Fight the Virus, Not China! The History and Background of Trump’s Racist COVID-19 Rhetoric

Many are increasingly and quite justifiably outraged at Trump’s repeated attempts to link the novel coronavirus known as COVID-19 to both the city of Wuhan and the entire country of China.

Meanwhile, others on the right link COVID-19 to China not just geographically but culturally. John Cornyn, a U.S. Senator from Texas said the pandemic stemmed from “the culture where people eat bats and snakes and dogs and things like that.” Some were quick to point out that in the state he represents, “several towns host annual festivals where residents milk rattlesnakes for venom to be used in antivenin and fry up filets of snake flesh as a novelty snack.” Others noted that “Mad Cow” disease originated in England, and the H1N1 flu originated in the U.S. and Mexico.

While mainstream journalists have, to some extent, pushed back against this racism, they’ve quickly backed down when Trump characteristically defends his position or refuses to comment. As Elie Mystal pointed out in The Nation, Philip Wegmann of RealClearPolitics quickly moved away from the topic by noting he was “switching gears to a larger question.” Mystal writes that, “If the media were doing their job, this would be the story: The president of the United States is putting lives at risk during a global pandemic by inciting violence against fellow Americans.”

Trump’s racism and xenophobia is nothing new. Yet neither is the imperialist and racist demonization of China and Chinese people. This history, both recent and stretching back a century ago, is one in which not only are Democrats and Republicans complicit, but so too are the corporate news media.

Coronavirus coverage was anti-China from the beginning

From the earliest coverage, US media and politicians did everything they could to mobilize the Coronavirus as part of a broader anti-China demonization campaign. Sometimes this included outright lies and fabrications, like when the New York Times reported that Dr. Li Wenliang, an early identifier of the novel coronavirus, was arrested by Chinese authorities in the middle of the night for “whistleblowing.”

As K.J. Noh reported for Counterpunch, Dr. Li wasn’t a “whistleblower.” He didn’t report anything to authorities but sent a private message to seven colleagues (that included a confidential medical record). Others had, however, reported early signs of a novel virus to the proper authorities, and they weren’t reprimanded at all. Perhaps the reason that Dr. Li didn’t notify even his own hospital administration was because he had no qualifications on the matter.

Of no small importance was that Dr. Li was never arrested! Instead, he “was called in, lightly reprimanded (talked to, and signed a document not to spread rumors) and went straight back to work.”

The coverage was part of an attempt to portray the government of the People’s Republic of China as ineffective, repressive, and chaotic, willing to do anything to hide the truth.

While China’s response was bound to entail errors, as any response would, the World Health Organization found it worthy of praise, including its transparency.

Indeed, China took extraordinary, coordinated, and swift efforts to contain the virus, including the importation of 20,000 medical workers to Hubei province, the emergency construction of hospitals, the provision of electricity to people even if they couldn’t pay (and not just a deferral of bills), the forbidding of price increases, free treatment of medical expenses, and more.

Instead of learning from and helping China (not to mention preparing for an outbreak in the U.S.), the US establishment focused all of its energy on China bashing. This had devastating consequences. In his important article for Liberation News, Saul Kanowitz documented just a few of them, from stores posting signs that exclude Chinese people from entering and Chinese restaurants being vandalized to high school students in California assaulting a classmate. China towns across the U.S. were empty. Even Asian people who weren’t Chinese were assaulted and harassed.

“Chinese Toy Terror”

In her 2012 book, Animacies, Mel Y. Chen (2012, Duke University Press) documents the racist and imperialist anti-China propaganda that dominated public discourse in the 2007 “lead panic.” The discovery of lead in toys made in China featured prominently in the domestic hysteria. News coverage and warnings, bolstered by the Consumer Product Safety Commission, Fud and Drug Administration, and others, Chen notes, had three things in common:

“First, they pointed to the dangers of lead intoxication as opposed to other toxins. Second, they emphasized the vulnerability of American children to this toxin. Third, they had a common point of origination: China, for decades a major supplier of consumer products to the United States and responsible for various stages in the production stream” (160).

Chen gives a number of blog and news headlines clearly formulating lead as a weapon of China against poor U.S. children, like “Why is China Poisoning Our Babies?” and “Chinese Toy Terror.”

Not coincidentally, Chen observes, this was just one year after China superseded the U.S. in global exports.

This campaign itself drew on previous campaigns demonizing China and its people, perhaps most significantly the “Yellow Peril” of the early 20th century, during which the U.S. barred Asian immigration through the Immigration Act of 1917.

The racism of the anti-Chinese “lead panic” of 2007 is most apparent when contrasted with the long struggles against lead-based paint in the U.S. Grassroots campaigns were largely successful in creating awareness about lead paint and banning its future use. Yet lead poisoning continued in poor and working-class communities, particularly Black communities.

And, of course, lead continues to contaminate drinking water in cities across the U.S. In my own county of Marion, Indiana, school water tested positive for led in more than half of the schools and child care sites in the county. A 2019 health department report found that lead levels were between 20 and 8,630 parts per billion. The Environmental Protection Agency’s threshold is 15 parts per billion. This was included in the internal report obtained by IndyStar journalist Suzette Hackney, not the public report they released.

Fight the virus, not the people!

While it’s true that Trump is anxious for a scapegoat to blame for his administration’s appalling response to the current pandemic, this doesn’t entirely explain his efforts to identify COVID-19 with China.

The Democratic Party and the corporate media are mostly outraged at the blatancy of Trump’s anti-China racism, because when it comes to demonizing China, they play their dutiful role. The entire U.S. political establishment is firm in its orientation toward China: it must be defeated. Since the 1949 revolution that overthrew colonialism and established the People’s Republic of China, the consensus in Washington has been one of counterrevolution in China.

As China strength and importance continues to grow, the U.S. is increasingly in direct confrontation with China on military, economic, and political matters.

The response of progressive people in the U.S. has to be as deep and wide as the ruling class’ anti-China campaign. We must condemn not only the overtly racist rhetoric of Trump, but the entire demonization campaign against China, both right now and after the COVID-19 crisis has passed.

 

Social Distance with a Vengeance

Long before the practice of social distancing became the new normal, there was the concept of social distance. Named after its founder, the Bogardus Social Distance Scale was developed within the Chicago School of Sociology during the turbulent 1920s to empirically measure the degree of affinity (or lack thereof) Americans felt for members of various racial and ethnic groups in our highly diverse society. Seven categories of “social distance” were established ranging from willingness to marry a member of specified groups to outright exclusion of all such group members from the USA;  the higher the number on a scale of 1 to 7, the lower the affinity and greater the felt social distance. Not surprising for a white-supremacist society, European-Americans consistently ranked as having the lowest social distance standing in several nationwide surveys over a 40 year period, while Americans of color had the highest.

Particularly instructive for our troubling times is the comparatively high social distance score consistently expressed toward the Chinese, an ethnic group that has  never fully escaped the racist stigmatization of the “Yellow Peril”. In fact, precisely that virulent castigation gained new life with repeated recent presidential denunciations of the coronavirus as the “Chinese virus”. Not satisfied with raising the specter of a new deadly Yellow Peril, Trump used his press conference of March 19 to even evoke the ugly spirit of the Chinese Exclusion Act of 1882 by congratulating himself for having “called for a ban for people coming in from China”. Such Sinophobia is viciously echoed at increasingly alarming rates in the streets of America and in the halls of Congress, where a US Senator recently blamed the “culture where people eat bats and snakes and dogs” for the coronavirus pandemic.

These utterly racist mindsets are not far from genocidal ones, patterns of barbaric thought and behavior hardly alien to the American experience as evidenced by the smallpox infestation of blankets given to Mandan Native Americans in 1837. In the midst of this pandemic, depraved visions of genocide once again rear their ugly heads. What else could have motivated the Trump regime to attempt, by a billion dollar bribe, to acquire exclusive rights and use of a developing coronavirus vaccine from German scientists? The prospect of witnessing others succumb by the millions to the pandemic while chosen Americans are safely vaccinated evidently fits the racist, even genocidal, game plan of this criminal regime.

That barbaric game plan is all too evident in regard to Iran. As of mid-March, Iran has suffered over 1,280 fatalities and 17,300 confirmed cases of coronavirus infections, the third highest of any nation in the world. Especially vulnerable are some hundred thousand Iranians who have survived the chemical weapons attacks by Hussein during the Iran-Iraq war but suffer from various lung ailments from that brutal conflict. Rather than lift the onerous sanctions imposed on Iran which deprive the beleaguered Iranian people of urgently needed medications and supplies, the Trump regime resorted to a new round of draconian sanctions on March 17 to intensify its “maximum pressure campaign” illegally implemented in 2018. The sanctions, a clear form of collective punishment, have already imposed enormous suffering upon countless Iranians. With the advent of the coronavirus pandemic, these immoral sanctions are guaranteed to dramatically increase the Iranian body count, something that only a genocidal mindset could wish and seek. Yet with remarkably few exceptions, a roaring silence emanates from our national leaders regarding the calamity caused by these criminal sanctions. And the criminals themselves, ones responsible for the recent assassination of a beloved Iranian leader, likely greet the growing calamity in Iran with glee. There is no room for such barbarism in the greater moral universe to emerge from this crisis.

The social distance scale did not envision genocide as an option, and social distancing in our times is designed to keep people six feet apart to help prevent putting them six feet under. Hopefully we, as a more enlightened human family, will come out of this pandemic with an operative mindset much different than before.  Once this crisis is over we need to practice just the opposite of social distancing physically and massively implement social proximity mentally by finally overcoming the racist legacy manifested and measured by the social distance scale, let alone forever cleanse the world of genocidal thoughts and practices. We must recognize, like never before, that we are one human family united by a common origin and common destiny. Whether that destiny is to be peaceful co-existence or no existence largely depends of the extent to which, we, as one wounded but healed global family, make a paradigm shift from hate to love.

The New White Moderate: Liberalism, Political Coercion, and the Failed Electoral Strategy

There’s a Jacobin article circling around titled, “Where Do We Go After Last Night’s Defeat?”  published a day after Bernie Sanders’ defeat on March 11th, 2020. The author writes, “the bad news is that the Democratic Party isn’t going anywhere. The good news is that today’s common-sense political demands are, almost unthinkably, democratic socialist ones.” The overarching theme of the article is that the almost undefeatable nature of the Democratic Establishment, in an historical context, is not a reason to move beyond bourgeois politics, but rather justification for being reluctant to look outside of the realm of the two-party system for solutions to our current reality. According to the author, this argument is supported by the fact that the Sanders’ movement, or rather moment, has won the “battle of ideas,” as if that’s something worthy of boasting. As if winning the “battle of ideas” within this arena has ever fed an empty stomach or liberated anyone. The article displays a lack of understanding of what socialism entails, far beyond mild liberal reforms, further proving Sanders’ moment has widely led to a miseducation of socialist ideals. In the end, the author provides the perfect encapsulation of self-congratulatory American chauvinism, symbolism, and unearned arrogance, largely present on all sides of the electoral political spectrum.

To begin, the article credits what is referred to as “five years of “Sandersism” for the “genuine leap forward in politics in the United States, a leap that dwarfs the past half-century of liberal stupidity and backwardness,” unknowingly and unapologetically depicting the vast disconnect present between Sanders’ moment (electoral canvassing) and colonized people (and our organizing and movement efforts). Which precisely demonstrates why national electoral canvassing, specifically as it relates to bourgeois elections, cannot be categorized as “working-class” organizing or movements when it is systematically disconnected from, and neglects the, most marginalized among us. For example, the article takes a braggadocious tone to make a note about how “in five years, we’ve moved forward fifty,” entirely neglecting to mention how state political repression and mass media’s anti-communist smearing following Black radical movements and uprisings in the last 60 years or so affected the political psyche of millions of people. And also how movements and moments, such as Black Lives Matter, #NoDAPL, and others, took place within the last five years and were instrumental in the shift in public discourse and moving politicians, including Bernie Sanders, further left (even if only performatively), with regard to racial and economic justice and state violence. 

The article, in true social-democrat fashion, reeks of liberal idealism and exceptionalism while complacently lecturing us on how our material reality is bad, but not so bad that we can’t endure our continued social and political subjugation with patience while waiting to vote for the next seemingly progressive politician(s) during the next election cycle. There is no emphasis on the local grassroots organizing (beyond campaigning among the electorate) that is already being done by non-white people who receive little-to-no support from the white moderates masquerading as “allies” and “progressives,” who chronically neglect organizers until it’s time to convince us to vote for their preferred candidate. The author tells us we should “reject” the “fantasy that now is the time we all throw ourselves into third-party work or militant protest activity” and that “there is nowhere for us to go.” Which prompts a question: who is this “us” he speaks of? C.L.R. James once wrote, “What Negro, particularly below the Mason-Dixon line, believes that the bourgeois state is a state above all classes, serving the needs of all the people? They may not formulate their belief in Marxist terms, but their experience drives them to reject this shibboleth [principle] of bourgeois democracy.” The entire article reflects an approach that is not only a product of a widespread culture that lacks political imagination beyond liberal idealizations but has not intellectually or politically struggled with persons of the Black race before, at least not ones who are poor. The author is clearly not from the same hue as the colonized and oppressed people, in desperate material need of far more than even what his beloved Democratic Party is willing to offer, on their best day. But what’s fascinating is just how confident the author is throughout the entirety of the piece with his shit-eating and ramming the politics of electoralism down our throats. And all of this despite the disappointing losses by the most popular progressive politician in the US in back-to-back elections to morally and politically inferior candidates. I pondered on the possibility that maybe this article wasn’t written for me, or us, as in non-white people—but its “colorblind” and race-neutral approach clearly depicts otherwise. However, even the worst of what the white-American community has to offer is undeserving of such a disturbingly bleak and imperious political outlook. 

In his famous letter from Birmingham Jail, Martin Luther King Jr. writes about the white moderate who will constantly say, “I agree with you in the goal you seek, but I can't agree with your methods of direct action" and who “paternalistically feels [he] can set the timetable for another man's freedom; who lives by the myth of time and who constantly advises the Negro to wait until a more convenient season." And I ask, how is this descriptor laid out by the late great MLK, regarding the white moderate in the 1960s, any different than the rhetoric displayed by liberal reformists masquerading as “leftists” in the article? By telling us we need to remain patient for the US political stratosphere to miraculously adopt a conscience and allow moderate and largely temporary reforms through the electoral approach and the Democratic establishment. This is telling the most oppressed people that you can paternalistically set the timetable for our liberation.

The author writes that there are 12 million members of the Democratic Party, the largest membership number of all parties in the US—as a means of emphasizing an unfounded and irrelevant point about the American people’s reliance on the party—while failing to connect the dots to the lack of alternative political options being presented for people to resort to, which leads to a coerced “support” for millions of people who consistently “vote blue.” The author deliberately fails to recognize that the US has a population of over 300 million, and it doesn’t take a mathematician to understand that there are millions upon millions of people who are not members of the establishment and/or simply do not vote—due to disenfranchisement, socio-political status, and/or strategic disinvestment. Millions of people, largely made up of the colonized and/or racialized, who are disinvested and have long rejected the two-party system and are desperately looking for an alternative to their current social, political, and economic material realities. Instead of defeatism under the guise of electoral hopefulness within the Democratic Party, we should be proving to them that socialism, beyond the electoral and welfare statist approach that Bernie offers, could serve as that alternative. 

We, in America, never truly “choose” our political representatives—the ruling class does—even with the largely performative and symbolic facade of allowing some of us to cast votes every couple of years. Sure, we’re granted the opportunity to emblematically “choose” our next plantation owner or subjector-in-chief, but only after having our beliefs filtered and heavily influenced by the stranglehold that mainstream media, or rather mass propaganda machine, has on our psyche. With that, the electoral college stands as a means of allowing ruling elites to have the last say of who they want as their figurehead of empire run by corporations—oftentimes regardless of the popular-vote results. This, along with the fact that we’re constantly forced to choose between possibly slightly improving our material reality and the continued brutalization of those in third-world and global-south countries. It’s nothing more than constant political coercion. A democracy is not just being “allowed” to “choose” your representatives but having representatives that actually politically and morally align with its peoples’ material interests, with a fighting shot to win. If we can understand this illegitimate process and American hypocrisy, as the often “transporter” of democracy, we have to understand how the game is rigged from the jump—and we end up losing every time regardless of who is occupying office, as the ones with the most power and influence are oligarchs and corporations, and their financial interests. So how can you, as a self-proclaimed leftist, progressive, or radical, advocate for the continued reliance on a system that is inherently rigged against us? 

The fact of the matter is: Bernie Sanders is losing. And unless something drastic happens in the coming weeks, he will not be the democratic nominee. The electoral strategy has proved, once again, to be largely ineffective as a legitimate threat to capitalist exploitation and imperialism. So, you would think the most obvious solution would be to align ourselves with organizers, movements, and ideologies that can bring about the radical shift that marginalized people need to survive, right? But no, the new white moderates, leeching onto a party that has proven time and time again that those of us who want something radically different than milquetoast neoliberal establishment candidates and politics, are not welcomed. And honestly, it’s about time we listen. This conception asserted by the author, that somehow “we’ll get ‘em next time,” despite not offering much of a historical context or substantial answer as to why we should be optimistic about this approach or how we could achieve such a thing, is not just politically naive but downright potentially fatal—especially as we approach pending human-induced climate doom and deteriorating material conditions. It’s leading people into a burning building indiscriminately with little care for the lives that’ll be harmed and/or lost, in the meantime. 

Bernie Sanders should be seen as the compromise candidate that he truly represents. A physical embodiment of capitalism’s last hope, the “peaceful” alternative to sustain capitalism, imperialism, and pending climate doom, beyond its life expectancy and to avoid addressing the actualities of what this country is, at its roots, for a couple years longer. Instead, it’s clear that these self-proclaimed “progressive” political figures are considered end-goal saviors to many of these white moderates who claim that the Bernie Sanders’ or Elizabeth Warren’s of the world are merely a means to an end. And, as we’ve seen time and time again, their work will be finished if and when they succeed in electing them to the most powerful office in the world. If the DNC will not accept the mild reforms that Bernie Sanders is offering then that should tell us all we need to know about the reality in which these gains will not be attained through the ballot.

The new white moderate bombards us with disingenuous questions such as, “what’s your solution then?” when they encounter those of us who do not vote, as if opting not to engage in the coercive nature of lesser evils every election cycle, or refusing to vote for and electing the next terrorist-in-chief, is somehow more morally repugnant than the contrary. As if divesting from national electoral politics and not electing imperialists who are sure to enact terror on colonized people globally isn’t a substantial alternative, in and of itself. The new white moderate is desperately clinging on to the glimmer of hope that the Democratic Party and the United States of America, in their entirety, are not beyond redemption. They constantly tell themselves this because believing in the contrary would force them to reckon with not only their sense of identity, which they’ll find is inextricable with Americanism, but also with the reality that everything they think they know about their beloved country, and all of its institutions and global affairs, is categorically false. The claims implied in the article, that the Democratic Party is just simply incompetent, are not true. But minimizing their structural issues to something like incompetence largely lets their existence as a for-profit-over-all-else political party off the hook for its crimes while implying that these issues can be fixed with a slight overhaul in leadership. Democrats heavily rely on the lesser-of-two-evils approach that we see every election cycle. It is all they know and is very much deliberate; it’s not incompetence. As the author notes, they are perfectly fine with masquerading as the “opposition” party to Republicans, even in the Donald Trump regime era—while resisting little-to-none of their fascist policies or acts—as long as it means disallowing even the most mildest of reforms that could potentially come from a Bernie Sanders presidency. 

White moderates are no longer just raging, traditional centrists intent on maintaining the capitalist, white-supremacist status quo, but instead are also self-proclaimed “progressives” and “leftists” telling colonized, racialized, and oppressed people to wait our turn to begin building something revolutionary, something bigger than us all, while they continue underperforming and flat-out losing their electoral strategies. These new white moderates, masquerading as “progressives,” “leftists,” and oftentimes even “radicals,'' are very much keen on allowing the US—with their beloved Democratic Party at the forefront—to maintain its status as the unjust global police of the world, as long as they’re reaping the benefits of such a position through minimal “domestic” progress through welfare statism. And this is why they can so easily advocate for the continued dependence on the liberal establishment. With a condescending smugness, the author writes: “And, of course, there will be some wacky proposals that promise us a shortcut to power. Sectarians will encourage everyone to funnel their rage into ill-fated third-party efforts, and some will demand an insurrection at the Democratic National Convention.” But what’s more “wacky” or “ill-fated” than proposing to reconcile oneself to age-old tactics that are bound to continue to fail—with little-to-no evidence that a different outcome is even remotely possible? What is more doomed than sitting on your hands while people continue dying, and allowing the rage derived from the disappointing defeat of the most well-known progressive politician since FDR to funnel into more electoral opportunities coming along in the future instead of taking said rage and strategically and politically putting it toward building a sustainable movement toward people power, on the ground and in the streets? This failed electoral strategy, while disguised as being optimistic and pragmatic, is nothing more than a politically-naive and deliberately-obtuse attempt at preserving the dead end that is the Democratic Party, an organization that has historically served as a hindrance to radical movements because of its subservience to capital. It justifies futility. Because god forbid we do something beyond gathering signatures, door knocking, and bar-hopping between book clubs.

A Mutating Neoliberalism, Socialist Transitions, and Their Foreign Policies

Leftist politics often discounts the opposing camp’s strategy. In the leftist strategic imaginary, it is usually the case that a stagnating world is moved to progressive motion (or brought to a halt) by the left and its motors of history, a mindset reflected in the hegemony of the ‘establishment’ versus ‘radical left’ allegory of contemporary politics. Just as philosophy of praxis is the intellectual property of the left, or revolutionary transitions involve tasks to simply organize and accomplish by the left. When the political right is credited with an agency or a plan of its own, it is integrated into the iron laws of accumulation of capital or tied to the contradictions of the camp of capital. Mistakenly, the left tends to view components of a rightist grand strategy as manifestations of local or tactical aggressions and concessions. Often it is long after the event, decades into epochal transitions to a new era of capitalism such as neoliberalism, that the left catches up with the material and metaphysical ambitions of rightist projects.

Are we amid another such transition, now, and did and do the fronts represented by Bernie Sanders have a counterstrategy for it? Jeremy Corbyn and The Labour Party of England did not seem to have a Brexit strategy.

It will be immediately objected that bourgeois democracy “itself is the principal ideological lynchpin of Western capitalism, whose very existence deprives the working class of the idea of socialism as a different type of State.” And this is correct. It is absurd to argue that the left will simply take over a bourgeois party, because that is to forget the ultimate Marxist lesson that the Democratic Party is set up as a mode of production of rightwing power. Try to change the people in charge and the system produces the same old rightwing product (e.g. Hillary in 2016, likely Biden in 2020). All the same, I use the case of recent British and American elections as a foil to exhibit the limits of the objection. With or without a working class party, parliamentary elections and the political right’s reasons to win them remain of utmost strategic import to the global left, for the reasons that follow.

I recall an interview with Tony Blair in 2017 on some rightwing thinktank’s podcast. Blair’s unsolicited response to a question asked about potential threats to the United Kingdom’s security, with the interviewer listing adversaries ranging from China to global warming, was ‘Jeremy Corbyn and Bernie Sanders’. But the threat then and now was not as much that lefties such as Corbyn and Sanders might take power, but that they take it now that neoliberalism is mutating, capitalism is shifting to a multipolar world order, and the rest of the field are adjusting their transition plans to the emerging realities. State control by the left in this critical juncture, in respectively the oldest and biggest national territories of capitalism, was and is a nightmare scenario for capital. The rise of either of Boris Johnson and Jeremy Corbyn to supreme political relevance is of course a function of the latest crises of capitalism and liberalism; however, the camp of capital had and has plans of its own for steering this seismic shift to its own advantage. A sense of poise and urgency evidenced by the chiasmic contradictions of the pro Remain versus Leave capitalists in England, and the Hillary versus Trump contest in the United States.

In contrast, large factions of Labour’s metropolitan base were more or less sentimental about their Europeanness and lost sight of a historical mission and opportunity to fulfill: a leftist exit from a monopoly of capital on the way to perhaps, one day, a more decisive transition. After the left’s misadventure, no amount of promising the same old social democratic policy to the British masses (who proved more attuned to the event if not its articulation than their vanguard) compensated for lacking a clear and concrete strategy vis-à-vis a historical crisis and transition of capital that the Tories reengineered, campaigned on, and monopolized to win.

I will return to the Tories’ reasons. For now, it is more useful to resituate the contemporary left: not as the sole agent of transitions but as caught up in multiple counterrevolutionary transitions overseen by the political right at any point in time, anywhere in the world. Because the only thing that is clear at this point in history is that Marx did not live long enough to fully theorize, not outside The Eighteenth Brumaire, how capitalists might functionalize the contradictions of capital to their own advantage. And how they do this every time by re-functionalizing the crises of capital in transitions to new social orders, via fascism, neoliberalism or imperialism. What István Mészáros later called the “personification of capital” under different “forms of rule”.

True to Marx’s vision, capital self-expands despite and because of its immanent contradictions, but it is also true “there is no such thing as a process except in relations”. Economic and crucially political relations between the right and the left, capitalists and anti-capitalists. These dynamic relations lend themselves to visions and strategies devised to advantage the rule of one side over the other, in order to reproduce the metabolic asymmetry that is at the concrete core of Marx’s notion of class struggle. Perhaps then, after Benjamin’s formulation that the state of emergency has been made permanent, we must add that counterrevolutions are no longer the political right’s reactions to leftist events but rather the movement of the status quo made permanent.

Leftist organizing remains central to balancing this asymmetry and steering a world moved by the algorithms, machines, images and weapons of capitalists and their cronies. Masses are both force and lever in any socialist transition. But to continue to presume that we might ‘one day’ eclipse the enemy’s hegemony by simply growing popular leftist fronts is to reproduce, once more, a domesticated and “internalist” copy of Marx. A well-documented strategic fact that somehow continues to elude leftist organizing.

The consequences of the left’s internalist modus operandi are more severe in practice. First, the prevalent lack of a counter-counterrevolutionary strategy in both theory and practice, as in the war of position waged in England over Brexit, and the war of maneuver in Rojava over the future of the Middle East (I have written extensively about the latter dynamic). It is as if egalitarian mobilization will readily overcome wave after wave of counterrevolutionary force and cunning that either overwhelms or exploits the strengths and weaknesses of egalitarian mobilization. And when it takes generations to develop a revolutionary base and cadre, but only years of counterrevolution to lose them to corruption or crackdown. Indeed, by some accounts a founding text of the American Cold War era strategy, George Kennan’s The Sources of Soviet Conduct works with the premise that the Soviets organize and strategize around and through their historical mission to create a classless society –– that thing Lenin called fighting not against but for something. And insofar as the United States manages to drag the Soviets time and time again into difficult political situations where they are forced to make poor or immoral decisions, the collective Soviet faith in their collective mission will deteriorate and, over the long term, the USSR hegemony will collapse internally. Essentially, Kennan advises disarming, confusing and then finishing off the Soviets made hopeless, and he teaches that cunning may ultimately outmanoeuvre any egalitarian hypothesis. The rest is history, even if Kennan’s imperialist strategy is not the only reason that the late Soviet market socialist, state-capitalist machine came apart. Kennan’s intervention did however provide external impetus to the domination of hierarchical forms of capital over Soviet politics and economics.

The allegory about Kennan also leads to a second and cofounding consequence of the left’s internalist presumptions: the priority of the domestic and national conduct of politics and economics over the international, and to that extent the foreclosure of the imperialist foundations of the hegemonies of domestic capital and the international divisions of both labor and force. A criticism as old as Marx’s Capital but somehow sidelined ever since.

Of course, as I write, the battlefield is enormous and the left is in retreat (despite what one might see or hear). Often we focus on local resistances just to remain relevant. But as witnessed in the Grexit and then the Brexit storylines, the problem and the problem makers are no longer local. Critically, no socialist transition will readily redistribute, at the domestic level, the global foundations of a local capitalist economy, and not when any major capitalist economy is first and foremost a war economy. A war machine not only for neocolonial loot, imposing structural advantages on markets, legitimizing the markets’ juridico-political organs (e.g. the UN or IMF), and ultimately reproducing the material advantages of metropolitan working classes in the West over their counterparts in the peripheries. But also, as W. E. B. Du Bois articulated the relation between the “poor white worker” and the “black slave” long ago, a metropolitan war machine privileges “the vanity” of its domestic working classes. The capitalist war economy forges hegemony domestically, and pauperizes working-class solidarity internationally.

If the American and British underclasses have been exhibiting signs of rebellion against their ‘establishment(s)’, in the first and crucial instance this is due to their deteriorating living conditions, and then it is because the empire and its prospects are waning. In 2018, I spoke to fishermen in Scotland who could not fish because Scandinavian fishing giants were cleansing the sea floor from the small fish and crustaceans that sustained the underwater ecosystem vital to fishing Cod or Halibut. And I spoke to farmers in northern England and they were angrier, but mainly about Corbyn’s refusal to see that England could not ‘punch above its weight in Europe anymore’. The empire no longer provides because it cannot. There is a humility in this admission that is lacking in the leftist vanguard’s hyped up visions of social democracy or autonomy.

Indeed, the general mood in the United States is and has been ‘fearful’ for a decade, and not only in the 2008 recession’s aftermath. The ‘efficient’ rise of Chinese state capitalism, and the imperialist ambitions that go with it and sustain it, are serving as an alternative model of capitalist development and hegemony for expansionist states contending for the markets, from Russia to Turkey and Iran, and also for the old national and liberal territories of capital. In this new economic and political climate, the American working and middle classes are feeling the tides of China’s rise and a global reversal of old fortunes. They are growing weary of the waning prospects of the United States and its liberal vision of the world markets, because everyone knows that the United States is not economically, militarily and ideologically hegemonic anymore.

In the first place, the asymmetric accumulations of industrial capital and military superiority, which once founded and propelled the advantages of Western capitalism at the expense of the peripheries, are no longer as lopsided or decisive (for many reasons that I cannot review here). Without this advantage, a multitude of peripheral states and multinational corporations chip away at the West’s monopoly over the markets, and further the erosion of old advantages. In the meantime, accumulating the old advantages came at the expense of making a mockery of the West’s cultural values, in the name of which colonialist and imperialist wars were waged in the peripheries. Now, the postcolonial capitalist states in charge of the peripheries harness this mockery to assert the rule of local and regional social imaginaries, from Modi’s Hindu vision of India to Putin’s Eurasianism. They do this because holistic visions of autochthonous organicity seamlessly supplement local and ‘natural’ transitions to the (Chinese) authoritarian capitalist mode of production.

In this critical conjuncture, Western capital, no longer capable of bankrolling its middle and working classes’ social welfare at the expense of the encroaching peripheries, risks losing State control to the likes of Corbyn and Sanders. Herein lies the political import of the recent English and American elections despite their bourgeois form, and also what they revealed about a proportionate leftist strategy or its lack thereof. I will return to this point after outlining the camp of capital’s own response to the crisis.

Western capital had two ways out of the mess. The first was Obama and Clinton’s vision of forming new economic blocs, the likes of the Trans-Pacific Partnership (TTP) and Transatlantic Trade and Investment Partnership (TTIP), which is a strategy of pulling the resources of Western and developing capitalist states together in order to create larger markets. Markets capable of competing in terms of size and diversity of the labour pool with the Chinese alternative. Raising the minimum wage, providing ‘Obamacare’, etc., would serve to ‘dampen’ the havoc these new markets would wreak on the lives of the domestic working classes of the new blocs. As for the foreign policy of this market strategy, the United States would continue to guarantee the military security of these blocs as it did for the post-WWII blocs of capital in Europe and the Pacific, nearly a century ago. In this way Obama foreign policy’s historic “pivot to China” followed in short order, requiring new deputies such as Iran along the way in critical geopolitical junctions, and securing the new alliances with the likes of the historic Joint Comprehensive Plan of Action (JCPOA) nuclear agreement.

Then there is Brexit and Trump’s bolder vision: accept Anglo-America’s diminished role and place in the emerging new order, but with a safe and ‘graceful’ transition for US and English capital. As for the working classes, make American and British labour ‘more competitive’ by gutting its welfare and social protections even further, and so lower its price (wage) for capital and reverse the flow of jobs over the long-term. Then close the domestic labour markets to the foreign worker with a dash of fascism added to make it all organic and ‘democratic’. A strongman like Trump requires such a base if he is going to war against the neoliberal establishment and the working classes. On the foreign policy front, not needing to secure the frontiers and market access for other economies, the task is to reimagine the NATO and resurrect old allies such as the Saudis and Turkey who share the new vision (even find a ‘frenemy’ in Russia). Make ‘bilateral trade agreements’ the keyword here because China aside the United States has no one to fear in asymmetric two or three-way trade agreements. As for China, the need to restrain its imperial ambitions being unavoidable one way or another, start a trade war and transform Obama’s pivot into the “Indo-Pacific Partnership”. A logistical sphere of regional states fearful of China’s rise, from India to Australia, which surround China and its naval trade routes with US allies should push ever come to shove.

Here, neither the need for the anarchic force of “interstate politics” to steer the course of capital’s latest crisis (symptomatic of Italian, Dutch and British capital’s fall from hegemony in bygone eras), nor capital’s turn to statism to harness the crisis (found in Roosevelt’s post-Depression New Deal and Hitler’ Reich) is really new. It is really the same old neoliberalism but after a dialectical turn, mutated. The ‘free market’ still prevails because it never existed; austerity remains austerity. Only, the markets are discarding their ideological husks and what is perhaps different is the postcolonial additive of capital’s latest iteration. Neoliberalism is fulfilling its mission to ‘end history’ by fully coopting vernacular capital(s); a global capitalism with many indigenous and civilizational faces.

Indeed, the political right is writing openly about the new realities and their impending embrace by establishment Western liberal democracies. Obama’s friend, Emanuel Macron, dealing with his own revolting working class, Le Pen and Mélenchon, and catching up with the frivolous prospects of a TTP or TTIP bloc after Trump withdrew the United States from these treaties on his first day in the White House, has been gradually transforming France’s domestic and foreign policies into establishment copies of Trump and Brexit’s vision. It is almost safe to predict that if and when Sanders loses to Biden, no matter who wins the White House in November it will be Trump and Brexit’s vision that prevails in Washington for the foreseeable future.

This new climate casts the political right’s candidates in a favourable light. When Johnson promises harnessing the new realities with harsh but familiar measures, Corbyn promises revolutionizing it but seemingly without a grand vision or plan. Here, the political right’s candidates are viewed as capable because they are of the system and as ruthless as the leaders of contender states led by Putin, Macron or Erdogan. Just as what Trump and his base call ‘the establishment’ (e.g. the corruptors of capitalism) is not the same as Sanders’s referend of the same term (e.g. the corruption of capitalism), which should provide some commentary on populism as a sensible leftist strategy and on why Sanders has not done as well as hyped or hoped with working class constituencies that he promised to wrest away from Trump.

The Sanders campaign somehow misread the signs of the times, even if many on the left have been warning about the new manifestations of neoliberalism for some time, and Trump’s ways of harnessing them. Indeed, despite his promise to organize a revolution, Sanders offered the past, i.e. America now Scandinavia, when Scandinavia is sinking into crisis and fascism. The Sanders message might have been ‘new’ in the context of US politics, it is transformative and necessary, but it banked on a populism without a popular vision. He resorted to hackneyed syndicalist programs of organizing people around particular demands when he should have assumed the mantle of a strategist and ideologue who reimagines and reorganizes the chaos in broad and concrete strokes, as Lenin once did. If the masses of Detroit, Michigan shifted back to the centre and voted for Biden, it was because Sanders’s timid vision could never compete with the anarchy Trump is wreaking on the working class lives. Leftist politics has once again discounted the opposing camp’s strategy, and the ‘Sanders revolution’ was lacking a boldly revolutionary vision because of its provincial and internalist mindset and vanguard.

However, it is for all the reasons outlined above that the Sanders movement must pass the test of this critical political conjecture and win in November –– and hopefully it is not too late. But I will not offer a domestic version of such a winning strategy here. Bernie’s growing movement needs to envision, educate and articulate its domestic strategy at the grassroots. Just as we need to organize the working masses around epochal and concrete visions of mass transformations by educating and empowering a strategic mindset at the grassroots. Rather, I focus on Sanders’s foreign policy. First to demonstrate how the internalism and provincialism of his ‘revolution’ poses a threat to revolutionary politics elsewhere, especially in Iran. And then to relate the timidity of his revolutionary vision for Americans to the ambiguity and absurdity of his foreign policy plans. I make the point that transitioning to socialism will remain out of reach insofar as the left refuses a proactive and internationalist politics that steers the historical course of global capital against the grain of local capitalism. For this task we need the humility of accepting that we (and the working classes) are not the sole motor of history, and that we must use capital’s will-to-anarchy everywhere as a motor of developing anti-capitalism anywhere.

On the way to such a vision and strategy, we need to disavow internalist modes of leftism that find their epitome in Slavoj Žižek’s naive proclamations of four years ago, about an utter lack of distinction between Hillary Clinton and Donald Trump. An indistinctness that translated domestically into prisons for migrant children, and internationally as wars, ethnic cleansings and coups sponsored by Trump’s cronies in Yemen and Bolivia. Critically, the grand master’s pseudo-strategic prescription, i.e. the deteriorating state of life under Trump will ‘wake up’ the masses, was seemingly clueless about the mutating state of neoliberalism (to which the masses were already waking up at the time). Painfully, it reeked of the same romantic and humanist naivety that he ridicules elsewhere. Otherwise, he would and should have made a distinction between the establishment’s ‘liberal’ neoliberalism, and the coming establishment’s authoritarian neoliberalism. As Judith Butler remarked four years ago, under Hillary we would not lose so much ground to fascism on top of everything else –– and she was right.

It could be that we are finally headed for a world police state, and Žižek’s prescription did after all accelerate the dawn of a decisive global struggle! The trouble is that the left is awfully shorthanded in such military matters, when it delegates state control to the likes of Trump and with no alternative in store but ‘waking up’. The United States spends more than 20% of the proceeds of the largest war economy in the world on its military apparatuses. With close to 3.2 million active employees, the US military is also the largest employer in the world, with millions more affiliated as off-duty members, veterans, or families and dependents of members and veterans. And all this in a country where the wider population is marked, as Perry Anderson put it, “by the provincialism of an electorate with minimal knowledge of the outside world, and a political system that has increasingly given virtually untrammeled power to the executive in the conduct of foreign affairs, freeing presidencies, often baulked of domestic goals by fractious legislatures, to act without comparable cross-cutting pressures abroad.” It is simplistic to suggest that socializing domestic US economics and politics can happen without dismantling and replacing its largest and most powerful corporate conglomerate, the US military industrial complex and its political wings in the Pentagon and the State Department. It is just as absurd to suggest that accelerating this undemocratic juggernaut, toward a final confrontation or collision course with China, might somehow inspire the pauperized masses of the world to unite and revolt. Quite the contrary, and more so in a country with entrenched capitalist convictions and habits.

Žižek’s provincial politics ultimately forced the masses to the ‘safe’ centre. And so it is even more absurd when Sanders promises an unworkable vision of US foreign policy to guide and steer his revolution in today’s turbulent global waters. The US left must hold its “revolutionary” leaders to higher standards.

Sanders’ mediocre foreign policy record as a senator speaks for itself. His intention to continue to drone to the near and middle East will not age well either. On the question of Ukraine and Russia, “the framework put in place by the Obama Administration” seems to work for a hypothetical Sanders administration. It even foresee strengthening the sanctions on Russia, a strategy that has only strengthened the monopoly of oligarchic capital in Russia. His position on “Africa” (as a whole) is less ambiguous: “America must create room for Africa to play a greater role in setting the global agenda”, which is perhaps a good start, only it is “global institutions like the IMF, World Bank and UN Security Council” that should “take charge” here. I will return to Saudi Arabia later, because Sanders correctly recognizes that “relying on corrupt authoritarian regimes to deliver us security is a losing bet”, which is an improvement over his 2016 campaign mode of insisting that Saudi Arabia provide its fair share of the cost of global wars. As for what inspires Sanders, the greatest foreign policy accomplishment of the United States since WWII was the Marshall Plan, because “we helped rebuild their economies, spending the equivalent of $130 billion just to reconstruct Western Europe after World War II.” This is the same vision that in its Pacific counterpart put the Japanese Zaibatsu, the top criminal and capitalist class of Japan before and during the WWII, back in charge of Japan in order to quell the rising tide of postwar Japanese socialism. It is the same plan that set up the west German keystone of American imperialism against the spread of Soviet socialism to western Europe.

But Sanders is also vehemently anti-TPP and TTIP; he recognizes that the “authoritarian” mode of Chinese capitalism is an ever bigger global threat. He admirably remarks: “Right-wing authoritarians backed by a network of multi-billionaire oligarchs are forming a common front. We who believe in democracy must join together to build a progressive global order based on human solidarity.” To be fair he does identify the problem of the mutation of capital that I outlined above, even if this recognition is bereft of a vision or strategy to supplement it. However, putting his overall vision together, from bits and pieces gathered from other sources and interviews, adds up to a post-Trump Obama 2.0 foreign policy plan. For example, to quote the entirety of his response on Iran in an interview with the Council on Foreign Relations:  

The agreement achieved by the US, Europe, Russia and China with Iran is one of the strongest anti-nuclear agreements ever negotiated. It prevented a war and blocked Iran’s path to a nuclear weapon. I would re-enter the agreement on day one of my presidency and then work with the P5+1 and Iran to build upon it with additional measures to further block any path to a nuclear weapon, restrain Iran’s offensive actions in the region and forge a new strategic balance in the Middle East.

It is indeed a great idea to remove the sanctions on Iran, but beyond that the Sanders plan falls apart from its inner inconsistencies. And here the devil is once again in the fluid context. 

The recent removal of fuel subsidies — which sparked the last round of Iran protests in November of 2019 — were part of a larger program of surgical austerity politics in Iran that prepares the country’s bourgeoning state capitalism for the deregulated free markets. Indeed, the Iranian Reformists who engineered and brokered the JCPOA agreement with Obama have been at the forefront of injecting neoliberal austerity measures into the Iranian economy, destroying working class movements and unions inside Iran, and the killing, incarcerating and harassing of Iranian labour leaders and activists. Such measures are taken to make Iran’s young labour market ‘appealing’ to global capital (a la Trump’s war on American labour) and with a view of a reconciliation deal between Iran and the US, which is a highly welcome prospect for the Islamic Republic of Iran’s imperilled political establishment. The IRI is suffering from the most severe crisis of democratic legitimacy inside Iran since the 1979 revolution (with only about 30% of the population voting at the last round of parliamentary elections in Iran). Here, the JCPOA’s unequivocal reinstatement would effectively amount to a legal and official sanction of the IRI establishment by its declared mortal enemy and the international state system. Critically, the recognition restores the IRI establishment to domestic legitimacy in the eyes of the Iranian bourgeoisie who are unhappy with the economic pitfalls of IRI’s nuclear adventurism, and further sidelines the radical aspirations of the oppressed labour, women, democracy and student movements inside Iran.

It will be objected that with or without the JCPOA, Iran will stay the current oppressive course. This is correct. It will be objected that without the JCPOA, Iran might opt for a military nuclear program. This is also correct, even if it is true that Iran might well go nuclear sooner or later, without or without such an agreement. It will be objected that Sanders has promised to pair the JCPOA’s reinstatement with putting pressure on IRI’s human rights’ record. This too is correct; however, it is not altogether clear why Sanders will not negotiate another deal with Iran that empowers the various democracy and labour movements in Iran while addressing the stated concerns. And if Sanders refuses to ‘intervene’ altogether, it is a prospect all-the-more promising; all Middle Eastern people await such a day. The trouble, however, is that he intends to intervene in the name of the left and, seemingly, at the expense of the Middle Eastern left. Just as the Sanders plan is to work with the Turkish state “in a way that recognizes the rights of the Kurds”, when Sanders should be speaking of building an alliance with the pro-labour and pro-minority rights People’s Democratic Party (HDP) and the millions that back its grassroots movement in Turkey. What is more, under the banners of the Kurdistan Workers Party (PKK) and the Peoples’ and Women’s Protection Units (YPG/J), ‘the Kurds’ have been struggling against NATO’s second largest army in Turkey for more than four decades; the PKK has one of the largest active bodies of leftist and anti-capitalist membership anywhere and across the world. The Sanders foreign policy’s language is both statist and patronizing.

Critically, when it comes to intervening against IRI, it is not clear how a Sanders administration would “restrain IRI’s offensive actions in the region and forge a new strategic balance in the Middle East”. I have written extensively about the ways in which IRI’s genocidal games in Syria were instrumental simultaneously to giving the Iranian Reformists leverage in the JCPOA negotiations, and to holding down the labour and democracy movements inside Iran in the name of securing Iran against ‘external influence’ (that old redbaiting excuse). This was the same hybrid IRI strategy executed mercilessly by the same General Qassem Soleimani that some on the left were mourning earlier this year. Obama promised IRI the long-term prospect of entry to global markets and acting as the new US deputy in the Middle East (which drove the Saudis and Israelis completely mad), in return for improved behaviour in the region and especially in a Syrian conflict that was instrumental to his pivot to Asia –– I will return to this last point. Heavy US military presence in and around the region was the stick holding our the carrot to IRI.

Now, Sanders promises to reinstate the same old JCPOA, and contain IRI in the Middle East –– when the Syrian, Yemeni and Libyan civil war maps have entirely changed since Trump’s withdrawal from JCPOA –– and then to withdraw US troops from the Middle East in the meantime! It is not entirely clear what stops (in this plan) the IRI’s savvy and ruthless decision makers from exploiting the strategic loopholes of the Sanders logic. In this plan, they could transition the Iranian economy to the capitalist markets with a Sanders sanction, strangle the remainder of radical movements inside Iran and bury them under the neoliberal media’s forthcoming celebrations of ‘Iran’s return to normalcy’, and then add a military nuclear program in due and opportune time, for good measure.

What is however clear is the domestic logic of the Sanders foreign policy plans for Iran. Only weeks after the latest round of Iran Protests, during which the IRI regime killed between 500-1500 protestors, Sanders and Elizabeth Warren met with the National Iranian American Council (NIAC), the Iranian diaspora equivalent of the Israeli American Council (IAC) and AIPAC. As an unofficial IRI lobby tried in American courts for its explicit and implicit links to the Reformist establishment in Iran, NIAC’s executive body has been at the forefront of whitewashing, falsifying and defending the IRI’s bloody suppression of the latest round of Iran Protests. Opinion pieces by NIAC’s executives in The New York Times and The Independent even fooled Democracy Now into hosting a renowned IRI ideologue as an ‘expert’ on Iranian politics and Iran Protests. NIAC’s promise to Sanders or Warren could have been the millions of bourgeoise Iranian-Americans living in crucial election states such as California, over whom NIAC exerts massive and systematic influence as a demographic and donor base. After all, NIAC represents the largest network of Iranian–American capital and NIAC has been quite explicit about the harms of Trump’s Maximum Pressure campaign for the interests of Iranian capital represented by the IRI Reformists. And so NIAC members campaigned long and hard for Sanders. Even Noam Chomsky appeared in a NIAC forum to campaign for Sanders, in a panel alongside one of the writers of the infamous, vicious and ultimately withdrawn academic letter on condemning the Iran Protests and its incarcerated student leaders.

I cannot wager on whether Sanders was aware of NIAC’s machinations or not. Ultimately, his plans for effecting a socialist transition in the US were tied to effecting a transition to global capitalism in Iran under the auspices of IRI. This seems to also contradict his point on the Saudis and not ‘betting on corrupt authoritarian regimes’. Critically, and here we come full circle, the stretch of land jointly held by Iran in Syria (with Bashar al-Assad’s genocidal army) happens to coincide with the land map of China’s new Silk Road. The new silk road is one of the ways in which China plans to bypass the Indo-Pacific partnership arrayed against its trade routes, and so, following in Obama’s footsteps, a hypothetical Sanders administration would be ‘wise’ to flip the land and its expansionist and neocolonialist owners in Syria for a profit. Here it is not as much the geopolitics of the new silk road that is at stake but the imperialist intentions and claims to impose and reaffirm. It is no secret that Sanders has been outspokenly for containing China militarily with the help of the “international community”. But I cannot wager on whether this is all an unfortunate coincidence or not, because Sanders offers no concrete vision of his Chinese foreign policy either.

Regardless, it is altogether not clear how a Sanders administration would “build a progressive global order based on human solidarity”, when it seemingly plans to resurrect the Obama axis in the Middle East and utilize it toward maintaining imperialist American interests in the region, against the encroachments of Chinese neoliberalism. It is not clear how the Sanders vision of a socialist transition inside the US might benefit, in the long run, from destroying one of the oldest labour movements in the Middle East in Iran. It is not also clear what is revolutionary or even remotely innovative about the overall Sanders foreign policy vision. It is indeed misguided to claim that Sanders is “rethinking the fundamental position of the United States in the world.” In the best case scenario, what Sanders seems to offer the Middle East is not human solidarity but dumb solidarity.

For all these reasons, the Western left must hold its leaders as well as its popular base to higher standards. By virtue of its monopoly over radical and academic media in the West, the Western left is prone to amplifying its own ideological blind spots vis-à-vis dilemmas of domestic and foreign policy elsewhere. To that extent, entities such as NIAC and IRI, and the neoliberal media anywhere, might functionalize the Western left’s false and unsuspecting narratives in order to burry dissenting voices from the subaltern left in places like Iran and the Middle East and to monstrous ends. It is high time that we on the left practice meaningful and strategic international solidarity against the mutating state of neoliberalism and late capitalism.

Bernie Sanders and "Playing the Game" of Bourgeois Politics

Bernie's raw assessment of the US in 1978 was right on. Bourgeois politics are a funny thing. As someone who has become a career senator of this very state of "poverty, wage slavery, and mind-destroying media and schools," you have to wonder how much he has either (1) compromised his principles, or (2) changed his views to maintain this career. 

Is he the best of the rotten bunch? Clearly. Does he still seek some justice for the US working class? Of course. Does he hammer away at corporate corruption and excess? Absolutely. But what price has he paid and continues to pay along the way? Enabling and supporting imperialism, endorsing a power-hungry crook like Hillary Clinton, inevitably endorsing a belligerent Joe Biden, backing the racist & classist Democratic Party, calling Hugo Chavez a dictator, belittling Cuba as an evil dictatorship, playing into the Russiagate nonsense, etc.

Is he playing the power game? Perhaps. Are these "necessary evils" the price of admission? Probably. But at what point does playing this game start to mock the importance of principle and integrity? What does it say about someone who is able and willing to play this game? And what effect does this spectacle have on the much-needed formation of a class-conscious proletariat?

Iran 1953: How the CIA Orchestrated an Imperialist Coup

Escalating tensions between the U.S. and Iran have brought the complicated relationship between the two countries to the forefront. One of the most crucial events in the timeline of U.S.–Iran relations was the CIA-orchestrated coup in 1953 that deposed Prime Minister Mohammad Mossadegh at the behest of U.S. interests. By looking back at this instance of imperialist intervention, socialists can draw conclusions for defeating imperialism as well as the reactionary regime of the ayatollahs.

The end of World War II established a new world order under U.S. hegemony. The colonial order built by the British and French Empires began to break down, and their weakness opened the way for the emergence of national liberation movements in Latin America, Asia, and Africa. These conflicts were framed in an unprecedented global situation of tension between two superpowers, the USSR and United States during the Cold War.

The Middle East—as the West likes to call it—has experienced mass anti-colonial struggles in the last century. In Egypt, King Farouk was overthrown in 1952. In Iraq and Syria, the Ba’ath Party emerged as the main opposition to the Sykes–Picot Agreement, which allowed England and France to draw the borders of the countries that would be made out of the former Ottoman Empire on a napkin. Particularly in Iran, the National Front was born out of the masses’ drive to nationalize oil. The leader and founder of this political organization, Mohammad Mossadegh, posed a threat to the power of the U.S.-sympathizing Mohammad Reza Shah due to a nationalist discourse against imperialism.

Reza Shah and World War II

Mohammad Reza Shah’s predecessor, his father Reza Shah, took power in Iran and established the Pahlavi dynasty in 1921 and 1925, respectively. Backed by the British, the coup of 1921 was an attempt to curb Bolshevik influence. The new Shah surprised the British when in 1932 he began to slash some of the oil concessions awarded to the Anglo-Persian Oil Company that dominated oil exploitation in the Persian Gulf, while opening the door to German capital. By 1939, at the outset of World War II, the Third Reich was overtaking England as Iran’s main trading partner. The Allies needed Iran to get hold of the oil and the huge trans-Iranian railway linking the Persian Gulf to the Caspian Sea to supply the USSR with weapons. For this reason, in 1941, 15 divisions of the British Navy and the Red Army crossed the Iranian borders, motivated by the Shah’s admiration for Adolf Hitler.

The 1943 Tehran Conference—the “prequel” to the pacts from the Yalta and Potsdam Conferences—brought together Josef Stalin, Winston Churchill, and Franklin Roosevelt to discuss the sharing of the world after the impending German defeat in the war. The setting for the conference was no coincidence, as it was necessary for the world powers to define who would dominate a vital resource like oil. Roosevelt asked Churchill about the Shah’s situation and he told him that the Abwehr—the German military secret service—was influencing the Shah to the extent to which he was considering breaking neutrality and joining the Axis with Hitler. The British could not afford to allow oil to fall into Nazi hands, and the USSR would have a strategic problem with another enemy lurking on its borders. Churchill concluded his conversation with Roosevelt by saying: “We brought him, and we took him,” referring to Reza Shah Pahlavi.

 

The Post-War and the Cold War

Since the British Crown needed a puppet to replace the Shah, they let his docile yet influential son, Mohammad Reza Pahlavi, take over. The young Shah would seal an alliance with the British, while maintaining a weak balance with the USSR (which demanded oil concessions). It also meant an alliance with socialists, liberals, and conservatives. Among them were the Tudeh, founded during the occupation in 1941 by the former militants of the Communist Party of Persia (the largest in the Middle East) of a Stalinist tendency, which had mass influence and led large unions; the National Front with Mohammad Mossadegh at its head, founded in 1949; and the conservative sector that synthesized the famous alliance between the Bazaar and the Mosque, that is, between the sector of the financial bourgeoisie and the Shiite clergy. The new regime included a parliamentary monarchy, political parties, and the legalization of the press, which led to a process of enormous politicization among the population.

The war had devastated the Iranian economy. The precariousness of life led to large workers’ strikes led by Tudeh. The province of Khuzestan housed the main industries and the largest oil well in the world at the time, held by the Anglo-Iranian Oil Company (AIOC). The workers on strike not only demanded better living conditions, but also that the labor laws be under Iranian and not British jurisdiction. To settle this strike that lasted long months, the Crown hired thousands of strikebreakers and placed two destroyers aiming at the oil tankers that occupied the well. The conflict culminated in the submission of the AIOC to Iranian law.

Despite the hundreds of deaths and injuries, the workers had left behind the idea of the need for oil nationalization as a path to national liberation, unleashing a widespread movement.

After those strikes, the Shah not only banned the Tudeh and the unions, but also extended oil concessions to the British in exchange for minimal royalties for the country by allowing the British Crown to empty the Iranian wells. Massive opposition to this measure led to the founding of the bourgeois nationalist party, the National Front, whose top figure was Mossadegh. It was composed of professional sectors trained in Europe and different parties, some secular like the Workers’ Party of Iran, and Islamists like the Mujahideen-e Islam.

Mossadegh gained a lot of prestige within Iranian society for confronting the English by obtaining better income distribution agreements. The National Front gained a majority of seats in parliament and enormous mass support. As part of Stalinism’s post-war policy, the Tudeh supported the policies of the National Front by sealing the alliance of the labor movement with the national bourgeoisie and clerical sectors. The Tudeh pressed the Shah to appoint Mossadegh prime minister in 1951 after he presented the bill to nationalize oil to the Majlis. Within days, Iran came to dominate 100% of the oil industry.

British imperialism could not allow the world’s largest reserve to be nationalized and possibly fall under Soviet control. To exert pressure, they withdrew all their engineering personnel and sent warships to harass Iranian-flagged oil tankers, while calling for an international boycott.

The United States initially remained neutral. President Harry Truman let the nationalist movements run with the prospect of them favoring world trade by dynamiting Britain’s colonial relations. However, in January 1953, the Dwight Eisenhower administration opted for an aggressive international policy toward the USSR, positing the hypothesis that Iran could fall under the Iron Curtain (despite the fact that the Tudeh defined itself as a “patriotic democratic front” and had abandoned all socialist perspectives). Thus began the collaboration between the MI6 (British secret service) and the CIA to orchestrate the coup d’état in 1953.

Operation TPAJAX

The plan to overthrow Mossadegh surpasses fiction. It was divided into three overlapping phases: a permanent campaign of ideological propaganda through mercenary journalists; an extended network of military officers to lead the coup; and the purchase of parliamentarians to ensure a legislative body opposed to Mossadegh, as well as recruiting Islamist clerics and convincing the Shah to assume absolute power.

Mossadegh’s popularity pitted him against the power of Mohammad Reza Shah Pahlavi, who was seen even by the clerical sectors as a foreign agent. Mossadegh, remaining faithful to his class, was able to use this popular support together with the Tudeh, which provided the strength of the strategic unions as a base to maneuver, to undermine the Shah’s power, and to increase his share of power as a minister. This set him against the Islamists within the National Front who were aiming to Islamize the nation. That internal political dynamic opened the way for the imperialist intelligence services to gain influence over a famous Ayatollah, Ghasem Kashani.

This approach was decisive in confronting a sector of the impoverished population that was being impacted by the economic stagnation against Mossadegh. In this way, religious sectors began to collaborate with imperialist forces and the Shah.

Mossadegh was then faced with an attempted coup in which the Shah removed him from office, but was alerted by the intelligence networks of the Tudeh, and managed to survive. This failure forced the Shah to flee from Iran to Rome, which provided an impetus to the masses, who aspired to get rid of the monarchy and to stop the coup, to take several government buildings and flood the streets.

Mossadegh tried to hold onto power by seeking support from Eisenhower—who accused him of being a communist—in The Hague by denouncing the conspiracy in international court. Mossadegh had the option to hold onto power by sustaining the power of the masses who were rapidly advancing to confront imperialism. Instead, he feared that the masses would surpass his own power, and in order to defer to the U.S., he decided to fiercely repress the masses with the army.

With this choice, Mossadegh himself opened the door for Kermit Roosevelt—Franklin Roosevelt’s grandson—in command of Operation TPAJAX (the coup operation), to begin a bombardment of false decrees by the (exiled) Shah to influence public opinion against the prime minister. On August 18, there was a demonstration organized by the opposition (including clerics collaborating with the CIA) against Mossadegh and destroying Tudeh headquarters. But the Tudeh orders its militants to stay in their homes without intervening.

On August 19, Iranian army general Fazlollah Zahedi, a CIA agent, surrounded Mossadegh’s house with 35 Sherman tanks. After a nine-hour battle, Mossadegh was captured and sentenced to life in prison. The Shah took over within days and enacted unparalleled repression against the National Front, but even more repression against the Tudeh leaders. 5,000 people were imprisoned and executed, while others went into exile. Britain and the U.S. were rewarded with a renegotiation of concessions to their oil companies: 40% and 60%, respectively.

Mohammad Reza Shah would go on to be the absolute ruler of the country until he was overthrown in 1979 by the Iranian Revolution that established the current Islamic Republic.

It was not until 2000 that the U.S. revealed the intelligence reports showing their joint activities with MI6 in Iran. In 2009, almost 60 years after the coup, Barack Obama admitted U.S. participation in the coup as a conciliatory gesture to start discussing the nuclear agreement that would limit Iranian aspirations.

It is important to draw conclusions from the processes that took place in the Middle East in 1953 in order to address the current developments in class struggle that are challenging the various reactionary regimes since the Arab Spring. The regime of the ayatollahs that has ruled Iran since 1979, although allied against U.S. policy, is by no means anti-imperialist. Only the self-organization of the masses that defeats this reactionary regime can generate the basis for expelling imperialism from the Middle East. “Trump’s America” IS America

It's important for us to understand that "Trump’s America" IS America. There is no differentiating. As a matter of fact, based on the country's history, Trump is about as "American" as it gets - greedy, racist, classist, misogynistic, corrupt, dominating, controlling, sadistic, elitist.

America is a settler-colonial nation that was built on the backs of Native genocide and African enslavement, continuing into modern times through intricate systems of institutional white supremacy. The founders of this country were elitists and aristocrats who used their wealth to dominate others while arranging a system of immense privilege for those like them. It is a capitalist country that has been built from the toil of the working majority for centuries - masses of people who have received very little (and continue to receive very little) in return. It is an imperialist country that has bombed, colonized, and obstructed democratic movements throughout the global south and middle east for over a century. It is a misogynistic country that waited 150 years before allowing women to vote, confined women to second-class status after, and continues to breed patriarchal values that are dangerous to working women in everyday life.

"Trump's America" IS America.

Trump has continued to oversee the corporate coup started under Reagan and carried forward under the Bushs, Clinton, and Obama - a coup that is merely an inevitable late stage of capitalism, whereas wealth and power have been concentrated into a fusion of corporate governance and creeping fascism.

Trump has continued America's illegal and immoral wars abroad, same as his predecessors.

Trump has continued "starving the beast," following the neoliberal blueprint of the last 40 years by siphoning public funds into private hands.

Trump has continued the mass deportation policies implemented under Obama.

Trump has continued the attack on civil liberties started under W. Bush in the wake of 9/11.

Trump, in his role as president, carries the torch of draconian, racist, classist criminal justice policies created under Reagan.

Trump carries the torch of mass incarceration and austerity policies created under Clinton.

Trump has continued serving Wall St. and his pals/donors in the profit industries, like all of his modern predecessors.

Trump, like all presidents before, SERVES CAPITAL - not people.

He may not be the polished statesman that we've become accustomed to - those who exhibit "stability" and "civility" while acting as the figureheads of systemic brutality - but make no mistake: Trump is as American as it gets. However, "America" is largely a myth in itself, something fed to the masses from above by the wealthy and powerful few who have always demanded our loyalty despite their everyday crimes against us and our class counterparts the world over. Most Americans are despised by those who run the country from their pedestals, those who benefit from its brutality, those who gouge us at every turn, those protected by an ever-thinning, reactionary, "middle-class" buffer.

To rid ourselves of Trump and all he represents, we must rid ourselves of "America" as we know it - the myth, the systems it facilitates (capitalism/imperialism, colonialism, white supremacy, patriarchy), and all of the severity that comes with it. This is a hard truth to accept, especially since it goes against everything we have been conditioned to believe. But it is a truth that must be understood and dealt with if we are to ever win a just world.

All power to the people.

Brexit: The Death Rattle of British Imperialism

The British ruling class stands at a precipice. It has now been over 3 years since the 2016 EU referendum, in which the British people are alleged to have democratically decided the country’s future. The last few months in particular have seen the British ruling class plunged into near insurmountable crisis, and exposed the superficiality of capitalist “democracy” itself. Meanwhile, the working classes, who have suffered decades of austerity under successive Tory and Labour governments, are set to face ever-worsening conditions in the context of generalised economic crisis, against a backdrop of increased police presence and a strengthening of the racist border regime.

Seen in its proper historical context, Brexit was a farcical outcome of long-standing divisions within the British ruling-class, related to broader contradictions between the global imperialist powers. Britain is among the oldest of the imperialist powers. Once the dominant imperialist force in the world, able to call almost a third of the world’s resources to its aid, it has long since found itself pushed closer and closer to the precipice of destruction. The precipice, catalysed by a new era of inter-imperialist rivalries, particularly rising contradictions between Britain and the US and EU imperialist blocs, has now taken a concrete form: Brexit. As the sun begins to set for good on the British empire, we must investigate how this has occurred, and what the outlook is for the labouring masses.

We recently published a rigorous rebuttal of Corbyn and the Labour Party’s ‘radical’ credentials, which we recommend reading first. In this article, we summarise the causes of Brexit, and demonstrate why solutions offered by both Brexiters and Remainers, and Tories and Corbynites, are fundamentally anti-working class. While the EU is an inherently imperialist and anti-working-class institution, and we recognise that membership thereof and socialism are incompatible, a “working-class Brexit” was never on the table. Many ‘socialists’, including the Trotskyist Socialist Workers Party and the Communist Party of Britain (which retains some influence in the trade union movement), think that Brexit would provide conditions for a national path of socialist development in Britain, by undermining the strength of international finance capital, mediated through the City of London. Putting aside the fact that global economic conditions couldn’t be more distant from the post-war economic boom, ‘Lexiters’ evade the fundamental question of working-class control and ownership of the state and economy, and narrowly focus on ‘the City’ as the source of Britain’s woes, while relying on misleading and euphemistic rhetoric about the “traditional” working class “left behind”.

Even before the dominance of the financial sector, the social-democratic Labour Party always took the side of capital, consistently setting the police and even troops against workers’ movements, implementing ruthless cuts at times of economic difficulty, and perpetuating bloody imperialism abroad. Many Lexiters present a dangerous myth of a pre-Thatcher ‘golden era’ to justify their total opportunistic subservience to Corbyn’s old-school Labour Party. Left Remainers too, like the Another Europe is Possible campaign, draw on a romanticised and irrelevant vision of social democracy or “democratic socialism”.

Red Fightback recognises that the only acceptable and viable solution to Britain’s political crisis is a united, revolutionary working-class movement against austerity, racism and the capitalist system of exploitation.

Britain in the post-war world order: the parasitism of British imperialism

It is important, first of all, to place Brexit in its proper historical context. Both left-wing Remainers and Brexiters draw on a misleading myth of a benevolent post-war social democracy in Britain; a golden age the country must ‘return’ to; at the same time, many see Brexit as a historical aberration that suddenly threw the country into chaos. No historical events happen outside of the inescapable interconnection they have with each other, and neither can Brexit be understood without looking back at the path British imperialism has taken in the last few decades.

What we have been able to refer to as the world order up until 2016 was brewed up in meeting rooms across the US and Europe, from 1945 onwards, as the imperialist West mapped out its journey beyond the shadows of the Second World War. The situation in Europe was dire, and the outcome of the war called for a radical rebalancing of the scales of world dominance and power. US capital forged a new dominant position for itself, as European powers battled the challenge of post-war recovery and lost their formal colonial empires. British hegemony faded as well, and the position of the world's foremost imperialist power passed onto the US, evidenced in phenomena such as the rise of the dollar as the world's primary currency.

Beyond post-war reconstruction and its war debt, the position of British imperialism was most markedly affected by the loss of its physical empire, as the long-oppressed colonised peoples of the empire fought for independence. Politically, its image as a dominating power truly began to shatter after the so-called Suez Crisis in 1956, when Britain and France engineered an Israeli invasion of Egypt, in response to Gamal Abdel Nasser's nationalisation of the Suez canal (used for oil transport). However, the transition had begun as early as 1947, with the formal independence of India. Decolonisation must also be viewed in the context of US-Soviet antagonism; as the latter supported national liberation on anti-imperialist grounds, the former encouraged a superficial decolonisation where imperialism functioned indirectly through western-aligned local elites (‘neocolonialism’). British capital navigated this period in a number of ways: it anticipated the loss of its colonial empire and strove primarily to avoid the rise of communism and place heavy neocolonial shackles on the newly-independent nations; it installed the welfare state partly as a concession after decades of intense working-class struggle, and partly as a pacification measure funded by colonial exploitation; and it set the foundation for the establishment of the City of London as the world's leading financial centre to preserve British relevance and the survival of British imperialism. As shown by political economists P.J. Cain and A.G. Hopkins, the priority of British imperialism in the period immediately following the war was to resume the construction and development of the Sterling Area, which had begun with its formalisation in 1940 and continued with the restoration of full convertibility in 1958. After the war, Britain’s capacity to manipulate sterling balances created extremely favourable (extortionate) terms of trade with its raw material-producing colonies and neo-colonies.

The end of the gold standard and the rise of the US dollar in its place through the Bretton Woods system helped the Sterling Area survive a little longer; however, the late 1950s consolidated the awareness, among British financiers, that the Sterling Area provided less opportunity than the rest of the world. The devaluation crisis of 1967 was the final blow for sterling; by then, decolonisation was nearly complete across the former Empire. This was not a peaceful process: there was, for instance, the so-called Malaya emergency, in truth a bloody and brutal counterinsurgency operation (presided over by a Labour government) against the Malayan Communist Party, and the murderous colonial war against the Mau Mau in Kenya. Both of these, coincidentally, were later used by Britain to justify its obscene delusion that it had perfected its “hearts and minds” counterinsurgency technique, which it went on to export to occupied Ireland and lend to the US empire for use in Afghanistan and Iraq. The ‘humanitarianism’ of this technique is, of course, a lie, and the brutality of colonial violence in all of these regions proves it.

As history shows – and in direct contradiction to arguments of left-wing Brexiters that British imperialism dissolved into European imperialism – British capital continued to look out for itself as it moved through the post-1945 world order. Its relationship with the US, at times both competitive and cooperative, meant that it accepted the US dollar as the world currency, yet focused on building a solid foundation for itself as a key part of the imperialist system. The strategy, developed by the jointly operating capitalist class and political leadership – as is the habit in an imperialist state – was based on “the smooth dismantling of empire in which the City's interests were largely preserved” (White, 2000). This was both an opportunity and a response to a very real impasse. As the empire formally (but not truly!) decolonised and accepted US hegemony, it was no longer as easy for Britain to directly live off the colonial dividends of oppressed nations spread across continents. British domestic capital was unable to compete on the world market. Britain was faced with the same realisation it is facing now – what claim can a nation with diminished standing have on an honourable place among the imperialist powers? Within the geopolitical reality of the era, there arose a choice: become a junior partner to the US, or join the construction of a new imperialist bloc, led by French and German capital?

The winning move for British capital came in the form of its positioning as a bridge between Washington and Brussels – a middle-man of international capital, able to facilitate financial transactions between the world's most powerful capitalists. Using its relationship with US capital and its pre-existing influential position in the world financial market, British capital raised its crown jewel – the City of London – to the status of a global financial centre, and the lifeline of British imperialism. The City had been a central hub of international capital since the 18th century, replacing Amsterdam and becoming a crucial part in the development of industry as an irreplaceable provider of imperialist credit for British industrial capital. Its significance as a banking centre grew as the role of the banks in facilitating the movement of capital increased and their merger with industrial capital progressed. The City was soon enough an excrescence on the sickly body of the British mainland, whose manufacturing power began to vanish in favour of the unstoppable growth of London's financial sector. The turning point came in the 50s, when the Eurodollar market exploded, as Britain essentially tolerated a regulation loophole in order to reap the benefits of the competitive advantage this provided (Schenk, 1998). Contrary to the mythology invoked by left-wing Brexiters and Remainers – of a peaceful social democracy only disrupted by Thatcher’s neoliberal assault – it was “socialist” Labour that began an offensive against the working-class in response to global economic crisis. In 1975-6, Labour sought two IMF loans to reinforce the pound and save the City’s financial sector. This was accompanied with public spending cuts of £3 billion, along with wage controls during a time of price inflation. The final steps were the removal of foreign exchange controls in 1979 and the “Big Bang”, or the stock exchange deregulation seven years later in 1986, both enacted by the Thatcher government. Following the latter event, “the average daily turnover of the London Stock Exchange rose from 500 million pounds in 1986 to over $2 billion in 1995”.  This was a conscious decision to boost finance while abandoning the industrial sector, in order to build an economy based almost entirely on extracting and processing imperialist super-profits. This was accompanied by a militaristic assault on the industrial working class in the North and Midlands of Britain and Wales, firstly under Wilson’s and Callaghan’s Labour, and then Thatcher.

The UK essentially depends on its capacity to attract US and European imperialist finance, but it also still plays a directly imperialist role, predicated on financial extortion against the Global South: several years after the collapse of the USSR, ‘Africa, Asia, Latin America and the Caribbean were together paying Britain £2,493m more annually than they got in official grants, voluntary aid, export credits, bank loans and direct investments from the UK.’[3] A 2016 report showed 101 companies listed on the London Stock Exchange, mostly British, collectively control over one trillion dollars’ worth of Africa’s most valuable mineral resources.

In essence, the British ruling class carved a unique and valuable position amongst global capitalists as the broker of wealth between US and EU capital. This position allowed British imperialism to limp parasitically onwards, sustained by the favourable trade and currency deals between the two giants, able to rake in dividends from both the US and the EU imperialist bloc. This is only an extension of how British imperialism survives on wealth extracted through mechanisms of neocolonialism; to put it simply, “Britain uses the financial system to gain economic privileges by appropriating value from other countries while appearing to do them a service” (Norfield, 2016). British imperialism continues to earn “a net £30bn from financial services and even larger sums from its foreign investments”. Ironically enough, British media has been decrying the imminent death of the City ever since the referendum, as Goldman Sachs, JP Morgan, Morgan Stanley, Barclays, and Citigroup collectively moved over $500bn of balance-sheet assets from London to Frankfurt and Dublin. Other sources show that the British financial services sector has moved nearly £1 trillion to the EU since the 2016 vote.

This parasitism has characterised the British position in the world for the last 60 years, which also gives it an enormous incentive to join the US in interfering with other countries. The capitalist system must go on unbothered. So, as Marxist economist Tony Norfield puts it, what does Britain do? How does it make a living? In his words:

Britain is extremely dependent on the revenues from financial services trading and direct investment. The British state’s promotion of the financial sector, especially from the 1980s, built on its existing advantages in the world economy, and the City of London became the broker of the world. Its financial dealings draw in the money and investment funds of the whole planet, from which it derives dealing revenues, and they provide the funds for the outflow of British direct investment to exploit higher profits from overseas.

This is the foundation of British imperialism, and its continuation is the unifying cause of British politics. It is why, despite deindustrialisation, the ruling class in Britain manages to extract enormous profits – there are over 150 billionaires living in Britain – while millions upon millions are kept in poverty and perpetual employment insecurity.

Britain and EU imperialism

This repositioning of British imperialism took place as French and German capital moved to build their new imperialist tactical alliance, and Britain did not at all forget about the EU throughout this time. While the preservation of independence was a priority for at least a fraction of British capital, integration in a Europe persistent in its mission to build a new imperialist bloc to prevent another war, and create the capacity for Europe to rival the US and the Soviet Union, was very appealing. What we now know as the EU began as the European Coal and Steel Community (ECSC) at the beginning of the 1950s. The ECSC was founded in direct opposition to the risk of imperialist competition leading to imperialist war. Another war of redivision would have remained a risk without the minimisation of competition in key markets such as coal and steel. At the same time, the US promoted Western European integration through its Marshall Plan as a means of isolating Warsaw Pact countries and containing Soviet influence; strengthening the imperialist NATO alliance, and securing petrodollar markets.

It is important to note that this uneasy relationship between Europe and the US, which had gained tutelage over Europe and was promoting its integration, yet would come to fear its rise as an imperialist rival, was managed in part through the establishment of NATO in 1949. The treaty established US military dominance in Europe and military dependence on US forces; later, after the end of the Cold War, it consolidated itself as a vehicle of imperialist brutality, evidenced through interventions such as in Yugoslavia and Afghanistan. Today, despite being “brain dead” by its’ leaders own admission, it continues to fulfil its role of “containing” Russia and ensuring that Eastern Europe is packed full of US troops, military equipment, “dark” interrogation sites, and so on.

The alliance of Franco-German capital that was to become the EU proceeded towards further cooperation in 1957, with the foundation of the European Economic Community. Britain remained reluctant with regard to European integration up until the success of Franco-German capital, powered by the EEC, convinced British capital that it would be advantageous to participate in the new European project. Ten years later, in 1967, when the Sterling Area was on its deathbed and decolonisation (or rather, recolonisation under new terms) was nearly complete, admission into the European Economic Community (EEC) and the common market was a shared goal among most British politicians. At the time, French President de Gaulle was saying no to Britain for a second time. Dissent had already made itself visible, but Labour leader Harold Wilson refused to legitimise the faction of anti-European campaigners who did oppose integration.

Britain finally joined the EEC in 1973 under the Conservative government of Edward Heath. Two years later, Labour lost a referendum aimed at overturning integration, and Britain was firmly on the path to merging with the European bloc. Labour though soon settled into Britain’ role as dual servicer of US and European finance. Also during this time, “socialist” Labour joined the EEC in propping up Portuguese fascism, as well as white supremacist rule throughout southern Africa, where Britain had extensive mining interests.

This does not mean, of course, that British capital was ever the vanguard of integration. Indeed, dissent persisted from very early on within the capitalist class, due to the inherent instability of a European project based on German leadership and French toleration. A key opponent to further integration was Margaret Thatcher herself, who famously returned a defiant “no, no, no” to President of the European Commission Jacques Delors in 1990, with regard to the latter's proposal to formalise European institutions such as the European Parliament and the Council of Ministers into the supranational decision-making bodies they are today. Aiming to preserve a level of independence, particularly with regard to currency and monetary policy, Britain always sought special terms and conditions.

A particularly devastating moment for Britain, and one that added fuel to the anti-EU fire was so-called Black Wednesday in 1992. Britain had entered the European Exchange Rate Mechanism (ERM) in 1990. The City had unconditionally chosen the EU in order to destroy all remaining barriers on capital flow and accumulation. The ERM was in a way the precursor of the euro, and as such Britain was pushed by its financial sector into the scheme. However, the British economy was too weak to keep up with the European Currency Unit (ECU), and Britain was forced to withdraw from the ERM in September 1992. Black Wednesday triggered an ever-growing wave of anti-EU sentiment throughout the British capitalist class, and particularly in the Conservative party, which only added fuel to the fire started that same year by the Maastricht Treaty. The Treaty transformed the European Communities into the European Union, and set the stage for the creation of the euro, through clauses that sought to regulate members' fiscal policies. The so-called “Maastricht Rebels” opposed the Treaty, and they opposed John Major's government so heavily throughout the mid-90s that the split eventually cost them the 1997 election. UKIP was also born out of this schism, with the Anti-Federalist League as its predecessor. Nigel Farage also left the Tories in 1992 in disagreement with the Treaty. Another visible example of dissent was James Goldsmith's foundation of the Referendum Party in 1994 - indeed, most of its former candidates were recruited to UKIP by Farage.

It is important to be clear that the EU always was, and still is, an anti-working class and imperialist endeavour. With the capitalist counterrevolution in the former USSR, the EU imposed economic ‘shock therapy’ on Eastern Europe, slashing public jobs and gutting social security; thereby creating the conditions that have led to the rise of fascism in the region. Left Remainers rightly point out that xenophobia dominated the Brexit campaign, but hypocritically they ignore the racist reality of the EU. The ‘Fortress Europe’ policy in Western Europe has dehumanised and caused systemic violence against non-EU migrants. Western Europe refuses to take responsibility for the millions of refugees displaced by decades of imperialist interventions in the Middle East and North Africa. Recent EU bailouts have served to prop up especially German and French banks which had taken on government debt in floundering southern European countries. The bailouts were accompanied with sweeping privatizations and cuts in the debtor countries. After the Troika’s intervention, Greece’s economy collapsed by 30% while pensions and wages fell catastrophically by 40%. The rapid capitulation of Greece’s “democratic socialist” party, Syriza, to international finance should be a clear warning for those placing all their hopes in social democracy.

The two factions, pro- and anti-EU, only grew further apart during the Blair era. It is this antagonism that brewed up for almost two decades, and finally, 3 years ago, managed to overturn decades of integration (which fuelled the most shameless parasitic exploitation) and throw British imperialism into crisis. Throughout the previous 50 years, Britain had been able to fully take advantage of the favourable position it had manoeuvred itself into. With a foot in Brussels and one in Washington, but its head firmly in the City of London, the British capitalist class facilitated the movement of capital between continents and lived almost exclusively off the interest, dividends, finder's-fees, and other kickbacks it received from this arrangement. However, this favourable position for the British ruling class was always going to run out of borrowed time. For one, a country so embedded in international finance, with no solid domestic economic foundation to fall back on, will be much more vulnerable to looming future crises. Indeed, Britain is yet to recover from the 2008 financial crisis.

Secondly, with inter-imperialist rivalry once again on the horizon, the unsustainability of British parasitic imperialism is exposed for all to see. As capitalism falls deeper into crisis and the world is entirely divided between great powers, the expansion of the EU imperialist bloc has necessarily forced it into competition against the US and its dominance. Since the 2008/9 global financial crisis, contradictions within the imperialist power bloc (USA, Britain, West Europe and Japan) have been spilling over. The limits of US dominance were recently displayed by its inability to topple the Russian-backed Assad government in Syria. France and Germany are looking to increase their independence from the US, notably via the Nord Stream 2 gas pipeline to Russia. The situation is one of geopolitical volatility, seen most recently with the flagrant assassination by the US of the leading military figure in Iran, an oil-rich country which deals with Russia, China and the EU. Britain is now forced to decide upon its favoured ally. That is to say, the contradiction in the British position has forced the hand of the British ruling class by seeing them hold a referendum that would decide, supposedly, if Britain would favour involvement in the EU bloc, or if Britain would favour greater involvement in US imperialism, as has happened with the Brexit referendum.

In reality then, far from being a new battleground in British politics (as some would claim), Brexit is a symptom of a long-standing ruling class disagreement between which would be of more benefit; greater ties with the EU, or greater ties to the US. It is not in itself the principal political battleground, which is between the capitalist class and the increasingly-squeezed working class.

The referendum: democracy for whom?

This antagonism came to a head in the few years leading up to 2016. In 2013, David Cameron, a Europhile, called a referendum on EU membership, in an opportunistic bluff calculated to win over UKIP voters and stabilise Conservative power by shattering the Eurosceptic wing of the party. As we strive to make sense of Brexit, the myths centred on a supposed democratic referendum, where the voice of the people broke through the manoeuvres of the “political elites”, must be denounced and debunked. In reality, the true character of the referendum - a factional war within the British capitalist class - shone through from the beginning, both in how the choice was presented, and in the real outcomes it presented for the working class.

While immediately, the referendum on EU membership was an expression of inter-imperialist rivalries at a time of global economic downturn, the political campaigns were largely centred on the ‘issue’ of immigration. As journalist Paul Foot observed in 1976: “Race hate and race violence does not rise and fall according to the numbers of immigrants coming to Britain. It rises and falls to the extent to which people’s prejudices are inflamed and made respectable by politicians and newspapers”.

An especially graphic moment came when Leave.EU – a UKIP-led organisation, co-founded by capitalist Arron Banks – produced a racist poster showing Middle Eastern refugees queuing at Europe’s borders. A day after this ‘Breaking Point’ billboard went up, Labour MP Jo Cox was murdered by a white supremacist connected to Britain First. In this context, the argument that Brexit lacked racist implications because much of the immigration in question is European is facile. The most striking characteristic of Brexit-related racial violence (which includes some 6,000 reported racist hate crimes in the four weeks following the referendum) was ‘the way its perpetrators made little attempt to distinguish between black and brown citizens and white European migrants – in their eyes, they were all outsiders.’[5]

Restricting the number of immigrant workers in the British economy is one of the primary objectives of Brexit; nationalistic and racist sentiments, particularly prevalent in rural and deprived areas with few immigrants, but also among the metropolitan middle classes, see foreigners as the reason for their low wages and lack of job opportunities.

Racist conspiracy theories about immigrants who “take advantage” of the British welfare system by going on benefits and not contributing to society also fuelled the Leave vote. These same conspiracy theories have been used as justification to decimate what little welfare state still remains. However, according to most research (including the government’s own reports), immigration does not push down local wages or increase unemployment. Nevertheless, this rhetoric was used by both right-wing groups and Labour. Should Brexit take place, immigrant workers will face the brunt of the effects. The deaths of 39 young Vietnamese people found in a lorry in Essex were only one especially shocking instance of the systemic violence migrants are subjected to. The “hostile environment” will undoubtedly worsen as the government further strengthens its border controls, increases deportations and places more and more restrictions on who can enter the country. Restrictive Visa requirements will lead to migrant workers accepting more and more exploitative working conditions, as a refusal to do so would mean unemployment and thus deportation. The strengthening of the border will mean increased government surveillance on migrant communities in an attempt to catch “illegal” immigrants.

Restriction of immigrant labour will not solve the problem of poverty and exploitation within Britain, as this is the nature of the capitalist economic system; therefore, as conditions continue to worsen (and the burden of this will primarily be on immigrant communities), it is likely that anti-immigrant sentiment will continue to increase. This, coupled with the government's increasing emphasis on creating hostile conditions for immigrants and the tighter restrictions on immigrant labour, will mean that the living conditions of immigrants (both from the EU and from the rest of the world) will only continue to get worse. The government will remain bound by World Trade Organization rules and free trade agreements, which all call for a reduction in barriers to trade (i.e. labour protections and rights), so the situation will remain bad for all workers in this case. No one wins; neither the ‘British’ workers, nor the immigrant workers.

Of course, it is not surprising that the ruling classes were able to use the issue of immigration to craft the Brexit narrative. Centuries of imperialist plunder have generated a certain structural white privilege, which has led some white workers to incorrectly, and short-sightedly, respond to their own hardships by seeking to narrowly defend their relative privileges – in employment, housing allocation, social security provision etc. – instead of joining with workers of colour in combating the overarching conditions of capitalist exploitation. Anti-immigrant sentiments have, however, been overwhelmingly manufactured by political elites. Bourgeois politicians have particularly sought to distract from the neoliberal assault on the entire working class, by appealing to a uniform ‘white working class’ identity – and in the process, erasing histories of multiracial proletarian solidarity, such as at the anti-fascist Battle of Cable Street, or the Grunwick film processing plant dispute led by Asian women.

Indeed, many Lexiters have responded to Corbyn’s recent election defeat by parroting euphemistic right-wing rhetoric about the “traditional” (i.e. white) working class “left behind” in the North and Midlands, whose “authentic” demands were supposedly betrayed by Labour’s call for a second referendum. This narrative has manifold problems, including the reality that the working-class poor in the metropole are equally left behind. The Communist Party of Great Britain (Marxist-Leninist) has for instance adopted the slogan ‘British workers demand Brexit’. This is disingenuous: the Brexit vote was disproportionately delivered by the ‘propertied, pensioned, well-off, white middle class based in southern England’; and the proportion of Leave voters in the lowest two social classes (the so-called precariat) was just 24%[6]. It is certainly true that many workers saw the referendum as a means to register their class-based anger towards the political establishment. For decades the working-class in former manufacturing regions have been attacked by successive Tory and Labour governments, but crucially it is the duty of socialists to foreground the pivotal issue of working-class control of the state and economy, rather than pandering to vague chauvinist sentiments, or promoting conspiratorial notions of ‘cosmopolitanism’/‘multiculturalism’. Given their lack of any strong internationalist or revolutionary perspectives, Lexiters, who often themselves adopt reactionary nationalist rhetoric, have played directly into the hands of the Right.

The notion Brexit was a working-class victory is farcical. More than half the donations made during the referendum campaign came from just ten wealthy donors. The Brexit camp, including Leave.EU and the official Vote Leave campaign led by Tory elites like Boris Johnson and Michael Gove (and a sprinkling of Labour MPs), enjoyed the greater share of elite funding. The Leavers received £17.5 million of the donations – ‘almost exactly one vote for every pound given towards the Brexit campaign’ – compared to Remain’s £14.2 million. Brexit was secured by targeted advertising campaigns, stolen data, fake social media accounts and overrun spending limits. If we were to also consider those who were won over by loosely defined promises of “taking back control”, or of £350 million a week for the NHS, and compare these tall tales with the real causes of Brexit, the idea of a democratic referendum loses any kind of connection with reality.

The left-wing Remainers, however – foremost among them, the Corbynite and ex-Trotskyist Paul Mason – are no better. They believe in a “progressive” Europe; a notion based on the myth that reformist social democracy can ‘tame’ capitalism. Left Remainers point to the relative stability of the post-war economic boom period, but the conditions for this model no longer exist. Even if they did, social democracy, including “socialist” Labour, has never had any no qualms about turning on the working class at the first sign of trouble. We stand in solidarity with EU workers facing the erosion of their rights, but we cannot do so without maintaining a correct assessment of the EU as an anti-worker organisation - in fact, EU labour migration happens predominantly from its southern and eastern ‘periphery’ to its western ‘core’, being only a reflection of the wider global value extraction from South to North. This cannot be ignored, and any response by EU workers to the prospect of a hard Brexit must take into account the hostile environment faced by non-EU migrant workers for years, and forge true internationalist solidarity out of this struggle.

Neither were Left-wing Brexiters (‘Lexiters’), like the Trotskyist Socialist Workers’ Party leader Alex Callinicos, and the Communist Party of Britain, correct in their optimistic assessment that the referendum was a working-class victory because of its supposed effect on EU imperialism. They correctly identify the imperialist and anti-working-class character of the EU, but they wrongly view imperialism as a unified bloc, and thus portray Brexit as a tactical anti-imperialist decision. The most extreme example of this line comes from the Communist Party of Great Britain (Marxist-Leninist), which argued that ‘the votes of the xenophobes will be what is needed to pull Britain out of the EU come the referendum on 23 June this year – which will in all probability prove disastrous for British imperialism.’ Lexiters ignore the existence of inter-imperialist divisions. Post-Brexit Britain, whether led by Johnson or a Labour government, expects to retain close relations with the US, the world’s most militaristic power. The UK is the world’s second largest arms exporter, and UK capitalists have reaped enormous profits from Middle Eastern wars, most recently in Syria and Yemen. The inability of social democracy to break with imperialism was demonstrated by the fact that Corbyn’s "democratic-socialist" Labour supported NATO and committed to increasing military spending.

It is time to call things by their name: the working class was not featured on the referendum ballot. As we will continue to make clear not only throughout this article, but through our theory and practice as applied to the tasks we face as a party, the working class will find its liberation outside of the parliamentary circus the ruling class puts on to distract us from the absence of bread.

2016-2019: the dissolution of bourgeois unity

The shock that the Leave victory sent throughout the ranks of all classes in Britain was monumental, most notably through the numerous political crises it kickstarted within the British parliamentary parties. From the moment Britain narrowly voted to leave in June 2016, up to the Tory victory in the 2019 general election, the Tory party had been riven with splits and rivalries. In 2017, prime minister Theresa May called a snap general election, aiming to strengthen her party’s hand in Brexit negotiations. But the result was a hung parliament, with the Tories losing 13 seats. A minority coalition government was negotiated, with the Conservatives gifting £1 billion to the right-wing, homophobic Democratic Unionist Party (DUP). This was also the closest Jeremy Corbyn got to power. It could be argued that the ruling class consensus regarding the amount of concessions they can still offer to the working class - in essence, barely any - regained its role as the negotiations lurched towards a conclusion.

The amount of time spent on factional conflict before a deal was even being drafted, let alone after the first Withdrawal Agreement was presented to Parliament, tells a very rich story about the scale of conflict within the ruling class. For hard-line Tory Brexiters, even the extremely limited provisions for workers’ rights presented in May’s leave deals were too much. Meanwhile, measures to keep the six occupied Irish counties within EU structures, in order to prevent a hard British border in Ireland, were rejected by the DUP. Theresa May resigned in June 2019, after a third failed attempt at getting a Brexit deal through parliament.

The Tories’ salvation came in the form of Boris Johnson  - elected leader of the Conservative Party, and thus prime minister, in July 2019. In his victory speech, he pledged to “deliver Brexit, unite the country, and defeat Jeremy Corbyn”. He faced mounting opposition from Parliament due to his primary focus on delivering a “no-deal” Brexit, which deepened the divisions within the Conservative Party. The decision of the 21 rebel Tory MPs on the 2nd of September to vote against the party whip and back the motion that lead to a law forcing a delay to Britain’s exit date - otherwise known as the Benn act - was another key event that exacerbated these divisions. The 21 MPs were consequently expelled from the party, leading to former Secretary of State for Work and Pensions, Amber Rudd, resigning in protest of their expulsion. She detailed in her letter that she no longer believed “leaving with a deal is the Government’s main objective” and stated “The government is expending a lot of energy to prepare for ‘no deal’ but I have not seen the same level of intensity go into our talks with the European Union”.  

Johnson’s government swiftly set about exposing the farce of bourgeois “democracy” in Britain, with the prorogation scandal. The short-lived outrage over what was shamelessly called a ‘coup’ exposes a deeper truth about the historical moment we live in: the crisis had intensified until the point where bourgeois democracy itself became an obstacle. This democracy - restricted and insufficient, being no more than a chance of the oppressed classes to elect their exploiters for the next five years - was proven to be disposable should the factional conflict within the ruling class demand it. On the 28th of August 2019, Johnson’s government was granted permission by the Queen to prorogue parliament for a five-week period, ending a few weeks before the 31st of October, when Britain was previously due to leave the European Union. This move has caused controversy in the upper echelons of bourgeois politics, as well as a backlash of outrage from citizens around the country, thousands of whom took to the streets in protest. On the 24th of September, after a much-publicised trial, the British Supreme Court ruled that Johnson’s prorogation was unlawful.

What is the political significance of Johnson’s prorogation? The significance lies in Johnson’s Brexiter stance, which consequently informed his insistence on delivering Brexit on the 31st of October, whether that be with a deal or no deal. The mounting pressure this saga had placed upon Johnson lead us to his attempt to prorogue Parliament up until a few weeks shy of what was then the Brexit deadline. Practically, this would have decreased the amount of time for Parliament to discuss a Brexit deal to less than 3 weeks, thus undermining the ability of MPs to debate and ultimately stop a no-deal.

Johnson subsequently moved to expel his own MPs over their allegiance to the Benn Act, a law passed by the opposing faction of parliamentary democracy that was intended to avert a no-deal Brexit. This move laid bare the farce of "democracy" that the bourgeois class present - in his zeal to achieve Brexit, even bourgeois democracy was too much of an obstacle for him, so he lashed out at his own 'team' in anger. Johnson was always perfectly aware of the economic shockwave that Brexit would bring, and knew that it would only truly impact the working class. He, and his compatriots in the bourgeois class have only one priority: their avarice. The difference between him and the 'opposition' is merely the expression of that avarice.

Deal or no deal: the facade dissolves

Brexit has been the story of false choices. As the ‘choice’ between Leave or Remain was settled swiftly in 2016, ‘deal or no deal’ occupied much more of Britain’s political life in the past three years. And yet it remained equally false. For the working classes in Britain, the difference between Johnson’s deal and a no-deal is a matter of degrees of severity. Brexit will undoubtedly compound the existing economic crisis. Since the 2007/2008 financial crash, global trade growth has slowed massively compared to the average of 10% a year in 1949-2008: the World Trade Organisation has forecasted a 1.2% expansion for 2019. The pound reached historic lows in September 2019, and has lost 20% of its value since the 2016 EU referendum. The government has already spent billions on preparing for a no-deal outcome ahead of the first aborted Brexit deadline of March 29 and the second of October 31. The National Institute of Economic and Social Research estimate that Johnson’s present deal would cost the UK economy £70 billion over the next decade. Johnson’s new negotiated Brexit deal (yet to be ratified by parliament at the time of writing) is similar to May’s, but even more antagonistic to workers’ and environmental rights. It also contains a twist in a novel solution to the ‘Irish question’.

It must be pointed out that we can easily add 1921 to the list of years whose ghosts have been haunting Britain’s ruling class as they attempted to manoeuvre out of this crisis. The imperialist partition of Ireland, and Britain’s ongoing illegitimate occupation of the six Northern counties led to the issue of the so-called ‘Irish backstop’. This was an attempt to solve an impossible paradox: Britain must leave the customs union, Britain cannot imagine relinquishing control of the six counties, but there can be no border in Ireland. Theresa May’s proposed Irish ‘backstop’ amendment, negotiated in December 2017 and updated in November 2018, was an insurance measure to guarantee that, even if UK-EU negotiations failed, the so-called Irish border - in reality, the British border in Ireland - would remain free flowing post-Brexit. In Johnson’s new deal, Ireland’s six northern counties will remain aligned to some EU single market regulations on goods. The occupied North will also remain in the same customs area as the rest of Britain’s territory, so it will be included in future British trade deals. All necessary EU-related checks on goods will take place between Britain and the occupied six counties of Ireland. Significantly, the DUP will not be given a veto for this arrangement. Four years after Brexit, the elected representatives of the six counties would decide by simple majority whether to continue the arrangement (i.e., majorities from both nationalist and loyalist constituencies will not be required).

While, of course, we hold no sympathy for the hard-unionist homophobes in the DUP, their betrayal by the Tories could spell the possibility of a new line of struggle for Irish unity. Increased autonomy from Britain suggests a heightened possibility of future Irish reunification, and a final end to the North’s incorporation into British political structures as a subordinate entity. Demographic shifts – namely a growing Catholic population – will also play a role. In a recent poll, 51% of respondents in the north of Ireland said they would vote to join the Republic of Ireland if a referendum was held tomorrow – rising to 60% among those aged 18 to 24. Reunification would enable a much needed independent and unified path of class struggle in Ireland. In the six counties, although poverty among pensioners has fallen over the last decade, a staggering 25.12% of all children are living in poverty. There are, however, worrying rumblings from far-right loyalist groups like the Ulster Volunteer Force and Ulster Defence Association, and British media’s obsession with the IRA has created a dangerous amnesia about the brutality of Ulster-Protestant extremist terrorism. It is also crucial to note at this stage that Irish unity is one side of the struggle: the other is the defeat of all British imperialist influence in Ireland and the final victory of the 32-county socialist republic proclaimed in 1916.

The EU is no paragon of workers’ rights. The Treaty on the Functioning of the European Union (TFEU) prevents any EU measures to enforce minimum pay or the right to strike. The EU has done nothing to prevent the passing of dozens of anti-trade union laws in Britain. But Johnson’s proposed deal would provide the groundwork for an unprecedented strengthening of capitalists’ capacity to exploit at the expense of workers; removing legal obligations to abide by EU standards on labour rights. According to the Institute for Public Policy Research: “This deal opens the door to a decade of deregulation. It puts workers’ rights, environmental protections, and consumer standards at risk. It places the whole British economy and the NHS on the table for trade negotiations with Donald Trump.” Food standards will also be lowered. Additionally, the government’s proposal for ten ‘free ports’ post-Brexit, allowing companies to import and re-export goods outside normal tax and customs rules, would complete the transformation of Britain into an offshore haven for parasitic finance.

According to a statement by Johnson’s ally Michael Gove, a no-deal exit is also still on the table, in light of Johnson's 11-month deadline for a new trade deal. The government’s leaked Operation Yellowhammer document, officially subtitled ‘Reasonable Worst Case Planning Assumptions’, but originally described as ‘Base Case’ assumptions, outlined some likely disastrous impacts of a no-deal scenario, including widespread economic disruption due to an absence of predictability or planning; the stretching of resources at a time they are already stretched thin by winter conditions (e.g. flooding, already causing issues in swathes of northern England); medical shortages (some of which are predicted even with a negotiated deal) and fresh food shortages, as well as local fuel shortages. No wonder the document also points to the possibility of widespread rioting. None of this matters to hard Brexiters who, like many of Johnson’s friends, hope to reap enormous speculation dividends from a no-deal scenario.

As Lenin taught us to ask, who stands to gain? A deal has been the option much preferred by the predominantly EU-sympathising City; indeed, they are more likely to have switched from supporting the Tories to at least giving some consideration to the Lib Dems, who had been promising to throw Article 50 in the bin and reset the Brexit clock to before the referendum even happened. The ultimate futility of the finance sector’s wish for things to be just like they used to will no doubt become apparent with time, because, with the alliance between US and EU imperialists now starting to fall apart, London’s fence to sit on is also rapidly disintegrating. Indeed, this was the entire point of Brexit; moreover, the uncertainty around Brexit has already cost those sections of the City dependent on EU trade and investment dearly.

Meanwhile, the Brexit radicals in the Tory & Brexit parties and UKIP (at least while it still had a thin veneer of not being yet another fascistic party, which was promptly discarded in the Batten era) have been pushing the Brexit Overton window so far towards no-deal, 2016 seems almost unreal by comparison. Leaving the customs union completely was the ‘hard Brexit’ of days gone by - days we almost long for as we weigh up the choice between chlorinated chicken and no chicken at all, should food shortages become a generalised reality. However, outside of the national chauvinists earnestly hoping for British dominance to persist outside of the comfortable space between the two sides of the Atlantic, there are also those who would profit the most from a shockingly hard Brexit: financiers like Crispin Odey, also based in the City, who are hoping to gain profits from shorting the pound and betting against Britain. It is this faction that guides the political shift towards no-deal.

Indeed, while the withdrawal agreement has now passed, the Sisyphean task begins once more - the yet-to-be-negotiated trade deal looms large on the horizon, with merely months remaining to complete it. Johnson has written himself into a corner with recent law changes to prevent an extension of the transition period - given that settling merely the terms of departure took over three years, it is clear that something is amiss in Johnson’s expectation of an “epically likely” trade deal. Is this sheer bluster and bravado on the Tories’ part, or does it suggest that the choice has finally been taken, and that the British bourgeoisie are pivoting to the US sphere of influence?

What this tells us, above all else, is that there is no end to the crisis. We are rapidly heading towards the final crisis of capital, and there is no unity left to be found within any of the factions of the ruling class. It is a time for redivision and repositioning, and history teaches us that any such movements are indescribably violent for the working classes. Brexit is not in itself the real political division at play, and neither will its ‘conclusion’ spell the end of the generalised disarray experienced by the ruling classes of the world’s imperialist powers.

Conclusion: There is no working-class solution to Brexit

As we have seen, both the Brexit and Remain camps proposed anti-working-class solutions to the crisis in British imperialism. What is true is that a sizeable number of Brexiters were those workers completely abandoned by the mainstream political parties: several million who don’t usually vote but used the referendum as a protest against deteriorating social conditions. A staggering 14 million people in the UK - a fifth of the population - live in poverty. The author of a United Nations report released earlier this year stated that long-term UK government policies, some initiated by Labour, have caused “systematic immiseration”.

Brexit, which promises further deregulation, is not a solution: the prime enemy of the British working class is not the Brussels bureaucracy (though they are an enemy), but rather successive Labour and Tory leaderships. Left critics of Corbyn’s Labour have rightly noted its anti-migrant stance, and further noteworthy is Labour’s failure to tackle austerity even at the council level. Corbyn’s reformism would, in the long-term, be helpless to stem the impact of economic crisis on the working class, or counter the rise of the far right. As we outlined thoroughly in our General Election analysis, Corbynites hopelessly seek to ‘tame’ capitalism, permanently deferring the issue of true working-class control and ownership of the economy and state. A hundred years’ experience of the British Labour Party teaches us that the traditional ‘two-step model’ advocated by most self-professed ‘revolutionaries’ in Britain--that is, of electing a Labour government, then allying with the Labour “left”, and exerting ‘pressure’ to magically achieve working-class control of the state--is totally bankrupt.

The declassing of even relatively privileged white-collar workers in the wake of the 2007/2008 global financial crisis, and the likelihood of a post-Brexit recession, points to the possibility – and necessity – of working-class convergence and unity. The working class, regardless of gender/ethnicity/sexual orientation/religion/disability etc., has a shared interest in ending the everyday precarity, exploitation and severe strain on mental wellbeing intrinsic to the capitalist wage-labour relation. This is not a zero-sum struggle, where a gain for one is a loss for others: battles along the way against racism, transphobia, misogyny and ableism will only temper the revolutionary edge of our movement. The working class must champion its differences, while uniting in struggle against the repressive tyranny of the racist hostile environment; the decades of income squeezes, and gutting of social security, associated with ‘austerity’; and the looming threat of environmental devastation.

Brexit has been many things for all classes in Britain.

The call for all communists in Britain should be clear: we must recognise Brexit as the expression of a division within the British ruling class (itself determined by wider inter-imperialist contradictions between the EU and USA); a division in which we should not be taking sides. We must expose EU imperialism, but simultaneously oppose the conspiratorial chauvinism that has characterised Lexiters’ arguments, and champion unconditional socialist internationalism at time of global far-right re-convergence. Crucially, socialists must cast aside all opportunist illusions in any reformist national path of social democracy which, as explained above, rely on dishonest and irrelevant appraisals of a post-war ‘golden era’; and acknowledge that Labour (even with Corbyn at the helm) is and always was the second capitalist party in Britain.

Analysis can and must be undertaken with a view to fully encompass all contradictions and antagonisms which drive forward the march of history, and to pick out of all the potential outcomes the one that will see the working class victorious on a world scale. For us, this means revolutionary opposition to all factions of the British bourgeoisie, be it big or small. It means preparing to defend the working class against rising imperialist rivalry which could spark a world war; participating in the formation of a new communist international against imperialism; a new united front against global fascism; and building an environmentally sound socialist revolutionary movement – for our demands, like those of James Connolly, are most moderate: we only want the Earth.

Resist imperialist war, resist the organised murder of the working class. Our day will come, but as any new world is born in agony, pushing against the dying body of the old one, it is our duty to help it emerge in the right form.

Against Akon's New Liberia: Class Remains The Key Link

There has been much confusion regarding the character, purpose, and benefit of projects in Africa such as those launched by multimillionaire musical artist Akon in Senegal. This project is described by the New York Post as being “run entirely on renewable energy” and Akon himself is quoted as saying: “With the AKoin we are building cities, the first one being in Senegal…we’re securing the land and closing out all the legislation papers for the city. We want to make it a free zone and cryptocurrency-driven as a test market.” Essentially, this is a capitalist project. This is an old strategy, one of wealthy diasporic Africans (Akon himself is of Senegalese extraction) returning to the motherland, buying up property, and trying to construct little Wakandas. The recolonization movement in the early 1800s (backed by wealthy colonizers in the UK and US) led to the formation of two “independent states” on the West Coast of Africa, Liberia, and Sierra Leone. These countries were not independent, they can be seen as the first neocolonial test cases. In the case of Sierra Leone, initially populated by diasporic Africans who self-liberated from slavery during the American “Revolution”, it remained a colony of Britain until 1961. Both countries lacked native control over their natural resources. Liberian rubber was the property of Yankee corporations, diamonds from Sierra Leone remained in the grasping hands of the British. One of the main reasons that the Americans sought to destroy the movement led by Marcus Garvey was that it promoted, encouraged, and developed strategies for African economic self-determination in the US, in the Caribbean and Latin America, and in the Continent. The imperialists simply could not allow this, and it is to the eternal demerit of Communists that we failed to develop mass links and a United Front with this movement which captured the energy and support of tens of millions of Africans, instead of working for its destruction because we saw it as an ideological and political rival. 

Back to the Akon City project. Akon’s goals, I believe, are not willfully malicious. I begrudge no African that thinks they are genuinely helping their people. However, this project is a capitalist project and thus is doomed to either fail or set up a wealthy utopia for Europeans and Africans with the means to play around with cryptocurrency and such. In essence, Akon is hamstrung by his class position and class stand. Rich Africans returning to the Continent and seeking to set up what are essentially little Liberias and little Wakandas is a strategy that does not take into account the presence and insidious machinations of neocolonialism and bureaucratic capitalism (compradorism). Africa is poor not because the people there are bad capitalists. Africa is poor because of capitalism and imperialism and its lackeys on the Continent who are installed to ensure the flow of resources to the old colonial metropoles. Akon City is closed to the tens of thousands of Congolese youth who mine the coltan which will fuel Akon’s cryptocurrency. Akon City is closed to the hundreds of thousands in Dakar who live in shipping containers and do not have running water, or electricity. Akon City is as real to the majority of Africans as Wakanda is. For all Africans to enjoy a high standard of living it is essential to replace capitalist pipe dreams with Pan-African socialist reality. Africans, working-class and peasant Africans, must have control of our wealth and our Continent. Neocolonialism and imperialism must be buried with armed force. As long as colonizers continue to loot our continent we will see no peace, millions of us will continue to die no matter how many glass and concrete monstrosities Akon constructs. Look to Liberia and Sierra Leone as negative examples, and study the works of those such as Kwame Nkrumah, Malcolm X, and other Pan-African revolutionaries. Apply them to our day to day reality, analyze and criticize everything, and seize the time. Take class as the key link.

Still Fighting for Korea’s Liberation: An Interview with Ahn Hak-sop

Editor’s Note: Ahn Hak-sop was an officer in the Korean People’s Army of the Democratic People’s Republic of Korea (DPRK, or North Korea) during the Korean War. In 1952, he was captured by the United States and its proxy forces while on his way to a meeting in the southern part of Korea. He served decades as an unconverted political prisoner before finally winning release in 1995. Today, he is still active as a peace and reunification activist in the Republic of Korea (ROK, or South Korea). Liberation School interviewed Mr. Ahn in November 2019 at a peace church in the Civilian Control Zone just south of the 38th parallel that divides the Korean peninsula. This interview was conducted by Derek Ford, Hampton Institute’s Education Dept chair, for Liberation School.

Thank you so much for speaking with us today, Mr. Ahn. It’s wonderful to see you again. To begin, can you tell us about how you got involved with the Korean struggle for peace, independence, and reunification?

My birth town is Ganghwa Island. I was born in a poor household, in the era of Japanese imperialism. My family was Confuscianist. I went to elementary school and was taught an imperialist education. They didn’t teach me that Korea was a colony. I found that out in second grade. Through my experiences in the imperialist education, I found out that Korea was not independent, and since that time the feeling of anti-imperialism grew in my mind. At the time of liberation from Japanese imperialism, I was in hiding because of anti-imperialist activism, and that is where I met the resistance forces. On the afternoon of August 15, I knew that I was liberated from Japanese imperialism.

What was your understanding of US imperialism at that time?

At first, I thought the US Army was a liberation army. But soon General MacArthur referred to the US as an occupying army. There was no word of liberation, only occupation; so I was suspicious, but only partly so. Although I was young, the whole nation was full with division between the rule of the US and Soviets. In September of 1945, Koreans went out to greet the US Army, but the US Army shot at them. After the Moscow Committee, the US Army said explicitly that they were there to block the Soviet Union. But in 1948, the Soviet Union withdrew all of their troops. But the US Army didn’t withdraw.

In almost every town, there was a People’s Committee for self-rule, but the US Army crushed the People’s Committees with tanks and soldiers. There was a lot of resistance and revolt at that time.

On August 8, 1947, when I was returning home with a colleague from a meeting to prepare a celebration for the liberation, someone shot at us, and my colleague was wounded and arrested. I survived and ran away and went underground to Kaesong, which was in the northern part of the peninsula, although there was no 38th parallel at that time. While I was in Kaesong, I went to engineering school. The South Korean police went to school to arrest me, but the school protected me.

What happened after that, during the war?

During the war, I enlisted in the Korean People’s Army, but the school delayed my admittance. I was sick, and so I wasn’t able to fight when I finally joined. I served in intelligence gathering. The KPA sent me to the South in 1952 as an intelligence officer, where I was arrested. In early April of 1952, I was going to a meeting of the Workers’ Party in the district of Kangwondo. I was observed on my way there and arrested.

While I was in jail, I had a lot of obstacles to overcome. There was spying and torture for 42 years. There was pressure to convert from Juche ideology into capitalism beginning in 1956.

First they tried to make theoretical arguments against the DPRK. But they couldn’t defend their beliefs to me. After that, they tried to bribe me with property. After that, there was torture. There is a small place in the jail, and they would throw water in the room in the winter. They take all of your clothes and bedding. I tried to survive. So I ran and exercised to keep my body warm. But I couldn’t last forever. I became unconscious, and they dragged my body out to keep me alive. There were other forms of torture. I could overcome all of this. What was most painful was when the police brought my family, my mother and brother to the prison.

When and how were you finally released?

On August 15, 1995 I was released from jail. They didn’t want to do it, but they had to release me because of the Geneva Convention. They should have released me in 1953. At that time, I should have been sent to the DPRK, but the US and South Korea didn’t do that. They said I was a spy, and so I didn’t fall under the convention, which they said only applied to battleground soldiers, not information operatives.

I tried to litigate for many years, and the army and prison did everything they could do to block the law. I couldn’t send any letters or meet with anyone. I finally got one letter out, however, and human rights lawyers took up my case. The government was forced to justify my detention, and there was no justification. They had to release me.

Two other prisoners came out of jail with me. Two of them went to the DPRK in 2000 after the June 15 Declaration. Those comrades went to the North because they thought that shortly there would be free movement between the two states. They went to the North to study and thought they would come back later.

Why did you stay in the South?

I remained in the South by my own choice. There are three reasons. First, I thought it was a temporary situation. Second, there were young progressive people here in the South, and they asked me to stay. They said, “If the unconverted prisoners go the North, we will lose the center of the struggle.” It became very important for me to stay. The third reason is that Korea is now divided, and the US occupies the southern part. We have to keep struggling here for the withdrawal of US army, the peace treaty, and peaceful reunification. I decided to stay here to fight for these goals. In 1952, I came here to liberate the southern half of the peninsula, and I need to stay here and continue that struggle.

What has your life been like since release?

The government required me to have one guaranteed supervisor when I was released, so if there was any problem with me they could hold them accountable. I tore up the paper and said, “I will not give you a hostage.”

Still, there are security police who follow me. Whenever there is a problem with the North and South, they raid my house and stand guard outside my property. One time at a demonstration, conservative forces attacked me. The police did nothing to protect me.

I’d like to explain more about the Security Surveillance Act, which mandates that police watch former political prisoners. Every week or every other week, the police come to my house and ask about my activities, who has visited my house, and so on. Once every other month I need to report to them about what I did, who I met, and who visited me. Every two years I need to go to court. However, I don’t report to them or go to court. That is their law, and it’s unjust.

It’s not easy to continue fighting this law. I can’t leave the country. I can’t visit my hometown. But I’ve lived my whole life for reunification and anti-imperialism, and I’d like to live the rest of my life for that.
