Big Government is the Answer

Having been on Medicaid, I understand that state power is not inherently unjust. Government overreach does exist and must always be countered. Yet the notion that state power can only be a vehicle of repression and violence is an extremely conservative one, even when uttered by those of us on the Left. It is politically naïve and reductive.  

Not only has government power been a positive for many oppressed and marginalized groups, including working people; its ability to use force and coercion has been a necessary tool in shifting power away from the entrenched few. Taxing the rich, regulating major corporations, and redistributing land are all necessary forms of government coercion to raise living standards for the masses. These are all things that government has done in the United States and elsewhere.

In Black Reconstruction, W.E.B. Du Bois’s classic work examining the Reconstruction era following the demise of chattel slavery in America, Du Bois wrote of federal government intervention in the former Confederacy and its benefits. Through its direct military occupation of the South, the federal government created space for civic and political groups organized by white progressives and African Americans for the first time in the region’s modern history. There was also the creation of federal bureaucracies, such as the Freedmen’s Bureau, that Du Bois cited as being historic. For the first time, a majority of African Americans and poor whites were finally being provided free universal schooling and healthcare.

“The Freedmen’s Bureau was the most extraordinary and far-reaching institution of social uplift that America has ever attempted,” Du Bois stated. “It was a government guardianship for the relief and guidance of white and black labor from a feudal agrarianism to modern farming and industry.”

Du Bois himself published his work on Reconstruction politics while living through the New Deal, another era that saw the federal government playing a greater role in providing resources and rights for a larger share of the American populace. It was under the New Deal that social welfare programs were finally created to offset the precarity that people faced existing in a so-called free market world where companies could hire and fire whomever and whenever they wanted. It was also through the New Deal that the right to unionize was protected against corporate zealotry and overreach.

Social security and unemployment insurance were created, followed by a more emboldened Internal Revenue Service focusing on corporate returns. Not to mention the federal government decades later, pushed by grassroots efforts, to take a more serious interventionist role in protecting the rights and freedoms of African Americans and other marginalized groups against white terror. One could argue more coercive means should’ve been used, with more Klansmen being arrested and disappeared, as well as white supremacists who chose to wear suits rather than robes to their meetings. The prison system should’ve been filled with racists and their sympathizers.

Why is it so important to have this broader view of government power and its benefits? Because this view enriches us, providing a clearer analysis of how to generate power and change for the working masses. It also reminds us that the era we’re in remains an era of narrowed political interests and horizons. Biden or Trump, government functions as a vehicle for private capitalist interests to grow fat and ever more looming over the rest of society.

The Biden administration has been more open to ideas such as the right to unionize, and yet, it still resists any real attempts at utilizing government institutions, which it could, to seize more power from the major capitalists that render our society a swamp for their own profit motive and greed. In a capitalist society such as ours, state power includes that of capitalist institutions, along with civic associations and groups. Government competes with capitalists who concentrate the distribution of goods and services within their grasp. After all, when wanting more housing or healthcare, where do we turn to? The government? Perhaps when we need some kind of reprieve. But usually, we are dependent upon the private insurance company or landlord for our salvation, for what we need to live. We depend on a job to access scraps and crumbs.

As Kevin Young, Michael Schwartz, and Tarun Banerjee state, “Capitalists routinely exert leverage over governments by withholding the resources — jobs, credit, goods, and services — upon which society depends.” During the Obama administration, even when tepid reforms and regulations were pushed ahead, major businesses responded by withholding critical investments that would cause the economy to become far more precarious for a growing segment of the population because they had the power to do so. “The ‘capital strike’ might take the form of layoffs, offshoring jobs and money, denying loans, or just a credible threat to do those things, along with a promise to relent once government delivers the desired policy changes,” Young, Schwartz, and Bannerjee add.

When COVID became our enduring reality, the medical industry had been caught flat-footed. In a saner society, not one dominated by profit-hungry entities called companies, there would’ve been a stockpile of masks and other medical resources in case of emergency, especially as pandemics become more commonplace.

However, most major companies were uninterested in having an excess of masks, depreciating assets whose value was only speculative. Money is far more important than saving lives, of course.

“But executives in the medical supply industry said that while they are rushing to accelerate their output of face masks, it could take months to ramp up,” it was reported at the time, as body bags lined the streets of Manhattan, as the medical industry staggered through the crisis to meet critical demand at basically the last second, leading to countless needless infections and deaths. Imagine if the healthcare industry was not an industry at all but rather part of a national system. Imagine the experts who could’ve predicted the need for a stockpile of masks. Imagine that stockpile being available the moment people start feeling their chests get muddy, their breathing cut short.

As Donald Cohen and Aillen Mikaelian note in their dissection of neoliberal privatization, the government, especially at the federal level, could and should step in, not just in terms of regulating major industries but providing an actual public option of many goods and services that people need. Why keep such important goods, like housing and health, in the supposed care of a select few major corporations, and landlords? These are things that all people need, not the same as choosing between what cereal or TV show to purchase/binge.

“If we take back control of our public goods — if we reject what political philosopher Michael Sandel calls ‘a market society’ — we will gain an incredible opportunity to build instead a society based on public values and a commitment to ensuring that public goods are available to all,” they explain in The Privatization of Everything, adding, “We’re all better off when we limit privatization and market competition over things we all need — things including public health, key infrastructure, water, education, and democracy itself.”

After the Russian Civil War, which saw an army of proto-fascists and fanatics unleashed onto the Russian working classes and peasantry, Vladimir Lenin, the great theoretician of the “state,” believed that having some level of government bureaucracy was necessary in forging the transition from a country ruined by war and capitalism toward something more oriented toward the needs and interests of the masses. Of course, the government bureaucrats would be accountable to the various levels of revolutionary pressure, from the Bolshevik party to members of the working class and peasantry who understood their historic role inside the country.

Nevertheless, much like Du Bois, Lenin embraced the realpolitik of government institutions being capable and willing to coerce the ruling elite and to forge a society that finally abolished class distinctions itself.  There was much work to be done, according to him.

“Our society is one which has left the rails of capitalism, but has not yet got on to new rails,” he stated in an essay collected in The Day after the Revolution, “The state in this society is not ruled by the bourgeoisie, but by the proletariat. We refuse to understand that when we say ‘state’ we mean ourselves, the proletariat, the vanguard of the working class.”

People can certainly exist in a future society in which they care for each other and check in on those around them in terms of what neighbors might need. People have that capacity to perform mutual aid. However, none of that individual or hyper-local level of care negate the fact that a society still needs major institutions to function for people to truly feel liberated, from the maintenance of hospitals (no longer run for profit) to schooling (also free and universal) to, of course, such institutions filled with a level of expertise, whether its medical or educational or the ability to maintain the traffic lights at the nearest intersection, that not everyone should be expected to have. Is it really a liberated society in which everyone, regardless of their interests or capacity, is expected to produce and provide asthma inhalers and other types of medicine for those around them? Is it liberation for everyone to have to spend every day gathering food and other resources so that everyone can survive?

This is where Big Government intervenes, cultivating people and institutions that respond to our needs so that we’re truly free and less burdened overall. Or, as Jodi Dean has said regarding the masses and the party form, channeling and developing peoples’ skills and energies far higher than simply being obsessed with the extremely local. We need a world that’s free. We are against capitalist forces imposing their nightmare upon us — a nightmare that’s global in reach.

Now, questions do remain of how to create that government we so desperately need. One could argue somehow that all we must do is run candidates, possibly independent of major parties, and for them to simply “take over” existing institutions. To some degree, this is indeed important — at least in the short term when it means providing and tweaking policies that could improve peoples’ lives, such as appointing officials sympathetic to labor to the NLRB or hiring more IRS officials to pursue white-collar tax dodging, or at a more visceral level, providing free money to people during a pandemic.

And yet, Lenin’s insight that the state or particularly government power doesn’t automatically change simply because there’s an immediate changing of the guard also holds true. In the United States, even as the government is reoriented to be more perhaps, “sympathetic”, toward interests beyond the elite, it remains a network of institutions situated to sustain capitalism, and other forms of oppression. Even the New Deal itself, as much as it curried favor and improved peoples’ lives tremendously, was itself a “compromise” between workers and their employes, and hence, sought a friendlier version of capitalism, well-regulated of course, to survive, which it did until more extremist elements of the capitalist class demanded more in terms of government largesse and power.

There will need to be a dramatic break with how government is currently oriented to truly meet the political aspirations and dreams of most people. It will be a government that does more than just tax the wealthy but abolishes them. It will be a government that does more than create programs to achieve balance but rather completely redistributes land and wealth, completely addresses historical wrongs from the dispossession of indigenous groups to the ghosts of enslavement, to paying money and making amends to the recent victims of the War on Drugs, and militarized policing.

This break necessitates revolution, always. There still is a need for a revolutionary party to break through the white noise of our status quo politics, and gather our forces to confront and challenge, and reinvent. There is still that need for more than just simply running candidates for re-election, no matter how radical platforms may seem.

But one can’t sustain without the other. Shorter-term needs get met, and longer-term horizons expand. People become emboldened as they win, not when they lose everything, including their sense of self and sanity.

Whatever the path toward political synergy might be, it cannot be wedded to an analysis of government and state power that is not only reductive, but stinks of political immaturity and a form of libertarian analysis that only sees government as somehow oppressive and all forms of “independence” from it as liberatory.“One reads the truer deeper facts of Reconstruction with a great despair,” Du Bois had written regarding the violent defeat and the shutting down of progress at the tail end of the Reconstruction period. Similarly, as much as people are being immiserated and, in some instances, compelled to take on a more radical opposition or critique, we also have seen a rise in rightwing violence and a predilection amongst the capitalist classes to express antipathy and throwing obstacles against any form of progressive reform even. Both the Democratic and Republican parties, with different levels of intensity, are very much against the cries of the oppressed and the dreams of the politically voiceless. The working classes who envision a socialist world have no real political home, let alone political momentum at this point.  

Crises beget more crises, which beget the oppressed and exploited being overwhelmed and politically confused. Big Government is an answer, and yet, who or what will spread the gospel and make it heaven on earth before the waters rise above our knees?

Echoes of Resistance: From 1968 to Gaza, the Unyielding Voices of Student Protests

As students continue to gather in protest, standing up for the humanity of Gazans being slaughtered by a maniacally genocidal coalition of ruling elites obsessed with profit and geopolitical maneuvering, it's insightful to reflect on the history of student protests. Understanding the impact of past movements can help gauge the potential of today's collective awakening.

 

A History of Student Resistance

In 1968, the air in France was charged with rebellion. It all started at the University of Nanterre, where students kicked against the strict, outdated rules of their university and the deeper issues of government authoritarianism and the Vietnam War. The authorities shut the university down on May 2, which only pushed the students to take their protests to the Sorbonne in Paris.

The situation escalated quickly.

The police clamped down hard on the protests at the Sorbonne, using force on students. This reaction sparked a massive response not just from other students but from workers across the country. Seeing their own struggles in the students’ fight, France’s major trade unions called a one-day general strike on May 13. What started as a protest became a nationwide shutdown.

The movement exploded. By the end of May, about 10 million workers—that's two-thirds of the French workforce—had stopped working. Factories, universities, and public services ground to a halt. Workers and students gathered in occupied spaces, debating and planning what France should become. They didn’t just want better wages or conditions; they were calling for a whole new way of running the country.

This was too much for President Charles de Gaulle, who saw his control slipping away. In a stunning move, he secretly fled to West Germany to meet with a loyal general, possibly to discuss using the military to regain control. This moment of panic highlighted just how serious things had become.

Despite the revolutionary fervor, the crisis did not culminate in a revolution. De Gaulle returned to France, dissolved the National Assembly, and called for new elections. This move, combined with negotiations that led to substantial wage increases and improved working conditions, caused the momentum of the protests to dissipate. In the June elections, de Gaulle’s party won a significant majority, reflecting a conservative backlash against the upheaval.

The initial response to the student protests in 1968 involved shutting down universities and deploying aggressive police tactics, much like what we're witnessing on college campuses today. These actions were clear attempts by the state to clamp down on dissent and regain control. However, as the movement expanded beyond students and began to mobilize the broader working class, the tactics of the state and capitalist interests evolved. Faced with a growing and powerful movement, they shifted towards strategies of co-optation and superficial reform, aiming to dilute the movement's momentum by seemingly addressing some grievances while preserving the underlying capitalist structure.

The concessions offered by President Charles de Gaulle—wage increases, improved working conditions, and the promise of educational reforms—should be seen as strategic moves to quell dissent. These reforms were significant enough to placate the immediate economic grievances of the working class and to demonstrate a responsiveness by the government, thereby splitting the coalition between students and workers. By integrating demands that did not threaten the core of capitalist structures, de Gaulle's administration managed to dissipate revolutionary momentum, demonstrating that state apparatuses function to reproduce the conditions of production favorable to the capitalist mode.

The resolution of the May 1968 events through electoral politics and limited social reforms highlights the function of the capitalist state as a mediator in class struggle, which subtly shifts societal alignments to favor the elite. This outcome exemplifies the stabilizing mechanisms of capitalist societies, which, through reformist policies, manage to integrate and neutralize opposition without addressing the underlying dynamics of capitalist accumulation and exploitation.

 

Lessons in Solidarity

The broader implication of these events teaches us that reformist policies are primarily implemented to address the immediate, most visible problems of social unrest, with the ultimate goal of maintaining the underlying capitalist structure. This dynamic ensures that while capitalism might appear more humane after reforms, its fundamental drives—primarily the accumulation of capital at the expense of mass labor—are left intact. This approach allows the capitalist framework to persist largely unchanged, as it continues to benefit those in power while giving the appearance of responsiveness and concern for social issues. As evidenced by the aftermath of the 1968 protests, this malicious strategy serves to delay or diffuse the revolutionary potential of mass movements, channeling grievances into reforms that do not alter the basic relations of power and production.

Thus, the 1968 student protests in France not only reveal the power of grassroots movements to enact significant changes but also highlight the complexities and limitations of such changes within the capitalist framework. The episode serves as a reminder of the enduring challenge for revolutionary movements: to navigate the delicate balance between achieving immediate improvements and maintaining the momentum necessary for profound systemic change.

Today, we must remain unyieldingly vigilant as guardians against those forces eager to co-opt the energy and direction of the student movement. We should criticize how figures touted as progressives, such as Bernie Sanders and Alexandria Ocasio-Cortez, have positioned themselves near the forefront, claiming solidarity with the students. Their actions betray their words. A genuine ally would not endorse and actively campaign for Joe Biden, who recently authorized an additional $26 billion in aid to Israel, amid ongoing reports of atrocities. Biden’s and the Democrats’ support of Israeli rulers continues nearly seven months into what can only be described as a genocide, with horrifying discoveries of mass graves that include hundreds of children and medical professionals, identified by their scrubs, executed with their hands bound and bullet wounds in their skulls. This is the same Israeli leadership that vilifies Gazans with dehumanizing rhetoric, labeling them as "human animals" and "monsters." Ask yourself, would a genuine ally funnel $260,000, collected from grassroots progressives, into the coffers of the DNC (as AOC has done)—the very organization backing the continued financial support of these atrocities?

This supposed alliance comes as nearly 40,000 lives, including those of 15,000 children, have been extinguished. Hospitals, schools, churches, and mosques crumble under bombs, while essential humanitarian aid is obstructed, leaving millions to the brink of dehydration and starvation, with many forced to drink and bathe in dirty water while they eat grass to survive. Amid this barbarity, the cruel decision to cut electricity in Gaza inflicts unspeakable suffering, forcing children, their bodies crushed by the rubble of their own homes, to endure the brutal procedure of amputations without any anesthesia.

These acts of sheer inhumanity lay bare the merciless nature of the assault, exposing the vulnerable to unimaginable pain in their most desperate moments. These are not the acts of allies but of political actors playing their roles in a theater of cruelty and betrayal. We must reject these charades and build our movements away from the shadows of such treacherous alliances.

These so-called progressive politicians masquerade as the vanguards of change, yet their true motive is to herd our collective outrage by transforming it into campaign donations that serve as financial fuel for those who steadfastly maintain the oppressive status quo. The genocide unfolding before our eyes is not a mere clash of ideologies or religions, nor is it simply about backing allies. It's the direct result of a rapacious economic and political system driven by profit at any cost. Our leaders, slaves to their own ambition for power, prostrate themselves before their corporate masters. Their support for Israel isn't just about lobbying dollars from groups like AIPAC; it's fundamentally about the benefits the U.S. capitalist regime derives from Israel's strategic position. Indeed, as Joe Biden once starkly noted, “Were there not an Israel, the United States of America would have to invent an Israel.”

The U.S.'s backing of Israel is intricately linked to the military-industrial complex, the control of oil, and the militarization of key global trade routes. This alliance fuels massive arms sales and defense contracts, enriching U.S. corporations and bolstering the military-industrial complex. By aligning with Israel, strategically located near pivotal oil-producing nations, the U.S. ensures its grip on crucial Middle Eastern oil reserves, a vital resource in the global economy. This geopolitical strategy extends to controlling vital trade routes, securing economic and military advantages by keeping these critical channels under Western dominance.

In a system incentivizing the corporate chase for monopolized total control, war becomes a necessity, serving as a means to redistribute and further concentrate the world's resources among the global elite while feeding the insatiable profit motives of the weapons industry. Inevitably, capitalism leaves destruction in its wake, whether it was the Vietnamese in 1968 or the Gazans today, bearing the brutal consequences of capitalism's genocidal tendencies.

 

A New Vision

Despite its shortcomings, the events of May 1968 changed France. They didn’t overthrow the government, but they broke through old barriers, changing laws and attitudes, especially in education and labor. The spirit of those weeks, when it seemed like anything was possible, still lights up the imagination of people fighting for a better world. The 1968 protests showed that when people come together, they can shake the foundations of power, even if they don’t knock them down completely.

Today, we must heed the lessons of 1968. In the spirit of a grassroots revolution, the transformation from student protests into a comprehensive movement built on the principles of disengagement from corrupted institutions and the establishment of mutual aid and free agreement begins with a profound collective realization. This realization is that the existing structures—be they educational, governmental, or corporate—are not only failing to address but are complicit in systemic injustices.

Our emerging movement starts as a series of interconnected local actions, where students and workers come together, recognizing their shared plight and common goals. As they gather, initially stirred by the desire to protest, they begin to form more structured groups—collective councils—comprising representatives from various student organizations, local labor unions, and community advocates. These councils serve as the initial scaffolding for a new kind of governance, one that operates on consensus and inclusivity, eschewing the hierarchical models they aim to dismantle.

Skill-sharing emerges as a fundamental activity within these groups, not just as a means to empower and educate, but as a cornerstone of building self-sufficiency. Workshops on urban agriculture, basic healthcare, community safety, and renewable energy initiatives are organized, utilizing occupied spaces such as unused university buildings or public parks, transforming them into hubs of learning and operation.

As the councils gain more traction, a general strike becomes the first major coordinated action, signaling the movement's seriousness and unity to a broader audience. This strike isn't just a cessation of work; it's a powerful act of reclaiming spaces and redirecting resources towards the newly forming mutual aid systems. These spaces become centers where resources—food, medical supplies, educational materials—are distributed not based on the ability to pay, but on need, a principle central to the philosophy of mutual aid.

Parallel to these practical endeavors, the movement begins to redefine education. It distances itself from traditional curricula that often perpetuate the dominant ideologies of the state and capitalism, and instead fosters a curriculum that includes critical pedagogy, decolonial studies, and practical skills for community and personal development. These classes are open to all, free of charge, and are taught by a rotating group of community members, each sharing their specific knowledge and skills.

Community defense groups also form, not as militias, but as protective bodies to ensure the safety of the spaces and their occupants. These groups practice non-violent tactics and community conflict resolution, embodying the principles of defense without aggression.

As these new systems begin to take root, they do not exist in isolation. The movement actively documents its processes and outcomes, creating detailed guides and resources that are shared widely with other groups nationally and internationally. This documentation is crucial, not just for transparency and learning, but also as a blueprint for others who wish to replicate the model in their own communities.

Networking with other similar movements creates a tapestry of resistance and mutual aid that spans borders, each node learning from and supporting others. Regular assemblies are held where experiences and ideas are exchanged, ensuring the movement remains dynamic and responsive to the needs of its participants.

Through all these phases, the guiding principles remain clear: a steadfast commitment to disengaging from and dismantling corrupted institutions; the establishment of mutual aid as a fundamental economic and social principle; and the adherence to free agreement, ensuring that every participant's voice is heard and valued in the decision-making process.

We must believe in this vision. This movement, guided by the principles of mutual aid and free agreement, will naturally take its own course, shaped by the specific needs and conditions of each community it touches. Our diversity will be our power, enhancing our resilience by fueling our capacity to innovate and effectively tackle challenges across our decentralized network. This is an organic, evolving revolution, grounded not just in the desire to protest, but to create viable, sustainable alternatives to the systems that have failed so many. Through these efforts, what begins as a series of local protests can evolve into a profound transformation of society, embodying the change that was once only dared imagined. As Ursula Le Guin reminded us in her groundbreaking novel The Dispossessed, all we have is solidarity with each other. Fortunately, that is all we need.

The Mask Has Slipped. Don't Let Them Put It Back On.

In December 1964, in a fiery speech to the United Nations, Che Guevara undressed the hypocrisy of those who were attempting (unsuccessfully) to overthrow the Cuban Revolution: 

‘Western civilization’ disguises behind its showy facade a picture of hyenas and jackals … it must be clearly established that the government of the United States is not the champion of freedom, but rather the perpetrator of exploitation and oppression of the peoples of the world, and of a large part of its own population.

James Baldwin echoed Che, just a few years later:

All of the Western nations have been caught in a lie, the lie of their pretended humanism; this means that their history has no moral justification, and that the West has no moral authority.

The zionist assault on Palestine has once again exposed the dark underbelly of the west’s so-called free and democratic values. Their cynical idealism melts into hypocrisy with each American-made missile that obliterates a Palestinian neighborhood.

This hypocrisy proclaims the importance of the press while massacring scores of Palestinian journalists; extolls sovereignty in Ukraine while arming settlers in Israel; opportunistically “defends” women's rights in Afghanistan while bombing schools and hospitals in Gaza; cynically vetoes ceasefire resolutions supported by the vast majority of the world while supporting those who openly proclaim their desire to erase the Palestinian people from history.

The same self-righteous liberals who dutifully cheer on wars of aggression, from Iraq to Grenada, under the pretense of ”defending democratic values” — the same Americans who celebrate the slavers and perpetrators of a genocide who fought the British in a “Revolutionary War” — these hypocrites chastise the Palestinian people for resisting extermination with a revolutionary counter-violence of their own.

In their surrealist calculus, mass theft of land, concentration camp conditions, kidnapping and torture of political dissidents — these are valid, state-sanctioned violences.

But to throw a rock at a tank, to kill a settler, to dare protect your own dignity and humanity with violence of your own — that is terrorism.

A Yemeni blockade in support of a people on the brink of extermination is an unacceptable violation of international law, a terroristic campaign — yet the decades-long, murderously cruel blockades imposed on Cuba and Gaza, against the will of nearly all nations on earth, are barely worth a mention.

In these moments of heightened political consciousness, the empire stands naked, cowed, on trial before the world’s watchful masses. The stubbornness of the resistance brings an anxious sweat to their brow, the weight of a thousand genocidal lies forces their head to bow, and once again the mask slips.

In June of 2020, the empire and its domestic foot soldiers, the police, were similarly unable to hide behind their usual pretenses. In the face of a mass uprising which threatened their very existence, the police could only respond by brutalizing, kidnapping and denigrating the very people they claim to “protect and serve.” For a brief moment, it was eminently clear to all pragmatic observers that the police were not acting out — they were fulfilling their function, as they always have, of protecting capitalist property and disciplining the poor and racialized populations who resist the quotidian (and spectacular) horrors of racial capitalism.

But while it burned bright, this moment of radical possibility was crushed, co-opted and liberalized almost immediately. Five months after George Floyd was lynched by the state, millions of the same people who flooded the streets in June took to the polls to vote for one of the chief architects of mass incarceration and the war on drugs. The revolutionary horizon of abolition, initially propelled by the justified rage of the Black masses, was sanitized and co-opted by liberal politicians, artists and opportunists. Corporate diversity seminars and police “reform” bills took center stage. In most places, police budgets increased after the uprising.

Similarly, in the 1960s and 1970s, the FBI and local police departments mobilized in a previously unheard of manner to infiltrate and sabotage Black and brown revolutionary organizations — and to kidnap, torture, harass, stalk and assassinate their leaders. It’s always telling which movements face the most severe state repression, for those are the movements which threaten the very foundations of empire. 

These organizations posed an existential threat — as Hoover famously wrote, “the Black Panther Party, without question, represents the greatest threat to internal security of the country” — not only because of their commitment to domestic revolutionary practice, but because they viewed their work as deeply interconnected with the global third world struggle against imperialism. They understood that the capitalist and colonial imperatives which cripple the dreams and life chances of poor, racialized communities in the United States are the same forces which maintain apartheid states like Israel. The violent techniques of repression and eviction we’ve witnessed in Sheikh Jarrah and in the West Bank settlements are the same forces (police and property) viciously gentrifying our cities. Palestinians and Black Americans are victims of the same fascist techniques of police brutality, torture and incarceration. It’s no accident that revolutionaries like George Jackson found inspiration and common cause with the Palestinian struggle.

To make these connections and to organize on their basis is to strike at the very foundations of empire. When the leaders of the Black power movement aligned themselves with the leaders of socialist anti-colonial struggles across the Americas, Africa and Asia, they marked themselves for destruction. Faced with this existential threat, the US police state did not hesitate to reveal its fascistic character.

In both of these moments, the mask slipped. The state could not hide its true function as the violent organizing institution of racial capitalism.

But, due to a combination of factors, chiefly state repression and careful ideological maneuvering, the mask was re-made — often incorporating crass representation of the groups it sought to repress and shallow nods to the symbolism of the movements it had just ruthlessly crushed — and donned once more. Black power came to be more closely associated with Black capitalism than revolutionary political practice. Nixon invoked the specter of Black nationalism and communism to rally southern whites around his revanchist political project. As Fred Hampton’s blood stiffened in his mattress, the long arc of neoliberalism, white power and mass incarceration took its vengeance. 

Armed with this history, we confirm that the death cult of empire is irreconcilable with our dreams of a just world. Its lofty ideals are no more than a charade, its claims to world leadership as fragile as Henry Kissinger’s rotting skeleton. 

With every stone, bullet and improvised bomb that the Palestinians hurl back at the occupying forces, with every market in Gaza that defiantly opens in the brief moments of quiet, with every doctor that works in the dark, against impossible odds, bandaging and stitching and mending while the occupation closes in, with every child that draws breath, in defiance of the wishes of the most powerful armies on earth —

With their humanity, their naked, honest humanity, the Palestinian people confirm that they — not the blood-soaked bureaucrats in Washington, nor the shameless journalists at the oh-so-revered New York Times, nor the murderous foot soldiers of global capitalism at NATO — are the true humanists, the real “leaders of the free world.” 

In Gaza, the empire faces its gravediggers.

And in each act of the resistance, a new world is born, kicking and screaming, fragile yet determined, beyond doubt, to survive. We don’t know what shape this world will take, or when it will mature, but we know that it will not emerge from Washington, London or Tel Aviv. Our new world will be nursed at a thousand sites of resistance, fed with the fruits of our labor which once swoll the bellies of our blood-sucking bosses, raised by freedom fighters in every corner of the world.

We owe it to the struggling masses of Palestine, of the Congo, of those in a thousand sites of resistance to the long tentacles of the US empire — and we owe it ourselves, to our domestic struggles for liberation — to never let those hyenas and jackals hide behind their false humanism again.

Before the forces of liberalism capture this moment, we must concretize our ideology, and hammer home that there is no reforming this beast which we are uniquely positioned to destroy. There is no humanistic mission to the US empire. There are no “mistakes” as we so often call our genocidal ventures into Vietnam or Iraq. 

To paraphrase the great Du Bois: This is not the United States gone mad; this is not aberration nor insanity; this is the United States; this is the real soul of empire — naked, drenched in blood, built by blood money; honest, for once.

The empire’s actions in Gaza are not tragedies or missteps but rather the predictable and historically consistent behavior of empire, from Wounded Knee to Jakarta, from My Lai to Attica — and with a Democratic president and “socialist” legislators in virtual lockstep with Israel’s genocide, we would be remarkably naive to pretend that the institutions of empire possess any capacity for reform. 

As just one example: we cannot return to a world in which The New York Times is regarded as the unbiased paper of record. The zionist mythology is nurtured and legitimized in their pages: the colonizer morphed into the victim, the colonized morphed into, at best, a historyless people, and at worst, a nation of terrorists. The ongoing Nakba — that ethnic cleansing by the Zionists, that cataclysm for the Palestinian people — erased from history, replaced with a collective amnesia about the violent foundations and maintenance of the Israeli state. And it doesn’t stop there:

From Korea and Guatemala in the 1950s, to Vietnam and Indonesia in the 60s, Nicaragua, El Salvador, Chile and Grenada in the 70s and 80s, Iraq, Afghanistan and the former USSR in the 90s and 2000s, Libya and Yemen in the 2010s — that deified rag has consistently ginned up support for US aggression and justified the tremendous violence we inflict on the rest of the world — crusade-like, in the name of anti-communism, democracy, human rights, “American interests” or whatever smoke screen our leaders and their loyal accomplices in the press concoct to distract us from the violence’s true function: the disciplining arm of global imperialism, the massacres, rivers of blood, tortures, loyally installed fascist dictators, carefully trained death squads, psychological warfare and sexual violence which puts anti-colonial, anti-capitalist movements to the sword for daring to challenge the profits and hegemony of Western multinational corporations.

These understandings have serious tactical implications. Our tactics must not, cannot stop with politicking and marches. As we have learned — including through the example of the Yemeni blockade — the cold heart of capitalist empire responds only to organized, frontal attacks on its economic organs and central nervous system. 

We cannot shame empire into a humanism it has never and will never possess. We cannot appeal to the conscience of a state which has none.

But we are uniquely positioned to strike at the soft underbelly of the beast. Israeli bombs, guns and tanks are designed by American engineers, who are trained in our schools and universities. These weapons are built by American workers, with American tax dollars, shipped through American ports and accrue huge profits to American capitalists. America’s vampiric financial institutions — Blackrock, Vanguard and State Street, namely — provide the blood money which fuels the US-Israeli war machine. It goes without saying that the Israeli Occupation Forces maintain bone-deep ties to both local American police forces and national intelligence agencies.. If we aren’t positioned to resist the American transnational war machine, who is? Our capacity to resist is a question of will, not opportunity.

And if we are to resist, if we are to truly call ourselves anti-imperialists, freedom fighters, workers and tenants and students in solidarity with the peoples of the third world — whatever our lofty aspirations may be — that must mean, we must accept, that we are not working to reform empire — we are at war with it.

The United States, as we know it, must die for the world to live.

What Would A Just Peace In Palestine Look Like?

A meme on Twitter has been asking "Where do the Israeli Jews go?" as if this is the supreme gotcha and this question completely invalidates all discussion of Palestinian liberation, as if Palestinian self-determination automatically means rendering the entire population of Israel homeless and stateless. This ignores the fact that the mere creation of Israel resulted in 750,000 to 1,000,000 Palestinians becoming homeless refugees. This also ignores the fact that, unless they have been naturalized as citizens in another country or are recognized as citizens of Israel, all Palestinians are stateless and have been for generations. The idea that justice for Palestinians automatically results in massive injustice for Israelis ignores that fact that restorative justice is in fact, not injustice at all. People whose homes were actually stolen when they were terrorized into abandoning them deserve their homes back.

The ethical gotcha behind "Where do the Israeli Jews go?" is that it would be unjust to put Israeli settlers in the same circumstances in which the Palestinians find themselves. This renders the vast injustice done to the Palestinians as a fait accompli that cannot be undone because it would cause even more harm. This would automatically eliminate the two state solution that American idealists and Israeli moderates have somewhat unrealistically clung to despite the assassination of Yitzhak Rabin and the unwillingness of any Israeli prime minsters who succeeded Rabin to risk the same fate. US President Joe Biden has been brandishing a two state solution as the ultimate and necessary solution to the "war" between the settlers and the Palestinians. Unfortunately for Joe Biden, if it is ethically beyond the pale to displace Israelis in the name of Palestinian liberation then any Palestinian state formed will be hopelessly undermined by hostile communities of settlers who will still see themselves as Israelis and reject Palestinian sovereignty over their communities. 

Let me repeat, as I said above, restorative justice is not injustice. This is not a question of generational guilt or punishing people today for crimes committed generations ago. The crime is still being committed. The crime is ongoing. The children of the thieves are not only living in stolen homes, but declaring their right to those homes and supporting the displacement or killing of more Palestinians so that more settlers can have homes. Former Prime Minister of Israel Naftali Bennett is the son of Americans from San Francisco who settled in Haifa after the Six Day War. It is not a coincidence that he advocates strongly for military expansionism. He was raised on a narrative of conquest and Israeli triumphalism. Well before the Nakba, Haifa was the scene of intense settlement by the Jewish Agency. A city that had 20,000 residents (of whom 6,000 were Jewish) in 1922 had a population of over 97,000 in 1948 ,and that larger population was 96% Jewish. The replacement of the Palestinian population with settlers didn't start during the Nakba. Ethnic cleansing is much older.

When this historical context is correctly understood then the following becomes clear: the two state solution requires an understanding that the Palestinians will not seek restorative justice past a certain point. The scope of justice allowed must be set by the party that did the harm and must commit to making restoration for justice to be possible. This is a dangerous situation that requires a maintained relationship of settler dominance and Palestinian acquiescence. If Palestinians do not acquiesce then their refusal to acquiesce puts us back in the same circumstances in which we began. The settler movement would have us believe that this is something for which the Palestinians, and not the settlers, are to blame. This is objectively false in the context of Palestinian history. The Palestinians are defending themselves from ethnic cleansing. Only sustained self-defense has prevented ethnic cleansing and population replacement at a faster rate.

There is, of course, another obstacle to the practicality of a two-state solution separate from the question of its justice. This is the Israelis themselves.

The alleged centrist who succeeded Naftali Bennett as Prime Minister as part of a bizarre power sharing agreement between the Israeli far right and the so-called "moderates" called for a two-state solution at the United Nations. To Yair Lapid, a two-state solution depends on a "peaceful Palestinian state that does not threaten Israel."  This has generally been interpreted in policy terms by the so-called Middle East experts as a "demilitarized Palestinian state."  This means that the proposed two-state  solution proposed by many experts is one that is unacceptable to Palestinians because they would still have the IDF as a neighbor and a significant population of settlers, with no means to defend themselves. How is this fundamentally different than the existing occupation of the West Bank and containment of Gaza? Yet the Israeli state has the power to set the terms of the existence of the Palestinian state and the Palestinian people are supposed to accept this as established fact. If they do not, it is their fault.

Once more, with feeling: restorative justice is not injustice.

A real two-state solution, with a Palestine equipped to defend itself, is a surrender to the settler fait accompli in the first place. It requires an act of acquiescence to happen. If the Palestinians are unwilling to acquiesce to only partial justice then it is impossible. These are objective facts. When the settler movement is so powerful that the Israeli state cannot even propose a true two-state solution, but must instead add impossible demands that only make Palestinian acceptance less likely then we must accept that the Israeli state is not serious about a two-state solution. A serious effort would involve every possible concession that would make acquiescence more acceptable to the Palestinians. The Israeli state has never engaged in such a peace process.

This brings us to the question I ask in the headline. What does a just peace look like?

It also brings us to the question of the meme and the settler movement. Where do the Israeli Jews go?

Only the Palestinians can answer the first question. I am a white American, which makes me a settler myself. I can't tell Palestinians what a just peace in Palestine looks like anymore than I can tell the Modoc what a just peace with the US government would really look like. That's why I support the land back movement and believe that the United States should be legally forced to honor its treaties with Indigenous nations. We should reject the arrogance that might lead us to suggest or force a solution to the question of Palestinian liberation. We should instead support the Palestinians in their struggle against the settler movement. Only the Palestinians can determine what a just peace would look like and what they are willing to acquiesce to short of "from the river to the sea." If they're not, only they can make that decision. We should still support them.

Once again, restorative justice is not injustice.

The settler movement's question remains. Where do the Israeli Jews go?

Only the Israeli Jews can answer that question, and their answer has no authority to determine whether or not the Palestinians should acquiesce to anything less than their full liberation. Most white Rhodesians chose to go to the UK, Australia, South Africa or Latin America when the Bush War ended and Rhodesia became Zimbabwe. Most white Kenyans stayed in Kenya after Kenyan independence, at one point the Black Kenyan government made white man Richard Leakey the cabinet secretary and head of the civil service. Most white South Africans remained in South Africa after the legal end of apartheid and the institution of formal legal equality and liberal democracy within the South African state. Far too many Israelis will choose to fight for the Israeli state, at least in the near future. What they do when the Palestinian struggle is won is up to them. If they commit crimes against the Palestinians that make them unwelcome, whose responsibility is that?

I still believe peace in the Middle East requires justice in the Middle East.

Mapping U.S. Imperialism

The United States Military is arguably the largest force of ecological devastation the world has ever known.

U.S. imperialism is the greatest threat to life on the planet, a force of ecological devastation and disaster impacting not only human beings, but also our non-human relatives. How can we organize to dismantle the vast and complicated network of U.S. imperialism which includes U.S. war and militarism, CIA intervention, U.S. weapons/technology/surveillance corporations, political and economic support for dictatorships, military juntas, death squads and U.S. trained global police forces favorable to U.S. geopolitical interests, U.S. imposed sanctions, so-called “humanitarian interventions,” genetically modified grassroots organizations, corporate media’s manipulation of spontaneous protest, and U.S. corporate sponsorship of political repression and regime change favorable to U.S. corporate interests?

This article deals with U.S. imperialism since World War 2. It is critical to acknowledge that U.S. imperialism emanates both ideologically and materially from the crime of colonialism on this continent which has killed over 100 million indigenous people and approximately 150 million African people over the past 500 years.

The exact death toll of U.S. imperialism is both staggering and impossible to know. What we do know is that since World War 2, U.S. imperialism has killed at least 36 million people globally in Japan, Korea, Vietnam, Cambodia, Laos, Indonesia, Iraq, Afghanistan, Syria, Yemen, the Congo, Chile, El Salvador, Guatemala, Colombia, Haiti, Puerto Rico, Cuba, Dominican Republic, Nicaragua, Chad, Libya, East Timor, Grenada, Honduras, Iran, Pakistan, Panama, the Philippines, Sudan, Greece, Yugoslavia, Bosnia, Croatia, Kosovo, Somalia, Argentina, Bolivia, Brazil, Paraguay, Uruguay, and Palestine (see Appendix).

This list does not include other aspects of U.S. imperialist aggression which have had a devastating and lasting impact on communities worldwide, including torture, imprisonment, rape, and the ecological devastation wrought by the U.S. military through atomic bombs, toxic waste and untreated sewage dumping by over 750 military bases in over 80 countries. The U.S. Department of Defense consumes more petroleum than any institution in the world. In the year of 2017 alone, the U.S. military emitted 59 million metric tons of greenhouse gases into the atmosphere, a carbon footprint greater than that of most nations worldwide. This list also does not include the impact of U.S. fossil fuel consumption and U.S. corporate fossil fuel extraction, fracking, agribusiness, mining, and mono-cropping, all of which are part and parcel of the extractive economy of U.S. imperialism.

One central mechanism of U.S. imperialism is “dollar hegemony” which forces countries around the world to conduct international trade in U.S. dollars. U.S. dollars are backed by U.S. bonds (instead of gold or industrial stocks) which means a country can only cash in one American IOU for another. When the U.S. offers military aid to friendly nations, this aid is circulated back to U.S. weapons corporations and returns to U.S. banks. In addition, U.S. dollars are also backed by U.S. bombs: any nation that threatens to nationalize resources or go off the dollar (i.e. Iraq or Libya) is threatened with a military invasion and/or a U.S. backed coup.

U.S. imperialism has also been built through “soft power” organizations like USAID, the International Monetary Fund (IMF), the National Endowment for Democracy (NED), World Bank, the World Trade Organization (WTO), and the Organization of American States (OAS). These nominally international bodies are practically unilateral in their subservience to the interests of the U.S. state and U.S. corporations. In the 1950s and ‘60s, USAID (and its precursor organizations) made “development aid” to Asian, African, and South American countries conditional on those countries’ legal formalization of capitalist property relations, and reorganization of their economies around homeownership debt. The goal was to enclose Indigenous land, and land shared through alternate economic systems, as a method of “combatting Communism with homeownership” and creating dependency and buy-in to U.S. capitalist hegemony (Nancy Kwak, A World of Homeowners). In order to retain access to desperately needed streams of resources (e.g. IMF “loans”), Global South governments are forced to accept resource-extraction by the U.S., while at the same time denying their own people popularly supported policies such as land reform, economic diversification, and food sovereignty. It is also important to note that Global South nations have never received reparations or compensation for the resources that have been stolen from them–this makes the idea of “loans” by global monetary institutions even more outrageous.

The U.S. also uses USAID and other similarly functioning international bodies to suppress and to undermine anti-imperialist struggle inside “friendly” countries. Starting in the 1960s, USAID funded police training programs across the globe under a counterinsurgency model, training foreign police as a “first line of defense against subversion and insurgency.” These USAID-funded police training programs involved surveillance and the creation of biometric databases to map entire populations, as well as programs of mass imprisonment, torture, and assassination. After experimenting with these methods in other countries, U.S. police departments integrated many of them into U.S. policing, especially the policing of BIPOC communities here (see our entry on the Boston Police Department). At the same time, the U.S. uses USAID and other soft power funding bodies to undermine revolutionary, anti-colonial, anti-imperialist, and anti-capitalist movements, by funding “safe” reformist alternatives, including a global network of AFL-CIO managed “training centers” aimed at fostering a bureaucratic union culture similar to the one in the U.S., which keeps labor organizing loyal to capitalism and to U.S. global dominance. U.S. imperialism intentionally fosters divisions between different peoples and nations, offering (relative) rewards to those who choose to cooperate with U.S. dictates (e.g. Saudi Arabia, Israel, and Colombia), while brutally punishing those who do not (e.g. Lebanon, Syria, Iran, Cuba, Nicaragua, and Venezuela). In this way, U.S. imperialism creates material conditions in which peoples and governments face a choice: 1. accommodate the interests of U.S. Empire and allow the U.S. to develop your nation’s land and sovereign resources in ways which enrich the West; or, 2. attempt to use your land and your sovereign resources to meet the needs of your own people and suffer the brutality of U.S. economic and military violence.


The Harvard Kennedy School: Training Ground for U.S. Empire and the Security State

The Mapping Project set out to map local U.S. imperialist actors (involved in both material and ideological support for U.S. imperialism) on the land of Massachusett, Pawtucket, Naumkeag, and other tribal nations (Boston, Cambridge, and surrounding areas) and to analyze how these institutions interacted with other oppressive local and global institutions that are driving colonization of indigenous lands here and worldwide, local displacement/ethnic cleansing (“gentrification”), policing, and zionist imperialism.

A look at just one local institution on our map, the Harvard Kennedy School of Government, demonstrates the level of ideological and material cooperation required for the machinery of U.S. imperialism to function. (All information outlined below is taken from The Mapping Project entries and links regarding the Harvard Kennedy School of Government. Please see this link for hyperlinked source material.)

The Harvard Kennedy School of Government and its historical precursors have hosted some of the most infamous war criminals and architects of empire: Henry Kissinger, Samuel Huntington, Susan Rice (an HKS fellow), Madeleine Albright, James Baker, Hillary Clinton, Colin Powell, Condoleeza Rice, and Larry Summers. HKS also currently hosts Ricardo Hausmann, founder and director of Harvard’s Growth Lab , the academic laboratory of the U.S. backed Venezuelan coup.

In How Harvard Rules, John Trumpbour documents the central role Harvard played in the establishment of the Cold War academic-military-industrial complex and U.S. imperialism post-WWII (How Harvard Rules, 51). Trumpbour highlights the role of the Harvard Kennedy School under Dean Graham Allison (1977-1989), in particular, recounting that Dean Allison ran an executive education program for Pentagon officials at Harvard Kennedy (HHR 68). Harvard Kennedy School’s support for the U.S. military and U.S. empire continues to this day. HKS states on its website:

Harvard Kennedy School, because of its mission to train public leaders and its depth of expertise in the study of defense and international security, has always had a particularly strong relationship with the U.S. Armed Forces. This relationship is mutually beneficial. The School has provided its expertise to branches of the U.S. military, and it has given military personnel (active and veteran) access to Harvard’s education and training.

The same webpage further notes that after the removal of ROTC (Reserve Officers Training Corps) from Harvard Kennedy School in 1969, “under the leadership of Harvard President Drew Faust, the ROTC program was reinstated in 2011, and the Kennedy School’s relationship with the military continues to grow more robust each year.”

In particular, Harvard Kennedy School’s Belfer Center for Science and International Affairs provides broad support to the U.S. military and the objectives of U.S. empire. The Belfer Center is co-directed by former U.S. Secretary of Defense Ashton Carter (a war hawk who has advocated for a U.S. invasion of North Korea and U.S. military build ups against Russia and Iran) and former Pentagon Chief of Staff Eric Rosenbach. Programs within HKS Belfer Center include the Center’s “Intelligence Program,” which boasts that it “acquaints students and Fellows with the intelligence community and its strengths and weaknesses for policy making,” further noting, “Discussions with active and retired intelligence practitioners, scholars of intelligence history, law, and other disciplines, help students and Fellows prepare to best use the information available through intelligence agencies.” Alongside HKS Belfer’s Intelligence Program, is the Belfer Center’s “Recanati-Kaplan Foundation Fellowship.” The Belfer Center claims that, under the direction of Belfer Center co-directors Ashton Carter and Eric Rosenbach, the Recanati-Kaplan Foundation Fellowship “educates the next generation of thought leaders in national and international intelligence.”

As noted above, the Harvard Kennedy School serves as an institutional training ground for future servants of U.S. empire and the U.S. national security state. HKS also maintains a close relationship with the U.S. Central Intelligence Agency (CIA). As reported by Inside Higher Ed in their 2017 review of Spy Schools by Daniel Golden:

[Harvard Kennedy School] currently allows the agency [the CIA] to send officers to the midcareer program at the Kennedy School of Government while continuing to act undercover, with the school’s knowledge. When the officers apply–often with fudged credentials that are part of their CIA cover–the university doesn’t know they’re CIA agents, but once they’re in, Golden writes, Harvard allows them to tell the university that they’re undercover. Their fellow students, however–often high-profile or soon-to-be-high-profile actors in the world of international diplomacy–are kept in the dark.

Kenneth Moskow is one of a long line of CIA officers who have enrolled undercover at the Kennedy School, generally with Harvard’s knowledge and approval, gaining access to up-and-comers worldwide,” Golden writes. “For four decades the CIA and Harvard have concealed this practice, which raises larger questions about academic boundaries, the integrity of class discussions and student interactions, and whether an American university has a responsibility to accommodate U.S. intelligence.”

In addition to the CIA, HKS has direct relationships with the FBI, the U.S. Pentagon, U.S. Department of Homeland Security, NERAC, and numerous branches of the U.S. Armed Forces:

  • Chris Combs, a Senior Fellow with HKS’s Program on Crisis Leadership has held numerous positions within the FBI;

  • Jeffrey A. Tricoli, who serves as Section Chief of the FBI’s Cyber Division since December 2016 (prior to which he held several other positions within the FBI) was a keynote speaker at “multiple sessions” of the HKS’s Cybersecurity Executive Education program;

  • Jeff Fields, who is Fellow at both the Cyber Project and the Intelligence Project of HKS’s Belfer Center currently serves as a Supervisory Special Agent within the National Security Division of the FBI;

  • HKS hosted former FBI director James Comey for a conversation with HKS Belfer Center’s Co-Director (and former Pentagon Chief of Staff) Eric Rosenbach in 2020;

  • Government spending records show yearly tuition payments from the U.S. Department of Homeland Security (DHS) for Homeland Security personnel attending special HKS seminars on Homeland Security under HKS’s Program on Crisis Leadership;

  • Northeast Homeland Security Regional Advisory Council meeting minutes from February 2022 list “Edward Chao: Analyst, Harvard Kennedy School,” as a NERAC “Council Member”; and

  • Harvard Kennedy School and the U.S. Air force have created multiple fellowships aimed at recruiting U.S. Air Force service members to pursue degrees at HKS. The Air Force’s CSAF Scholars Master Fellowship, for example, aims to “prepare mid-career, experienced professionals to return to the Air Force ready to assume significant leadership positions in an increasingly complex environment.” In 2016, Harvard Kennedy School Dean Doug Elmendorf welcomed Air Force Secretary Deborah Lee James to Harvard Kennedy School, in a speech in which Elmendorf highlighted his satisfaction that the ROTC program, including Air Force ROTC, had been reinstated at Harvard (ROTC had been removed from campus following mass faculty protests in 1969).

The Harvard Kennedy School and the War Economy

HKS’s direct support of U.S. imperialism does not limit itself to ideological and educational support. It is deeply enmeshed in the war economy driven by the interests of the U.S. weapons industry.

Lockheed Martin, Raytheon, Boeing, L3 Harris, General Dynamics, and Northrup Grumman are global corporations who supply the United States government with broad scale military weaponry and war and surveillance technologies. All these companies have corporate leadership who are either alumni of the Harvard Kennedy School of Government (HKS), who are currently contributing to HKS as lecturers/professors, and/or who have held leadership positions in U.S. federal government.

Lockheed Martin Vice President for Corporate Business Development Leo Mackay is a Harvard Kennedy School alumnus (MPP ’91), was a Fellow in the HKS Belfer Center International Security Program (1991-92) and served as the “military assistant” to then U.S. Assistant Secretary of Defense for International Security Policy Ashton Carter, who would soon go on to become co-director of the Harvard Kennedy School Belfer Center. Following this stint at the U.S. Pentagon, Mackay landed in the U.S. weapons industry at Lockheed Martin.  Lockheed Martin Vice President Marcel Lettre is an HKS alumni and prior to joining Lockheed Martin, Lettre spent eight years in the U.S. Department of Defense (DoD). The U.S. DoD has dished out a whopping $540.82 billion to date in contracts with Lockheed Martin for the provision of products and services to the U.S. Army, Navy, Air Force, and other branches of the U.S. military. Lockheed Martin Board of Directors member Jeh Johnson has lectured at Harvard Kennedy School and is the former Secretary of the U.S. Department of Homeland Security, the agency responsible for carrying out the U.S. federal government’s regime of tracking, detentions, and deportations of Black and Brown migrants. (Retired) General Joseph F. Dunford is currently a member of two Lockheed Martin Board of Director Committees and a Senior Fellow with HKS’s Belfer Center. Dunford was a U.S. military leader, serving as Chairman of the Joint Chiefs of Staff and Commander of all U.S. and NATO Forces in Afghanistan. Dunford also serves on the board of the Atlantic Council, itself a cutout organization of NATO and the U.S. security state which crassly promotes the interests of U.S. empire. Mackay, Lettre, Johnson, and Dunford’s respective career trajectories provide an emblematic illustration of the grotesque revolving door which exists between elite institutions of knowledge production like the Harvard Kennedy School, the U.S. security state (which feeds its people into those elite institutions and vice versa), and the U.S. weapons industry (which seeks business from the U.S. security state).

Similar revolving door phenomena are notable among the Harvard Kennedy School and Raytheon, Boeing, and Northrup Grumman. HKS Professor Meghan O’Sullivan currently serves on the board of Massachusetts-based weapons manufacturer Raytheon. O’Sullivan is also deeply enmeshed within America’s security state, currently sitting on the Board of Directors of the Council on Foreign Relations and has served as “special assistant” to President George W. Bush (2004-07) where she was “Deputy National Security Advisor for Iraq and Afghanistan,” helping oversee the U.S. invasions and occupations of these nations during the so-called “War on Terror.” O’Sullivan has openly attempted to leverage her position as Harvard Kennedy School to funnel U.S. state dollars into Raytheon: In April 2021, O’Sullivan penned an article in the Washington Post entitled “It’s Wrong to Pull Troops Out of Afghanistan. But We Can Minimize the Damage.” As reported in the Harvard Crimson, O’Sullivan’s author bio in this article highlighted her position as a faculty member of Harvard Kennedy (with the perceived “expertise” affiliation with HKS grants) but failed to acknowledge her position on the Board of Raytheon, a company which had “a $145 million contract to train Afghan Air Force pilots and is a major supplier of weapons to the U.S. military.” Donn Yates who works in Domestic and International Business Development at Boeing’s T-7A Redhawk Program was a National Security Fellow at the Harvard Kennedy School in 2015-16. Don Yates also spent 23 years in the U.S. Air Force. Former Northrop Grumman Director for Strategy and Global Relations John Johns is a graduate of Harvard Kennedy’s National and International Security Program. Johns also spent “seven years as the Deputy Assistant Secretary of Defense for Maintenance establishing policy for, and leading oversight of the Department’s annual $80B weapon system maintenance program and deployed twice in support of security operations in Iraq and Afghanistan.”

The largest U.S. oil firms are also closely interlocked with these top weapons companies, which have also diversified their technological production for the security industry–providing services for pipeline and energy facility security, as well as border security. This means that the same companies are profiting at every stage in the cycle of climate devastation: they profit from wars for extraction; from extraction; and from the militarized policing of people forced to migrate by climate disaster. Exxon Mobil (the 4th largest fossil fuel firm) contracts with General Dynamics, L3 Harris, and Lockheed Martin. Lockheed Martin, the top weapons company in the world, shares board members with Chevron, and other global fossil fuel companies. The Harvard Kennedy School and U.S. Support for Israel

U.S. imperialist interests in West Asia are directly tied to U.S. support of Israel. This support is not only expressed through tax dollars but through ideological and diplomatic support for Israel and advocacy for regional normalization with Israel.

Harvard Kennedy School is home to the Wexner Foundation. Through its “Israel Fellowship,” The Wexner Foundation awards ten scholarships annually to “outstanding public sector directors and leaders from Israel,” helping these individuals to pursue a Master’s in Public Administration at the Kennedy School. Past Wexner fellows include more than 25 Israeli generals and other high-ranking military and police officials. Among them is the Israeli Defense Force’s current chief of general staff, Aviv Kochavi, who is directly responsible for the bombardment of Gaza in May 2021. Kochavi also is believed to be one of the 200 to 300 Israeli officials identified by Tel Aviv as likely to be indicted by the International Criminal Court’s probe into alleged Israeli war crimes committed in Gaza in 2014. The Wexner Foundation also paid former Israeli Prime Minister Ehud Barak–himself accused of war crimes in connection with Israel’s 2009 Operation Cast Lead that killed over 1,400 Palestinians in Gaza–$2.3 million for two studies, one of which he did not complete.

HKS’s Belfer Center has hosted Israeli generals, politicians, and other officials to give talks at Harvard Kennedy School. Ehud Barak, mentioned above, was himself a “Belfer fellow” at HKS in 2016. The Belfer Center also hosts crassly pro-Israel events for HKS students, such as: The Abraham Accords – A conversation on the historic normalization of relations between the UAE, Bahrain and Israel,” “A Discussion with Former Mossad Director Tamir Pardo,” “The Future of Modern Warfare” (which Belfer describes as “a lunch seminar with Yair Golan, former Deputy Chief of the General Staff for the Israel Defense Forces”), and “The Future of Israel’s National Security.”

As of 2022, Harvard Kennedy School’s Belfer Center is hosting former Israel military general and war criminal Amos Yadlin as a Senior Fellow at the Belfer’s Middle East Initiative. Furthermore, HKS is allowing Yadlin to lead a weekly study group of HKS students entitled “Israeli National Security in a Shifting Middle East: Historical and Strategic Perspectives for an Uncertain Future.” Harvard University students wrote an open letter demanding HKS “sever all association with Amos Yadlin and immediately suspend his study group.” Yadlin had defended Israel’s assassination policy through which the Israeli state has extrajudicially killed hundreds of Palestinians since 2000, writing that the “the laws and ethics of conventional war did not apply” vis-á-vis Palestinians under zionist occupation.

Harvard Kennedy School also plays host to the Harvard Kennedy School Israel Caucus. The HKS Israel Caucus coordinates “heavily subsidized” trips to Israel for 50 HKS students annually. According to HKS Israel Caucus’s website, students who attend these trips “meet the leading decision makers and influencers in Israeli politics, regional security and intelligence, the Israeli-Palestinian conflict, [and] the next big Tech companies.” The HKS Israel Caucus also regularly hosts events which celebrate “Israel’s culture and history.” Like the trips to Israel they coordinate, HKS Israel Caucus events consistently whitewash over the reality of Israel’s colonial war against the Palestinian people through normalizing land theft, forced displacement, and resource theft.

Harvard Kennedy School also has numerous ties to local pro-Israel organizations: the ADL, the JCRC, and CJP.

The Harvard Kennedy School’s Support for Saudi Arabia

In 2017, Harvard Kennedy School’s Belfer Center announced the launch of “The Project on Saudi and Gulf Cooperation Council Security,” which Belfer stated was “made possible through a gift from HRH Prince Turki bin Abdullah bin Abdulaziz Al Saud of Saudi Arabia.” Through this project, Harvard Kennedy School and the HKS Belfer Center have hosted numerous events at HKS which have promoted Saudi Arabia as a liberalizing and positive force for security and stability in the region, whitewashing over the realities of the Saudi-led and U.S.-backed campaign of airstrikes and blockade against Yemen which has precipitated conditions of mass starvation and an epidemic of cholera amongst the Yemeni people.

The Belfer Center’s Project on Saudi and Gulf Cooperation Council Security further normalizes and whitewashes Saudi Arabia’s crimes through its “HKS Student Delegation to Saudi Arabia.” This delegation brings 11 Harvard Kennedy School students annually on two-week trips to Saudi Arabia, where students “exchange research, engage in cultural dialogue, and witness the changes going on in the Kingdom firsthand.” Not unlike the student trips to Israel Harvard Kennedy School’s Israel Caucus coordinates, these trips to Saudi Arabia present HKS students with a crassly propagandized impression of Saudi Arabia, shoring up support for the “Kingdom” amongst the future leaders of the U.S. security state which HKS seeks to nurture.

THE MAPPING PROJECT’S Mission

The vast network outlined above between the Harvard Kennedy School, the U.S. federal government, the U.S. Armed Forces, and the U.S. weapons industry constitutes only a small portion of what is known about HKS and its role in U.S. imperialism, but it is enough.

The Mapping Project demonstrates that the Harvard Kennedy School of Government is a nexus of U.S. imperialist planning and cooperation, with an address. The Mapping Project also links HKS to harms locally, including, but not limited to colonialism, violence against migrants, ethnic cleansing/displacement of Black and Brown Boston area residents from their communities (“gentrification”), health harm, policing, the prison-industrial complex, zionism, and surveillance. The Harvard Kennedy School’s super-oppressor status – the sheer number of separate communities feeling its global impact in their daily lives through these multiple and various mechanisms of oppression and harm – as it turns out, is its greatest weakness.

A movement that can identify super-oppressors like the Harvard Kennedy School of Government can use this information to identify strategic vulnerabilities of key hubs of power and effectively organize different communities towards common purpose. This is what the Mapping Project aims to do–to move away from traditionally siloed work towards coordination across communities and struggles in order to build strategic oppositional community power.

Appendix: The Death Toll of U.S. Imperialism Since World War 2

A critical disclaimer: Figures relating to the death toll of U.S. Imperialism are often grossly underestimated due to the U.S. government’s lack of transparency and often purposeful coverup and miscounts of death tolls. In some cases, this can lead to ranges of figures that include millions of human lives–as in the figure for Indonesia below with estimates of 500,000 to 3 million people. We have tried to provide the upward ranges in these cases since we suspect the upward ranges to be more accurate if not still significantly underestimated. The Immovable Black Lumpenproletariat: The Futility of White-Supremacist, State-Sanctioned Indictments of Black Factions and Gangs

“Though I cannot condone it, much of the violence inflicted on my gang rivals and other blacks was an unconscious display of my frustration with poverty, racism, police brutality and other systemic injustices routinely visited upon residents of urban black colonies such as south central Los Angeles. I was frustrated because I felt trapped. I internalized the defeatist rhetoric propagated as street wisdom in my hood that there were only 3 ways out of south central, migration death or incarceration. I located a fourth option: incarcerated death.”

It should be made clear, if in any case there was no critical observation of the phenomena, that in our (to use ancestor bell hooks’ phrase) ‘imperialist, colonial settler, white supremacist, capitalist, cisheteropatriarchal society,’ Black people (of all ages and gender identities) are under ceaseless exploitation and violence via surveillance, harassment, instigations, and so on. With attention to Black-led organizations, factions, collectives, and in this case particularly, Black gangs, there is unquestionably a white-supremacist outroar from racists (media or otherwise), who deem these communities a threat to the status quo.

Fuck respectability politics and fuck civility; and this is to say that regardless of the objective of a Black collective, be it as revolutionary as the Black Guerilla Family (BGF), a Marxist-Leninist group that originated in San Quentin State Prison and was founded by ancestor George Jackson in 1966 or the National Association for the Advancement of Colored People (NAACP) founded by ancestor Ida B. Wells, W.E.B. Du Bois, and several other members in 1909, we’re niggas at the end of the day.

While we can present arguments for what this statement means is not the point, but rather, the sociohistorical result of change that is assuredly established when Black people have long struggled for: Black Liberation. Black history is every day. Black history in itself chronicles resistance, togetherness, unfettered joy, solidarity, commonality, righteous insurgence, mutuality, love—humanism, notably the urgency for Black self-defense against the white-supremacist police state.

Let us also highlight that, in spite of these elements, we recognize the settler-fascistic entities that have been responsible for the many deaths, infightings, conspiracies, and consistent destabilizations of Black-led movements, organizations, and to this day, Black gangs. Prior to the Black Panthers — and what many of us know in modern day as Crips and Bloods, were their historical predecessors, The Slausons, The Businessmen, and The Gladiators, Black-led gangs that originated in Los Angeles during the 1940s. The sociopolitical function of these gangs were a direct response against white-supremacist gangs like the Spook Hunters, who regularly terrorized Black people because of the growing Black population at the time— white flight.

In the 1960s and 70s, an example of this is Kwanzaa’s founder, Ron Karenga, who was not only a violent, self-hating misogynist responsible for kidnapping and torturing Black women, but also, an agent of fascist J. Edgar Hoover’s COINTELPRO, who exacerbated the infighting between the Black Panthers and the US Organization. Subsequently, this led to the murders of four members of the Black Panthers, whose names went by John Huggins, Sylvester Bell, Alprentice “Bunchy” Carter and John Savage.

Around the same time the Black Power movement was building momentum, the Gangster Disciples, founded by Larry Hoover, were a Black-led faction based in Chicago in the 1970s and 80s. In the same way, the Black Disciples, founded by David Barksdale, were another Black faction based in Chicago that was created at the grassroots, organizing projects such as the free breakfast program for the community and marching together with Martin Luther King, Jr. in 1966:

On Aug. 5, 1966, in Marquette Park, where King was planning to lead a march to a realtor’s office to demand properties be sold to everyone regardless of their race, he got swarmed by about 700 white protestors hurling bricks, bottles and rocks. One of those rocks hit King, and his aides rushed to shield him.

Stanley Tookie Williams, who co-founded the Crips alongside Raymond Washington in 1971, established a groundwork in which Black folk would defend themselves and their communities from neighboring adversaries in Los Angeles. Similarly, the Bloods, created by Sylvester Scott, were later created as a direct response in opposition to the Crips. Contrary to this occurrence, the remarkable moments in Black history where Bloods and Crips, despite their incendiary rivalries against each other, have come together in solidarity to protest state-sanctioned police violence against Black people. To echo the sentiment of George Jackson in his book, Soledad Brother: The Prison Letters of George Jackson:

Settle your quarrels, come together, understand the reality of our situation, understand that fascism is already here, that people are already dying who could be saved, that generations more will live poor butchered half-lives if you fail to act. Do what must be done, discover your humanity and your love in revolution.

We highlight instances of collective protest in Atlanta, the unity of rival Bloods and Crips gangs taking place after the beating of Rodney King in Los Angeles in 1992, unity between Bloods, Crips, and the Nation of Islam in Baltimore, who banned together in honor and righteous vengeance against the state-sanctioned murder of Freddie Gray, Newark, New Jersey and a March For Peace in The Bronx that was led by rival gangs inspired by the wrongful murder of Nipsey Hussle.

Bringing further attention to the history of white supremacist, State-sanctioned violence toward Black people in the US and across the world, we understand that surveillance and more specifically, indictment, an arbitrary charge or accusation of a crime, is no new concept to us. To be Black itself is a crime in the world. In the article, Black is Crime: Notes on Blaqillegalism, writer Dubian Ade states,

What a crime it is to be Black. To have the police be called on you for sitting in a restaurant, for grilling at a cookout, selling water, going to the pool, taking a nap, standing on the corner; to be Black and to have the presence of one’s very own body break the law and to know at any given moment a police officer can slam you to the ground and cuff you for resisting arrest, which is to say, arrest you for absolutely no reason at all. Blackness carries this implication that a law is or has been broken and is about to be broken in the future. It is the color and sign of criminal activity under white supremacist capitalism used to justify the mass incarceration and extra-judicial murder of Black people by and large. But what are the origins of this strenuous relationship between Blackness and the law? In what ways is Black criminalization constituted under the state? And if Blackness is already criminalized in the eyes of the law, what are the features of already existing Black illegal forms and what might the theoretical contours of Black illegalism (Blaqillegalism) that is principled and above all revolutionary look like?

Ancestor Huey P. Newton has already answered this question of Black criminality:

…existence is violent; I exist, therefore I am violent in that way.

To emphasize, the carceral State spares no Black human being. To name a few, learn about Mutulu Shakur, stepfather of Tupac Amaru Shakur and a member of the Black Liberation Army, who was just released from prison in December of last year after serving 60 years in prison; he was informed he only has a few months to live due to terminal cancer in April. Another is Marshall “Eddie” Conway, an elder of the Black Panther Party, who was sentenced to serving 43 years to life in prison for self-defense. Look to the instance of Tay-K, who was 19 at the time he was indicted and sentenced to 55 years in prison. 23-year old YNW Melly, who was indicted and is facing the death penalty. Look at the wrongful indictments of YSL and Young Thug and GunnaSheff G, Sleepy Hallow, 8 Trey Crips and 9 Ways — Woos and the Choos, the YGz and Drilly indictment and now 19-year old Kay Flock, who was just indicted with the death penalty being listed as a possible charge.

I repeat, the death penalty.

Where else have we heard the inhumane sentencing of young Black and Brown children and teenagers across AmeriKKKa?

Recall the wrongful conviction of 14-year old George Stinney in 1944, who the carceral State put to death by electric chair for allegedly murdering two white girls. The antiBlack State ritualistically likens itself to heroism and yet, their actions remain wickedly ironic because it has always been the State that has not been held accountable for its innumerable human rights violations against Black people. As long as the antiBlack State exists, there is no transformative recourse for Black lives (especially Black children and Black teenagers).

By the same token, it is far too reductive (and victim-blaming) to present cases that serve as counterarguments to the material reality in which Black children and adults are continuously subjected to. With Malcolm X’s truism, by any means necessary in mind, often many Black folk are left with no choice to navigate this colonial-settler, white-supremacist world in the best ways we can as a means of not only defending ourselves and our communities against the white-supremacist power structure, but also surviving under it. Black feminist and scholar, bell hooks, highlights the two-sidededness of this racial, socio-existential dilemma in her text, We Real Cool: Black Men and Masculinity:

In today's world, most upwardly mobile educated black males from privileged class backgrounds share with their poor and underclass counterparts an obsession with money as the marker of successful manhood. They are as easily corrupted as their disenfranchised brothers, if not more so because the monetary stakes, as well as the rewards in their mainstream work world, are higher…assimilated black males who are “white identified” find it easier to submit to fickle arrogant white males (and white female bosses) in the workplace. However, most black males suffer psychologically in the world of work whether they make loads of money or low wages from overt and covert racially based psychological terrorism.

Young beautiful brilliant black power male militants were the first black leftists to loudly call out the evils of capitalism. And during that call they unmasked wage slavery, naming it for what it was. Yet at the end of the day a black man needed money to live. If he was not going to get it working for the man, it could come from hustling his own people. Black power militants, having learned from Dr. King and Malcolm X how to call out the truth of capitalist-based materialism, identified it as gangsta culture. Patriarchal manhood was the theory and gangsta culture was its ultimate practice. No wonder then that black males of all ages living the protestant work ethic, submitting in the racist white world, envy the lowdown hustlers in the black communities who are not slaves to white power.

I have strong abolitionist sympathies and feel as though a potential alternative to the futility—the inherent uselessness of incarceration—of imprisoning Black children—Black people, is divesting money from state to state and putting the funds toward building transformative rehabilitation centers across the country similar to the Success Stories Program. As stated in their mission and values statement, the primary focus of the Success Stories program is this:

Our mission is to provide an alternative to prisons that builds safer communities by delivering feminist programming to people who have caused harm.​ We envision a world free of prisons and patriarchy as the dominant culture. We build a world where harmful behavior is seen as a symptom of patriarchy to be transformed, in the community, by our program and others like it.

What happens when the State persistently (and wrongfully) indicts Black women, men, queer folk, and children for so-called “crimes” will never resolve anything — it will never curtail anything. We are looking at a generational passing down of Black factions (of the newer generation) that will continue to repeat itself. These factions, which are defined as a group or clique within a larger group, party, government, organization, or the like, typically having different opinions and interests than the larger group, are often born out of an aversion to episodic, economic violence, impoverishment, governmental negligence, fascist police violence, —the white establishment and a yearning—a desperation to belong (commonly by homosocial bonding) to establish camaraderie between one another. In other words, regardless of how many indictments the State puts on Black people, the lumpenproletariat collectives that the State has destabilized will naturally be reborn out of generational factions in our continued struggle against the deathly whims of the US Empire.

The Marxist Theory of the State: An Introduction

Our understanding of the state lies at the heart of our struggle to create a new society and fundamentally eliminate the oppression, exploitation, war, and environmental destruction characteristic of capitalism. In a socialist state, people collectively manage society, including what we produce, how much we produce, and the conditions of our work, to meet the needs of the people and the planet. Under capitalism, the state is organized to maintain the capitalist system and the dictatorship of a tiny group of capitalists over the rest of us through the use (or threat) of violent force and a range of institutions that present capitalism as “common sense.” The primary function of the capitalist state is to protect itself, which means it manages contradictions within the capitalist class and between their class and the working class.

This article serves as an introduction to the state, an essential matter for all justice-minded people to understand, as it determines our objectives, strategies, and tactics. It begins by debunking the ideology of the capitalist state as an impartial mediator to resolve antagonisms between and among classes by explaining the Marxist theory of the state and its role in maintaining–and overthrowing–exploitation and oppression.

The U.S. state has always been “deep” in that it is a highly centralized and predominantly unelected organization with an expansive set of institutions that has facilitated the rule of capital in the face of a variety of changes and through centuries of turmoil. The foundational elements of the state are repressive, such as the police and prison system, while others are ideological in that they reproduce capitalist consciousness and social relations, such as the news media. Because not all capitalist states function in the same manner, we examine the different forms states can take as well as the foundational differences between capitalist and socialist states.

Creating a socialist state is necessary to realize our collective desire for an end to all forms of oppression and exploitation. The socialist state works to eliminate racist police oppression and mass incarceration, to protect the health of our planet against capitalist and imperialist pollution, and to create a society in which differences in all kinds of identities do not mean differences in power. We can’t defend, let alone advance, the world we need without state power, a power that not only represses the former exploiters and oppressors but also produces a new kind of society and consciousness—a state that protects the interests of the many over those of the few. Ultimately, for communists, the goal of the socialist state is to render itself obsolete, which is only possible after the elimination of class society.


Debunking the capitalist myth of the state

The state extends beyond what we think of as the “government” of a country and includes all of the structures the capitalist class uses to maintain its control. In the U.S., the capitalist class holds state power, whereas the working class holds state power in China and Cuba. To have “state power” does not mean that the ruling class, whether capitalist or working class, can meet its own needs perfectly or without limitation. Put simply, the state is the instrument through which class interests are pursued.

At its core, the capitalist state includes apparatuses like the police, the courts, the prisons, and the military, forces necessary for enforcing the will of a tiny clique of capitalists over the masses of workers. The capitalist state also includes administrative offices, social services, school systems, media, mainstream political parties, cultural institutions, and more [1]. If this view of the state seems broad, it is because Marxists do not define the state as capitalists do.

The U.S. capitalist class popularizes a particular view of the state, especially the democratic state, as “a neutral arena of debate” [2]. In this so-called neutral arena, the government arbitrates between the conflicting interests of society through a set of “fair” laws, and it enforces those laws evenly and rationally. According to this view, any violation of the law or injustice in society is simply a mistake to be corrected through the state’s existing avenues through, for example, presidential elections or the Supreme Court. This view is ultimately a fairytale, one that “lulls the ordinary person to sleep,” in the words of the leader of the world’s first socialist state, Vladimir Lenin. It lulls us to sleep “by obscuring the important and basic fact, namely, the split of society into irreconcilably antagonistic classes” [3].

Marxists recognize that our lives are shaped by one basic fact: society is divided into two classes with irreconcilable interests. The capitalist state is organized to protect the interests of the capitalist: the accumulation of ever-greater profits by increasing the exploitation of workers and preventing our class from uniting and fighting for a new system. The working class’s primary interest is reducing our exploitation and eliminating all forms of oppression and bigotry so we—alongside our families and communities—can flourish. The state is not a timeless or abstract entity governing a given territory. The state emerges at a certain point in human history: it arises alongside the division of societies into classes, between the rulers and the ruled, the owners and the workers, the slavers and the enslaved. The state develops from within a society, as Friedrich Engels wrote, when it “is cleft into irreconcilable antagonisms which it is powerless to exorcise.” The state emerged to mitigate such antagonisms, or “to moderate the conflict and keep it within the bounds of ‘order’” [4]. The capitalist ideology of the state guards these bounds of order to ensure it is the only available avenue for change.

The U.S. state’s history and present debunk the capitalist mythology of the state as a neutral arbiter, revealing that it is actually made up of organs, or institutions, designed to maintain the domination of capitalists. The U.S. state was established by slave-owning and merchant capitalist founders, later developed by industrial and monopoly capitalists [5]. The ruling class is not a homogeneous entity and the state manages the competing interests of different capitalists to protect capitalism and the existence of the state itself.

Currently, the U.S. capitalist class uses the democratic-republic state as its “organ” or form of governance. Instead of a path beyond capitalism, the democratic-republic form of the state offers the “best possible political shell for capitalism,” allowing the state to feign innocence while ensuring that “no change of persons, institutions, or parties in the bourgeois-democratic republic can shake it” [6]. Lenin provides a lasting Marxist definition of the state:

“According to Marx, the state is an organ of class rule, an organ for the oppression of one class by another; it is the creation of “order,” which legalizes and perpetuates this oppression by moderating the conflict between classes” [7].

No matter its class character, the state is a tool of a class. For Marxists, the key distinction between types of states is their class character. For capitalist theorists, types of states are distinguished by their level of democracy versus authoritarianism, while ignoring the class character of both. They therefore cannot recognize the existence of capitalist authoritarianism within capitalist democracies, nor recognize working class democracy within so-called authoritarian socialist states. The U.S provides a clear example that debunks the myth of the state as a neutral arbiter and demonstrates the authoritarianism of capitalist-democratic states. It demonstrates that the state is made up of institutions designed to maintain the rule of capitalists.

Order is reserved for the wealthy since all working people live in a constant state of precarity, uncertainty, and insecurity to varying degrees. Chaos determines the life of the working person in the United States. For instance, the poor are terrified of the police and despise them for their abuses of power. The police murder over 1,000 people every year and most occur in non-violent situations like traffic stops or mental health crises. Racial oppression is part of the lived experience of the working class. As Stuart Hall put it, in many countries, “Race is the modality in which class is lived” [8]. In the U.S., Black people are not only more likely to be killed by the police but are also more likely to be unarmed and peaceful while being killed [9]. Instead of delivering justice when innocent Black people are killed, the courts often work with the police to legitimize the injustice done. The U.S. state only charges 2% of officers who commit murders with any sort of crime, and the courts convict officers in less than 1% of cases [10].

While the state’s prison system fails to take murderous police off our streets, it is efficient at jailing harmless working people. Despite having only 4.4% of the world’s population, the U.S. holds 22% of the world’s prisoners. Over 70% of those prisoners are either non-violent or have not yet been convicted of a crime [11]. And 38% of U.S. prisoners are Black, despite Black people only making up 12% of the population [12]. The social cost of the capitalist system’s violent state apparatuses is immeasurable: families are broken up; children are left without parents; generations become trapped in cycles of trauma, crime, and poverty. This is merely one example of how the capitalist class uses the state to legalize and perpetuate the oppression of working people in the U.S. Far from embodying the fairy tale of a “neutral arbiter” and enforcer of fair laws, the U.S. state is used by the capitalist class to hold down the working class, of which Black people are a crucial part.


Repressive and productive state organs

Marx, Lenin, and other revolutionaries often use the word “organ” to describe the state and its constituent elements. This bodily metaphor is helpful. The organs in our bodies are made up of cells, tissues, and arteries which work together to fulfill particular functions (e.g., the heart pumps blood, the lungs absorb oxygen, etc.). Each organ depends on and helps the other organs to achieve their objective—the body’s survival and reproduction. The pipes and chambers of the heart are made to pump blood, and the airways and sacs of the lungs are made to absorb oxygen in order to reproduce the body. Just like a bodily organ, the state is made up of various elements, or apparatuses, as well. State apparatuses are guided by the objective of the survival and reproduction of the ruling class and its system of domination and exploitation.

Marxists understand the State as primarily a repressive apparatus that uses the force of the courts, police, prisons, and military to ensure the domination of one class over others. The repressive state apparatus contains the violent institutions that work to maintain ruling class power. All in all, the repressive state apparatus functions by direct threat, coercion, and force.

The class in power does not only exercise its control by armed force and physical coercion. In addition to ruling the “material force of society,” as Marx and Engels wrote in 1845-1846, they also rule “the means of mental production,” such that they “rule also as thinkers, as producers of ideas” [13]. Because the capitalist class owns the material forces of society, which include those that produce and distribute knowledge, they wield immense control over the overall consciousness of capitalist society, so “generally speaking, the ideas of those who lack the means of mental production are subject” to capitalist ideology [14]. Marx and Engels do not mean that the oppressed are not intellectuals. A few paragraphs later, they write that “in ordinary life every shopkeeper” possesses intellectual capacities that “our historians have not yet won” [15].

Since the time of Marx and Engels’ writing on ideology, many capitalist states, particularly in their more developed forms, have generated and utilized more sophisticated and subtler means of maintaining the dominance of their ideology over society. Louis Althusser built on Marx and Engels’ work on ideology and class struggle by detailing many of their contemporary forms. These “Ideological State Apparatuses include all those elements that reproduce the dominance of the ruling-class ideology, like the school system, the media, mainstream parties, cultural organizations, think-tanks, and so on [16]. The same class that owns the means of production—the factories and banks, telecommunications networks and pharmaceutical corporations—also owns the newspapers, television stations, and movie studios. Globally, six parent companies control 90% of everything we listen to, watch, and read [17].


Schooling illustrates the vulnerability of capitalist rule

A key purpose of ideological state apparatuses is to make the prevailing order of things appear natural and timeless, to justify capitalism as the final stage of human history, and to normalize exploitation and oppression. In the U.S. and other capitalist states, the educational ideological apparatus is a central one in that it produces future workers with the necessary skills, knowledge, habits, and attitudes to fulfill their place in the overall social system. The school system “takes children from every class at infant-school age, and then for years, the years in which the child is most ‘vulnerable’… it drums into them, whether it uses new or old methods, a certain amount of ‘know-how’ wrapped in the ruling ideology” [18]. What this means is that the skills schools teach children—from arithmetic and literature to engineering and computer coding—are just as important as the “the ‘rules’ of good behaviour” and “morality, civic and professional conscience, and ultimately the rules of the order established by class domination” that they teach [19].

In their study of the relationship between schooling and capitalism in the U.S. in the mid-20th century, Samuel Bowles and Herbert Gintis found that schools reproduce capitalist relations not by the deliberate intentions of individual teachers or administrators, but by how “the relationships of authority and control between administrators and teachers, teachers and students, students and students, and students and their work replicate the hierarchical division of labor which dominates the workplace. The rule orientation of the high school reflects the close supervision of low-level workers; the internalization of norms and freedom from continual supervision in elite colleges reflect the social relationships of upper-level white-collar work. Most state universities and community colleges, which fall in between, conform to the behavioral requisites of low-level technical, service, and supervisory personnel” [20].

Many U.S public and charter schools, especially those in working-class and oppressed neighborhoods, require students to enter school through metal detectors, use video surveillance in hallways and classrooms, and subject students to regular searches of their bodies and property. This is captured by the concept of the “school-to-prison pipeline” or even the “school-as-prison” given the criminalization of everything from talking loudly in class to minor pranks and the overwhelming presence of cops in schools [21].

The educational apparatus highlights two things. First, as the example of highly securitized and policed schools indicates, there is no hard, fast, or permanent line dividing repressive from ideological apparatuses. Second, the primary distinction between the ideological arms of the state and its repressive core is that the latter are permanent and secure whereas the former are more vulnerable and, therefore, more receptive to change in the face of class struggle.

Bowles and Gintis’ correspondence theory highlighted above is perhaps less important than their repeated affirmation that people’s intervention in education and society contributes to revolution. The book’s argument is against those who believe education is sufficient for revolutionary change and their theoretical, historical, and empirical analysis leads them to the finding “that the creation of an equal and liberating school system requires a revolutionary transformation of economic life” [22]. They conclude their study with strategies for socialist education and teachers and, importantly, frame the overarching aim of socialist education under capitalism as “the creation of working-class consciousness” to contribute to building a socialist revolution.

Highlighting the fragility of ideological state apparatuses, Bowles and Gintis argue class-consciousness isn’t “making people aware of their oppression” because “most people are all too well aware of the fact of their oppression” [23]. The idea that if we study and focus on school, get into a good university, and “buckle down” will make our lives better lacks any material basis. Schools aren’t mechanically indoctrinating students into capitalist ideology or meritocracy. Students are thinking critically, increasingly open to the solutions required to eliminate oppression, and are even organizing against policing in schools on their own [24].


Democracy: The best possible organ for capitalism

The “organ” as a metaphor underscores the role of state apparatuses in maintaining stability for the ruling class. Organs are interdependent living and evolving entities that, together, each play a part in maintaining the body’s homeostasis, which means preserving stability in the face of changing external circumstances. It’s the same with the state, as the state’s goal is to maintain stability for the ruling class by adjusting to conflicts both within and between classes.

As Marx and Engels first put it in The Communist Manifesto, “the executive of the modern state is but a committee for managing the common affairs of the whole bourgeoisie” [25]. Among the tasks of the bourgeois state is to manage conflicts within the capitalist class. This happens, for example, when there is a conflict between the interests of an individual capitalist and the capitalist system as a whole. If it were up to individual capitalists, they would destroy their source of surplus-value (workers) and the environment, which would be detrimental to the survival of capitalism. This is why the state also manages conflicts within the ruling class itself, stepping in to hold individual capitalists or firms “in check” in the interests of capital overall as an economic and political system..

The capitalist state also intervenes when it is faced with the threat of revolt. Legislation regulating the working day, for example, was meant to hold back “the passion of capital for a limitless draining of labour-power” and was motivated by “the working-class movement that daily grew more threatening” [26]. This is one reason why Marx, Engels, and Lenin argued that governance via bourgeois democracy was the most effective way to ensure capital’s rule. Far from inhibiting capitalism, the democratic republic is the most effective political form for capitalism insofar as power is exercised through complex mechanisms and several avenues for popular “participation” and “input.” The more secure the power of the ruling class is, the less it needs to rely on brute force.

This doesn’t mean that democracy is irrelevant to our revolutionary project. In fact, it is quite the opposite: historically, socialist struggles have always emerged from demands for basic democratic rights. Winning those rights helps us experience our power to change society. Socialist movements in the anti-colonial world and within the U.S. have often been waged in the name of a fake “democracy,” which reserves the rights it espouses for the rich. The distinguishing factor is the class character of democracy: there is the democracy of the capitalist class and the democracy of the working class, which is socialism. Revolutionaries are interested in democracy of, for, and by the working class.


From perfecting, to seizing, to smashing the capitalist state

In The Communist Manifesto, written in 1847-1848, Marx and Engels address the topic of the state in the communist project, but in an abstract sense. As historical-materialists, their conception of the state and its role in revolution evolved along with the class struggle. In particular, the defeats of the 1848 revolutions and the 1871 Paris Commune compelled them to refine their approach to the state.

The Paris Commune was the world’s first proletarian government which lasted for 72 days in 1871. Decades of war, discontent, and radicalization led to the working-class takeover of Paris. The Parisian workers elected a council from the various wards of the city and organized public services for all its two million city residents. Their first decree was to arm the masses to defend their new proto-state. They erected a “fuller democracy” than had ever existed before and instated deeply progressive, feminist, worker-centered decrees [27]. But before the Commune could develop into a state, they were overthrown by an alliance of the bourgeoisie and the aristocracy, whose armies killed tens of thousands of workers.

In the wake of this unspeakable tragedy, the martyrs of the Commune left behind a crucial lesson: after overthrowing the capitalist state, a new worker’s state must be developed, and it must be defended fiercely from the former ruling class. The next year, Marx and Engels wrote a new preface to The Communist Manifesto explicitly drawing out the lesson: “One thing especially was proved by the Commune: that the working class cannot simply lay hold of the ready-made State machinery, and wield it for its own purposes” [28.] Lenin adds that “it is still necessary to suppress the bourgeoisie and crush their resistance,” and the Commune’s failure to do this was “one of the reasons for its defeat” [29]. These lessons were pivotal in the later successes of the Bolshevik Revolution, as well as the subsequent revolutions of the colonized peoples.

Today, some people interested in alternatives to capitalism hope we can build socialism through the legislative and electoral arena, avoiding a large-scale social revolution altogether [30]. We can and should pass legislation to curb campaign financing, increase taxes on the rich, and grant universal healthcare, all of which would be welcome improvements to the majority of our class. Yet such piecemeal reforms cannot produce the wholesale social transformation we need; the capitalists will attack progressive reforms at every opportunity and our class doesn’t have the state to enforce such legislation. The capitalist class, like every ruling class, will not allow their replacement by another class through their own state. We saw, for instance, how the Democratic Party manipulated elections to keep Bernie Sanders out of the presidential race. Any transformation of the capitalist state via reforms will also be impermanent because the people’s hard-fought gains can always be stolen by undemocratic bodies like the Supreme Court. For instance, the abortion rights we won in the 1970s were stolen from us in 2022 by the Supreme Court. To root deep and permanent transformations, we need to set up a workers-state, and we need to defend it.

The “committee for managing the common affairs of the whole bourgeoisie” cannot handle the tasks required to develop a new society for working and oppressed peoples. Just as the same bodily organ cannot perform two completely different tasks—the heart cannot be made to breathe, and the lungs cannot be made to beat—neither can the same state perform two completely different functions. The function of the socialist state in the U.S. will be to meet the needs of its people and the planet, and the function of the capitalist state is to meet the profit-seeking needs of the capitalists. Thus, the capitalist state cannot be transformed simply through seizure—it must be destroyed and replaced by a new workers’ state.


The socialist state and its withering away

The socialist state differs from the capitalist state in two crucial ways. First, it is the state of the majority and not of the minority, and second, it is a transitory apparatus unlike the capitalist state that, because it maintains class contradictions, foresees no end. To the first point, the capitalist state protects the material interests of a tiny fraction of society and holds down the vast masses of the people from revolting against them. The capitalist state must ensure that hundreds of millions of people endure their poverty and precarity without stopping production. Even though workers are the producers of all the value, we do not realize the fruits of our contributions. The capitalists do not produce any value, and so their status in society is structurally illegitimate. To maintain this lopsided situation, the capitalist state had to develop violent and ideological state apparatuses. The socialist state’s apparatuses will be drastically less violent, since they will need to repress only a tiny minority, while directing most of their energy to meeting the needs of the people.

To the second point of difference: the capitalist state claims to be at its final stage of history. By contrast, the final aim of the socialist state is to render itself irrelevant. It serves only as the transitory apparatuses that will deliver humanity to classless society. While the capitalist state has no plan for improving itself, or for solving the contradictions that envelop it, the socialist state is built with the self-awareness that it is not at the highest stage of humanity.

The transition from a workers-state to a classless society is important, given that class antagonisms and special oppressions do not disappear overnight. Remnants of the old order lay in wait for the opportune moment to rise up and counter-revolt, and they are often aided by imperialists abroad. The state must persist until “the resistance of the capitalists has been completely crushed, when the capitalists have disappeared, when there are no classes” [31]. Without exploitation and oppression, the state is no longer necessary. This transitional period will depend on the existing material conditions and can’t be determined in advance: “By what stages, by means of what practical measures humanity will proceed to this supreme aim we do not and cannot know,” Lenin wrote [32].

The main principle is that the socialist state would transform social relations, grow the productive forces of society, eliminate material scarcity, and then itself “wither away into the higher phase of communism” [33].  No socialist state, historical or present-day, has been able to move past the state.


Conclusion: Our role in the “belly of the beast”

The Soviet Union lived and died as a state, and Cuba and China have been states for 60 and 70 years. Because socialist revolutions occurred not in the imperialist or advanced capitalist countries but in the colonial, semi-colonial, and less industrially-developed ones, the process of building up the productive forces required for socialism was and is protracted. Further, given that the Bolsheviks faced imperialist interventions by 14 countries almost immediately, they had to strengthen their state. Throughout its existence, the USSR had to “defend its revolution from overthrow in a world still dominated by imperialist monopoly capitalism” [34]. Cuba has been under the most extreme trade embargo in existence at the hands of the U.S. since its birth and has withstood numerous counterrevolutionary attempts. The embargo is meant to suffocate and isolate the people of Cuba, and to incite a counterrevolution. Still, the people of Cuba support their government because of its tireless efforts to meet their needs under difficult circumstances which are outside of its control. The U.S.’s newest target for which it is preparing for military confrontation is China with the goal of overthrowing the Communist Party; to defend the gains of the Chinese Revolution, China must fortify their revolution through the state [35].

Despite immense pressure from the U.S. capitalist class, socialist states have been able to win immense victories. China, for instance, eradicated extreme poverty in what was “likely the greatest anti-poverty program achievement in the history of the human race” [36]. Cuba recently redefined the family through the passage of its new Families Code, written democratically and passed by popular referendum. The Code expands the rights of the most oppressed: women, children, LGBTQ people, and the elderly. For these socialist states to flourish, and to eventually wither away, imperialism must first be defeated.

Imperialism is blocking the development of socialist states and projects everywhere. As organizers in the U.S., it is our special duty to make socialist revolution in our country so that we may not only free ourselves, but also free our siblings around the world from the scourge of U.S. imperialism.  Once society is organized “on the basis of free and equal association of the producers,” we “will put the whole state machinery where it will then belong–into the museum of antiquities, next to the spinning wheel and the bronze ax” [37]. This is the communist horizon, in which the people through their state organs fulfill our dreams of organizing society in our own name.

State Repression Targets the "Stop Cop City" Movement

Cop City is an effort to ensure that state violence will bring the most draconian methods to bear against Black people. State violence is also being used proactively, in an effort to end opposition to this creation of Atlanta's white ruling class and their errand boys and girls who ostensibly control a fake mecca for Black people.

Atlanta, Georgia is no mecca. The idea that it is a “good for Black people” city is a lie. Atlanta is little more than a glorified plantation where powerful white people give directions to the Black people they choose to be overseers. The power of the latter group is severely limited of course. They can always be counted on to act on behalf of the white power structure they serve.

No one should be shocked that members of the Atlanta City Council listened to hours of impassioned testimony from their constituents opposing what they call a Public Safety Training Center yet still voted to approve an initial $31 million expenditure by a vote of 11 to 4. The center is commonly and more accurately known as Cop City and thousands of people have mobilized to keep it from being built.

In the days before the vote the degree of official perfidy was revealed when the public were informed that the estimated cost for the center was more than double what they had been told. The cost to the city is $67 million , and not the $30 million figure that has been stated ever since the project was announced.

The state of Georgia and their Atlanta lackeys swung into action after the budgetary fraud was exposed and arrested three organizers of the Atlanta Solidarity Fund , a bail fund used to support protesters who have been arrested. The city and state had already mobilized brute force, killing one protester, Manuel Paez Teran, with 57 bullet wounds and charging others with terrorism. Before the bail fund arrests, three other organizers were charged with felony intimidation of an officer when they shared already public information which identified the killer police.

Atlanta Solidarity Fund organizers were arrested by a SWAT team and charged with charity fraud and money laundering because they reimbursed themselves for expenses. Judge James Altman released the three on $15,000 bond each. “Paying for camping supplies and the like? I don’t find it very impressive. There’s not a lot of meat on the bones of the allegations that thousands of dollars are going to fund illegal activities.”

But the city of Atlanta and the state of Georgia are not alone in their acts of repression. The federal Department of Homeland Security has also weighed in calling protesters “militants” who they say comprise a “violent far-left occupation.” When the DHS report was made public, online access was suddenly removed.

Cop City would be more than a police training center. The 85-acre site would be a mock city, used to train police in “crowd control,” methods. It would be a militarized policing center training law enforcement from around the country. Cop City is a response to the 2020 protests which sprang up across the country after the police killing of George Floyd and the protests in Atlanta which took place after the killing of Rayshard Brooks. The reaction against the new movement was swift and Atlanta’s local oligarchs demanded that their Black figureheads do something to ensure that any further protests be met with the harshest measures possible.

Yet the people of Atlanta weren’t fooled, and they lined up for hours to give testimony before their so-called representatives who don’t really want to hear from them. Atlanta resident Robell Awake spoke for many when he said, “I cannot believe I am standing here, pleading with you not to spend the tax dollars of a Black city, to tear down a forest in a Black neighborhood, to increase the policing and caging of more Black people. All this in a city with Black leadership. It breaks my heart.”

As we have said many times at Black Agenda Report, we don’t have Black political leadership in this country. We have misleadership, a corrupt buffer class who do the bidding of Black people’s enemies while pretending to be our representatives.

The next step in stopping the Cop City scam is to put a referendum on the ballot. Organizers must secure 75,000 signatures from registered voters within the next two months in order to give voters a voice in the process. Direct democracy is the tool, but the same people who use SWAT teams to arrest organizers won’t stop either.

Cities, states, and the federal government will all work together at the behest of the ruling class whenever the people choose to act in favor of their own interests. They will bring terrorism charges, kill protesters, and buy off politicians in order to get what they want. As always, the question is how the masses will respond. Atlantans are ready and they are showing the way.

Charter Schools and the Privatization (and Profitization) of Education

Eleven months ago a critical education case came before the 4th U.S. Circuit Court of Appeals in North Carolina (Peltier v. Charter Day Sch., Inc., 37 F.4th 104, 116, 4th Cir. 2022). A main issue in the case pertains to the dress code at “Charter Day School” in Leland, North Carolina, specifically, whether the privately-operated but publicly-funded charter school had violated the rights of female students by stipulating what they could and could not wear. The ACLU reports that, “Girls at Charter Day School, together with their parents, challenged the skirts requirement as sex discrimination under the Equal Protection Clause of the U.S. Constitution and Title IX.”

For general purposes and for the purpose of this case in particular, it is first important to appreciate that, while all non-profit and for-profit charter schools are privately-operated schools, many, including “Charter Day School,” are also owned-operated by a private educational management organization (EMO).[1] This is another layer of privatization, another level of private ownership and control. In this vein, it is important to grasp that the legal framework that applies to private entities differs qualitatively from the legal framework that applies to public entities. Private actors and state actors operate in different legal spheres. The U.S. Constitution, for example, does not apply to the acts of private entities; it applies mainly to acts of government. Indeed, the private-public distinction shapes the laws and institutions of many countries. As a general rule, no public schools in America are operated by an EMO.

It is also legally significant that the parents of the students suing “Charter Day School” voluntarily enrolled their daughters in the privately-operated charter school. No one is forced or compelled to enroll in a charter school in the United States. Nor is the state compelling, encouraging, or coercing “Charter Day School” to adopt any particular dress code or educational philosophy for students.

As a general rule, privatized education arrangements in America (e.g., private Catholic schools that charge tuition) have always been able to adopt the dress code they want without any government interference. It is generally recognized that, as private schools, they can essentially adopt whatever dress code or educational philosophy they wish to enforce, and that parents are under no obligation to enroll their child in a private school if they do not wish to do so. This has been the case for more than a century. It is one of many expressions of the long-standing public-private distinction in law, education, and society.[2]

It is also important to consider that the capital-centered ideologies of choice, individualism, and the free-market encompass the notion of doing something voluntarily, i.e., willingly and freely. It is the reason why charter school promoters repeat the disinformation that charter schools are “schools of choice” (even though charter schools typically choose parents and students more than the other way around).[3] This neoliberal logic is also consistent with the “free market” notion that parents and students are not considered humans or citizens by charter school operators, they are viewed instead as consumers and customers shopping for a “good” school that won’t fail and close, which happens every week in the crisis-prone charter school sector.[4]

Charter schools, to be clear, represent the commodification of education, the privatization and marketization of a modern human responsibility in order to enrich a handful of private interests under the banner of high ideals. For decades, neoliberals and privatizers have painstakingly starved public schools of funds so as to set them up to fail. Then they have mass-tested them with discredited corporate tests to “show” that they are “failing.” This is then followed by a sustained media and political campaign to vilify and demonize public schools so as to create antisocial public opinion against them, which then eventually “justifies” privatizing public education because “privatization will improve education.” Suddenly “innovative” charter schools appear everywhere, especially in large urban settings inhabited by thousands of marginalized low-income minorities.

The typical consequences of privatization in every sector include higher costs, less transparency, reduced quality of service, greater instability, more inefficiency, and loss of public voice. Privatization essentially undermines social progress while further enriching a handful of people driven by profit maximization. To date, whether it is vouchers, so-called “Education Savings Accounts,” or privately-operated charter schools, education privatization (“school-choice”) has not solved any problems, it has only multiplied them.[5]

With this context in mind, let us return to the court case at hand. In a 10-6 vote on June 14, 2022, the Richmond, Virginia-based 4th U.S. Circuit Court of Appeals, “found that that the dress code [at “Charter Day School”] ran afoul of the U.S. Constitution's 14th Amendment guarantee of equal protection under the law.” Girls at the K-8 charter school, it was concluded, should have the freedom to wear pants and not just skirts because they have “the same constitutional rights as their peers at other public schools - including the freedom to wear pants.”

Marking the first time a federal appeals court has ever done such a thing, the Richmond Court found that “Charter Day School” is a state actor (i.e., it is a public school), which means that the Equal Protection Clause of the 14th Amendment does apply to the school.

Consistent with numerous other court rulings over the years, however, the lawyer for “Charter Day School,” Aaron Streett, maintained that the Richmond court issued a flawed ruling because the Equal Protection Clause of the 14th Amendment does not apply to the charter school because the charter school is a private entity and not a state actor like a public school.

According to legal precedent, as a private actor, “Charter Day School” did not deprive any person of their constitutional rights. This view stems in part from the long-standing premise that charter schools are “independent,” “autonomous,” “innovative” schools under the law, that is, they are deregulated “free market” schools, meaning that they are exempt from most of the laws, rules, policies, and regulations that govern public schools. They do not operate like public schools. They are not so-called “government schools.” They are not arms of the state.[6] They are not connected to state authority in the same way public schools are. They are not governed by elected officials like public schools are. Charter schools operate in their own separate sphere. The fact that many charter schools are also owned or operated by private EMOs only adds an additional wrinkle to the public-private dynamic.

“Charter Day School” is currently appealing the case to the U.S. Supreme Court, which may hear the case this summer (2023).

The issue of whether a charter school is a state actor or not is critical because it hits at the core issue about charter schools. This point cannot be overstated. If it is the case that “Charter Day School” is not a state actor, as the lawyer for the privately-operated school argues, then the Virginia court’s ruling represents a form of “harmful government interference” because the 14th Amendment does not apply to private actors.

Under U.S. law, “state action” is defined as “an action that is either taken directly by the state or bears a sufficient connection to the state to be attributed to it.” Another source states that a state actor is “a person who is acting on behalf of a governmental body, and is therefore subject to regulation under the United States Bill of Rights, including the First, Fifth and Fourteenth Amendments, which prohibit the federal and state governments from violating certain rights and freedoms.”[7]

However, as private actors charter schools are not in fact “acting on behalf of a governmental body.” Private actors are not controlled or directed by the state, at least not in the way agencies and arms of the state are, which means that the actions of privately-operated charter schools cannot be called actions taken directly by the state. State action doctrine holds that government is not responsible for the conduct of a private actor.

Even most of the entities that authorize charter schools are not public or governmental in the proper sense of the word. Many charter school authorizers are operated or governed by unelected private persons. Many of the wealthy individuals who operate or govern such entities are hand-picked by wealthy governors. The public, as a matter of course, is omitted in these arrangements. The public has no meaningful say in any part of this set-up. This is on top of the fact that charter schools themselves are not governed by publicly elected citizens either, whereas public schools are. Unelected private persons governing a deregulated private entity (which may also be owned by another private entity) is not the same as elected public school officials governing a public school that serves no private interests, admits all students at all times, has unionized teachers, can levy taxes, and is accountable only to the public.

Unlike charter schools, regular public schools, which have been around for 180 years and educate 90% of America’s youth, are in fact state actors; they are political subdivisions of the state because they not only carry out a public function but are also explicitly delegated authority by the state to carry out various public responsibilities. “Function” and “authority” are not synonyms; they are different concepts. Carrying out a role is not necessarily the same thing as having power to carry out that role. A role can be carried out by a person or entity that derives its responsibility from a higher political power. Its role can be delegated by a more influential power.

Properly speaking, charter schools are not exercising state prerogatives. Nor do they enter into what may be called a symbiotic relationship with the state. Unlike public schools, they are not state agencies proper, which explains why the state does not coerce, encourage, or compel charter schools to act in the same way it coerces, encourages, or compels public schools to act. The state has more influence and control over public schools than it does over privately-operated “free-market” charter schools. In this neoliberal legal setup, the state is not responsible for the policies and operations of deregulated charter schools; charter schools can do as they please; “no rules;” “laissez-faire;” “hands-off,” “autonomy.”  This usually means no meaningful accountability.

Charter schools are intentionally set up to operate outside the parameters and framework governing public schools. This is what makes them “innovative,” “independent,” and different. It is worth stressing again that, in the case of “Charter Day School,” the state played no direct role in creating, directing, or shaping the dress code being challenged by parents who voluntarily enrolled their children in the school. The charter school’s dress code policy was not therefore an expression of state action.

Unlike public schools, charter schools fall under private law, specifically contract law. Charter, by definition, means contract: a legally-binding agreement between two or more parties to do or not do something in a specified period of time with associated rewards and punishments. For state action doctrine this means that just because a private entity has a contract with the government that does not mean that the actions of private contractors like charter schools can be attributed to the state. Simply “partnering” with the state does not make the conduct of a private entity a form of state action. A private actor does not become public, does not become a state actor, just because it contracts with the state.

The issue of whether a charter school is public or not is often confusing to many because there is relentless disinformation from charter school promoters that charter schools are public schools when in reality they are privatized independent entities. Charter schools remain private, independent, deregulated, segregated entities even though they receive public money, are often called public, and ostensibly provide a service to the public. Interestingly, when asked what they think a charter school is, most people say they are not really sure or they think that charter schools are some sort of private school. The average person rarely thinks charter schools are public schools.

To be sure, charter schools cannot be deemed public just because they are called “public” 50 times a day. Under the law, this is not what makes an entity public. Simply labelling something a specific thing does not automatically make it that thing. In the U.S. legal system, merely labeling private conduct “public” does not make it a form of state action. Moreover, receiving public funds does not spontaneously make an entity pubic under the law. Thousands of private entities in the U.S. receive public money, for example, but they do not suddenly stop being private entities.[8]

Only narrow private interests benefit from obscuring the distinction between public and private. Public and private mean the opposite of each other. They are antonyms. They should not be confounded.

Public refers to everyone, the common good, all people, transparency, affordability, accessibility, universality, non-rivalry, and inclusiveness. Examples include public parks, public libraries, public roads, public schools, public colleges and universities, public hospitals, public restrooms, public housing, public banks, public events, and more. These places and services are available to everyone, not just a few people. They are integral to a modern civil society that recognizes the role and significance of a public sphere in modern times.

Private, on the other hand, refers to exclusivity, that is, something is private when it is “designed or intended for one's exclusive use.” Private also means:

  • Secluded from the sight, presence, or intrusion of others.

  • Of or confined to the individual; personal.

  • Undertaken on an individual basis.

  • Not available for public use, control, or participation.

  • Belonging to a particular person or persons, as opposed to the public or the government.

  • Of, relating to, or derived from nongovernment sources.

  • Conducted and supported primarily by individuals or  groups not affiliated with governmental agencies or corporations.

  • Not holding an official or public position.

  • Not for public knowledge or disclosure; secret; confidential.

In its essence, private property is the right to exclude others from use of said property; it is the power of exclusion;[9] it is not concerned with transparency, inclusion, the common good, or benefitting everyone. This is why when something is privatized, e.g., a public enterprise, it is no longer available to everyone; it becomes something possessed and controlled by the few. This then ends up harming the public interest; it does not improve efficiency, strengthen services, lower costs, increase accountability, or expand democracy.

Charter schools are labeled “public” mainly for self-serving reasons, specifically to lay claim to public funds that legitimately belong to public schools alone. If charter schools were openly and honestly acknowledged as being private entities they would not be able to place any valid claim to public funds and they would not be able to exist for one day. This presents a contradiction for defenders of charter schools who want to “have it both ways,” that is, be public when it suits them and act private when it serves them. This is the definition of arbitrary and irrational.

To be clear, the relationship between the state and charter schools is not the same as the relationship between the state and public schools. This is one reason why the rights of students, teachers, and parents in charter schools differ from the rights of students, teachers, and parents in public schools. Thus, for example, while the vast majority of public school teachers are unionized, about 90% of charter school teachers are not unionized. Charter schools are notoriously anti-union. They energetically fight efforts by teachers to unionize to defend their rights. Teachers in charter schools are considered “at-will” employees, meaning that they can be fired at any time for any reason. This is not the case in public schools where due process, tenure, and some collective security still exist. Conditions are more humane and more pro-worker in public schools, even when these chronically-underfunded and constantly-vilified schools face one neoliberal assault after another. This is also linked to why many charter schools across the country can legally hire numerous uncertified and unlicensed teachers.

Another profound difference between charter schools and public schools is that the former cannot levy taxes while the latter can. A tax, as is well-known, can only be laid for a public purpose, which means that charter schools do not possess the characteristics of a political subdivision of the state; they are not fully exercising a public function.

Many other legal differences could be listed.

It would be more accurate to say that charter schools resemble traditional private schools far more than they resemble regular public schools, yet they continue to be mislabeled “public schools.”[10] In practice, charter schools are quintessentially private schools. The question of whether a charter school is a state actor or not also has big implications for thousands of other organizations (e.g., hospitals, utility companies, colleges, etc.) across the country because various constitutional provisions typically do not apply to private entities and businesses. This case is therefore of national importance. The public-private distinction at stake in this education case goes beyond the issue of the dress code at “Charter Day School.”

The “Charter Day School” case is currently in the hands of the U.S. Supreme Court. The issue at stake—the public-private distinction—is so significant that, on January 9, 2023, the U.S. Supreme Court asked President Joe Biden’s administration to give their view on the case. The U.S. Supreme Court States that the key issue at stake is: “Whether a private entity that contracts with the state to operate a charter school engages in state action when it formulates a policy without coercion or encouragement by the government.” This move is seen by charter school promoters as a positive sign that the highest court in the land is willing to consider the case.

In the final analysis, with or without a ruling from any court, as privatized, marketized, corporatized arrangements that celebrate consumerism, competition, and individualism, charter schools have no legitimate claim to the public funds, facilities, resources, and authority that belong only to public schools. No court ruling, one way or the other, will change this fact. Claiming that charter schools are public schools for the purpose of laying claim to public wealth that belongs solely to public schools, damages public schools, the public interest, the economy, and the national interest. It does not help low-income minority youth or close the long-standing “achievement gap” rooted in poverty, racism, inequality, and disempowerment.

Charter schools do not raise the level of education or improve society. Thirty plus years of evidence shows that charter schools mainly enrich narrow private interests. Without charter schools, public schools would have tens of billions of additional dollars to pay teachers and improve learning for all students, especially low-income minority students enrolled in urban schools. This would make a huge difference. No charter schools would also mean that thousands of students, teachers, and parents would no longer have to feel angry and abandoned by charter schools that close every week (often abruptly).

Neoliberals have never cared about public schools or the public interest; they are masters of disinformation and self-serving to the extreme. Neoliberals have worked ceaselessly over the last few decades to methodically privatize public education in America under the banner of high ideals while actually lowering the level of education, increasing chaos in education, and enriching a handful of people along the way. The so-called “school choice” political-economic project has little to do with advancing education and improving opportunities for millions of marginalized youth and more to do with profit maximization in the context of a continually failing economy. “School choice” has brought immense suffering to public education and the nation. “School-choice” does not have a human face.

The only sense in which charter schools may be called state actors is that they are neoliberal state actors because they are actively organized by wealthy individuals and groups that control and influence many state positions, levers, institutions, and individuals. In this sense, charter schools are indeed acting on behalf of the neoliberal state and are therefore neoliberal state actors. This is bound to happen in a society where Wall Street and the state become indistinguishable.

About 3.5 million students are currently enrolled in roughly 7,600 charter schools in 45 states, the District of Columbia, Puerto Rico, and Guam.

Biden Calls Cuba “Terrorist” While The People Demand An End to U.S. Terrorism Against Cuba

While Biden doubles down on Cuba's designation as a so-called “State Sponsor of Terrorism," the US people are calling for an end to US terrorism and sanctions against Cuba.

On Tuesday, May 23rd, the State Department reported that Cuba — along with Iran, Syria, the Democratic People’s Republic of Korea, and Venezuela — are not “not cooperating fully” in the United States’ supposed fight against terrorism. The Biden administration officially designates Cuba as a “State Sponsor of Terrorism” (SSOT), as well as Iran, Syria, and the DPRK.

Literally 0% of Americans view Cuba as a serious threat, and the Biden administration has provided no evidence of Cuba supporting terrorism in any way. Cuban and American officials even met earlier this month in Havana to discuss cooperating on anti-terrorism measures. So why is Biden keeping Cuba on the “State Sponsors of Terrorism” list?

Sixty-four years after the triumph of the Cuban Revolution, the United States is still waging an economic and media war against Cuba. The administrations of Trump and now Biden have weaponized the “State Sponsors of Terrorism” list to isolate Cuba internationally and justify continuing the genocidal American blockade.

The impacts of being labeled a “State Sponsor of Terror”

It goes without saying that the United States is the biggest “State Sponsor of Terrorism” in the world. The US is the only country with over 800 foreign military bases and spends more on its military than 144 countries combined. The US has launched 251 foreign military interventions since 1991. A report recently published by Brown University shows that the post-9/11 wars the US waged in Iraq, Afghanistan, Syria, Yemen, and Pakistan killed at least 4.5 million and displaced 38 to 60 million people. But the word “terrorist” is almost never applied to the US government. The term is highly politicized and subjective in the United States, used to demonize internal and external enemies and justify waging war on them, be it by bombs or blockades.

Designating Cuba as “terrorist” exacerbates the already devastating impacts of the American blockade, which has stolen an estimated $144.4 billion from the Cuban economy from the early 1960s to 2020, according to the United Nations. The United Nations Economic Commission for Latin America and the Caribbean (ECLAC) determined that US sanctions on Cuba “constitute the most severe and prolonged system of unilateral coercive measures ever applied against any country.”

On top of the blockade, Cuba’s “terrorist” designation restricts American foreign assistance, exports of dual-use items, and loans from the World Bank. It has also prevented Cuban Americans from transferring money to family in Cuba, stopped faith-based groups from shipping humanitarian supplies, and inhibited American universities from working with Cuban academics and institutions. Non-US citizens who have traveled to Cuba, a supposedly “terrorist” country, also have restrictions on visas to enter or visit the United States.

Despite being a list created and maintained only by the United States, because of its enormous power over the global financial system, the designation inhibits the ability of Cuba — and the other countries listed — to trade normally with the rest of the world. Banks don’t want to risk giving loans to a country labeled as “terrorist” by the hegemonic United States. The United States has sued foreign companies and banks for hundreds of millions of dollars for violating American sanctions on Cuba, and many major international banks no longer provide services to Cuba for fear of retaliation. The blockade as a whole is extraterritorial and thus violates international law.

The history of Cuba’s “terrorist” designation and US terrorism against Cuba

President Ronald Reagan first added Cuba to the terror list in 1982, citing Cuba’s support for national liberation movements across the world, such as giving military aid to Angola to defeat a US-backed invasion by the South African apartheid regime. Meanwhile, the United States was backing violent terrorism to sabotage the Cuban Revolution.

As Cuba expert Professor William LeoGrande said, Cuba’s “terrorist” designation “is ironic because in the 1960s, the CIA sponsored assassinations attempts, sabotage and paramilitary raids against Cuba—what today would be called state-sponsored terrorism—and CIA-trained Cuban exiles continued such attacks for the next several decades.”

Luis Posada Carriles, the mastermind behind many of these US-backed terrorist attacks — including the bombing of Cubana Flight 455 in 1976 and a series of hotel bombings in 1997 — died peacefully in Florida in 2018, protected by the US government and lionized by the right-wing Cuban-American community in Miami. But Cuba, according to the State Department, was the real terrorist.

During President Barack Obama’s second term, he pursued a policy of “rapprochement” with Cuba, restoring diplomatic relations and lifting some travel and trade restrictions. The Obama administration removed Cuba from the terror list, saying, “we will continue to have differences with the Cuban government, but our concerns over a wide range of Cuba’s policies and actions fall outside the criteria that is relevant to whether to rescind Cuba’s designation as a State Sponsor of Terrorism.”

Obama’s “friendly” policy was still aimed at regime change through a new set of tactics, and he continued funding covert operations and “democracy promotion” programs aimed at undermining the Cuban Revolution. Nevertheless, rapprochement had positive effects for the Cuban and American people, especially renewed travel and people-to-people exchanges between the two countries. All of this was undone by Donald Trump.

Trump tightened the blockade and added an additional 243 sanctions on Cuba. Then, just four days after the January 6th insurrection, Trump and his neoconservative Secretary of State Mike Pompeo redesignated Cuba as a “State Sponsor of Terrorism.” They made this last-minute move in bitter spite of Cuba, but also to create a political obstacle for President Biden, who would be pressured from different sides to keep or remove Cuba’s “terrorist” designation.

Biden and Trump’s hawkish Cuba policy

Many Cubans and Americans alike hoped Biden would re-normalize US-Cuba relations as he promised during his campaign, when he said he would “promptly reverse the failed Trump policies that have inflicted harm on the Cuban people and done nothing to advance democracy and human rights.” But Biden has changed little. He slightly eased some Trump-era restrictions in May 2022 but has also renewed his predecessor’s harshest measures. As a result, Cuba — also impacted by the pandemic and the war in Ukraine — is experiencing its worst economic crisis and fuel shortages in decades.

The economic crisis in Cuba is fueling a political crisis for Biden at the border, as more Cubans than ever are leaving for the United States to escape the crushing impacts of sanctions. A group of Democratic lawmakers is urging Biden to lift Trump-era sanctions on Cuba and Venezuela to slow the surge of migration, but Biden has not moved a finger. Instead, he follows the line of conservative Cuban-American lawmakers on Cuba policy, especially Chairman of the Senate Foreign Relations Committee, Democratic Senator Bob Menendez of New Jersey, who Biden needs to push his appointments through the confirmation process.

Menendez, who is currently under investigation for corruption, lambasted his fellow Democrats’ push against Trump-era sanctions and claimed that the Cuban and Venezuelan governments — not US policy — were solely responsible for the economic crises in those countries. The Washington Post reported that “Privately, senior Biden officials have conceded that picking a fight with [Menendez] is not worth whatever benefit might come from relaxing sanctions on [Cuba and Venezuela], even if it would fulfill a campaign promise Biden made to restore President Barack Obama’s policies toward Cuba.”

Despite Biden claiming to care about “human rights” and “supporting the Cuban people,” he is not changing his internationally condemned policy — which violates Cuba’s sovereignty and human rights — because doing so is not politically expedient.

Activists who support normalizing US-Cuba relations have concentrated on pressuring Biden to remove Cuba from the terror list because, as Noam Chomsky and Vijay Prashad wrote in Peoples Dispatch, “Biden can remove Cuba from this list with a stroke of his pen. It’s as simple as that” — unlike the blockade, which is a complex amalgamation of hundreds of different laws in the hands of Congress.

In the State Department’s most recent public remarks on Cuba, they have doubled down on Trump’s policy of keeping Cuba on the list. Earlier this year, far-right Florida Republicans Maria Salazar and Marco Rubio introduced the FORCE Act in the House and Senate, respectively, to codify into law Cuba’s “terrorist” designation so that it could only be removed by Congress, not the President alone.

And not only that. Cuba would have to meet impossible criteria, completely changing their political and economic system to be what the United States defines as “free,” in order for the designation to be lifted. As People’s Dispatch wrote, “Essentially, Salazar is demanding that the Cuban people overthrow their own government and overturn the Cuban political system which has been built by the people and for the people over the last 60 years.”

It could not be more clear that the terror list has nothing to do with preventing actual terrorism; rather, it is about harming enemy states of the US. In March, when Salazar interrogated Secretary of State Antony Blinken about Cuba’s “terrorist” designation, he said that Cuba would have to “meet a very high bar” to be removed from the list and the State Department had no plans to do so.

Earlier this month, Cuban journalist Liz Oliva Fernandez stumped State Department Spokesperson Vedant Patel when she asked him “Why is Cuba on the State Sponsors of Terrorism list if you are trying to work with them to fight against terrorism?” He completely dodged the question, refusing to provide any examples of Cuban terrorism.

Even anti-Cuba mainstream US media has reported that the “terrorist” designation is “bogus.” NBC News wrote, “according to half a dozen interviews with former intelligence analysts and officials who worked on Cuba policy in both Republican and Democratic administrations, the ‘consensus position’ in the US intelligence community has for decades been that the communist-led nation does not sponsor terrorism.”

Larry Wilkerson, chief of staff to then-Secretary of State Colin Powell in the George W. Bush administration said that “‘Cuba is not a state sponsor of terrorism’ was a mantra from the moment I walked into the State Department to the moment I walked out. It’s a fiction that we have created…to reinforce the rationale for the blockade.”

Similarly, Congressman Jim McGovern (Democrat-Massachusetts) and Senator Patrick Leahy (Democrat-Vermont) published an op-ed in The Boston Globe explaining that “[i]t’s an open secret in Washington that Cuba does not belong on the list and that the previous false justification by the Trump administration was politically motivated.”

The #OffTheList campaign

The US government does not represent the American people on most issues — especially Cuba. The blockade of Cuba persists against the democratic will of the American people, a majority of whom have consistently opposed the blockade, especially restrictions on trading medicine and food with Cuba.

In the United States, Cuban-Americans, solidarity activists, labor unions, and local governments, have organized resistance to Biden’s designation of Cuba as a “State Sponsor of Terrorism.” Since January 2023, the National Network on Cuba (NNOC), a coalition of over 50 organizations across the US working to end the blockade, has been leading an international campaign to get Cuba #OffTheList.

On June 25th, this movement will rally at the White House — and in other locations around the world — to demand Biden take Cuba off the list, lift all US sanctions, and end US terrorism against Cuba. The NNOC is organizing these rallies alongside the Canadian Network on Cuba, ANSWER Coalition, CODEPINK, IFCO/Pastors for Peace, the Alliance for Cuba Engagement and Respect (ACERE), the International People’s Assembly, and over 70 other groups.

The voices of the American people and our progressive movements are clear: we want normalized relations with Cuba. Just in the past couple of years…

  • Labor unions and city councils have passed over 80 resolutions supporting an end to the blockade, promoting scientific collaboration with Cuba, and urging that Cuba be removed from the terror list. And, just last week, the Washington, DC Council unanimously voted to pass a Cuba solidarity resolution and sent copies to Biden and key congresspeople urging them to end the blockade. Combined, these resolutions represent well over 50 million Americans.

  • The 33 member states of the Community of Latin American and Caribbean States (CELAC) demanded that the United States remove Cuba from the terror list and “reiterated their rejection of the US unilateral lists and certifications that affect Latin American countries.”

  • Across the world, there have been monthly rallies and car caravans initiated by Cuban-Americans calling to end the blockade, take Cuba off the list, and build Puentes de Amor (bridges of love) between the American and Cuban people.

  • Over 100 Democratic House members urged Biden to remove Cuba from the SSOT list and normalize US-Cuba relations. Their open letter was signed by big names like Appropriations Subcommittee on Foreign Operations Chair Barbara Lee of California, Rules Committee Chair James McGovern of Massachusetts, and Foreign Affairs Committee Chair Gregory Meeks of New York.

  • Nearly 9,000 Cuban and American business owners sent a letter to Biden demanding he lift Trump-era sanctions and deliver on promises to help Cuba’s private sector, with the main demand being to take Cuba off the terror list.

  • Over 10,000 people and 100 progressive advocacy groups signed an open letter organized by CODEPINK urging Biden to reverse Trump’s terrorism designation for Cuba and to reinstate Obama-era policy with the island.

  • Hundreds of US lawyers wrote to Biden urging him to take Cuba off the list.

  • We are rallying at the White House — and around the world — to tell Biden that Cuba is not a terrorist state, and the American people won’t stand for US terrorism against Cuba.
