuous subjective churning was taking place within the helical relations of domination. In spite of these explosive potentialities, Biden succeeded in initiating a process of ideological mutilation, which included the co-optation of demands from below, the forming of new political coalitions, paying lip service to the goals of leading figures of the underclass, all done while keeping intact the hegemony of the status quoist forces.

While many factors account for the defeat of the American rebellion, the strategic errors committed by the country’s Left stick out for their obdurateness toward the complex reality of oppression. Many sectors of the country’s socialist camp promoted class reductionism, remaining insensitive to the racial roots of the then ongoing Black Lives Matter movementTheir exclusive emphasis on Bernie Sanders and Medicare for All reduced systemic racism to a merely economic issue. Electoral exigencies overrode the creation of robust bases of social resistance. The uncritical subsumption of racism under an ahistorical banner of class proved unsuccessful in carrying forward the militant momentum of an explicit mutiny against the structural cruelty of racist capitalism.

Black Self-Assertion

Frantz Fanon was a thinker who forcefully shed light on the aporias of class reductionism, arguing in favor a radical project of Black advancement. The moorings for this vibrant model of praxis were provided by G.W.F Hegel. In a famous passage of “Phenomenology of Spirit”, Hegel had written about the progression of human beings from merely self-conscious entities that are motivated by need to consume material goods into social beings who engage in recognition. The achievement of an independent self-consciousness is seen not only as an inter-subjective process, driven by a desire for recognition by the other, but also as a fundamentally conflictual one: each consciousness aspires to assert its self-certainty, initially, through the exclusion and elimination of all that is other; each thus seeks the death of the other, putting at the same time its own life at stake.

This struggle to the death can lead either to the obliteration of one consciousness (or both), whereby the process of mutual recognition will never be complete, or to one consciousness submitting to the other in the face of fear of imminent death, thus becoming the slave. The other becomes the master, the victor of the struggle. The master nevertheless depends on the slave - not only for the fulfillment of material needs, but also for his/her recognition as an independent being. His self-sufficiency is hence only apparent. The slave, by contrast, becomes aware of himself as an independent self-consciousness by means of the transformative, fear-driven labor in the natural and material world.

For Fanon, racialized colonial subjects are not in a position to sign up to the Hegelian vision of political struggle as a reciprocal structure of recognition and interdependency when colonization has denied their humanity. Race is a process in which the unity of the world and self becomes mediated by a racialized objectification of the subject. Therefore, according to Fanon, race is a form of alienation. For Hegel, the slave’s existence is an expression of the objective reality or power of the master. The master is recognized and the slave lives in a state of non-recognition. Similarly, for Fanon the alienated racial subject exists as an expression of the objective reality of whiteness. Racial existence, then, is a negation of the human character of racialized people; it is a profound state of derealization. The process of racial objectification, according to Fanon, turns people into things, identified by their skin, racial or ethnic features, as well as culture.

Hence, racialized people first need to overcome ontological denial and, in so doing, forge the basis for a positive political grouping. Thus, Fanon rejects the static Hegelian notion of the master-slave relationship - one forged among ontologically equal adversaries - and instead posits that the slave is always-already marked as less-than-being. The slave, according to Fanon, transcends that racial othering by vehemently rejecting it through what George-Ciccariello Maher - in his book “Decolonizing Dialectics” - calls “combative self-assertion” that enables the slave to reject “her self-alienation,” to “turn away from the master” and to force the master to “turn toward the slave”. The slave’s action re-starts dialectical motion and forces the master and the slave to contend with each other.

“For the racialized subject,” Maher writes, “self-consciousness as human requires counter-violence against ontological force. In a historical situation marked by the denial of reciprocity and condemnation to nonbeing, that reciprocity can only result from the combative self-assertion of identity”. In fact, it is precisely this violence that “operates toward the decolonization of being”. In this way, Fanon decolonized Hegel’s approach from the “sub-ontological realm to which the racialized are condemned,” gesturing toward the pre-dialectical and counter-ontological violence that dialectical opposition requires. Ontological self-assertion needed to identify with negritude, which, however imperfect and empirically imprecise, provided the necessary mythical mechanism through which the dialectic of subjectivity could operate. In the words of Fanon, “to make myself known” meant “to assert myself as a BLACK MAN”.

Fanon conceived of the black subject emerging in the active negation of the social relations of white supremacy. Since blackness is the objective condition of its existence in a white supremacist society, the black subject thereby establishes its own identity on this basis by inverting its objectification, effectively making the conditions of its existence subject to its own power. The existential substance of racialized people now becomes real and actual in the world by changing it to fit its own needs. In the struggle, the black subject establishes independent self-consciousness, and begins to exist as a being for itself with a liberatory aim. The self-determination of the black subject - through the forceful affirmation of black history - establishes, for the first time, the basis for mutual recognition. Blackness has now established itself, not as moral plea for admission into the liberal and idealistic world of equality, but as a material, immanent fact. Blackness remakes the world in its own image.

Here, it is important to note the two distinct but interrelated facets of Fanon’s perspective on black assertion. On the one hand, he frames the identitarian dimension of anti-colonial struggle as a social symptom of colonial alienation, on the very level of its problematic status from the perspective of more evolved forms of postcolonial consciousness. On the other hand, Fanon advances an absolute claim in favour of the black colonized subject’s right to the expression of his symptomatic alienation. In other words, Fanon wishes to underline the historical, psychological and political necessity of what he nevertheless viewed in unambiguous fashion as a defensive, repressive and narcissistic phase of anti-colonial consciousness during which the native subject constructs - out of nothing - the self-image that was simply impossible to develop in the racial context of the colonial administration.

The Fanon-Sartre Debate

The debate between Jean Paul Sartre and Fanon on the relations between class and race stand out for their continuing relevance. Sartre wrote one of the definitive commentaries on the Negritude movement for a French audience in the preface to Leopold Senghor’s important Negritude anthology, “Black Orpheus”. There Sartre argued that blackness is the “negative moment” in an overall “transition” of the non-white toward integration into the proletariat -  a “weak stage of a dialogical progression,” passed over and left for dead as swiftly as it came to life. Fanon’s reply - in “Black Skin, White Masks” - was fiercely critical of Sartre:

“For once that born Hegelian had forgotten that consciousness has to lose itself in the night of the absolute, the only condition to attain to consciousness of self. In opposition to rationalism, he summoned up the negative side, but he forgot that this negativity draws its worth from an almost substantive absoluteness. A consciousness committed to experience is ignorant, has to be ignorant, of the essences and the determinations of its being”.

Fanon firmly upheld the view that racially based identity claims on the part of non-European subjects in colonized situations carried an irreducible, cathartic importance. Sartre fails to account for this dialectic of experience through the detached intellectualization of black consciousness. “[W]hen I tried,” Fanon writes, “on the level of ideas and intellectual activity, to reclaim my negritude, it was snatched away from me”. Sartre’s narrative of decolonization did not incorporate the properly experiential dimension of black subjectivity. With the European working class lying unconscious in the stupor of post-WWII capitalism, Sartre imagines revolutionary consciousness, in the manner of the Hegelian Spirit, manifesting itself in the anti-colonial resistance of Africa and the Caribbean. This new proletarian spirit descends from the heights of abstract dialectical theory to make use of the concrete culture of negritude as a vehicle for the reactivation of a universal anti-capitalist project.

Sartre’s dialectic of abstract universalism has a disheartening effect on the colonized subjects. By passively inserting black rebellion within a pre-determined dialectic, he robs it of all agency. As Fanon states:

“[I]t is not I who make a meaning for myself, but it is the meaning that was already there, pre-existing, waiting for me. It is not out of my bad nigger’s misery, my bad nigger’s teeth, my bad nigger’s hunger that I will shape a torch with which to burn down the world, but it is the torch that was already there, waiting for that turn of history. In terms of consciousness, the black consciousness is held out as an absolute density, as filled with itself, a stage preceding any invasion, any abolition of the ego by desire. Jean-Paul Sartre, in this work, has destroyed black zeal… The dialectic that brings necessity into the foundation of my freedom drives me out of myself. It shatters my unreflected position. Still in terms of consciousness, black consciousness is immanent in its own eyes. I am not a potentiality of something; I am wholly what I am. I do not have to look for the universal. No probability has any place inside me. My Negro consciousness does not hold itself out as a lack. It is.”

“Black zeal” is a mythical self-discovery which by necessity refuses all explanation. After all, how precisely does one adopt an identity which is dismissed ahead of time as transitory? The Sartrean subject never gets “lost” in the negative. Sartrean consciousness remains in full possession of itself. And therefore, it can have no knowledge of itself - or the other. History, society, and corporeality recede from view and what remains is a timeless and abstract ontology. Contrary to this view, Hegel remarked: consciousness “wins its truth only when, in utter dismemberment, it finds itself...nothing is known which does not fall within experience or (as it is also expressed) which is not felt to be true”. The truth that emerges from black consciousness is possible only via a phenomenological reassembly of the self. That is why Fanon continues to push forward: “I defined myself as an absolute intensity of beginning… My cry grew more violent: I am a Negro, I am a Negro, I am a Negro”.

Fanon does not quickly pass over human suffering in the pursuit of the universal, but attends to suffering, creating space for the communication of bodily and emotional pain. In Sartre’s hands, this dialectical negation explicitly lacks positive content and, consequently, any objectivity. The rupture with racism brings forward its own content - a re-woven fabric of daily existence and new ways of organizing social life - which challenges white supremacist society. Therefore, with Sartre, the negativity expressed by this rupture is a critique of existing reality, but does not generate new conditions - a new reality - based on its own self-active negation of white supremacist social relations. In his quest to brush aside the unmediated, affect-laden, passionate dimension of the native subject of colonialism’s sensuous, lived experience, Sartre short-circuits the dialectic through an intangible leap - ignoring the necessity of slow and patient labor.

He becomes a condescending adult speaking to a child: “You’ll change, my boy; I was like that too when I was young…you’ll see, it will all pass”. In effect, the non-white is subsumed into a pre-existing, white reality. Sartre, Fanon argues, is forced to conclude that the proletariat already exists universally. Yet, Fanon states that a universal proletariat does not exist. Instead, the proletariat is always racialized; the universal which Sartre emphasizes must be built upon the foundations of mutual recognition. However, establishing the conditions of mutual recognition depends upon the dislodgment of racial alienation and establishment of the claims of a non-white humanity. Sartre misses the point that such a process unfolds within the racial relation: black existence can only become the grounds of disalienation to the extent that the specifically black subject becomes conscious of itself and the white recognizes the absoluteness of those who exist as non-white.

To summarize, though Fanon does endorse Sartre’s notion of the overcoming of negritude, he still wants to underline the necessity of re-articulating the dialectic in terms of the experiential point of view of the Black subalterns.  In more general terms, the path to the universal - a world of mutual recognitions - proceeds through the particular struggles of those battling racial discrimination. While race is undoubtedly a form of alienation which needs to be abolished, one can’t subsumes the concrete, for-itself activity of black existence into a universal proletariat. We always have to keep in mind the rich process of the self-abolition of race, which develops as a series of negations. The American Left needs to valorize black consciousness, to claim it as an integral part of the emancipatory experience of revolutionary socialism, but without overlooking its basic nature as a byproduct of racial capitalism.

On Police Abolition: Decolonization Is The Only Way

The United States is a project of both anti-Blackness and racial-colonial power. From the founding of this white supremacist settler-colonial state, Black people have endured 250 years of slavery, ninety years of Jim Crow, sixty years of “separate but equal” legal doctrine, and thirty-five years of explicitly anti-Black housing laws among other insidious forms of de jure and de facto racial discrimination. The racial capitalist state and its policing functionaries employ state violence as a means of containing and controlling the working-class, especially racialized and colonized domestic peripheries. The late political prisoner and revolutionary ancestor George Jackson (1971, p. 99) writes the following:

The purpose of the chief repressive institutions within the totalitarian capitalist state is clearly to discourage and prohibit certain activity, and the prohibitions are aimed at very distinctly defined sectors of the class- and race-sensitized society. The ultimate expression of law is not order—it’s prison. There are hundreds upon hundreds of prisons, thousands upon thousands of laws, yet there is no social order, no social peace. …Bourgeois law protects property relations and not social relationships.

The United States is a punitive carceral state with 25 percent of the world’s population behind bars despite comprising only 5 percent of the world’s population (Collier, 2014, p. 56; Hayes, 2017, p. 17). The American criminal so-called “justice” system holds almost 2.3 million people in 1,833 state prisons, 110 federal prisons, 1,772 juvenile prisons, 3,134 local jails, 218 immigration detention facilities, and 80 Indian Country jails as well as in military prisons, civil commitment centers, state psychiatric hospitals, and prisons in the U.S. settler-colonies (Sawyer & Wagner, 2020). U.S. incarceration is disproportionately racialized, targeting Black and brown people who represent 60 percent of the incarcerated (Marable, 2015). If Black and Latino people were incarcerated at the same rate as whites, their imprisoned and jailed populations would decline by almost 40 percent (NAACP, 2019). The problems are not rooted in crime but policing itself which constructs, (re)produces, and institutes white supremacy and anti-Blackness through racial capitalism. The police have been waging asymmetric domestic warfare on Black people, encircling, and capturing their prospects for self-determination and self-actualization. From the Greensboro Massacre of 1979 to the murder of Marcus Deon Smith of 2018 to the murder of George Floyd in 2020, the only solution for Black liberation is abolishing the police and freeing what is essentially a semi-colony of peripheral peoples.

This essay has five sections. This first section discusses the problems of policing. The second section explains the history of U.S. policing and its development. The third section lays out the failure of liberal reforms to grapple with policing as an institution. The fourth section argues the case for police abolition. The last section concludes.

 

The History of U.S. Policing

The earliest origins of policing in the United States evolved from directly slavery, settler-colonialism, and brutal control of an emergent industrial working-class (Vitale, 2017, p. 34). The organization of police forces within the United States was modeled after that of England. In the early colonial forms, policing was informal and communal, which is referred to as the “Watch” or private-for-profit policing, also known as the “Big Stick.” These policing models had little with fighting crime and more to do with “managing disorder and protecting the propertied classes from the rabble” (Vitale, 2017, p. 35). Strike-breaking and labor surveillance were among the most important services provided by private-for-profit policing, the Pinkerton’s were among the more notable agencies (Spitzer, 1979, p. 195). The “Big Stick” dissolved when 1) company towns declined, 2) labor costs grew more socialized, 3) organized labor grew in its militancy and strength, and 4) major changes happened in U.S. socioeconomic infrastructure (1979, p. 195).

The watch system was not particularly effective at halting crime as watchmen were often drunk or asleep on duty (Potter, 2013, p. 2). As a method of process improvement came the implementation of a system of constables—official law enforcement officers—who were normally paid according to the warrants they served (2013, p. 2). Informal policing models persisted until 1838 when Boston implemented a centralized municipal police force based on the London Metropolitan Police force and New York followed suit in 1845 (Vitale, 2017, p. 36). The main functions of the London Metropolitan Police Force were “protect property, quell riots, put down strikes and other industrial actions, and produce a disciplined industrial work force” (Vitale, 2017, p. 36).

In Southern states, modern U.S. policing developed from the “Slave Patrol” (Potter, 2013, p. 3; Vitale, 2017, p. 46). Slave patrols were tasked with developing terroristic infrastructure designed to prevent slave revolts (Hadden, 2001, p. 20; Vitale, 2017, p. 46; NAACP,  2019). They were vested with the power to “ride from plantation to plantation, and into any plantation” taking up slaves who did not have a ticket from their masters (2001, p. 20). The slave patrols could forcibly enter any private property[ii] solely on the suspicions of harboring runaway slaves (Vitale, 2017, p. 46; NAACP, 2019). The slave patrols had three primary functions: 1) chase, apprehend, and return runaway slaves to their owners; 2) organize terror squads to deter slave rebellions, and; 3) maintain legal and extralegal disciplinary measures for slaves who violated plantation rules to produce desired behavior (Potter, 2013, p. 3; NAACP, 2019).

White people had “tremendous social anxiety” about large groups of unaccompanied slaves and free Blacks intermingling. The police responded by regulating their behavior through the “constant monitoring and inspection of the [B]lack population” (Vitale, 2017, p. 47). After the Civil War, slave patrols were replaced by modern Southern police departments who controlled freed slaves who were now entering the workforce which was primarily agricultural (Potter, 2013, p. 3). The work of the modern police force included enforcing Jim Crow segregation laws and denying Black people equality de jure and de facto (2013, p. 3). The primary concern during this period was forcing Black people into sociopolitical docility (Vitale, 2017, p. 47). More than a response to crime, the police are for instituting a social order that is safe for capital penetration for the sake of capital accumulation, especially from the Black masses (Marable, 2015, p. 94). Capital accumulation requires a stable and orderly workforce for a predictable order of business (Potter, 2013, p. 4). The racial capitalist state, therefore, absorbs the costs of the private sector, protecting its enterprises. The environment must be made safe for capital through an organized system of social control (Potter, 2013, p. 4; Vitale, 2017, p. 34; Marable,  2015, p. 95). Under a system of racial capitalism[i], Black people are among the most brutalized by the carceral state.

 

The Failure of Liberal Reforms

Liberal efforts at reforming the police have largely been adject failures mostly because liberals misunderstand the role of the police. They ignore that policing itself is an inherently anti-Black institution that is premised on the repression of the domestic Black periphery for the purposes of capital penetration for capital accumulation. The role of the police has served to protect white supremacy and wealth creation for white people while denying Black people essential human rights (Vitale, 2017, p. 33). In the face of 400 years of anti-Black policing institutions that have, through every evolution, maintained a systemic logic of settler-colonialism that relegates the Black masses to a semi-colony within white America, liberals have proposed more training, more diversity, and community policing (Vitale, 2017, p. 33; Samudzi & Anderson, 2018,  p. 13; Rodríguez, 2021, p. 45).

The push for more police training is well-intentioned but it misses the point. Whenever a Black person is killed by police, a common refrain from liberal reformers is “improve use-of-force training.” If these same reformers were around during slavery, there is no doubt they would have called for slave masters to employ more ethical whip deployment techniques. Despite the racial bias training that many officers have undergone, researchers have found that outcomes remain unchanged with respect to racial disparities in traffic stops and marijuana arrests (Vitale, 2017, p. 8). Racist policing is not merely a matter of individual bigotry but institutionalized racism. Asking for increased training of police so police learn “restraint” ignores how the police already exercise restraint against populations that are not marginalized and not targeted. The Capitol Hill riots were illustrative of the police’s ability to show remarkable restraint. The mostly white rioters were not subjected to nearly as much force as Black protestors are for nominally peaceful protests (Henderson & Alexander, 2021). Any training that justifies the institution of policing will only strengthen its white supremacist and anti-Black logics, even if there is a rhetorical shift from “Warrior mentality” to “Guardian mentality.”

Another common liberal reform to policing involves diversity hires, in hopes this will result in communities of color being treated with “greater dignity, respect, and fairness” (Vitale, 2017, p. 11). There is no evidence that diversifying police forces affects, much less reduces, their use of force (Friedrich,  1977; Garner, Schade, Hepburn, & Buchanan, 1995; Brown & Frank, 2006;  Lawton, 2007). This tactic of reform is even more insidious because it is a method of counterinsurgency through promiscuous inclusion (Rodríguez, 2021, p. 45). Through political warfare against the domestic Black periphery, the racial capitalist state seeks to (neo)colonize its colonized subjects within their own communities.

Diversity is a tool for manufacturing credibility, increasing external institutional legitimacy without dramatically changing internal institutional formations or technologies of repression (2021, p. 45). Diversity changes the presentation of the white supremacist order, but it does not change its outcome: domestic warfare (Samudzi & Anderson, 2018, p. 13; Rodríguez,  2021, p. 51). White supremacy is a multicultural enterprise: just because the beneficiaries of the racial-colonial order are primarily white does not preclude the use of semi-colonized peoples to accomplish white supremacist ends. Diversity hires will not solve the problems of policing, but they will ensure the white supremacy runs through a sepia filter.

Liberal reformers may present “community policing” as possible reform and prima facie, it sounds reasonable. Who would not want neighborhood persons, known and respected by the communities they live, as officers? The answer to that question maybe someone who understands the role and the institution of policing. Police are tasked with criminalizing disorderly conduct, using up to and including lethal force, and responding to populist resistance with state-sanctioned assertiveness. This is well illustrated in the city of Greensboro, North Carolina by its City Council. At a Greensboro City Council meeting from July 31, 2020, the members of the City Council spoke favorably of community policing. Councilwoman Marikay Abuzaiter is on record saying, “[I]f we ever did consider incentivizing [police officers to live in the neighborhoods they work]. I would think the Chief would need a big raise in his police budget because you are looking at money there.” In the same session, Councilwoman Sharon Hightower said:

In reading articles about ‘community policing,’ it never emphasizes resident, it always talked about relationships. And we can start to build relationships, so we can eradicate this distrust in my community because right now, a lot of people I talk to in my community see a police car and their hair stands up on their neck. So, let’s start to work on that. Build that trust, and if somebody moves in the neighborhood? Great, that’s fantastic. …Let’s spend our resources where we get the most bang for our buck. As community talks about more investment in community problems, let’s do that.

It was certainly admirable that Councilwoman Sharon Hightower wanted to “eradicate distrust” and “build relationships,” but the solutions to the problems for the domestic Black periphery of Greensboro are rooted in anti-Black racism and racial capitalism more broadly, not a lack of police presence. What tools do the police possess for “community”? Punitive enforcement actions such as arrests and ticketing (Vitale, 2017, p. 16). Community policing is only possible as a solution if the police do not have police powers. Attempts at community policing, as demonstrated by the Greensboro City Council members, prioritizes giving more resources to the police to live in neighborhoods than giving resources directly to the marginalized members of the communities. Community policing does not empower the domestic Black periphery, but it strengthens the tools of repression and suppression on the part of the police by increasing their proximity to the territories they occupy.

Recently, the #8CantWait campaign has gathered significant support from liberal reformers who wish to address “police brutality.” It is a set of ideas from the nonprofit Campaign Zero, with policy proposals such as ban chokeholds, change reporting standards for use of force incidents, require police officers to warn before they shoot, and more (Murray, 2020). The #8CantWait campaign is not trying to solve racist policing, it is trying to reduce police killings by 72 percent (2020). Mayor Nancy Vaughan endorsed the #8CantWait proposals (Greensboro City Council, 2020):

I have been looking at some resolutions, I have been looking at one from the city of Memphis who is codifying the #8CantWait, we are looking at making it for the City of Greensboro. It has not been finalized but I would like the City Council to look at, once we get it all written up for the City of Greensboro, passing a resolution for the #8CantWait. I don’t want to wait until [the] next meeting because it’s quite a ways [sic] out, so maybe we could have a meeting and a work session because our next meeting is quite a ways away and the #8CantWait and I don’t think we should wait.

After a similar comment from Councilwoman Sharon Hightower, Greensboro Police Chief Brian L. James responded, “In reference to the #8CantWait and looking at that, we are almost there with some of the things that I have recently [done] and some of the things that I did previously as well as our regular policies and there’s one on the #8CantWait that I would like to have some conversation with y’all around the specific wording…” This underscores not only the uselessness of the #8CantWait campaign but the overall failure of liberal reforms to produce meaningful structural change.

 

The Argument

The concrete historicity of the United States’ state-imposed, state-promoted, and state-tolerated anti-Black racial-colonial violence and white supremacist domination has perpetuated a consistent and persistent situation of Black devalorization, disinvestment, devastation, destruction, and dislocation. White supremacy articulates and structures the American polity; race as a social construct articulates and structures every social relation and institution. This reality produces a domestic Black periphery, an underclass—a subproletariat—that exists as mere residents of a settler-colony (Samudzi & Anderson, 2018, p. 6). The Black community itself exists as semi-colony within the United States wherein the police are an occupying army (Allen, 1969).

The police have consistently represented (and erected) institutional barriers to Black agency, equality, self-determination, and political expression. That is because policing within the United States is inherently white supremacist and extends the logics of racial-capitalism and anti-Blackness throughout the political economy. With the ratification of the 13th Amendment in 1865, slavery was only abolished as “except as punishment for crime [emphasis added]” (Gilmore, 2020). Black people have been subjected to targeted police surveillance, coercion, force, and incarceration. Slavery was never abolished, it was reformed.

For the domestic Black periphery, the American carceral state and its functionaries have always been in a state of permanent asymmetrical warfare against them (Vitale,  2017, p. 27; Burden-Stelly, 2020, p. 8; Rodríguez, 2021, p. 42). James Baldwin compared policing Black communities to settler-colonial occupation (Baldwin, 1966):

And the police are simply the hired enemies of this population. They are present to keep the Negro in his place and to protect white business interests, and they have no other function. They are, moreover—even in a country which makes the very grave error of equating ignorance with simplicity—quite stunningly ignorant; and, since they know that they are hated, they are always afraid. One cannot possibly arrive at a more surefire formula for cruelty. … Occupied territory is occupied territory, even though it be found in that New World which the Europeans conquered, and it is axiomatic, in occupied territory, that any act of resistance, even though it be executed by a child, be answered at once, and with the full weight of the occupying forces.

Black people are not citizens, we are residents of settler-colonial occupation. Black lives do not matter under a regime of racial capitalism and ironically enough, Black people were at our most valuable (i.e. most insulated from public executions and imprisonment) when we were legal chattel. In that sense, doing irreparable damage to property-in-chattel was bad for business and few slave patrollers wanted to foot the bill (Marable, 2015, p. 97). A citizen would have a Sixth Amendment right to a fair trial, but the residents of the domestic Black periphery can be legally and extralegally murdered by police with impunity (Samudzi & Anderson, 2018, p. 14; Briond, 2020).

The regime of racial capitalism has at its heart, private property ownership, an institution fiercely protected by the carceral state and its settler-colonial agents in policing. Racial capitalism reproduces and buttresses itself and the white supremacist order through a series of supposedly race-neutral policies (Stein, 2019, p. 44). Race-neutral policies themselves have been used to both “discredit and rationalized practices that perpetuate racial stratification” (Siegel, 2000, p. 106). Hence why white supremacy and the anti-Black order it entails can “coexist happily with formal commitments to objectivity, neutrality, and colorblindness” (Harris, 1994, p. 759). The earliest origins of property rights are rooted in racial domination and the interactions between race and private property have played a critical role in subordinating the domestic Black periphery within the American political economy (Harris C. , 1993, p. 1714). Whiteness itself, as a historized social and legal construct, marks power and domination over non-white others (Mumm, 2017, p. 103). Whiteness is valorized and private property ownership is an expression of whiteness; thus, property ownership is conflated with (white) personhood under racial capitalism (Safransky, 2014, p. 238; Bhandar & Toscano,  2015, p. 8). That is why in American society it is perfectly acceptable for white people to kill Black people in defense of private property; however, the domestic Black periphery can never destroy private property in response to the murder of a Black person. Blackness itself represents powerlessness, enslavement, and dispossession (Burden-Stelly, 2020).

The domestic Black periphery exists at the nexus of indispensability and disposability (Burden-Stelly, 2020), subhumanity and superhumanity. The technologies of white supremacy and their accompanying legal strictures and structures reify white supremacist ideologies into the carceral state. Black people represent 28 percent of all people killed by police in 2020 despite being 13 percent of the United States population (Sinyangwe, 2021). Black people are three times more likely to be killed by the police than white people are, and Black people are 1.3 times more likely to be unarmed as well (2021). This demonstrates that “[a]t any given time our government can utilize and maneuver the boundaries of legality and illegality as applicable to the material interests of the ruling class” (Briond, 2020).

Freedom for the domestic Black periphery poses an existential threat to white supremacy as a political economy within the United States because “free[ing] Black people necessitates a complete transformation and destruction of this settler state” (Samudzi & Anderson, 2018, p. 13). The United States cannot exist without the predominant systems of domination and oppression of Black people; it cannot exist without the hyper-policing and hyper-regulation of Blackness. For an internal semi-colony to be free across a geospatial territory, it must be decolonized. For an enslaved people to be free, they must not reform slavery’s conditions but abolish it in its totality. Police abolition is but one step, but a necessary step, in the Black liberation struggle.

 

Conclusion

The domestic Black periphery can never know freedom so long as policing exists within this settler-colonial state. So long as the Black masses exist as mere residents, citizens in name only, as a semi-colony of white America, constantly surveilled and brutalized by arms of the state, the United States will exist. The United States as a carceral nation begets anti-Black oppressive systems and institutions and that is best exemplified through the police, who act as an occupying army in Black territories, rather than guardians within Black communities. The ideological resistance to police abolition within Greensboro is in part informed by the “racialized colonial logics of the biologically determined criminal, slave, and savage” (Briond, 2020).

There is a Hobbesian assumption that the domestic Black periphery will descend into “the state of nature” unless they are constantly patrolled, surveilled, and policed according to the logics of settler-colonial occupation. The underlying fear has been a constant feature of white supremacist anxieties, a justification for ceaseless instances of anti-Black violence by police who see Blackness as a synthesis of subhumanity and superhumanity incarnate. The amazing feat of political economy has been the militarization of police, the multiculturalism of white supremacy via diversifying the police force, and the escalation of wanton violence against semi-colonized subjects. The central contradiction of the United States is settler-colonialism, the structural location of the domestic Black periphery as simultaneous indispensable and disposable. If Black masses are semi-colonized, the solution is decolonization. If slavery was merely reformed, slavery must be abolished in all its iterations. The U.S. police are the representation and manifestation of modern-day slave patrols. For these reasons and others, the police must be abolished in their entirety and other carceral institutions as well.

[i] Racial capitalism does not describe a distinct permutation of capitalism or imply there exists a non-racial capitalism, but rather emphasizes that, in the words of Dr. Ruth Wilson Gilmore, “capitalism requires inequality and racism enshrines.” As a system of political economy, it depends on racist practices and racial hierarchies because it is a direct descendent of settler-colonialism. It is a translation of the “racial, tribal, linguistic, and regional” antagonisms of European feudal society, reconstituted for the American context. Liberation Theologies: Decolonizing the Masters' Tool

On August 21st, 1831 Baptist preacher, Nat Turner, lead one of the largest slave insurrections in the history of the United States. In an explosion of prophetic and apocalyptic rage, Turner overthrew his legal owners ruling by fighting back, killing the elite colonial slave-owning families who had subjugated his life to a hell on Earth. With more than 70 other liberated slaves, Turner's insurrectionary self-defense sparked brutal repression from local white vigilante militias and the State. After six weeks of freedom, he was caught and brought back to Southampton County, Virginia to be put on trial; his revolutionary actions were recorded by white lawyer, Thomas R. Gray, later titled, The Confessions of Nat Turner.

And on the 12th of May, 1828, I heard a loud noise in the heavens, and the Spirit instantly appeared to me and said the Serpent was loosened, and Christ had laid down the yoke he had borne for the sins of men, and that I should take it on and fight against the Serpent, for the time was fast approaching when the first should be last and the last should be first! (Gray)

Being Born into slavery as the chattel property of Benjamin Turner, Nat or Nathaniel (the Hebrew meaning, "gift from god") Turner inherited two conflicting yet syncretized versions of religious expression; the first, and most obvious, being his Christian identity as a Baptist preacher, sharing the religion of his slave masters (he was bought and sold between 4 legal owners); the second, being his Mother Nancy's African folk-traditions brought directly over in the year 1799 when she was purchased by a Methodist slave owner. Further in his recorded confession he details multiple mystical experiences: talking to spirits, having flash backs to previous lives, practicing divination through tree leaves, and deciphering hieroglyphic characters all of which direct his passion toward revolt. In an act of religious syncretism Turner used knowledges from Baptist Christianity (individual freedom and soul freedom), the Hebrew prophets (histories of prophetic witness), and past-life ancestral mysticism (possibly informed by indigenous African traditions) to act upon his direct liberation from slavery. In this way Turner used the religious tool of his master and the indigenous traditions brought over from Africa by his Mother to subvert and challenge the legal slave-system for collective emancipation. For Turner, God had judged the materiality of slavery as demonic and condemned the institution to exorcism; it was God who actively directed him through revelation, signs, scriptures, visions, and dreams to defend himself from slavery. Turner embraced the counter-violence of God against slavery and dehumanization, igniting violent insurrection to advance the Kingdom principles of freedom, equality, liberation, justice, and salvation for the common good. "It was not motivated by hatred, racism, fanaticism, or evil. His revolutionary violence was the self-defense of the oppressed slave and God's counterviolence against the inherent barbarism and violence of slavery" (Lampley 3).

To understand the use of colonial religion as a strategy of liberation it is important to understand the severity of oppression and the overwhelming violence that colonialism brings to a people. The psychological, emotional, physical, spiritual, and social distress brought on by slavery creates an existence defined by perpetual trauma, abuse, and objectification. The opium of the masses loses its mind/body-numbing affects in the face of endless violence against black and brown bodies and becomes the methamphetamine advancing insurrectionary resistance.

The structural repercussions exacerbate conditions of trauma on a local and global scale through what Anibal Quijano theorizes as, the coloniality of power. Quijano argues that the development of the colonial project begins with the fabricated notion of race as a "supposedly different biological structure that placed some in a natural situation of inferiority to others" (533). The conquered and dominated peoples of Africa and the Americas were racialized as "other;" they were "situated in a natural position of inferiority and, as a result, their phenotypic traits as well as their cultural features were considered inferior" ultimately determining racialized categorizations as the "fundamental criterion for the distribution of the world, population into ranks, places, and roles in the new societies structure of power" (Quijano 535). With the development of newly racialized historical identities, a foundation was created for the global structuring of social roles, geohistorical places, and the unequal planetary phenomenon of transmodernity (Mignolo 57). This social hierarchy of racialized bodies and knowledges forms the crucible of eurocentrism, modernist epistemologies, and the Westernizing project of the North through a coloniality of power that also controls the labor force, the means and lands of production, and the flow of capital itself. In this Western expansion, ideas from the colonized peoples were expropriated or ignored, often stripped of their ability to be re/produced from below. This equates to the destruction of cultures through the racialization, alienation, and commodification of peoples. Resistance lead to the hanging, burning, and murdering of millions of people for the promotion of an "evolved, modern, and civilized" society (it was an evolvedmodern, and civilized Methodist pastor who first bought Nat Turner). "The expansion of Western capitalism" Coloniality theorist Walter Mignolo writes, "implied the expansion of Western epistemology in all its ramifications, from the instrumental reason that went along capitalism and the industrial revolution, to the theories of the state, to the criticism of both capitalism and the state" (59). This Western supremacy was crafted in suppressing other- and non-scientific forms of knowledges, and was especially suppressive to the subaltern social groups whose social practices were informed by such alternative epistemologies (Santos ix). Portuguese scholar Boaventura de Sousa Santos sees the suppression of indigenous peoples of the Americas and of the African slaves as a form of epistemicide - the other side of genocide. The epistemological foundation that the global world capitalist economy is structured on is the imperial ordering of knowledges with the North at the top and the South at the bottom. This North/South divide is metaphorical and geographical in Santos' use, consisting of systems of visible and invisible distinctions that have material and cognitive ramifications. "The invisible distinctions are established through radical lines that divide social reality into two realms;" in the creation of "the other" as inferior, "the other side of the line vanishes as reality, becomes nonexistent, and is indeed produced nonexistent" (Santos 118). This non-existence is a radical exclusion, deeming all that is produced by the other as inferior, incomprehensible, and unworthy of serious consideration. Thinking from above abyssal-line, from the North, is the foundation on which modern theologies, sciences, and everyday societies are situated and are therefore in need of radical uprooting, decolonizing, and re-envisioning.

The cognitive supremacy of the Western expansion chose Christianity as its divine right to domination. The Christianity of the Spanish Empire used Theologies of Domination to "disseminate a characteristic ideology through all segments of society, propounding a set of fundamental values and principles which, while expressed in terms of lofty abstraction or eternal truth, nevertheless serves to further the interests of those who hold power" (Lincoln 269). These religions of the status quo replicate and co-produce the ideologies of capitalism: competition, hierarchy, racialization, epistemicide, and patriarchy. If Christianity was the religion of the colonial project, is a decolonial Christianity even possible? Is it possible to develop a Christian theology that subverts, challenges, and decolonizes its recent historical use in crafting the Western expansion of colonialities of power?

Audre Lorde's well-known declaration that "the master's tools will never dismantle the master's house" proves helpful in this integration of the colonial religion of choice. The immensity of the coloniality of power through Western expansion and the development of the United States as a force of global Empire by the blessing of a majority of Christian authorities, institutions, and lay persons alike, brings many to a frightening conclusion: "if the master's tools cannot be appropriated then, in an age where our capitalist masters claim ownership over everything, only resignation is possible." Do we give up on our faith and spiritual tradition forfeiting our theologies to colonial powers as we seek material emancipation? Do we give up on our Christianities as the masters' tool to colonize, modernize, and under-develop most of the world? Or do we use the masters' tool against the masters by re-shaping the tool itself, after all it was the Hebrew prophet Isaiah who wrote, "They will beat their swords into plowshares and their spears into pruning hooks" (2:4)?

The masters did not pluck their tool out of an ahistorical revelation but co-opted the religiosity of Christ-followers (the pejorative 'Christian' translated directly) to transform the world by thinking-with religion to bless their oppressive colonial project. Lorde was not making her argument to squash revolutionary determination, but rather attempting to articulate a similar message to that of the decolonial project that is attempting to open epistemology up to other ways of knowing and being, as valid, and co-equals in the production of our various worlds. Speaking from her experience as a black lesbian feminist, she refused to replicate the modes of racist patriarchal white-feminisms that honored her oppression through their ambivalence toward the continuing colonial project.

The question remains, can our Christianities be used as a tool to destroy the masters' house? Activist and co-creator of Occupy Wall Street, Michael White, complicates our answer with this insight: "If we learn anything from Gilles Deleuze and Félix Guattari's exceptional, A Thousand Plateaus: Capitalism and Schizophrenia, it should be that the dominant powers appropriated from us first." He uses the example of war, which most associate as a tool of the master, to demonstrate his point, "based on anthropological, archeological and philosophical evidence, they hold that warfare was originally developed by nomadic anti-State forces and was only later appropriated and turned against its developers" (White).

Christian theology has not always been a colonial project. Based on anthropological, archeological, and philosophical evidence, Christian theology began in Roman Occupied Palestine, from within a peasant's movement inaugurating the Commonwealth of God in direct confrontation to the Kingdom of Caesar. It would be a mistake to think we could reverse 1700 years of Christian world-making to discover a pure first century form, rather early Christinaities are a reminder that the "masters' tools" have not always been in the hands of the masters, he stole them.

The convoluted histories of Christianity defy the simplistic conclusion that the entire tradition is a product of the coloniality of power. Exilic, resistant, and silenced voices have glittered Christian theological praxis for its entire history. And in the same way "religion" seems impossible to define, Christianity can be equally difficult "not only because its constituent elements and relationships are historically specific, but because that definition is itself the historical product of discursive processes" (Asad 29). If we take Talal Asad's critique of religion seriously, we must refute any notion of a monoculture of theological discourse and seek to resurrect the various historical elements of Christianities worth saving. In this way, our theological reflections can reclaim stolen tools, blending cultural and social multiplicities that defy the homogeneity of dominant culture, and forming something altogether new. For liberal theologians, this kind of syncretism is often rejected as "cafeteria style" consumer religion, but for the colonized, syncretism is their mode of survival. By reclaiming and recreating the masters' tool the possibilities of collective liberation are opened wide.

Silvia Rivera Cusicanqui troubles indigenous notions of identity by theorizing hybridity as a potent mixture of coexisting multiplicities of cultural difference that do not collapse in on one another but "antagonize and complement each other" each giving the other a possibility to "reproduce itself from the depths of the past and relates to others in contentious ways" (Cusicanqui 105). Theology from below is not a sterile mule without an ability to reproduce, but a motley trinity of indigeneity, de/coloniality, and critical theory with the ability to birth something quite different "merg[ing] features of its ancestors in harmonic and as yet unknown blend[s]" (Cusicanqui 105). This decolonial hybridity, a mixing of knowledges that are not limited by their original logics, is a defining character of Liberation Theology, for it is the reclaiming of our stolen tools for the purpose of emancipation/salvation.

In the 1960s the redemption of the Christian tradition was attempted again by using the masters' tool for emancipatory soteriology. Liberation Theology birthed out of the historical struggles of epistemicide and genocides in the Global South (Gustavo Gutierrez), and from persons within the heart of the United States empire who were racialized others and deemed inferior (James Cone). This mixology of Marxism, (de)colonial theologies, and indigenous traditions for the sake of liberatory emancipation created an entirely new decolonial theological discourse. The shift Liberation Theology brought to the larger conversation was a much stronger reflection on the matrix of material conditions creating poverty and dependence on capitalist economic social formations. It was Karl Marx's social and critical theories, along with the Marxist guerilla movements birthed out of the early 20th century, that greatly influenced the priests and theologians expressing theologies of material soteriology from below. The liberatory theologies developed by Latin American and Black American scholar-activists of the radical 60's were syncretic for the sake of survival, the oppressed were also using the master's tools without replicating the masters' epistemic coloniality.

Theologians of the North, those above the abyssal line, were debating classical philosophical ideas about the Kantian "priority of concepts versus things," while ignoring the structural and physical violence brought to marginal communities around the globe (Cone 56). Theologies of material soteriology interested a colonized people, for what was 'real' for them was the very presence of oppression and the dire to end the brutality. The problems of the auction block, Jim Crow Laws, Neoliberal developmentalism, and the prison industrial complex will not be solved through philosophical and theological debates void of the materiality of demonized peoples' intersecting oppressions. In this way liberation theologies break from dominant colonial discourses on Christianity by embracing radical subjectivity and rejecting theology as a universal Western language that never spoke with oppressed peoples, only down to them (or completely ignored them all together). Reflecting on theological epistemicide Lampley writes, "Euro-American and European theologies have tried historically to claim objectivity and universality while black theology and other liberation theologies have exposed their Eurocentric tendencies and worldview" (33). Christian theologies that do not rupture the colonial suppression of alternative knowledge production continue to reproduce the logics that uphold world-systems of planetary devastation and should be discarded to the fires of Hell.

Black Liberation Theology in the United States emerged alongside Latin American Liberation theology as a way for black Americans to assert their dignity as God's beloved and fight for their freedom and self-determination. In the same ways academics and activists have ignored the Global South they have ignored Liberation Theologies birthed out of the colonial distress of life on the margins of empire. The father of Black Liberation theology, James Cone [1], argues black Americans have been systematically ignored and removed from legitimacy, their oppression and marginalized ignored by liberal protestants and Catholics alike leading to a Liberation Theology as a rupture within the abyssal line of colonial theologies. Cone writes,

Whites debated the validity of infant baptism or the issue of predestination and free will; blacks recited biblical stories about God leading the Israelites from Egyptian bondage,…White thought on the Christian view of salvation was largely "spiritual" and sometimes "rational," but usually separated from the concrete struggle of freedom in this world (Cone 54).

Black Theology uncovers the "structures and forms of the black experience," creating emancipatory theologies through "the thought forms of the black experience itself" (Cone 17). Black Liberation Theologies, much like the decolonial project of subaltern studies/activism, arises out of alternative epistemological formations centered on the experience of blackness, the experience of dehumanization, the experience of the Global South. The theological discourse of the North, of the West, and of Liberal academia centered on the White experience and White logical systems re/produces the colonial subject.

There is a striking similarity between the oppressed racialized communities in the Unites States with those below the abyssal line in the Global South fighting for cognitive and social justice, fighting to be heard, to be recognized, and to be validated. Blackness is produced through modernity, it is created and shaped by coloniality. Whiteness in Cone's context is the colonial project as expressed in the United States, the racialized ideas of the West - where everyone has to look, think, and act the same. Whiteness is for Cone the capitalist economic structure and way of organizing society into slaves and owners, producers of knowledges and those subjected to them. The creation of emancipatory knowledges from the black experience, was and is the purpose of Black Liberation Theologies. This too is the purpose of decolonization and the only hope for Christian theology if it is to matter today.

As a product of decoloniality, Liberation Theologies are "undertaken by the oppressed people themselves" and stem "from the values proper to these people," that is, the logics and grammars of anti-capitalist decolonial world making through which a "true cultural revolution comes about" (Gutierrez 91). We see this in the life of the Baptist revolutionary Nat Turner, his rejection of the theologies that bless racialization, colonialism, and economies of slavery; we also see it in his recreated theological imaginary emerging from his direct experience of all three. He reclaimed the stolen tool of Christian religiosity to remove the nails driven through his life and climb off the cross of coloniality. A hundred years later Liberation Theologies are attempting to further this work: these alternative ways of knowing and shaping the god-world-relationship reject the myth of progress and the myth of historical evolution into a modern state of abundance. Locating the site of hermeneutical reflection for decolonial theology in the experience of colonized bodies necessitates this rejection. Out of a motley mixology of theological, social, and critical knowledges from below a strategy for liberation and revolution emerges without replicating the logics of the colonial masters. Theo-knowledges birthed out of liberatory struggles can and do refuse to replicate the masters' use of tools. The tool of religion in general, and decolonial Christianity in particular, can be used to articulate an egalitarian, life-affirming, ecological society, one that stands in direct contrast to the religious tool used to develop the coloniality of power. In this reshaping, the masters' stolen tools used for domination are queered for collective and self-determined decolonial liberation.

"Colonialism is a Crime Against Humanity": An Interview with Oscar Lopez Rivera

Under US law, Puerto Rico is defined as an "unincorporated territory of the United States." The Caribbean Island declared bankruptcy in May 2017 due to public debt. Then, in September 2017, it suffered massive devastation caused by Hurricane Maria. Oscar López Rivera, a pro-independence popular leader of Puerto Rico, gained his freedom during the Obama presidency just before Trump's inauguration. In 1981, he was imprisoned on charges of "conspiracy against the US authority" and sentenced to Marion (Illinois) and ADX Florence (Colorado) prisons in the United States - 35 years of his life, with more than 12 of that spent in solitary confinement. Rivera, a former member of FALN (Armed Forces of National Liberation), is called "the Nelson Mandela of the Americas".

Oscar López Rivera stated that the US violates international law as it commits colonialism. We talked with Mr. Rivera on the 20th anniversary of the Jericho Justice Movement, which is a platform for American political prisoners.


What are the economic and social consequences of Puerto Rico being a dependent country, under the US colonization?

Well, the economy of Puerto Rico is terrible. It has been terrible from the moment the United States invaded and occupied Puerto Rico in 1898.We have never been able to develop our own internal market. We have been totally, totally tore exploited. Every penny, every dollar that is made in Puerto Rico comes into the US banks.If I were going to go to a store right now and put my credit card, that money will not stay in Puerto Rico. That money comes directly into a US Bank. Yearly, billions of dollars come out of Puerto Rico. And at the same time, this is whole process of privatizing everything that is owned by the Puerto Rican people, everything that is public, they wanted to privatize it. We lost our telephone company the Puerto Rican telephone company in 1998.It was privatized. Today, the building where people were 24/7 today is an empty building.This is a shell of a building. All those workers who were forced to leave Puerto Rico and come the United States, the only place for they can get a job.The same thing happened with the airport. The same thing happened with the highways. The same thing happened with the hospitals. Today we can say that Puerto Rico's health system is totally a sham. It doesn't exist. Because Puerto Ricans after the hurricane realized how bad how bad the hospital situation in Puerto Rico. The threat is to life of Puerto Ricans, because the health conditions are terrible. So they're faster follow the plight of the Puerto Rican today a colony of The United States. Now, I want to make this point clear: Colonialism is a crime against humanity. Since 1898, United States has been committing that crime against Puerto Ricans.Andwe need a Puerto Rico to be an independent sovereign nation. That's why we want to Puerto Rico to be decolonized.


Why has not Puerto Rico gained its independence yet? What are the factors behind it?

Because the US has been able to repress every movement. I am one of the person who spent 35 years in prison. Because I fight for the independence of Puerto Rico. But historically since 1898, Puerto Ricans have been sent to prison for wanting Puerto Rico to be an independent and sovereign nation since 1898.So for 120 years we have been persecuted, we have been criminalized and we have been sent to prison for wanting Puerto Rico to be an independent and a sovereign nation.


Mr. Rivera, you visited municipalities in Puerto Rico at last week. What did you see? How may you characterize the last situation in Puerto Rico after the hurricane?

The situation in Puerto Rico is probably the worst conditions that we have felt, probably, in the last 70 years. Because the only time there we have a such an experience was when the United States was in the Depression and Puerto Rico suffered the depression three times of what the United States people were suffering here in this country. Because Puerto Rico subjected to real terrible conditions once that the depression happened. And today, the last 20 years, we have been facing the same economic situation, exploitation, exploitation, privatization. And since the hurricane, we have not been able to really get Puerto Rico into a situation that we can say it's livable. There are towns in Puerto Rico with %72 of the population without electricity, the people without water, the people the people who have no homes at all. So those are the conditions facing in Puerto Rico right now.


How has the struggle for independence been affected by events such as the economic crisis, in which the country was declared bankrupt, or the referendum, in which a demand for US statehood was articulated?

First of all, the Congress of the United States passed a law and approved by the Obama administration that they pose this, what is called, fiscal control board.Seven persons, not elected by the Puerto Rican people, not chosen by the Puerto Rican people, but chosen by Washington. Those seven people determine what's going to happen in Puerto Rico. For example in the last 3 or 4 years, we have had probably close to 300 schools close already. These are part of the our school system in Puerto Rico. Last year, 157 public schools were closed in Puerto Rico. The threat right now because they want to close to 300 schools more. They're talking about fire 7000 teachers. If we get that passed into law, we will lose over probably as many as 7000 teachers or more. Probably7000 to 10000 teachers are being threatened right now. Those teachers who we need in order to have an education system in Puerto Rico. That's not the issue that they are concerned. What they want to do is to get a debt, an audacious and criminal debt of 74 billion dollars that the United States government has been complicit in the making on the creation of debt. We have been asking foran audit inorder to know for us, for the Puerto Rican people to know exactly how the money was spent. We have been denied every opportunity, every time that we have gone before the courts, every time that we have asked, we have been told there's not going to be an audit of the debt. Now who are that have the money? Who are the 74 billion dollars went to? We don't know. We would like to know.


Is there any solidarity network in Caribbean between local forces for anti-imperialism, anti-colonialism and anti-capitalism?

I think in the Caribbean we have Cuba as a model. In South America, we have Venezuela as a model.In Central America, we have Nicaragua as a model.In South America, we have Bolivia as a model.Those are countries that are functioning. And those are countries that no matter how much the United States is trying to do restore their economy and take over their governments. They have been able to survive. And so, I think that we have plenty of examples where countries have been able to come together, to have their own governments, to have less and less interference of the United States. But the United States does not stop to interfere. The people in the countries whether it's Bolivia, whether it is Ecuador, whether is Venezuela, whether is Cuba, the people there are the ones forced the USto not be able to take over their country. They want to take it over. They want to go back to the oligarchies, and go back to domination in their countries in South America that are in most conditions, but the ones that are fighting for their own countries do want that they want a different kind of system, a system that represents the interests of the people, not the interests of the privileged few. Those countries are really moving. And I hope that they will continue to move, and that more and more countries will become just like a system with a system of a political and economic system that responds to the interests of the people, whether it is in Argentina, whether it is in Brazil, whether it is in Uruguay, whether it is in Chile, whether it is in Colombia. Whatever country there is in South America, in Central America, in the Caribbean, every country to have its all power, its all government and the government represents the interests of the people, not like in the case of Puerto Rico where the government of the United States represents the interests of the United States, not the interests of the Puerto Rican people.


One year ago, you gained your freedom. And you were a freedom fighter before, and you are still a freedom fighter. What are your plans or suggestions for the fight for independence of Puerto Rico?

Well, our goal right now is decolonize Puerto Rico. And we're saying is very simple, it's a very simple message. If we love Puerto Rico, if we love our culture, if we love our identity, if we love our way of life, then it behooves us to fight for Puerto Rico and decolonize Puerto Rico. Puerto Rican nation is viable. A Puerto Rican nation can be created and be a very strong nation. We have to work with all to do what we have to. We have human resources. We have the natural resources. We have also the potential for transforming Puerto Rico into the nation that has the potential of it. I believe that we are capable of doing it. We will definitely fight until our last breath to make Puerto Rico the nation that has the potential of being. We haveto fight, we have to struggle. We know that most of all Puerto Ricans love Puerto Rico. And based on the love, we are going to decolonize Puerto Rico.

The United States has been able to get away with doing what he's doing to Puerto Rico. Because the rest of the world sometimes ignores the United States, or sometimes becomes an ally of the United States. So at this particular moment, it should be in the hands of the General Assembly to take a position and stop colonizing Puerto Rico, force the United States government to respect the international law. Because international law says that colonialism is a crime against humanity. And the whole world should be behind Puerto Rico in this issue of the colonization.

Decolonizing Zwarte Piet

When I arrived in the Netherlands in March of 2016, I was forewarned by a number of colleagues and friends that the Dutch tradition of Zwarte Piet would challenge me. I'd seen the images of Dutchmen in blackface handing out candy while dressed as Harlequins, but I honestly had no idea how it would affect me until my daughter came home from school with a little "golliwog" figure that she had colored that day as a part of Sinterklaas festivities. I'd heard the arguments from Prime Minister Mark Rutte's people: this is a "normal" expression of Dutch culture. I'd also heard the arguments from Geert Wilder's people (who really didn't sound so different from Rutte's people, in this regard): anyone who has a problem with this part of Dutch culture should get out of the Netherlands. [1]

I like haring. I like being able to ride a bike everywhere. I like the fact that cannabis is decriminalized and that prostitutes are organized into labor unions. However, I do not like racist caricatures of African people that inspire my neighbor from Djibouti to keep her child home from school rather than allow him to be subjected to cartoonish representations of black people as brutish, goofy, slaves. This dilemma inspired me to look to the origins of Zwarte Piet to interrogate this narrative of golliwogs being integral to some Dutch people's sense of national identity.

The connections between the Germanic god of Magic, War and Rulership, known variously as "Woten," "Woden," and "Odin," and "St. Nicholas," "Father Christmas," "Sinterklaas," and "Santa Clause" are convincingly documented by a number of scholars. The figure of "Sleipnir," Odin's 8-legged horse, is re-imagined in the English poem "The Night Before Christmas," as "eight tiny reindeer," for example. The All-father's habit of visiting unsuspecting families and testing their hospitality is the reason that American children leave Santa milk and cookies ("koekjes," being the original Dutch word; what Americans call "cookies" are called "biscuits" in the UK) and why Dutch children leave hay or carrots for Sinterklaas' horse. It is ironic that this tradition, grounded in a belief in the transcendent, moral, value of hospitality, should be expressed in blackface, a mode of drama and comedy steeped in a history of racist dehumanization and exploitation.

In the case of the "naughty" children -those who do not show the All-father hospitality-there are a number of re-interpretations of the Old Norse myth which involved Odin, in some way, cursing the offenders. All involve some reinterpretation of the mythical "svartalfar," or "dark elves," who controlled all the minerals under the mountains. So, good children get gold while bad children get coal; good children get presents while bad children get abducted by the dark elves in a manner suggested by the German Christmas tradition of "Krampus," and the story of the Pied Piper of Hamlin. In the Santa Claus tradition, the svartalfar have been reimagined as "Santa's elves" who leave children lumps of coal in their stockings if they are naughty, as opposed to treats.

The present tradition of Zwarte Piet can be directly traced to the middle of the 19th-century, and a children's book written by Jan Schenkman,Sint Nikolaas en Zijn Knecht Saint Nicholas and his Servant). The myths of the svartalfar were submerged in a colonial narrative of servile (yet simultaneously violent and cruel) "Moors" (or, alternatively, "Spaniards") accompanying the aging (white) patriarch, Sinterklaas, to Holland. When Netherlanders don their blackface and pantaloons, the pre-Christian significance of that imagery -a significance that speaks to an older, pre-Romanized, sense of "Dutchness"-is, for the most part, lost on them. What is confounding, however, is the extent to which the racist, colonial, White Supremacist, significance of that imagery is also lost on many Netherlanders, as well.

Dutch identity, today, is only vaguely related to the Batavians, the ancient Germanic tribe that lived at the Rhine Delta during the 1 st Century CE. Even less so is contemporary Dutch identity related to the Chatti, an ancient Germanic tribe of Lower Saxony and Hesse, from whom the Batavians supposedly descended. Rather, contemporary Dutch identity is most often articulated as the collective social and cultural inheritance of 17th century merchant seamen, who traded mostly in spices and flowers.

There is a vague notion that the Dutch played some role in the slave trade, but only rarely is this fact seriously interrogated in the Netherlands where, according to University of Amsterdam Professor Gloria Wekker, "fear and avoidance of the axis of race/ethnicity are dominant" in academic discourses.[2] The Dutch embrace a view of themselves as a tolerant, anti-racist, people despite the glaring, obvious, historical silences surrounding the brutality of Dutch colonialism, the underlying ideology of racism and White Supremacy that fueled that colonial program, and the lingering effects that that history has had on the Dutch people (and, perhaps more to the point, Dutch people of African descent). My Dutch students often recoil in horror and righteous indignation when I relate the bloody, gory, history of racism and lynching in the US; this is in contrast to the looks of surprise and confusion that I get when I tell those same students that the first enslaved Africans brought to the English colonies in North America were brought there by Dutch sailors.

Every year the Dutch legacy of colonialism (and the attendant white Supremacy that justified the Dutch colonial program) is articulated through the "innocent tradition" of Dutch people donning costumes portraying buffoonish images of fat-lipped, Afro-wearing, golliwogs, prancing about goofily, handing out candy. To suggest that this display accomplishes the racist dehumanization of black people can often invite defensiveness from Dutch people who are genuinely horrified at the thought that anyone would ever call them racist. Many Netherlanders - fair-minded, reasonable people, committed to notions of equality and ideologically opposed to racism and prejudicial discrimination-will admit in candid moments that they honestly cannot understand what it is about Zwarte Piet that is so offensive to black people.

The best among the Dutch are willing to allow space for Black people in the Netherlands to explain it to them. Since 2013, there has been a growing movement to discontinue the portrayal of Zwarte Piet. In 2014, the city of Amsterdam decided to discontinue the blackface tradition. In 2015, the UN Committee on the Elimination of Racial Discrimination urged the Netherlands to confront the problem of this national celebration of racist stereotypes, a suggestion the Dutch government took under advisement. Not all Netherlanders are so reasonable, however.

A few weeks ago, pro Zwarte Piet demonstrators blocked a highway, preventing antiracist activists from marching on the city of Dokkum where "traditional" Zwarte Piet celebrations were commencing. Mark Rutte's response to the (illegal blockade) protest was to suggest that children should not be forced to deal with angry Zwarte Piet demonstrators when they were simply out for a little Christmas fun: "Sinterklaas is een mooie traditie, een kinderfeest. Dus laten we met elkaar een beetje normaal doen" ("Sinterklaas is a beautiful tradition, a children's holiday party. So, let's all get together and be a little normal"). [3]

I am certain that Mark Rutte was unaware of the deep irony in his suggestion that racist theater represented Dutch "normality." For the most part, the sort of active, aggressive, racial hatred that exists in colonial contexts (like the US, for example,) does not exist in the Netherlands. At the same time, the racism of the Dutch colonial program was always buttressed by a principle of "white normativity" which posited only white people as people, and which recognized the humanity of non-white people only to the extent that those non-white people resembled (and internalized the value systems of) white people. That principle of white normativity -a passive, unaggressive, racism which even allows for individual kindness and intimacy, including the legendary "black friend," or even the occasional black spouse- defines the parameters of the discourse on race in the Netherlands and that will not change until the Dutch start honestly confronting their own history of racism and colonial violence, and not until the vantages of people of color in the Netherlands are properly integrated into Dutch notions of "normaal."

"How Much Do You Cost?": A Story of Sexual Neo-Colonialism

I'll start at the beginning. Here is who I am…I am an African-American woman. I am 32 years old. I was born in the United States. My parents are from the United States. My parents' parents are from the United States and so on. Many of my ancestors were already here…Some of my ancestors were brought here in chains, and sold on auction blocks. I consider myself African by nature, American by nurture.

Once upon a time when I was 21 years old, I was a student at United States International University in Nairobi, Kenya. It was my first time in Africa. I had been there about for about two months, when I was out at a bar with my friends, very close to the campus. My friends and I were all college students, and dressed accordingly so. I walked myself to the bar and took 200ksh out of my pocket to buy my myself a beer. Someone tapped me on the shoulder. I turned around. It was a Caucasian male in his late 40s with scraggly hair. This man was slightly out of place in a college bar, but not an unfamiliar sight in the Nairobi nightlife. The music was blaring. I couldn't hear him well, but he seemed to be pointing to another corner of the bar and making motions towards the beer I had already ordered. I side-eyed him and shook my head. Whatever it was I wasn't interested. I had what I came for. He tapped me on the shoulder again and motioned for me to bring my ear closer to his lips so he could tell me something without yelling. I sighed and conceded, bending down slightly. "My friend would like to buy you a drink," he said. I, beer already in hand, raised my beer and pointed to it. "I'm okay! I just bought myself a drink, but thanks!" I sashayed away back to my friends, and started dancing.

Scene 2. I was thirsty again. I walked back to the bar. The same 40-something white man with the scraggly hair was there. This time he stood up directly in front of the space I thought I would be able to squeeze into the bar. "My friend wants to buy you a drink! He wants to meet you!" he yelled, again pointing over to some dark corner. At this point somewhat curious, and one Tusker in, I replied "why can't your friend talk to me himself?". "He's shy," he responded. Amused that we had reverted to middle school interactions, and half expecting him to deliver a paper which said "will you go out with me" with "yes", "no" and "maybe" as boxes to check, I became curious. I thought, maybe his friend is a cute 20-something Kenyan banker, a gorgeous 30-year old Ugandan lawyer… I thought, who knows. "He's right over here" he insisted. I said "ok" and followed him just a few steps away from the bar, to a high top in the corner. The friend was an unattractive 50-something Caucasian- American. He greeted me, shook my hand, asked my name, and where I was from. I answered, recoiled my hand, said "nice to meet you, but I'm going to go back to my friends". He motioned for me to join them. I shook my head and hustled back to the table where my friends were.

Scene 3. Last drink. Same man. Same spot. Same question. Same refusal. Followed by the question, the first of many of the same design, with different accents, languages and configurations, that I would hear often while living in Kenya, "my friend wants to know how much". I said, "how much what?", totally confused. "My friend wants to know how much it would cost for him to sleep with you?". What happened next, is somewhat of a blur. I know that a fury engulfed me. I remember walking outside. I felt like I was suffocating. I remember coming back. I remember using a lot of expletives. But what I will never forget is how the situation was resolved. I was asked to leave the club… was told I was making too much noise. I was disturbing business. This was not the last time something like this would transpire. It would go on to happen in Djibouti, and in Ethiopia, and in Ivory Coast. I Black woman, minding my own business, sexually propositioned by he, White man with a few dollars in his pocket, was at fault for disrupting a totally unacceptable and disrespectful attempted "transaction".

Since this first occurrence back in my 20s, I have learned to contain myself somewhat better, to learn to listen for the response to the question I now pose genuinely curious, "what makes you think you can buy me?". I have heard everything from "oh I'm sorry…I thought you were from (insert country here)" to "everything can be bought"; everything equally as insulting. All that these answers have amounted to is this, "as a Black woman, your body is a commodity, that I as a White man, have the right to purchase it/you". While this is a personal narrative, I do not share this burden alone. It becomes important as it makes the case of what I will call "sexual neo-colonialism", a legacy of the exploitation of the bodies of women of color. If we understand neo-colonialism, as the last stage of imperialism, as did Kwame Nkrumah, as its most dangerous stage; as a stage in which sovereignty is only a façade and that power is used for "exploitation rather than development", than we must too understand neo-colonialism as the most dangerous stage not just for the "developing state" but for its people, particularly its women. The African female whether in diaspora or continental stands to lose her sovereignty, and too be exploited, rather than space intentionally made for her to develop herself the way she sees fit.

Colonialism left in its wake the destruction of pre-colonial political, social and economic systems in which women ranked highly, and replaced them first with "native authorities" exclusive of women followed by clientele-patronage systems, which too excluded women. Women often lost tremendous power during the colonial period as well as economic autonomy. This resulted from women's exclusion from the global marketplace and new reliance of women's unpaid labor. Customary laws developed under colonialism and inherited from Europe, disadvantaged women favoring men. They accorded particular rights to men, such as the right to testify in trials, that were closed to women. Women were removed from power as heads of associations often with the final say over market or agricultural disputes, and replaced with men[1]. Simply colonial rule restructured family, sex, gender and sexuality by creating legal mechanisms to control women's positions in society, positions in their families, and expressions of their sexuality, for the sake of White Western capital.

The trickle-down effect of the disempowerment of the African woman has also emboldened the White hetero male to assume his place in the hierarchy of African affairs is one of superiority, and one in which any Black woman continues to be for sale. This is further reinforced often by the colonial mentality, the internalized colonialism of many members of African society, which favors and in fact protects unfettered white male hetero sexuality and promotes its unbridled exploits. It is this internalized colonialism, in actuality, the reaction of those around her, that asks the Black woman either to suppress her reaction to verbal sexual violence totally, or to react within the confines of what white hetero-males have sanctioned as polite gender normativity; to smile and say "no thank you", to gently brush away prodding hands, to repeat "no" quietly, avert our eyes, and meekly insist that we decline such advances. This internalized colonialism of its witnesses says she is "overreacting", when she yells, pushes away, tells, or even says no firmly. It says that "well, most other women would have said yes".

Someone will say that this will stop when African women stop having relationships with such men. Someone will say that when these women, who may find poverty less miserable than sex with the occasional dream peddling foreigner, simply say no, then all African women will stop being objectified. To which I would respond that until the system that has systematically underdeveloped not only Africa but the entire Global South, a system which has destroyed indigenous spirituality and replaced it with a White savior both hanging in the homes of its believers and walking the streets as sex tourists, is dismantled, then Black women, Brown Women, all women of color, will continue to be harmed by it.

This returns me to my story. The man in question was an American. There was no question of impoverished conditions. I clearly stated that I too was American, but this did not prevent the proposition, nor has it on multiple occasions. I, due to the intersectionality of my race and gender, was considered a commodity, buyable, and expendable. I am not the only woman of color who has had such an experience. I often exchange stories with my expat women of color friends, who have often witnessed and experienced the same. The globally internalized white hetero male superiority complex and systemic inherited exploitative North-South relations that support the continued effort to colonize, conquer and commodify the woman of color's body, as an economic enterprise, must necessarily change, and sexual neo-colonialism, must be destroyed and at last put to rest….

So I will finish at the beginning. I am an African-American woman. I am 32 years old. I was born in the United States. My parents are from the United States. My parents' parents are from the United States and so on. Many of my ancestors were already here. Some of my ancestors were brought here in chains, and sold on auction blocks. But, "How much do I cost?"…I am priceless. We are priceless. Not even on the auction block were my ancestors' souls for sale.

Lying to Children About the California Missions and the Indian

All my life, I have heard only one story about California Indians: Godless, dirty, stupid, primitive, ugly, passive, drunken, immoral, lazy, weak-willed people who might make good workers if properly trained and motivated. What kind of story is that to grow up with?

The story of the missionization of California.

In 1769, after missionizing much of Mexico, the Spaniards began to move up the west coast of North America in order to establish claims to rich resources and before other European nations could get a foothold. Together, the Franciscan priests and Spanish soldiers "built" a series of 21 missions along what is now coastal California. (California's Indigenous Peoples, numbering more than 1 million at the time, did most of the actual labor.) These missions, some rehabilitated from melting adobe, others in near-original state, are now one of the state's biggest tourist attractions; in the little town of Carmel, Mission San Carlos Borromeo de Carmelo isthebiggest attraction. Elsewhere, so-called Mission décor drenches Southern California, from restaurants to homes, apartment buildings, animal shelters, grocery stores, and post offices. In many neighborhoods, a bastardized Mission style is actually required by cities or neighborhood associations. Along with this visual mythology of adobe and red clay roof tiles comes the cultural storytelling that drains the missions of their brutal and bloody pasts for popular consumption.

In California schools, students come up against the "Mission Unit" in 4th grade, reinforcing the same lies those children have been breathing in most of their lives. Part of California's history curriculum, the unit is entrenched in the educational system and impossible to avoid, a powerfully authoritative indoctrination in Mission Mythology to which 4th graders have little if any resistance. Intense pressure is put upon students (and their parents) to create a "Mission Project" that glorifies the era and glosses over both Spanish and Mexican exploitation of Indians, as well as enslavement of those same Indians during U.S. rule. In other words, the Mission Unit is all too often a lesson in imperialism, racism, and Manifest Destiny rather than actually educational or a jumping-off point for critical thinking or accurate history.

In Harcourt School Publisher's California: A Changing State, the sacrifice for gold, riches, settlements, and violence by Spanish, English, and Russian explorers is well enunciated throughout Unit 2 and dressed in exciting language such as on page 113: "In one raid, Drake's crew took 80 pounds of gold!"

In four opening pages to Chapter 3 devoted to Father Junípero Serra, the textbook urges students to sympathize with the Spanish colonial mission:

"Mile after mile, day after day, week after week, the group traveled across the rugged terrain. As their food ran low, many of the men grew tired and sick. Father Serra himself suffered from a sore on one leg that grew worse each day. And yet he never gave up, calling on his faith in God to keep himself going."

The language jumps between an acknowledgement of the subjugation of Indigenous Peoples and of mutually beneficial exchanges. In Lesson 3, "The Mission System" opens: "Indians were forced to build a chain of missions." Subsequent language emphasizes the alleged benefits to the Indians:

"At the missions, the priests worked to create loyal Spanish subjects… They wouldmovethe California Indians into the missions, teach themto be Christians, andshow themEuropean ways." [Emphasis added.]

Visiting the mission as an adult, proud, mixed-blood California Indian woman, I found myself unprepared for gift shops well stocked with CDs of pre-researched Mission Projects; photocopied pamphlets of mission terms, facts, and history (one for each mission); coloring books; packaged models of missions ("easy assembly in 10 minutes!"); and other project paraphernalia for the discerning 4th grader and his or her worried parents.

The Carmel Mission website maintains a "4th Grade Corner" where daily life for padres and their "Indian friends" who "shared what little food and supplies they had" is blissfully described. Other websites offer "easy," "quick," and "guaranteed A+!!!" Mission Projects, targeting those anxious parents, for a price.

Generations of Californians have grown up steeped in a culture and education system that trains them to think of Indians as passive, dumb, and disappeared. In other words, the project is so well established, in such a predictable and well-loved rut, that veering outside of the worn but comfortable mythology is all but impossible.

On my visit to Mission Dolores, I found that out in a particularly visceral way.

It was over winter break, 2008. I was in San Francisco for a conference, and my friend Kimberly and I had hopped on a streetcar to visit Mission Dolores. As we emerged from the mission church via a side door into a small courtyard (featuring one of those giant dioramas behind glass), we inadvertently walked into video range of a mother filming her daughter's 4th-grade project.

Excusing ourselves, we studiously examined the diorama while the little girl flubbed her lines a few times. She was reading directly from the flyer given tourists in the gift shop and could say "basilica" but not "archdiocese," but she maintained her poise through several takes until she nailed it.

Both mothers ourselves, Kimberly and I paused to exchange a few words of solidarity about school projects with the mother, which gave Mom the chance to brag about how she and Virginia were trying to "do something a little different" by using video instead of making a model.

"That's great!" I said, giving them both a polite smile. "I'll bet your teacher will be glad to have something out of the ordinary."

"Well, it is different actually being right here," Mom said excitedly. "To think about all those Indians and how they lived all that time ago, that's kind of impressive."

I could not resist: "And better yet," I beamed, "still live! Guess what? I'm a member of the Ohlone/Costanoan-Esselen Nation myself! Some of my ancestors lived in this mission. I've found their names in the Book of Baptism." (I didn't mention that they are also listed in the Book of Deaths soon afterward.)

The mother was beside herself with pleasure, posed me with her daughter for a still photo, and wrote down my name so she could Google my work. Little Virginia, however, was shocked into silence. Her face drained, her body went stiff, and she stared at me as if I had risen, an Indigenous skeleton clad in decrepit rags, from beneath the clay bricks of the courtyard. Even though her mother and I talked a few more minutes, Virginia the 4th grader-previously a calm, articulate news anchor in training-remained a shy shadow, shooting side glances at me out of the corner of her eyes.

As Kimberly and I walked away, I thought, "That poor kid has never seen a live Indian, much less a 'Mission Indian'-she thought we were all dead!" Having me suddenly appear in the middle of her video project must have been a lot like turning the corner to find the (dead) person you were talking about suddenly in your face, talking back.

Kimberly, echoing my thoughts, chortled quietly, "Yes, Virginia, there really are live Mission Indians."

The problem is, thanks to Mission Mythology, most 4th graders will never know that and the textbooks don't help to give visibility to modern California Indians.

Throughout the rest of California: A Changing History, mentions of California Indians are brief and as victims fading into history. On page 242, under the heading of "A Changing Population," Harcourt states simply, "California Indians were hurt by the gold rush… Many were forced off their lands when the miners found gold there."

Many pages later, California Indians are mentioned again when the textbook devotes five paragraphs to Indian Governments. Although 109 tribes are recognized in California, in the text, they are faceless and noted only by red square dots on a map.

It's time for the Mission Fantasy Fairy Tale to end. This story has done more damage to California Indians than any conquistador, any priest, and soldado de cuera (leather-jacket soldier), any smallpox, measles, or influenza virus. This story has not just killed us, it has also taught us to kill ourselves and kill each other with alcohol, domestic violence, horizontal racism, internalized hatred.

We have to put an end to it now.
