Why Didn’t the Revolution Happen?: A Critical Assessment of Marx and Class Struggle

There has been a perceptible shift in how Marxists discuss the revolution in the past decades.  Marx insisted that a revolution in industrialized Europe was not just inevitable, but imminent.  The process of “proletarianization,” he wrote, had divided the world into workers who sell their labor and employers who own the means of production, all but eradicating other class distinctions.  This state of affairs would incubate “class consciousness” among European workers, a rational understanding that their interests as a class consisted of seizing the means of production – leading inexorably a socialist revolution.  Marxists in the early twentieth century matched this confidence that the world was on the cusp of revolution.  Lenin, writing in the immediate aftermath of Russia’s 1917 February revolution, proclaimed that “[t]his first stage of our revolution will certainly not be the last.”[1]

But as economic development progressed in western Europe and North America – the countries with advanced industrial economies seemingly ripest for revolution – the revolution simply didn’t occur.  Capitalism and bourgeois democracy remain the dominant economic and political modes in the industrialized west.  And although some socialist revolutions really did occur throughout the twentieth century, most took place in pre-industrial agrarian economies, and almost all of the resulting governments have since collapsed.

In the mid-twentieth century, thinkers associated with the Frankfurt School – most notably Herbert Marcuse – tried to explain the absence of revolution while maintaining a broadly Marxist framework.  Marcuse argued that mass media and consumerism had eliminated the proletariat’s political imagination, thereby sapping the West of its revolutionary potential; in lieu of positive revolutionary activity, he urged a purely negative “great refusal” to participate in consumerism.[2]

Most contemporary Marxist thought tacitly adopts Marcuse’s pessimism about an imminent revolution.  When Marxist literature mentions revolution at all – a rarity – it discusses revolution as a pipe dream, or a hazy and contingent possibility, or sometimes even a strategically unsound goal.  In a rather frank article from 2019, apropos of the 100th anniversary of the First Communist International, Jacobin editor Loren Balhorn wrote that “[a]t least for the time being, it would appear unwise to emulate the Comintern’s strategic perspectives” – that is, the pursuit of an international proletarian revolution – “for working class power.”[3]

For a Marxist, these answers are both unsatisfying and strategically unhelpful.  It is time to return to the very basic question that the events of the twentieth century raise: why didn’t the revolution happen?  The question is of vital strategic importance to contemporary socialism, but there are few attempts to formulate a square answer.

This essay focuses on one aspect of that question – the failure of class consciousness to take hold in western industrialized countries.  A close analysis of the economic and social changes in the industrialized west since Marx wrote reveals several interrelated reasons why class consciousness hasn’t developed.  The disruptive global events of the twentieth century, especially World War II and its aftermath, slowed the “proletarianization” of workers and created breathing room for the growth of a large, relatively prosperous middle class.  The middle class has since served as a buffer between the antagonistic interests of labor and capital.  Further, the transition of many advanced economies from manufacturing-based models to information-based models has blurred the hard line between capital and labor that Marx identified.  These conditions have given rise to a mode of politics on the left based on personal identity rather than class solidarity.  The essay concludes with some strategic observations based on these constraints.


Forces of Convergence

In Capital in the Twenty-First Century, French economist Thomas Piketty established a helpful framework for evaluating conditions that affect income and wealth inequality.  He distinguished between “forces of divergence,” which render society more unequal, and “forces of convergence,” which reduce inequalities.  After conducting an exhaustive analysis of these forces in the twentieth century, Piketty found that three forces of convergence impeded the growth of wealth and income gaps – contrary to Marx’s prediction.

First, Piketty noted that the populations of advanced countries grew dramatically since Marx wrote.  Population growth tends to diminish the importance of inherited wealth, since large family fortunes dilute when the family grows, so this trend reduced wealth inequality.  Second, Piketty observed that the total output of industrial economies grew much more quickly than Marx anticipated.  This reduced income inequality, as rapid economic growth provides more opportunities for people born in poverty to accumulate significant wealth.  Third, Piketty pointed out that the twentieth century was rife with major geopolitical events – World War I, the Great Depression, and World War II – all of which produced massive inflation in the developed world.  Although inflation can cause serious privations in the short term, over the long run, it reduces economic inequality.  This is because debts are measured in specific units of currency, so as currencies lose value, debts become easier to escape.

Due to this confluence of historical phenomena, the mid-twentieth century experienced an unprecedented reduction in economic inequality.  The geopolitical, social, and economic chaos resulting from two World Wars and a global financial crisis created breathing room for genuine upward economic mobility.[4]


The “Middle-Class” Buffer

The result of this upward mobility was the growth of a large and relatively prosperous middle class in most advanced economies, rather than the stark division of bourgeoisie and proletarian that Marx predicted.  The prominence of the middle class has significantly inhibited class consciousness.  Class consciousness, as Marx defined it, is an understanding of the world in terms of “relations . . . not [] between one individual and another, but between worker and capitalist, tenant and landlord, etc.”[5] 

The more stratified the economy becomes, the easier it is for workers to develop a rational understanding of their interests as a class – and a corresponding realization that their interests are antagonistic to the capitalists’.

But without a stark, binary division between workers and capitalists, these antagonisms become murky.  An upper-middle-class worker – say, a corporate middle-manager – is still a worker because she doesn’t own the assets the corporation uses to produce value.  But if she’s wealthier than her neighbors, has a cushy and reasonably fulfilling job, and enjoys a comfortable lifestyle, she has little reason to perceive her interests as hostile to her employer’s.

Throughout the last century and a half, neoliberal institutions have exploited that strategic reality by using the middle class as a “buffer” for class antagonisms.  Howard Zinn’s leftist history textbook, A People’s History of the United States, is rife with enlightening examples of this strategy.  For instance, in his discussion of the Progressive era at the beginning of the twentieth century, Zinn notes that many states began to pass laws providing for compensation for injured workers and otherwise limiting abusive employment practices.  These laws improved conditions for the flood of working-class immigrants arriving from Europe and allowed just enough immigrants to prosper to form “a middle-class cushion for class conflict.”  Later, in the ‘60s and ‘70s, a wave of protests drew attention to the woeful inadequacy of urban schools attended predominantly by Black children.  Boston’s government developed an insidiously clever solution to this problem: rather than fixing the urban schools, it implemented a policy of “busing Black children to white schools, and whites to Black schools.”  The result, Zinn explains, was “an ingenious concession to protest.  It had the effect of pushing… whites and poor Blacks into competition for the miserable inadequate schools.”[6]

These examples illustrate how capital has – more or less consciously – allowed the middle class to thrive in order to pit it against the poor.  The tactic has been remarkably successful.  In America, nearly 90% of people consider themselves “middle-class,”[7] and politicians on the left and right obsessively appeal to middle-class anxieties when seeking election.  Obviously, the middle-class doesn’t actually encompass 90% of the population.  And even if it did, a person in the 95th percentile of income (the top of this purported “middle-class”) and a person in the 5th percentile (the bottom) probably don’t share many tangible interests.  But if both of those folks think of themselves as “middle-class,” they likely won’t perceive their interests as antagonistic.

This tactic works in part because it appeals to a basic human psychological tendency: the fear of relative deprivation.  A person is “relatively deprived” if she is less materially wealthy than her community.  Behavioral psychology shows that a relatively deprived person is likely to feel anger, envy, and resentment even if she is perfectly well-off from an “absolute” perspective.[8]  People’s sense of satisfaction depends on feeling materially better-off than other members of their community, or at least not feeling worse-off.  Due to the various economic strata in the industrialized west, most workers have people slightly worse-off to fear, and people slightly better-off to envy – which makes it easy to divide and conquer folks with similar interests.


The Eroding Distinction between Capital and Labor

Efforts to foment class consciousness in the twenty-first century are complicated by the fact that “capital” and “labor” are harder to pinpoint than when Marx wrote.  In Marx’s world, poor laborers survived by selling their labor and rich capitalists got rich by possessing the means of production.  There were few (if any) rich laborers or poor capitalists.

Not so in the America of today.  As of 2020, over half of Americans owned stock, and many of them – even those who earn relatively low wages – have a significant amount of stock.  Stockholders in the 50th to 90th percentile of income owned an average of $132,000 in stock, while those in the bottom half still owned a healthy $54,000 on average.[9]  A little under half of American adults own mutual funds,[10] while three quarters have a retirement account that rises or falls in value with the stock market.[11]

All of these assets are forms of capital because they represent either a direct (in the case of stock) or indirect (in the case of mutual funds and retirement accounts) ownership interest in the means of production.  Many Americans thus have a tangible interest in the success of corporations – which is why incumbent presidential administrations are much more likely to win reelection when the stock market is strong,[12] and why voters tend to conflate the success of the stock market with the health of the economy.  The notion that laborers and capitalists always have antithetical interests is a harder sell to Americans whose wealth depends on capitalists succeeding.  As it turns out, there are some poor capitalists.

There are also some rich laborers. Socialists often discuss professional athletes as laborers, even though many of them are astonishingly wealthy.  For instance, a Jacobin article celebrated NBA players as “highly-skilled workers” who are in a “position to build working-class solidarity across different groups of workers and extract concessions from management.”[13]

But this example illustrates why the labor/capital distinction has become harder to draw in late capitalism.  In one sense, calling athletes “laborers” makes sense because they’re paid to train and play games, which is a form of labor.  But many professional athletes make a lot more money from endorsements and advertising than they do from playing.  Are those athletes really “laborers” when most of their income derives from their image, rather than any specific work they perform?  Is an athlete’s personal image really “labor” rather than “capital”?  More fundamentally, would rich professional athletes tangibly benefit from a socialist revolution?

Just as it’s difficult to isolate “labor,” it’s also sometimes hard to locate the means of production with any precision. In Marx’s world, the means of production were concrete: industrial machines that laborers operated to make products.  That’s still true in some industries, like manufacturing, but what about information-based industries?  Picture a software developer.  The “product” she makes is computer code.  What are the “means of production” for computer code?  The simplest answer is a computer, coupled with a programming language and a code editor.  But most software developers probably have their own computers, and most programming languages and code editors are open-source.  In that sense, software engineers own the “means of production” for the product they make – whereas an assembly-line worker doesn’t own the assembly line.  Yet software developers are undoubtedly “laborers” under a traditional Marxist analysis.

None of this undermines Marx’s basic point that labor and capital have antagonistic interests.  But the existence of the middle class, coupled with the transition of advanced economies from manufacturing-based to information-based industries, has made it more difficult to figure out who’s the capitalist and who’s the laborer.  That necessarily inhibits the development of class consciousness.


A Politics of Personal Identity

These conditions have made it difficult for the American left to organize around class.  Instead, throughout modern American history, most leftist political movements have centered on identity – race, ethnicity, gender, gender orientation, sexuality, etc.  Of course, there have been some exceptions; Eugene Debs, the brief prominence of the Industrial Workers of the World in the ‘20s and ‘30s, and more recently, Bernie Sanders’s presidential campaign spring to mind.

But in terms of both numbers and influence, class-based leftist movements pale in comparison to identity-centric efforts like the civil rights movement, the women’s liberation movement, and the Black Lives Matter protests.  Because Americans don’t strongly perceive themselves in terms of class, it’s difficult to organize class-based leftist political activity.  This trend is especially stark in the twenty-first century.  By far the biggest left-leaning political movement in America in the past few decades is the Black Lives Matter protests against racially-motivated police violence.  The largest confluence of protests occurred in the summer of 2020 and involved around 20 million participants – making the protests one of the largest social movements in American history.[14]  Other contemporary rallying points for the left include abortion and LGBTQ rights, which are identity-centric issues.

To give credit where it’s due, identity politics has produced some remarkable results.  Although the Black Lives Matter protests haven’t achieved much tangible progress on police violence – police shootings per capita have actually increased since the protests began[15] – the movement galvanized a generation of Americans into leftist politics.  And thanks to relentless activism by the LGBTQ community, in the past twenty years, Americans’ views on gay rights underwent an astonishing reversal; in 2004, 60% of Americans opposed gay marriage, while in 2019, 61% favored it.[16]

It’s also worth noting that approaches to leftist politics that emphasize only class, to the exclusion of other predicates of oppression, alienate potential supporters and ignore the manifold forms of structural violence that afflict society.  For example, some socialists have tried to reframe police violence as a primarily class-based issue.  But while police are more likely to kill poor people, class explains a mere 28% of the disproportionately high rate of police violence against Black people.[17]  By the numbers, police violence is primarily a race issue.

For that reason, proponents of identity politics often accuse socialists of “class-reductionism.”[18] But while this is sometimes fair criticism, more often than not, the exact opposite is true – movements centered around one type of personal identity conceptualize every political struggle in terms of that identity, replacing “class-reductionism” with race- or gender- or sexuality- reductionism.  That tendency both inhibits class consciousness and causes a fundamental misunderstanding of key political issues, to the strategic detriment of the left.

The “school-to-prison pipeline” is a case in point.  The phrase refers to the tendency of some schools to apply harsh disciplinary policies and refer students who break the rules to law enforcement.  This is pervasive at low-income, predominantly Black and Latinx schools, and was the subject of one of the most widely-read leftist books this century – Michelle Alexander’s The New Jim Crow.  Following in Alexander’s footsteps, virtually every framing of the school-to-prison pipeline fixates on race-based disparities in school discipline and incarceration.  Google “school-to-prison pipeline,” and you’ll find that one of the first results defines it as “practices and policies that disproportionately place students of color into the criminal justice system.”[19]  Class doesn’t even get a mention.

But while there are doubtless real differences in the outcomes Black and white adolescents face in school and the justice system, the majority of those differences are attributable to class, not race.  According to one comprehensive study, about a third of the discipline gap between Black and white students cannot be explained by poverty, disciplinary histories, and school district characteristics.[20]  Obviously this indicates that a disturbing share of the gap in school discipline stems from pure racism, but don’t miss the forest for the trees: two-thirds of the gap is attributable to the material economic conditions of the students.  Another study found that although Black men are significantly more likely to face incarceration than their white counterparts, a majority of that disparity (between 54 and 85%, depending on the definition of “incarceration”) is attributable to class.[21]  In sum, most of the people who traverse the school-to-prison pipeline – and face subsequent terms of incarceration – do so because they’re poor, not because they’re Black.

The way we talk about these issues has strategic consequences.  A poor white person hearing about the school-to-prison pipeline might decide that the issue isn’t important to him because it’s unlikely to affect his kids – an incorrect conclusion founded on an inaccurate framing of the issue.  The school-to-prison pipeline is a class issue, but because leftist politics centers on personal identity, discourse on the school-to-prison pipeline doesn’t promote class consciousness.

Identity politics – or, more accurately, “identity-only politics” – also leaves oppressed groups vulnerable to divide-and-conquer tactics by the right, which further inhibit class consciousness.  The artificial tension between Black people, gay and lesbian people, and trans people is a good example of these tactics.  In the early 2010s, the National Organization for Marriage, an anti-gay advocacy group, circulated an astonishingly frank internal memo on how to use gay marriage as a wedge issue.  An excerpt reads:

The strategic goal of this project is to drive a wedge between gays and Blacks – two key Democratic constituencies.  Find, equip, energize, and connect African American spokespeople for marriage; develop a media campaign around their objections to gay marriage as a civil right; provoke the gay marriage base into responding by denouncing these spokesmen and women as bigots… Find attractive young Black Democrats to challenge white gay marriage advocates electorally.[22]

Later, when trans rights came to prominence in the cultural discourse, right-wing groups pivoted to manufacture another “wedge” between women plus gay and lesbian folks, on the one hand, and trans people on the other.  In 2017, Meg Kilgannon, the executive director of Concerned Parents and Education, spoke at a summit hosted by the Family Research Council – a Christian rightist, anti-LGBT organization.  Kilgannon laid out a strategy for opposing measures expanding trans rights in schools: portray trans rights as anti-feminist and anti-gay.  This would be effective, Kilgannon argued, because “the LGBT alliance is actually fragile and the trans activists need the gay rights movement to help legitimize them.”  But for many LGB activists, “gender identity on its own is just a bridge too far. If we separate the T from the alphabet soup we’ll have more success.”[23]

Wedge issues are an insidiously effective way to blunt the efficacy of identity-based leftist politics.  Promulgating wedge issues pits oppressed groups against one another, which inhibits the members of those groups from perceiving themselves as part of a single economic class with united interests.

Of course, practitioners of identity politics are not to blame for this unfortunate reality.  Most of those folks are sincere advocates for marginalized groups who simply use the most effective political strategies they can muster – and sometimes achieve real progress in their communities.  But while leftist politics in America remains centered on personal identity, class consciousness is unlikely to develop.


Conclusion

This analysis of class consciousness in modern America gives rise to several strategic observations.  First and foremost, the delicate balance of factors that has allowed the middle class to remain viable for almost a century may be deteriorating.  Although factors of convergence have supported the existence of the middle class for the past century or so, those trends seem to be reversing.  Near the end of Capital in the Twenty-First Century, Piketty suggests that population and economic growth are slowing, inflation is slowly declining, and economic inequality is on the rise in the western world.  If the forces of convergence turn into forces of divergence, the classes will slowly stratify, and a degree of class consciousness will probably develop on its own.  Socialists should exploit this reality by advancing a class-centric analysis directed at members of the middle class suddenly cast into poverty by these economic trends.

By the same token, leftist generally should recognize that, given the competing substrata of the economy and the multifarious forms of oppression, neither class nor personal identity furnishes a comprehensive answer to all social ills.  As discussed, class alone doesn’t provide a satisfactory explanation of police violence, and race alone doesn’t provide a satisfactory explanation of the school-to-prison pipeline.  Instead, we should take an empirical approach to confronting specific problems.

Relatedly, leftists should spot wedge issues – which thrive in the areas where two oppressed groups believe their interests are in tension – and avoid schismatic arguments.  Instead, leftist analysis should begin with the tangible interests that most oppressed people share.  For instance, it is routine to point out that Black women face significant and unfair disparities in pay; women tend to be paid less than men and Black people tend to be paid less than white people, meaning that Black women face compound inequities in their salaries.   But discussing pay disparity in terms of identity pits these groups against each other, implying that Black women have different interests from white women and Black men.  A better way to frame the issue is to focus on an enemy common to all of those groups – employers, which have overly broad discretion to set their employees’ salaries – and the common problem that results, namely, that workers as a whole are paid too little and unfairly.

By framing issues in terms that take into account both identity and class, socialists can take advantage of rising economic inequality to promote class consciousness.  And then, perhaps, we can prove that the revolution was merely deferred – not denied.

A Review of 'The Intolerable Present, the Urgency of Revolution: Minorities and Classes' by Maurizio Lazzarato

Maurizio Lazzarato’s last book in 2021, Capital Hates Everyone: Fascism of Revolution, ended with a call to put revolution back at the center of left theory and practice and a promise that readers could expect a sequel to his 2016 collaboration with Éric Alliez, Wars and Capital. In this second volume, the authors would provide a counter-history of revolutionary struggle as well as theoretical weapons for revolutionaries in the present. Whether or not this book is still to materialize is anyone’s guess. However, Lazzarato’s latest addition to the Semiotext(e) interventions series, The Intolerable Present, The Urgency of Revolution, reads very much like a single-authored attempt to fulfill that promise. The resulting book sits awkwardly between a polemical call to arms, like Capital Hates Everyone and a dense theoretical treatise in the style of Wars and Capital. As such, it contains some provocative sketches of a counter-history of the present that emphasizes strategic confrontations between revolutionary and counter-revolutionary forces, as well as the foundations of what one might call a theory of revolutionary intersectionality. However, a lack of historical detail and some conceptual fuzziness prevent the book from making the concise contribution to revolutionary theory and strategy that readers were promised.

Conveniently, Lazzarato formulates the problem he is trying to tackle alongside the basic points of his argument in ten hypotheses provided in the introduction. His basic proposition is as follows: ‘For better or worse, what the world is now, we owe it to revolutions.’ (404) Yet, after the last flare-up of revolutionary struggle in the second half of the twentieth century and the neoliberal counter-revolution, the only force ‘capable of planning a long-term strategy and of organizing victorious attacks’ (286) is capital. In the absence of revolutionary ruptures, the left has lost its capacity for strategic initiative, since even the most minute reforms of capitalism are only successful under the threat of revolution. This has left it completely at the mercy of capitalist initiative, forced into the position of passive witness to the erosion of its gains. The only way to reverse this trend, according to Lazzarato, is to rekindle revolutionary struggle. He is careful not to propose any concrete strategies and practices to revolutionaries, instead setting out to analyze the historical role of revolutions, why they disappeared and what the current conditions are for their reinvigoration.

In a sense, this project can be seen to (re-)embrace a classic premise of Italian Operaismo: a political analysis of capitalist society in which 1.) capitalist development is subordinated to working class initiative, its mediation by the state and the response of capital, and 2.) this class struggle is premised in the working class’ potential for effecting a non-dialectical ‘frontal clash’ between opposing forces (workers and capital). However, Lazzarato augments this premise on two important ways.

First, he qualifies the historical significance of working class initiative, arguing that it is only possible when revolutionary rupture is on the table. ‘Without revolution’, he argues, ‘workers are simply a component of capital.’ (158) Second, he decenters working class struggle from his framework, arguing instead for ‘plural struggles of classes’ (14), including struggles of women of racialized and colonized subjects. For Lazzarato, these struggles cannot be subsumed to one hegemonic struggle and he blames the failure of past revolutionary movements to transversally connect these struggles in no small part for the failure of revolution in the twentieth century. This insistence on the multiplicity of class (struggles) must be understood in terms of Lazzarato’s political analysis of capitalism and the short revolutionary history he provides on that basis. He understands capital not as an economic process of valorization through the exploitation of abstract labor. Instead, he proposes a ‘capital seen as a political-economic process with a strategy that composes and decomposes the different modes of production […] relationships of power.’ (424) For Lazzarato, while capital appropriates the surplus value produced by formally free workers, it also appropriates the free reproductive labor of women and the hyper-exploited and sometimes even unpaid labor of workers in the periphery. Without these heterogeneous modes of appropriation in patriarchal societies and along supply chains, profits would surely collapse. Importantly, for Lazzarato, these different modes of appropriation correspond to different modes of domination. While workers are subject to an abstract economic domination, the domination of women and racialized subjects in the periphery are, for Lazzarato, much more direct and personal, and, therefore, appear as archaisms in orthodox Marxist theory.

This decidedly messy portrayal of capitalism is provocative because leaves aside the orthodox mode of Marxist analysis – trying to lay bare the abstract logic behind the appearances in capitalist society – and is instead developed from an acute sensitivity of and engagement with concrete struggles. Lazzarato emphasizes the constitutive role of colonization, racist and sexist domination in capitalism precisely because, historically those subjected to these archaisms waged the most effective struggles in the twentieth century. ‘Throughout the twentieth century’, he writes, the ‘underdeveloped’ periphery ‘would be successful in its revolutions, while after 1968, the most significant innovations in theory would come from the different feminist movements.’ (13) From this premise, Lazzarato continues to assemble a literature of intersectional revolutionary struggle in the central chapters of the book. His analysis of the struggle of the colonized draws on decolonial classics by Franz Fanon and Aimé Césaire. To theorize revolutionary feminist struggles he provides an extensive reread of so-called materialist feminism. Lazzarato does not really add that much to these strains of literature, but provides a comprehensive overview over their main proponents and a convincing plea for their significance. What makes these thinkers so relevant for Lazzarato’s project is their insistence on a non-dialectical struggle that seeks not to sublate but to abolish the antagonistic duality between oppressor and oppressed in the here and now.

Lazzarato pits this presentist understanding of revolutionary rupture against whiggish theories of revolution that presuppose a certain level of development or urge for a rectifying development after political revolution, postponing a social revolution. Accordingly the history of capitalist development he sketches out in the first leg of the book is not one of stagist development but rather one of ruptures and strategic antagonisms. This history starts with the Paris Commune. In response to this revolutionary rupture, he argues, capital developed a three-pronged strategy of financialization, globalization (imperialism) and monopolization, which figures as somewhat of a constant in Lazzarato’s retelling. In effect through these three strategies capital and the state were able to consolidate power over workers and prop up profit rates. Importantly, financialization and globalization allowed for the inclusion through exclusion of large swaths of the global population that are included in capital’s valorization process precisely because they are excluded from formalities of abstract labor. Lazzarato includes in this category hyper-exploited sweatshop workers in China, micro-financially indebted farmers in Kenya and slum dwellers working in the informal sector all over the world. We will return to the heterogeneity of those included in this category later. Thus, this tripartite strategy operated through the very heterogeneities of appropriation and domination, intensifying them and reconfiguring the terrain for revolutionary struggle. This terrain gives rise to the revolutionary dynamic encapsulated by Lazzarato: successful revolutions (decolonial, anti-capitalist, etc.) in the periphery and social and labor unrest in the core. Accordingly, when the neoliberal counterrevolution seized the capitalist core, it had first re-subjugated the periphery by financial and military means (Chile being the paradigmatic case). For Lazzarato, the world revolution failed because capital adopted a global strategy while revolutionaries were unable to connect decolonial, feminist and class struggles on a global scale.

Post neoliberalism, the present conditions present themselves to Lazzarato as follows: revolution no longer plays a role in politics. Instead, we have witnessed a series of popular revolts, most of which have ended with the state and reactionary forces regaining strength. At the same time however, core and periphery have lost their geographical specificity. Instead, nation-states in the global north and south now contain internal cores and internal peripheries. Because this leads to zones of included exclusion co-existing with economic centers in nation-states, Lazzarato diagnoses an ‘internal colonization’. Recent events like the George Floyd uprisings are therefore increasingly led by lumpenized subjects in the global north. Lazzarato’s implicit hope seems to be that this geographical proximity between formal workers and internally colonized subjects might enable the kind of transversal coordination that was not possible in the twentieth century.

Lazzarato’s theorization of contemporary potentials for rupture thus depends to a considerable extent on the validity of this historical sketch. For this reason, it is rather problematic that he omits any historical detail and contextualization of his claims. Readers will be hard pressed to find concrete examples of the tripartite strategy Lazzarato identifies in action. This gives rise to the impression that he seems to be assuming a level of convergence and coordination between the respective fractions of the capitalist class (finance capital, industrial capital, etc.) that is rather unrealistic. Moreover, his claim that twentieth century revolutionaries did not attempt to link struggles in the periphery and the core is simply not true. However, the most explicit attempts to bring the decolonial war home to the capitalist core took the form of the terrorist violence of the Red Army Fraction or the Red Brigades. By omitting this part of revolutionary history, Lazzarato saves himself the trouble of explaining how his theory can be distinguished from – and thus prevented from falling back into – the crude Third Worldism of these groups.

Finally, referring to his framework of capital as a strategic integration of different modes of appropriation in which one cannot be privileged over the other, Lazzarato repeatedly refers to subjects in the (internal) periphery as ‘unpaid and underpaid workers’. In this rather fuzzy category Lazzarato lumps together hyper-exploited and unpaid workers, that is, enslaved, alongside those who are not even exploited but eke out a living in the informal economy. Even from Lazzarato’s own perspective, this should be problematic, since the mode of domination to which a precarious hyper-exploited worker is subjected is arguably completely different from that of an enslaved subject. This becomes even more problematic when Lazzarato turns to his hypothesis of internal colonization, insofar as he seems to imply that the increasing precarization and impoverishment of the white working class in the global north moves these subjects away from the category of abstract labor toward the state of internally colonized subjects. As he writes, ‘[t]he George Floyd uprising demonstrated that internal colonization not only affects Blacks as always, but also a large majority of whites.’ (405) Lazzarato does not give a clear account of what exactly the internal colonization of white subjects looks like. And it seems as if it would be a difficult argument to make, since he has equated the position of colonized and racialized subjects with direct and personal appropriation and domination and that of the worker with abstract domination and the appropriation of surplus value. The deterioration of the working conditions and softening the legal protection of the latter does not change anything with regards to this mode of domination. It just makes it less bearable. Since a lot of Lazzarato’s hopes for a viability of revolutionary movements today hinges on this hypothesis of internal colonization and an underdeveloped history, his latest intervention is provocative and urgent, but rather limited as a theoretical framework for political action and analysis. Readers might get the most out of The Intolerable Present, the Urgency of Revolution by reading it in conjunction with 2016’s Wars and Capital, where both the historical and theoretical work has more depth and breadth.

The Appalling Reality Of Child Labor

Child labor has been on the rise since at least 2018. The recent New York Times article ignited a firestorm that has led the Biden administration to create a task force within the Department of Labor as an attempt to deal with this crisis. However, the reasons these children are being exploited is due to a lack of government oversight to begin with. The Department of Health and Human Services has failed to keep proper records of unaccompanied minors as they are placed with sponsors quickly to try to get them out of shelters. Only a third of these minors have any follow-up after placement with a sponsor, and even that limited support ends after a few months.


Hyper-exploitation Of Child Immigrant Labor

This is a crisis of poverty and immigration. Families and unaccompanied minors are fleeing desperate situations in Latin America to find only different conditions of desperation in the States. All families in the US right now are experiencing the pressures of our current economic crisis, from high inflation and the cost-of-living crisis, to the ending of the child tax credit and the rollback of the COVID social safety net leaving many without access to food stamps and Medicaid benefits. While many minors who haven’t migrated are being put in situations where they have to work, many more immigrant minors, with or without their family, are forced to take up work once they arrive in the States, sending money back to their families in their home country or just to afford to survive in America. US immigration policy – under Trump and continued under Biden – criminalizes border crossings. The threat of deportation still hangs over the heads of immigrants and their families. With this stress, many unaccompanied minors also have debts accrued from their border crossing due to fees owed to those who helped them cross the border and additional money owed to their sponsors once they have been relocated out of the government’s custody.

This has led many children to take up jobs in very dangerous industries like meat processing plants, commercial bakeries, and construction. These children – some as young as 13 – work upwards of 14-hour shifts doing jobs that are classified as too dangerous for anyone under 18. While these jobs are difficult for any worker, these children must balance their school course load and full-time employment with the additional stresses of worrying about their families back in Latin America and knowing they are already burdened with debts they must pay. Some of these children are forced to drop out of school, many of which drop out unnoticed due to the lack of HHS oversight into their care once placed with a sponsor, if their sponsor enrolled to begin with.

As inflation continues to rise, especially with increases in rents, children and their families are forced to find ways to make ends meet, regardless of whether these survival methods skirt that law. While it is illegal for children to be working in these jobs, the bosses use these desperate circumstances to exploit these minors who are just trying to survive. With the Great Resignation, many sections of the working class no longer accept poverty wages which leads companies to look for workers who will accept these conditions as a way to continue to keep wages low and produce higher profits. Many immigrant children fit this role perfectly due to their need to assist their families back home and pay down their debts to sponsors here in the States. 


This Is A Fight For The Labor Movement

While this crisis is one of true desperation by these children and their families, it highlights the overall weakening of the US and Latin American labor movements. Almost a century ago, child workers and their families fought for an end to child labor and guaranteed education for all minors. This fight was won through mass action, with child workers and their families going on strike and protesting the intense conditions they were being forced to labor under. The bosses are not interested in enforcing labor law, especially when it comes to the hyper-exploitation that comes with migrant labor. The US labor movement must organize to protect all workers and that means fighting back against these trends of increasing child labor. If an injury to one is an injury to all then workers must stand up for these children and demand that they have adequate resources, safe sponsorships, and the ability to go to school and learn, not work as if they were an adult. 

While it is positive that the government is taking some action due to public scrutiny from the media, it will not solve this crisis. A lack of government oversight and the continuation of brutal immigration policies that set up immigrant workers for hyper-exploitation has led us to this situation. It will take courageous strike action from these child workers and their families, joined by the masses of organized labor, to win back what had been won a century ago. These children’s desperation cannot be used by the bosses to continue to exploit them. Workers should fight for guaranteed education for all minors, resources for unaccompanied immigrant children like food stamps and stipends, and for a process within HHS that actually protects children, not simply pushes them through the system.

Study, Fast, Train, Fight: The Roots of Black August

In August 1619, enslaved Africans touched foot in the first permanent English settlement in what is now the United States. The centuries since witnessed the development of a racial system more violent, extractive, and deeply entrenched than any other in human history. Yet where there is oppression, there is resistance. Since 1619, Black radicals and revolutionaries have taken bold collective action in pursuit of their freedom, threatening the fragile foundations of exploitation upon which the United States is built. These heroic struggles have won tremendous victories, but they have also produced martyrs—heroes who have been imprisoned and killed because of their efforts to transform society.

“Black August” is honored every year to commemorate the fallen freedom fighters of the Black Liberation Movement, to call for the release of political prisoners in the United States, to condemn the oppressive conditions of U.S. prisons, and to emphasize the continued importance of the Black Liberation struggle. Observers of Black August commit to higher levels of discipline throughout the month. This can include fasting from food and drink, frequent physical exercise and political study, and engagement in political struggle. In short, the principles of Black August are: “study, fast, train, fight.”


George Jackson and the origins of Black August

George Jackson was a Field Marshal of the Black Panther Party while he was incarcerated in San Quentin Prison in California. Jackson was an influential revolutionary and his assassination at the hands of a San Quentin prison guard was one of the primary catalysts for the inception of Black August.

A 19-year-old convicted of armed robbery, in 1961 George Jackson was sentenced to a prison term of “1-to-life,” meaning prison administrators had complete and arbitrary control over the length of his sentence. He never lived outside of a prison again, spending the next 11 years locked up (seven and a half years of those in solitary confinement). In those 11 years—despite living in an environment of extreme racism, repression, and state control—George Jackson’s political fire was ignited, and he became an inspiration to the other revolutionaries of his generation.

Jackson was first exposed to radical politics by fellow inmate W.L. Nolen. With Nolen’s guidance, Jackson studied the works of many revolutionaries, including Karl Marx, V.I. Lenin, Mao Tse-Tung, and Frantz Fanon. Nolen, Jackson, and other  prisoners dedicated themselves to raising political consciousness among the prisoners and to organizing their peers in the California prison system. They led study sessions on radical philosophy and convened groups like the Third World Coalition and started the San Quentin Prison chapter of the Black Panther Party. Jackson even published two widely read books while incarcerated: Soledad Brother and Blood in My Eye.

Unfortunately, if predictably, these radical organizers soon found themselves in the cross-hairs of the California prison establishment. In 1970, W.L. Nolen—who had been transferred to Soledad prison and planned to file a lawsuit against its superintendent—was assassinated by a prison guard. Days later, George Jackson (also now in Soledad Prison) and fellow radical prisoners Fleeta Drumgo and John Clutchette were accused of killing a different prison guard in retaliation for Nolen’s death. The three were put on trial and became known as the Soledad Brothers.

That year, when it was clear that George Jackson would likely never be released from prison, his 17-year-old brother Jonathan Jackson staged an armed attack on the Marin County Courthouse to demand the Soledad Brothers’ immediate release. Jonathan Jackson enlisted the help of three additional prisoners—James McClain, William Christmas, and Ruchell Magee—during the offensive. Jonathan Jackson, McClain, and Christmas were all killed, while Magee was shot and re-arrested. Ruchell Magee, now 80 years old, is currently one of the longest held political prisoners in the world.

On August 21, 1971, just over a year after the courthouse incident, a prison guard assassinated George Jackson. The facts regarding his death are disputed. Prison authorities alleged that Jackson smuggled a gun into the prison and was killed while attempting to escape. On the other hand, literary giant James Baldwin wrote, “no Black person will ever believe that George Jackson died the way they tell us he did.”

While the particular circumstances of Jackson’s death will likely forever remain contested, two facts are clear: his death was ultimately a political assassination, and his revolutionary imprint can’t be extinguished. Through the efforts and sacrifice of George and Jonathan Jackson, Nolen, McClain, Christmas, Magee and countless other revolutionaries, the 1970s became a decade of widespread organizing and political struggle within prisons. Prisoners demanded an end to racist and violent treatment at the hands of prison guards, better living conditions, and increased access to education and adequate medical care. Tactics in these campaigns included lawsuits, strikes, and mass rebellions. The most notable example may be the Attica Prison rebellion, which occurred in New York State just weeks after George Jackson was murdered. In protest of the dehumanizing conditions they were subjected to, about 1,500 Attica Prison inmates released a manifesto with their demands and seized control of the prison for four days, beginning on September 9, 1971. Under orders from Governor Nelson Rockefeller, law enforcement authorities stormed Attica on September 12 and killed at least 29 incarcerated individuals. None of the prisoners had guns.

This is the context out of which Black August was born in 1979. It was first celebrated in California’s San Quentin prison, where George Jackson, W.L. Nolen, James McClain, Willam Christmas and Ruchell Magee were all once held. The first Black August commemorated the previous decade of courageous prison struggle, as well as the centuries of Black resistance that preceded and accompanied it.

Political prisoners and the prison struggle

Observers of Black August call for the immediate release of all political prisoners in the United States. That the US government even holds political prisoners is a fact they attempt to obscure and deny. In reality, dozens of radicals from organizations such as the Black Panther Party, the Black Liberation Army, the American Indian Movement, and MOVE have been imprisoned for decades as a result of their political activity. As Angela Davis, who was at one time the most high profile political prisoner in the US, explains:

“There is a distinct and qualitative difference between one breaking a law for one’s own individual self-interest and violating it in the interests of a class of people whose oppression is expressed either directly or indirectly through that particular law. The former might be called criminal (though in many instances he is a victim), but the latter, as a reformist or revolutionary, is interested in universal social change. Captured, he or she is a political prisoner… In this country, however, where the special category of political prisoners is not officially acknowledged, the political prisoner inevitably stands trial for a specific criminal offense, not for a political act… In all instances, however, the political prisoner has violated the unwritten law which prohibits disturbances and upheavals in the status quo of exploitation and racism.”

Prisons in the United States are a form of social control which serve to maintain the status quo of oppression. Over the last few decades, prisons have become an increasingly important tool for the US ruling class. Prisons not only quarantine revolutionaries, but also those segments of the population who have become increasingly expendable to the capitalist system as globalized production, deindustrialization, and technological automation decrease the overall need for labor-power. These shifts, which began in earnest in the 1970s, have hit Black, Latino, and Indigenous communities the hardest, as exemplified by the sky high unemployment and incarceration rates those communities face. These groups are also historically the most prone to rebellion. Angela Davis noted in 1971 that as a result of these trends, “prisoners—especially Blacks, Chicanos and Puerto Ricans—are increasingly advancing the proposition that they are political prisoners. They contend that they are political prisoners in the sense that they are largely the victims of an oppressive politico-economic order.”

Though that definition of political prisoner is unorthodox, it illustrates the political and economic nature of criminalization. This is why observers of Black August connect the fight to free “revolutionary” political prisoners to the broader struggle against US prisons. Mass incarceration is a symptom of the same system that political prisoners have dedicated their lives towards fighting.

As increasing numbers of the US working class are “lumpenized,” or pushed out of the formal economy and stable employment, the potential significance of political struggle among the unemployed and incarcerated increases. George Jackson wrote in Blood in My Eye that “prisoners must be reached and made to understand that they are victims of social injustice. This is my task working from within. The sheer numbers of the prisoner class and the terms of their existence make them a mighty reservoir of revolutionary potential.”

George Jackson’s own journey is a perfect example of that revolutionary potential. Jackson didn’t arrive in prison a ready-made revolutionary. He had a history of petty crime and was apolitical during his first years in prison. He would have been dismissed by many people in our society as a “thug.” But comrades who knew that he held the potential inherent in every human being found him and took him in. They helped him understand his personal experiences within the context of capitalism and white supremacy. In turn, George Jackson dedicated his life to doing the same for others incarcerated individuals.


Black August today

August, more than any other month, has historically carried the weight of the Black Liberation struggle. Of course, enslaved Africans were first brought to British North America in August 1619. Just over 200 years later, in August 1831, Nat Turner led the most well-known rebellion of enslaved people in US history. This historical significance carried into the 20th century, when both the March on Washington for Jobs and Freedom and the Watts Rebellion—an explosive uprising against racist policing in Los Angeles—occurred in August during the 1960s.

Even today, the month remains significant in the struggle. John Crawford, Michael Brown, and Korryn Gaines were three Black Americans who were murdered in high-profile cases of police brutality; Crawford and Brown in August 2014, and Gaines in August 2016. Their deaths have been part of the impetus for a revived national movement against racist police brutality. Finally, on August 21, 2018, the 47 year anniversary of George Jackson’s death, thousands of U.S. prisoners launched a national prison strike. They engaged in work stoppages, hunger strikes, and other forms of protests. The strike lasted until September 9, 47 years after the Attica Prison Uprising began. Like the Attica prisoners, the 2018 prison strike organizers put forth a comprehensive list of demands that exposed the oppression inherent to the U.S. prison system, and laid out a framework to improve their conditions.

Each of these historical and contemporary events reveal a truth that the Black radical tradition has always recognized: there can be no freedom for the masses of Black people within the white supremacist capitalist system. The fight for liberation is just that: a fight. Since its inception in San Quentin, Black August has been an indispensable part of that fight.

In the current political moment, when some misleaders would have us bury the radical nature of Black resistance and instead prop up reformist politics that glorify celebrity, wealth, and assimilation into the capitalist system, Black August is as important as ever. It connects Black people to our history and serves as a reminder that our liberation doesn’t lie in the hands of Black billionaires, Black police officers, or Black Democratic Party officials. Those “Black faces in high places” simply place a friendly face on the system that oppresses the masses of Black people in the United States and around the world, often distorting symbols of Black resistance along the way. Black liberation lies, as it always has, in the hands of the conscious and organized masses. Study, train, fight, and in the words of George Jackson, “discover your humanity and your love of revolution.”

Artificial Intelligence and the Class Struggle

Since the earliest days of the industrial revolution, workers have fought company owners over their use of automated machinery to step up the pace of exploitation.

“Programmable” looms in textile mills allowed owners to hire children to work 12 to 14 hours a day at half pay.

Famously, workers used to throw their wooden shoes called “sabot” into the machine gears to force them to stop, hence the word “sabotage”.

At the Flint sit down strike in 1936, workers barricaded the doors to prevent General Motors from removing the assembly line machinery and setting it up at another location. This tactic helped the workers win the strike and force union recognition.

Today, the focus of automation has moved from mechanical to digital, particularly with the advent of AI (Artificial Intelligence).  Webster’s dictionary provides two related definitions for AI: “1) a branch of computer science dealing with the simulation of intelligent behavior in computers; and 2) the capability of a machine to imitate intelligent human behavior.”

Current AI applications depend on vast databases of different fields of knowledge (e.g., street maps, pictures, languages, literature, etc.) plus powerful computer hardware and software to interact with those databases to allow applications to simulate human intelligence, speech, behavior, appearance and more.

The incredible pace of AI’s increased use has even alarmed some of its developers, so much so that 1,000 of them wrote an open letter calling for a six month pause for AI’s most powerful technologies, as a May 1 New York Times article reports:

In late March, more than 1,000 technology leaders, researchers and other pundits working in and around artificial intelligence signed an open letter warning that A.I. technologies present “profound risks to society and humanity.”

“Powerful A.I. systems should be developed only once we are confident that their effects will be positive and their risks will be manageable,” the letter said.

“Our ability to understand what could go wrong with very powerful A.I. systems is very weak,” said Yoshua Bengio, a professor and A.I. researcher at the University of Montreal. “So we need to be very careful.”

These systems can generate untruthful, biased and otherwise toxic information. Systems like GPT-4 get facts wrong and make up information, a phenomenon called “hallucination.”

Automated weapons systems – the Pentagon’s “Terminator” syndrome

The most dangerous application of AI to humanity is its use in modern imperialist warfare. On July 9, PBS held an interview with Paul Scharre, Vice President and Director of Studies at the Center for a New American Security, a war industry “think tank”, who said that the Pentagon is already preparing autonomous weapons in its proxy war in Ukraine:

Well, we’re already seeing drones being used in Ukraine that have all of the components needed to build fully autonomous weapons that can go out over the battlefield, find their own targets, and then all on their own attack those targets without any further human intervention. And that raises very challenging legal, and moral and ethical questions about human control over the use of force of war.

Of course, these “questions” have not stopped the war industry’s head-long rush to implement AI technology. Scharre complained in his interviewer that the Pentagon is moving too slowly:

Well, they’re not keeping up. That’s the short version, they’re woefully behind because the culture is so radically different. And the bottom line is, you can’t buy AI the same way that you might buy an aircraft carrier. The military is moving too slow. It’s mired in cumbersome bureaucracy. And the leadership of the Pentagon has tried to shake things up. They had a major reorganization last year of the people working AI and data and software inside the Defense Department.

But we haven’t seen a lot of changes since then. And so the Pentagon is going to have to find ways to cut through the red tape and move faster if they’re going to stay on top of this very important technology.

In the famous Terminator movies, autonomous robot weapons destroy their own creators before attacking humanity in general. In a recent blog from the British Campaign for Nuclear disarmament, that scenario was described in a U.S. military simulation:

Also in May, the Royal Aeronautical Society hosted the ‘Future Combat Air & Space Capabilities Summit’ conference that brought together over 200 delegates from around the world to discuss the future of military air and space capabilities. A blog reporting on the conference mentioned how AI was a major theme and a presentation from Col Tucker ‘Cinco’ Hamilton, the Chief of AI Test and Operations, USAF, warned against an over reliance on AI systems and noted that they were easy to trick and deceive. They can also create unexpected strategies to achieve their goals, and he noted that in one simulated test an AI-enabled drone was told to identify and destroy ground-based missile sites.

The final firing decision was to be made by a human, but the system had been trained that destruction of the missile site was the top priority. The AI decided therefore that ‘no-go’ decisions from the human were interfering with its higher mission and, in the simulation, it attacked the operator. Hamilton was reported as saying that the human operator would tell it not to kill the threat, “but it got its points by killing that threat. So, what did it do? … It killed the operator because that person was keeping it from accomplishing its objective.” Although the system was trained not to kill the operator, it started destroying the communication tower used to connect with the drone.

The Pentagon excuses itself for developing these dangerous weapons AI applications by saying that the People’s Republic of China is also developing these systems. But it must be pointed out that it is the U.S. fleet that is parading its nuclear-armed warships just off the coast of China in its arrogant and provocative “freedom of navigation” campaign, giving China no warning time to respond to an attack. U.S. Imperialism has no such justification.


AI and the strike by the Writers and Screen Actors Guilds

Artificial Intelligence is a major issue  in the ongoing strike by writers and movie production workers, including actors, and the entertainment industry’s corporate owners, called the Alliance of Motion Pictures and Television Producers (AMPTP). This “alliance” includes such giants as Amazon, Netflix, Paramount, Sony, HBO and The Walt Disney Company, the parent company of ABC News.

This is the first combined strike by these two groups of workers since 1960. The real pay for these workers after inflation has greatly declined in the last decade while the pay for owners and executives has skyrocketed. Along with demanding higher pay, these unions are demanding that AI applications not be used against them to lower their compensation.

AI applications like ChatGPT can “scrape” millions of documents from the internet without the writers’ permission to create new documents, or in this case, new story scripts. The writers call AI “plagiarism machines.”

For the writers, they demand that their writing not be used to “train” AI applications, and they not be tasked to correct AI generated scripts, for which they would receive less pay.

As one striking worker put it:

On Twitter, screenwriter C. Robert Cargill expressed similar concerns, writing, “The immediate fear of AI isn’t that us writers will have our work replaced by artificially generated content. It’s that we will be underpaid to rewrite that trash into something we could have done better from the start. This is what the WGA is opposing, and the studios want.”

The Screen Actors Guild has parallel demands regarding AI as their fellow strikers from the Writers Guild. As ABC News reported on July 19:

In addition to a pay hike, SAG-AFTRA said it proposed a comprehensive set of provisions to grant informed consent and fair compensation when a “digital replica” is made or an actor’s performance is changed using artificial intelligence. The union also said it proposed a comprehensive plan for actors to participate in streaming revenue, claiming the current business model has eroded our residual income for actors.

These AI issues may seem obscure to many members of the working class and oppressed communities. But it is important to remember that artificial intelligence in the hands of the Wall Street billionaires and Pentagon generals will lead to more and more exploitation for our class and increase the chances of a global nuclear catastrophe for our planet.

AI could offer tremendous social benefits, such as medical cures and economic scientific planning, but only if it is controlled by the workers through a socialist system.

Engels and Science: A Review of Sven-Eric Liedman's "The Game of Contradictions"

The fundamental achievement of Sven-Eric Liedman’s monumental Game of Contradictions is its demonstration of a rather counterintuitive claim that appears only late in the book. In calling the theory he had developed with Marx ‘scientific socialism’, Engels did not aim simply to distinguish their project from the ‘utopian’ politics they had long opposed; the real force of the term, Liedman argues, was directed ‘against competing conceptions of science and scholarship’ (328). This thesis is as likely to surprise those who cherish Engels’ more explicitly political writings as it is to scandalise those who would hold Marx’s social theory apart from Engels’ controversial natural-scientific excursions. To defend it, and to establish that it aptly characterises not only Engels’ position alone but the project he shared with Marx as well, Liedman takes up an astonishing range of interpretative, historical and theoretical problems in their work: their unsteady relationship with Hegel, their confrontations with questions of method, the unity or disunity of their distinct intellectual efforts, their shifting accounts of ‘ideology’ and, most of all, their place in the conflictual world of the sciences – natural and social – in their time.

Liedman portrays Engels’ alternative picture of science as a ‘non-reductive materialism’ characterised by a deep confidence in the unity of knowledge and by an equally deep resistance to treating any level of reality as totally determined by another. Engels’ account of scientificity – of what shape a legitimate theory can take – was modelled both on Marx’s theory of capitalism and on Darwin’s theory of evolution. In the nineteenth century, Darwinism was the preeminent exemplar of a form of scientific theory that rejected the task of deductively predicting individual cases or outcomes from necessary general laws; like Marx’s critique of political economy, it was in this way ‘in conflict with the predominant scientific ideal’ (400). Yet Engels wanted more than to vindicate Marx’s own scientific sensibility; he wanted to outline a picture of the world that could make sense of the connections between all areas of its scientific study, including those dealing with capital and its history. He took up this task in an intellectual milieu where new efforts at the popularisation and systematisation of science proliferated. But as Liedman demonstrates, Engels’ ‘system’ was of a singular kind.

The book’s lengthy second section gives a detailed account of the most significant debates within and about the specialised sciences of the nineteenth century. Individual chapters examine not only Darwin and his reception but also the revolutionary discovery of the conservation of energy, the grand enterprise of German historism and the new frontiers of anthropology. Liedman tracks how these emerging scientific disciplines jockeyed for academic and public position amid the vicissitudes of specialisation and professionalisation and in the face of wide contestation over such fields’ ideological significance. In this context, Liedman argues, any attempt at theoretically unifying the various sciences within an overarching system faced two key questions (cf. 305-307). The first was that of what kind of knowledge should be regarded as most fundamental: should a science like Newtonian mechanics, which deals with very simple but also very ‘abstract’ entities, be regarded as the most basic, or does instead a field like philosophy, which deals with very complex but also very ‘concrete’ objects, contain the key to the world as a whole? The second was the problem of how distinct areas of knowledge are then connected: would scientific progress eventually make it possible to translate all questions into the language of the most fundamental field (Newtonian mechanics or, conversely, idealist philosophy), or do different scientific areas deal with qualitatively distinct phenomena that depend on, but cannot be reduced to, those studied by more basic theories?

Every systematisation had to choose between concretisation and abstraction, reduction and non-reduction, in representing the structure of scientific knowledge. Surveying the competing approaches, Liedman argues that Engels showed his real ‘originality’ in his unique attempt to develop a system that was both non-reductive and abstracting (306). Like many of the natural scientists themselves, he was ‘abstracting’ in that he saw Newtonian mechanics as the most fundamental level of reality. But like Hegel, he viewed the distinctions between fields as qualitatively meaningful, unconquerable by the reductionism that many researchers took for granted as their ambition. The sciences are both systematically interrelated with and partly autonomous from each other. Liedman emphasises the recurrent parallel between Engels’ account of scientific knowledge and the theory of base and superstructure in his and Marx’s work (393-401; 425). Biology is conditioned by physics just as political processes are conditioned by economic dynamics, but the relationship is never deterministic. One can no more predict an animal’s behaviour from a theory of fundamental particles than one can forecast a parliamentary election from an analysis of the value-form.

Liedman takes seriously both Engels’ insights and the contradictions in how he expressed them. In other words, he rescues Engels from the vulgarisation and dismissal so rampant among his readers, while also showing why Engels’ work was of such a character as to be so readily vulgarised and dismissed. Engels’ most positivistic formulations about knowledge, for example, offer a key example of ‘how the ideological determination outflanks the theoretical’ at certain moments in his work. Every way of expressing a theoretical idea reflects the interplay between the internal question of how to explicate the insight and the external question of how to account for the ideological context of its likely reception. In his rhetorical lurches toward positivism, Engels did not simply express a philosophical claim on its own terms; he responded to ‘an ongoing controversy over the status of scientific theories’, in which the only mainstream ‘alternatives were either pure empiricism or a speculative view of knowledge’, a choice with significant stakes for the status of science in wider disputes about ‘religion, politics, ethics and aesthetics’ (531). Because Engels felt it necessary to take a strong position on the public debate, he remained sometimes ‘at the mercy of an ideological controversy that distorted his own position’ (532). In agreement with later scholars like Helena Sheehan, John Bellamy Foster and Kaan Kangal, Liedman makes it clear that Engels’ approach to scientific and methodological questions cannot be adequately comprehended in terms of his own most simplistic slogans (Engels was clearly not the positivist he is often depicted as, nor was he an unreconstructed Hegelian, as other fragments of his work might equally suggest). In his more detailed attention to the scientific-historical context, Liedman shows how such tensions in Engels’ style arose not just from the unfinished state of his writings, but also from his confrontation with the complex ideological milieu in which they were formed.

But why did Engels take up this scientific project at all? Lukács’ early position, that the turn to nature wrongly extended Marx’s method beyond its proper sphere, remains influential today. It is  tempting to think that Engels was simply drawn beyond Marx’s more focused concerns by his own idiosyncratically expansive interests. Liedman unequivocally rejects such interpretations. Within the scholarly and public controversies in which Marx himself sought to intervene, Marxist theory necessarily ‘had to be put in relation to all the difficult questions [of] contemporary scientific debates: the questions of determinism, development, tendencies, and so on’ (318). As early as the introduction to the Grundrisse, Marx had implicitly raised a problem he himself did not directly address, that of ‘the extent to which what he said about political economy applies to all of the scientific method’ (73). Through an extended reading of Marx’s own methodological writings, Liedman argues that Marx’s work ‘is not compatible with just any materialist conception of reality whatsoever’ but instead ‘is irreductionist to its very foundations’ (461). Not just an airy question of methodological pretentions, the challenge of reductionism had direct implications for the Marxist analysis of capitalism. Darwinism had recast the problem of ‘the relation of the sphere of history itself to the sphere of biology’, for some of Darwin’s enthusiasts held that natural selection drove the transformation of human societies as surely as it did the evolution of species. Marx and Engels thoroughly rejected this view, but to defend their position against it would require explaining how a scientific theory operating at one level (the analysis of human society) could be secure from reductionistic restatement in terms of a theory operating at another, lower one (the study of biological change). For this reason, Engels’ turn to the sciences in general ‘was of the greatest importance for the materialist conception of history and for the theory of capital’ (461); it was in search of an understanding of the sciences that could justify such a non-reductionist materialism that Engels took up the themes that have proven so controversial in his later reception.

Liedman’s study deserves to be much more influential within that reception than it heretofore has been. The book was first published in Swedish in 1977; a German version of the 1980s was radically abridged. This new translation into English, ably rendered by J. N. Skinner (who also handled Liedman’s recent biography of Marx, A World to Win), is thus long overdue. In most respects, the book’s analysis more than holds its own against later scholarship, and it is therefore understandable that it appears now in an unrevised form. Nonetheless, in certain areas it might have been written differently today. Three such (inevitable) gaps should be kept in mind by those reading it now.

The first is its relationship to subsequent scholarship in the interdisciplinary area of science and technology studies. In 1977, Thomas Kuhn (whom Liedman cites several times) represented perhaps the leading edge of this emerging field; today he is widely seen as one of its canonical, but largely superseded, antecedents. On the one hand, Liedman’s own approach to the history of science nicely anticipates later methodological developments, particularly in his attention to how scientific practice is shaped not only by the immanent demands of theoretical understanding but also by the sociological significance of ideological pressures, the dynamics of professionalisation and specialisation, and the institutional locations and apparatuses that make such practice possible. There is, for example, a very nice excursus on the relationship between the ‘seminar’ and the ‘laboratory’ as sites of competing forms of knowledge-production (cf. 221-224) as well as a suggestive outline for the ‘semiotic analysis of nineteenth-century technical texts’ (272). On the other hand, certain themes characteristic of contemporary scholarship remain largely beyond Liedman’s scope, especially questions about how identity-categories like gender and race shape the social construction of scientific authority and about the relationship between science and state-building in an age of imperial ambition. More striking, given Liedman’s explicit concerns, is his general inattention to the role of technology in Engels’ account of the history of science, despite Engels’ substantial writing on technological change (which he took up largely, though not exclusively, in relation to military history). In a scholarly context today where much debate attends even such matters as the terminological choice between ‘science and technology’ and ‘technoscientific practice’, Liedman’s narrower focus does not compromise the internal value of his own account, but it does implicitly leave certain problems as exercises for the reader.

A second relevant area of later scholarship comprises ecological Marxism, which has seen probably the most significant re-evaluation of Engels’ philosophical writings since Liedman’s own. He only once gestures explicitly to the importance of ecology for Marxism today (463); the term ‘metabolism’, so central to newer studies of Marx’s relation to the natural sciences and to Engels’ writings on them, is entirely absent. The lacuna probably results from his strict focus on the scientific disciplines of Engels’ own time, rather than ours. This represents not a distortion within Liedman’s account of Marx and Engels but rather an opportunity for further research into the significance of their ‘scientific socialism’ for the distinctive scientific dilemmas that confront any socialism today.

The third area is represented by later work on Marx’s own methodology. In the decades since Liedman’s study appeared, much of the richest rethinking of Marx’s method has played out in debates about his theory of value; yet this category barely appears in Liedman’s extensive attention to the theoretical dilemmas of the critique of capitalism. In retrospect, this is a serious gap, since the new readings of Marx associated with such debates have reframed the problem of his intellectual relationship to Engels largely around the question of how fully Engels did or did not comprehend the value-theory – and the answers to this question have mostly not been to Engels’ credit. For many today, it is Capital, and no longer Dialectics of Nature, that marks the real rift between the two men. Those who see in the value-form the true key to Marx’s method are unlikely to find their scepticism of Engels assuaged by Liedman’s study. But Liedman, by offering such an otherwise systematic analysis of Marx’s and not only of Engels’ scientific concerns, also offers an implicit warning about the risk of distorting Marx’s own project whenever the critique of political economy is read in isolation from the many other scientific problems that Marx’s materialism implicated. Those problems cannot be assessed without attention to Engels alongside Marx. To do so responsibly, as Liedman forcefully demonstrates, requires that we see in their lifelong friendship neither a perfect intellectual harmony nor a total philosophical rift. Instead, their work – together and apart – was a game of contradictions in itself, and the dilemmas that each of them faced alone cannot properly be grasped without confronting the problems they faced together as well.

Burkina Faso’s New President Condemns Imperialism, Quotes Che Guevara, and Allies with Nicaragua, Venezuela, and Cuba

The new president of Burkina Faso, Ibrahim Traoré, has vowed to fight imperialism and neocolonialism, invoking his country’s past revolutionary leader Thomas Sankara and quoting Che Guevara.

The West African nation has also formed close diplomatic ties with the revolutionary governments in Nicaragua, Venezuela, Cuba, and Iran, as well as with NATO’s arch-rival Russia.

In January 2022, a group of nationalist military officers in Burkina Faso toppled the president, Roch Kaboré, a wealthy banker who had fostered close ties with the country’s former colonizer, France, where he was educated.

The military officers declared a government run by what they call the Patriotic Movement for Safeguard and Restoration (MPSR), led by a new president, Paul-Henri Sandaogo Damiba.

They pledged to seek true independence from French hegemony, condemning the neocolonial policies and economic, political, and military control that Paris still exercises over Francophone West Africa.

Burkina Faso ended its decades-long military agreement with France, expelling the hundreds of French troops that had been in the country for years.

The new president, Damiba, was initially popular. But support waned as he was unable to defeat the deadly Salafi-jihadist insurgents that have destabilized the country.

In September 2022, discontent led to a subsequent coup in Burkina Faso, which brought to power another nationalist military leader named Ibrahim Traoré. He was just 34 at the time, making him one of the world’s youngest leaders.

Traoré has pledged to carry out a “refoundation of the nation” and comprehensive “modernization”, to quell violent extremism, fight corruption, and “totally reform our system of government”.

The charismatic Burkinabè leader frequently ends his speeches with the chant “La patrie ou la mort, nous vaincrons!”, the French translation of the official motto of revolutionary Cuba: “Patria o muerte, venceremos!” – “Homeland or death, we will prevail!”

As president, Traoré has brought back some of the revolutionary ideas of Thomas Sankara.

Sankara was a Marxist Burkinabè military officer and committed pan-Africanist who ascended to power in a 1983 coup.

Sankara launched a socialist revolution, transforming the impoverished country through land reform, infrastructure development, and expansive public health and literacy programs.

Under Sankara’s leadership, Burkina Faso also challenged French neocolonialism and pursued an anti-imperialist foreign policy, forming alliances with revolutionary struggles across the Global South.

These leftist policies were reversed in 1987, when Sankara was overthrown and killed in another coup, led by his former ally Blaise Compaoré – who subsequently moved hard to the right and allied with the United States and France, ruling through rigged elections until 2014.

Today, Ibrahim Traoré is drawing heavily on the legacy of Sankara. He has made it clear that he wants West Africa, and the continent as a whole, to be free of Western neocolonialism.

This July, the Russian government held a Russia-Africa Summit in Saint Petersburg. Traoré was the first African leader to arrive to the conference. There, he delivered a fiery anti-imperialist speech.

“We are the forgotten peoples of the world. And we are here now to talk about the future of our countries, about how things will be tomorrow in the world that we are seeking to build, and in which there will be no interference in our internal affairs”, Traoré said, according to a partial transcript published by Russian state media outlet TASS.

TASS reported:

In his speech, the Burkinabe head of state also focused on sovereignty and the struggle against imperialism. “Why does resource-rich Africa remain the poorest region of the world? We ask these questions and get no answers. However, we have the opportunity to build new relationships that will help us build a better future for Burkina Faso,” the president said. African countries have suffered for decades from a barbaric and brutal form of colonialism and imperialism, which could be called a modern form of slavery, he stressed.

“However, a slave who does not fight [for his freedom] is not worthy of any indulgence. The heads of African states should not behave like puppets in the hands of the imperialists. We must ensure that our countries are self-sufficient, including as regards food supplies, and can meet all of the needs of our peoples. Glory and respect to our peoples; victory to our peoples! Homeland or death!” Traore summed up, quoting the words of legendary Cuban revolutionary leader Ernesto “Che” Guevara. The 35-year-old president of Burkina Faso was attired in a camouflage uniform and red beret during the summit.

On July 29, Traoré had a private meeting in Saint Petersburgh with Russian President Vladimir Putin.

In their talks, the Burkinabè leader praised the Soviet Union for defeating Nazism in World War II.

Burkina Faso strengthens ties with Latin American revolutionary movements

The new nationalist government in Burkina Faso has also sought to deepen its ties with revolutionary movements in Latin America.

In May, the West African nation’s prime minister, Apollinaire Joachim Kyélem de Tambèla, traveled to Venezuela.

Tambèla met with Venezuelan President Nicolás Maduro, who pledged to “advance in cooperation, solidarity, and growth… building a solid fraternal relation”.

In July, the Burkinabè prime minister traveled to Nicaragua to celebrate the 44th anniversary of the Sandinista Revolution.

Tambèla attended the July 19 celebration of the revolution in Managua, at the invitation of Nicaraguan President Daniel Ortega.

Following the September 2022 coup in Burkina Faso, the new president, Traoré, surprised many observers by choosing as his prime minister a longtime follower of Thomas Sankara, Apollinaire Joachim Kyélem de Tambèla.

Tambèla was an ally of Sankara during the Burkinabè revolution. When Sankara came to power in the 1980s, Tambèla organized a solidarity movement and sought international support for the new leftist government.

Tambèla is a pan-Africanist and has been affiliated with communist and left-wing organizations.

Traoré said in a speech in December that Tambèla will help to oversee the process of the “refoundation of the nation“.

By appointing Tambèla as prime minister, Traoré tangibly showed his commitment to reviving the revolutionary legacy of Sankara.

In his remarks at the anniversary of the Sandinista Revolution, Tambèla discussed the historical legacy of solidarity between the revolution in Burkina Faso and that of Nicaragua.

Tambèla recalled that Sankara visited Nicaragua in 1986, and the Sandinista leader Daniel Ortega visited Burkina Faso that same year.

When he spoke at the United Nations General Assembly in 1984, Sankara declared,

I wish also to feel close to my comrades of Nicaragua, whose ports are being mined, whose towns are being bombed and who, despite all, face up with courage and lucidity to their fate. I suffer with all those in Latin America who are suffering from imperialist domination.

In 1984 and 1986, Sankara also visited Cuba, where he met with revolutionary President Fidel Castro.

“For people of my generation, there are things that unite us with Nicaragua, Augusto César Sandino, the Sandinista National Liberation Front and Commander Daniel Ortega”, Burkinabè Prime Minister Tambèla said in his speech in Managua on July 19, 2023.

“We have learned to know Nicaragua. When the liberation struggle began, I was small, but we followed, day by day, the context of Nicaragua’s liberation. I went in July of ’79, and when they entered Managua we were happy, people of my age celebrated that”, he recalled.

And then, when Thomas Sankara came to power, Daniel Ortega and the Sandinista Revolution was something happy for us; we as students studied a lot the history of Nicaragua, we followed its evolution.

Tambèla added that Burkina Faso supported Nicaragua in its International Court of Justice case against the United States. Washington was found guilty of illegally sponsoring far-right “Contra” death squads, which waged a terror war against the leftist government, as well as putting mines in Nicaragua’s ports. (Yet, although Nicaragua won the case in 1986, the U.S. government has still to this day refused to pay the Central American nation a single cent of the reparations that it legally owes it.)

“Nicaragua’s struggle is also that of our people”, Tambèla stressed.

In his July 19 speech, the Burkinabè prime minister also sent special greetings to the diplomatic delegations from Cuba, Venezuela, and Iran.

“We have very close relations with Cuba”, Tambèla added.

President Fidel Castro has been and was a very important person for the revolution in Africa; we have excellent memories, both of Cuba and of President Fidel Castro.

W.E.B. Du Bois and the Meaning of Progress: Revisiting "The Souls of Black Folk" on Its 120-Year Anniversary

Aristotle famously starts his Metaphysics with the claim that “all men by nature desire to know.”[1] For Dubois, if there are a people in the U.S. who have immaculately embodied this statement, it is black folk. In Black Reconstruction, for instance, Du Bois says that “the eagerness to learn among American Negroes was exceptional in the case of a poor and recently emancipated folk.”[2] In The Souls of Black Folk, he highlights “how faithfully, how piteously, this people strove to learn.”[3] This was a stark contrast with the “white laborers,” who unfortunately, as Du Bois notes, “did not demand education, and saw no need of it, save in exceptional cases.” [4]

Out of the black community’s longing to know, and out of this longing taking material and organizational form through the Freedman’s Bureau, came one of the most important accomplishments of that revolutionary period of reconstruction – the public schools and black colleges. It was these schools and colleges, Du Bois argued, which educated black leaders, and ultimately, prevented the rushed revolts and vengeance which could have driven the mass of black people back into the old form of slavery. [5]

This year marks the 120th anniversary of Dubois's masterful work, The Souls of Black Folk. In this essay, I will be concentrating my analysis on the fourth chapter, titled "Of the Meaning of Progress," where I will peruse how the subjects of education and progress are presented within a greatly racialized American capitalism.


The Tragedy of Josie

The chapter retells a story which is first set a dozen or so years after the counterrevolution of property in 1876. It is embedded in the context of the previous two decades of post-emancipation lynchings, second class citizenship, and poverty for those on the dark side of the veil.

Du Bois is a student at Fisk and is looking around in Tennessee for a teaching position. After much unsuccessful searching, he finally finds a small school shut out from the world by forests and hills. He was told about this school by Josie, the central character of the narrative. Along with a white fellow who wished to create a white school, Du Bois rode to the commissioner’s house to secure the school. After having the commissioner accept his proposal and invite him to dinner, the “shadow of the veil” fell upon him as they ate first, and he ate alone. [6]

Upon arriving at the school, he noticed its destitute condition – a stark contrast to the schools he was used to. The students, while poor and largely uneducated, expressed an insatiable longing to learn – Josie especially had her appetite for knowledge “hover like a star above … her work and worry, and she,” Du Bois says, “studied doggedly.”[7] While certainly having a “desire to rise out of [her] condition by means of education,” Josie’s quest for knowledge also went deeper than that.[8] It was, in a sense, an existential longing for education – a deeply human enterprise upon which a life-or-death struggle for being fully human ensued. “Education and work,” as Du Bois had noted in the Talented Tenth, “are the levers to uplift a people;” but “education must not simply teach work-it must teach Life.”[9] “It is the trained, living human soul,” Du Bois argues, “cultivated and strengthened by long study and thought, that breathes the real breath of life into boys and girls and makes them human, whether they be black or white, Greek, Russian or American.”[10]

Josie understood this well. She strove for that kind of human excellence and virtue the Greeks referred to as arete. But her quest was stopped in its track by the shadow of the veil; by the reality of poverty, superexploited labor, and racism which characterized the dominant social relations for the black worker.

A decade after he completed his teaching duties, Du Bois returned to that small Tennessee town. What he encountered warranted the questioning of progress itself. Josie’s family, which at one point he considered himself an adopted part of, had gone through a “heap of trouble.”[11] Lingering in destitute poverty, her brother was arrested for stealing, and her sister, “flushed with the passion of youth … brought home a nameless child.”[12] As the eldest child, Josie took it upon herself to sustain the family. She was overworked, and this was killing her; first spiritually, then materially. As Du Bois says, Josie “shivered and worked on, with the vision of schooldays all fled, with a face wan and tired,—worked until, on a summer's day, someone married another; then Josie crept to her mother like a hurt child, and slept—and sleeps.”[13]

In his youth Du Bois had asked: “to what end” might “[we] seek to strengthen character and purpose” if “people have nothing to eat or, to wear?”[14] Josie’s insatiable thirst for knowledge required leisure time, i.e., time that is unrestricted by the labor one does for their subsistence, nor by the weariness and fatigue which lingers after. Aristotle had already noted that it “was when almost all the necessities of life and the things that make for comfort and recreation had been secured,” that philosophy and the pursuit of science “in order to know, and not for any utilitarian end… began to be sought.”[15] Josie’s quest for knowledge, her longing for enlightenment, was made impossible by capitalist relations of production, and the racialized form they take in the U.S. As dilemmas within her family developed, she was forced to spend every ounce of her energy on working to sustain the meagre living conditions of the household. Afterall, as Du Bois eloquently says, “to be a poor man is hard, but to be a poor race in a land of dollars is the very bottom of hardships.”[16]

It is true, as Kant said, that “all that is required for enlightenment is freedom;” but it is not true that, while being necessary, “the freedom for man to make public use of his reason in all matters” is sufficient![17] This freedom presupposes another – the freedom to have the necessaries of life guaranteed for oneself. What good can be made of the right to free speech by the person too famished to think properly? What good is this right to those homeless souls with constricted jaws and clenched teach in the winter? The artifices intended to keep people down, as Kant calls it, are also material – that is, they refer not only to the absence of opportunities for civic and political participation, but also to the absence of economic opportunities for securing the necessities of life.[18]

The great writer can emanate universal truths from their portraits of individuals. Du Bois accomplished this with Josie, who is a concrete manifestation of black folk’s trajectory post-emancipation. In both Josie and black folk at the turn of the century, the longing to learn, the thirst for knowledge, is met by the desert of poverty common to working folk, especially those on the dark side of the veil, where opportunity doesn’t make the rounds. As an unfree, “segregated servile caste, with restricted rights and privileges,” it is not only the bodies, but the spirit and minds of black folk’s humanity which were under attack.[19] It is a natural result of a cold world – one that beats black souls and bodies down with racist violence, superexploitation, and poverty – that a “shadow of a vast despair” can hover over some black folk.[20] And yet, Du Bois argues, “democracy died save in the hearts of black folk;” and “there are to-day no truer exponents of the pure human spirit of the Declaration of Independence than the American Negroes.”[21]


A Universally Dehumanizing System

Although intensified in the experience of poor and working class black folk – especially those in the U.S. – the crippling of working people’s humanity and intellect is a central component of the capitalist mode of life in general. This was already being observed by key thinkers of the 18th century Scottish enlightenment (e.g., Adam Smith, Adam Ferguson, et. al.). For instance, in Smith’s magnus opus, The Wealth of Nations, he would argue that the development of the division of labor with modern industry created a class of “men whose whole life is spent in performing a few simple operations,” of which “no occasion to exert his understanding” occur, leaving them to “become as stupid and ignorant as it is possible for a human creature to become.”[22] “His dexterity at his own particular trade,” he argues, is “acquired at the expense of his intellectual, social, and martial virtues.”[23] “In every improved and civilized society,” Smith observes, “this is the state into which the labouring poor, that is, the great body of the people, must necessarily fall, unless government takes some pains to prevent it.”[24]

Writing almost a century later, and hence, having the opportunity of observing a more developed capitalist social totality, Marx and Engels saw that the degree of specialization acquired by the division of labor in manufacturing had even more profound dehumanizing and stupefying effects on the working class. “A labourer,” Marx argues, “who all his life performs one and the same simple operation, converts his whole body into the automatic, specialized implement of that operation.”[25] In echoing similar critiques brought forth by Ferguson and Smith, Marx explains how the worker’s productive activity is turned into “a mere appendage of the capitalist’s workshop,” and the laborer themself is converted into “a crippled monstrosity.”[26] It is a form of relationality which reduces working people to “spiritually and physically dehumanized beings.”[27] As Engels noted, capitalist manufacturing’s division of labor divides the human being and produces a “stunting of man.”[28] Alongside commodity production is the production of fractured human beings whose abilities are reduced to the activities they perform at work.

This mental and physical crippling of the worker under the capitalist process of production provides an obstacle not only to their human development, but to their struggle for liberation itself. No successful struggle against the dominant order can take place without educating, without changing the minds and hearts, of the masses being mobilized in the struggle. Education aimed at the acquisition of truth is revolutionary, that is why ignorance is an indispensable component of capitalist control. The “Socratic spirit,” as I have previously argued, “belongs to the revolutionaries;” it is in socialist revolutionary processes where education is prioritized as a central component of creating a new, fully human, people.[29] As Du Bois put it, “education among all kinds of men always has had, and always will have, an element of danger and revolution, of dissatisfaction and discontent. Nevertheless, men strive to know.”[30] “The final purpose of education,” as Hegel wrote, “is liberation and the struggle for a higher liberation still.”[31]


“How shall man measure Progress there where the dark-faced Josie lies?”

In the capitalist mode of life, this contradiction between the un-development of human life and the development of the forces of production has always gone hand in hand. From the lens of universal history, this is one of the central antinomies of the system. Progress of a certain kind has always been conjoined with retrogression in another. Du Bois says that “Progress, I understand, is necessarily ugly.”[32] He is quite correct in a dual sense. Not only has class society – and specifically, capitalist class society – always developed the productive forces at the expense of the un-development of human life in the mass of people, but also, when progress has been achieved in the social realm, it has never been thanks to the kindness and generosity of owning classes, it has never been the result of anything but an ugly, often bloody, struggle. As Fredrick Douglass famously said, “if there is no struggle, there is no progress.”[33]

However, it is the first sense in which Du Bois’s statement on the ugliness of progress is meant. He asks, “how shall man measure Progress there where the dark-faced Josie lies?”[34] What is our standard for progress going to be? Human life and the real capacity for human flourishing? Or the development of industrial technologies and the accumulation of capital? Under the current order, all metrics are aimed at measuring progress in accordance with the latter. As I have argued before,

The economist’s obsession with gross domestic product measures is a good example. For such quantifiability to take place, qualitatively incommensurable activities must transmute themselves into being qualitatively commensurable... The consumption of a pack of cigarettes and the consumption of an apple loses the distinction which makes one cancerous and the other healthy, they’re differences boil down to the quantitative differences in the price of purchase.[35]

This standard for measuring progress corresponds to a mode of social life where, as the young Marx had observed, “the increasing value of the world of things proceeds in direct proportion [to] the devaluation of the world of men.”[36] In socialist China, where the people – through their Communist Party – are in charge of developing a new social order, metrics are being developed to account for growth in human-centered terms. As Cheng Enfu has proposed, a “new economic accounting indicator, ‘Gross Domestic Product of Welfare,’”[37] (GDPW) is needed:

GDPW, unlike GDP, encompasses the total value of the welfare created by the production and business activities of all residential units in a country (or region) during a certain period. As an alternative concept of modernization, it is the aggregate of the positive and negative utility produced by the three systems of economy, nature, and society, and essentially reflects the sum of objective welfare.[38]

While forcing the reader to think critically about the notion of progress, it would be incorrect to suggest that Du Bois would like to entirely dispose of the notion. His oeuvre in general is deeply rooted in enlightenment sensibilities, in a belief in a common humanity, in the power of human reason, and in the real potential for historical progress. These are all things that, as Susan Neiman writes in Left is Not Woke, are rejected by the modern Heidegger-Schmidt-Foucualt rooted post-modern ‘woke left,’ and which stem, as Georg Lukács noted in his 1948 masterpiece, The Destruction of Reason, from the fact that capitalism, especially after the 1848 revolutions, had become a reactionary force, a phenomenon reflected in the intellectual orders by a turn away from Kant and Hegel and towards Schopenhauer, Eduard von Hartmann, Nietzsche, and various other forms of philosophical irrationalism.[39]

Instead of rejecting the notion of progress, Du Bois would urge us to understand the dialectical character of history’s unfolding – that is, the role that the ‘ugly’ has played in progress. He would urge us to reject the mythologized ‘pure’ notion of progress which prevails in quotidian society and the halls of bourgeois academia; and to understand the impurities of progress to be a necessary component of it – at least in this period of human history.

Du Bois would also urge us to understand that, while progress in the sphere of the productive forces has often not translated itself into progress at the human level, this fact does not negate the genuine potential for progress in the human sphere represented by such developments in industry, agriculture, and the sciences and technologies. Progress in the human sphere that is left unrealized by developments in the productive forces within capitalist relations ends up taking the form, to use Andrew Haas’ concept, of Being-as-Implication.[40] As Ioannis Trisokkas has recently elaborated, beyond simply being either present-at-hand (vorhandenseit) or absent, implication is another form of being; things can be implied, their being takes the form of a real potential capable of becoming actual.[41]

It is true, under the current relations of production, that the lives of people get worse while simultaneously the real potential for them being better than ever before continues to increase. This is the paradoxical character of capitalist progress. When a new machine capable of duplicating the current output in a specific industry is introduced into the productive process, this represents a genuine potential for cutting working hours in half, and allowing people to have more leisure time for creative – more human – endeavors. The development of the productive forces reduces the socially necessary labor time and can therefore potentially increase what Martin Hägglund has called socially available free time.[42] This is the time that Josie – and quite frankly, all of us poor working class people – need in order to flourish as humans. The fact that it does not do this, and often does the opposite, is not rooted in the machines and technologies themselves, but in the historically constituted social relations which mediate our relationship with these developments.

We can have a form of progress which overcomes the contradictions of the current form; but this requires revolutionizing the social relations we exist in. It requires a society where working people are in power, where the telos of production is not profit and capital accumulation in the hands of a few, but the satisfaction of human needs – both spiritual and material. A society where the state is genuinely of, by, and for the people, and not an instrument of the owners of capital. In other words, it requires socialism, what Du Bois considered to be “the only way of human life.”[43]

What is social class?

A recent Essential poll found that 79 percent of Australians believe social classes still exist in Australia. This is unsurprising, given the distribution of wealth. For example, the Australia Institute’s Inequality on Steroids report estimates that the top 10 percent of Australian income earners received 93 percent of the benefits from all economic growth in the decade from 2009 to 2019.

Of Essential poll respondents, 49 percent consider themselves to be middle class, 30 percent self-identify as working class and 4 percent as upper class. This raises a question: what is a social class? 

Definitions typically revolve around income. “Middle class”, we’re often told, means earning something like the median income—about $65,000 a year according to the Australian Bureau of Statistics. There’s no consensus on how much below or above this figure someone can earn while still being in the middle. 

This is a vague way to define class and is ripe for misinterpretations and distortions. An article published in the Australian last year described yearly earnings between $120,000 and $160,000 as “middle income” in an attempt to defend the high-end tax cuts due to be implemented by the federal Labor government next year. 

In reality, according to the most recently available statistics from the Australian Taxation Office, people making this much money are comfortably in the top 15 percent of Australian income earners.

More sophisticated classifications refer to education levels, cultural interests and family occupations as well as income. But again, the outcome is imprecise. Anyone with a university degree becomes middle class, and “working class” often becomes a synonym for “lower class”—that is, anyone economically worse off or with lower formal education levels than those in the “middle”.

 Socialists are more precise. While income can often be an indicator of social class, we define the latter in terms of people’s relationship to society’s economic infrastructure. That gives us three categories: the capitalist class, the working class and the middle classes.

Capitalists are the parasites at the top. They’re the executives, CEOs and board members who own and/or control the big companies, and with them the machinery, farmland, office buildings, media outlets, electricity grids, telecommunications infrastructure, ports and so on. They own the “means of production”, which they put to use with the singular purpose of generating profit.

Workers, on the other hand, don’t own any means of production. They might own personal property such as a car, a phone, maybe a house. But while workers use their personal property to meet their daily needs, capitalists use their private property as capital—a means to generate wealth through exploiting workers. 

A worker might grow some veggies in their garden to cut grocery costs; an agricultural capitalist uses thousands of acres of farmland to turn a profit. A house owned by a worker is just a home, but it becomes capital when owned by a real estate investor, used to generate wealth on the market.

The threat of poverty, homelessness and starvation gives workers no choice but to sell the only thing they can: their capacity to labour. They are deprived of control over much of their daily lives, having little say over the work they do or the workplaces in which they are employed. Even simple dignities like meals and bathroom breaks in many places can be taken only when allowed by the boss. 

The number of people fitting this definition of “working class” is difficult to quantify. Diane Fieldes, writing in the 2005 anthology Class and struggle in Australia, estimated that the working class makes up a substantial majority of the population—more than double the 30 percent figure in the Essential poll. 

“Middle class” also takes on a different meaning in this framework. It describes those who sit between the working class and the class of big capitalists. There are many different categories that fit in here: small business owners, middle managers, union officials, academics and state bureaucrats, to name a few. They can have different and contradictory relationships to the means of production—some are small capitalists, others just bureaucrats. What they generally have in common is that they control their own work or the work of others. They certainly make up a lot less than 49 percent of the population.

The Marxist definition of class is much more useful than loose definitions based on income or education. 

First, it gives us an understanding of how capitalism works. Workers and bosses don’t exist in isolation; they are intimately connected through exploitation. Capitalists own the means of production, but need workers to operate machines, maintain infrastructure, harvest crops, serve customers and so on. The workers are the ones who produce the goods or services that their bosses sell for profit.

But there’s the rub. For the boss to make a profit, they have to sell the products for more than the costs of production, which crucially includes what they pay their workers. So the workers have created value, but that value has been seized from them by the capitalist, and only a fraction returned as a wage. This isn’t just the case with blue-collar workers, but also applies to workers in retail, hospitality, healthcare, IT, administration and elsewhere. 

Whether a business is successful depends on how much profit it can make, and therefore how much its workers are exploited. Profits are the lifeblood of capitalism—and every cent of them comes from exploited labour. By understanding exploitation, we can understand how 93 percent of wealth went to the top 10 percent last decade.

Second, the Marxist definition shows that classes have counterposed interests. What’s good for capitalists is whatever makes their profits go up. This often means, for instance, paying workers less, cutting costs wherever possible and lowering workplace safety standards. What’s good for workers is the opposite: being paid more and having more rights at work. Thinking of class simply as where someone sits on the spectrum from “low income” to “high income” obscures this tension.

Third, defining classes by their relation to the means of production tells us who has power in society. The capitalists own the most important section of the economy, so they make all major decisions about what society produces and how it will be produced. And because of this control, governments must keep them onside. Otherwise, they might move their investments overseas, threaten the economy, or even outright depose governments.

But profits are generated by workers, which gives them a different kind of power. When a workplace goes on strike, its production stops, and therefore profits cannot be made. The bosses go to great lengths to avoid this happening. They’ll pit workers against each other and spread lies about unions to stop workers organising.

Finally, we can see who is needed to run society—and who runs it day to day. The capitalists portray themselves as the deserving few who are indispensable. But their profits and wealth are the fruits of workers’ labour. Workers, not bosses, construct buildings, run hospitals, and stock shelves. Workers run the world, but under capitalism they are forced to run it for the capitalist class.

Another world is possible, where workers run the world for ourselves, because of the simple fact that the bosses need us, but we don’t need them.

The Marxist Theory of the State: An Introduction

Our understanding of the state lies at the heart of our struggle to create a new society and fundamentally eliminate the oppression, exploitation, war, and environmental destruction characteristic of capitalism. In a socialist state, people collectively manage society, including what we produce, how much we produce, and the conditions of our work, to meet the needs of the people and the planet. Under capitalism, the state is organized to maintain the capitalist system and the dictatorship of a tiny group of capitalists over the rest of us through the use (or threat) of violent force and a range of institutions that present capitalism as “common sense.” The primary function of the capitalist state is to protect itself, which means it manages contradictions within the capitalist class and between their class and the working class.

This article serves as an introduction to the state, an essential matter for all justice-minded people to understand, as it determines our objectives, strategies, and tactics. It begins by debunking the ideology of the capitalist state as an impartial mediator to resolve antagonisms between and among classes by explaining the Marxist theory of the state and its role in maintaining–and overthrowing–exploitation and oppression.

The U.S. state has always been “deep” in that it is a highly centralized and predominantly unelected organization with an expansive set of institutions that has facilitated the rule of capital in the face of a variety of changes and through centuries of turmoil. The foundational elements of the state are repressive, such as the police and prison system, while others are ideological in that they reproduce capitalist consciousness and social relations, such as the news media. Because not all capitalist states function in the same manner, we examine the different forms states can take as well as the foundational differences between capitalist and socialist states.

Creating a socialist state is necessary to realize our collective desire for an end to all forms of oppression and exploitation. The socialist state works to eliminate racist police oppression and mass incarceration, to protect the health of our planet against capitalist and imperialist pollution, and to create a society in which differences in all kinds of identities do not mean differences in power. We can’t defend, let alone advance, the world we need without state power, a power that not only represses the former exploiters and oppressors but also produces a new kind of society and consciousness—a state that protects the interests of the many over those of the few. Ultimately, for communists, the goal of the socialist state is to render itself obsolete, which is only possible after the elimination of class society.


Debunking the capitalist myth of the state

The state extends beyond what we think of as the “government” of a country and includes all of the structures the capitalist class uses to maintain its control. In the U.S., the capitalist class holds state power, whereas the working class holds state power in China and Cuba. To have “state power” does not mean that the ruling class, whether capitalist or working class, can meet its own needs perfectly or without limitation. Put simply, the state is the instrument through which class interests are pursued.

At its core, the capitalist state includes apparatuses like the police, the courts, the prisons, and the military, forces necessary for enforcing the will of a tiny clique of capitalists over the masses of workers. The capitalist state also includes administrative offices, social services, school systems, media, mainstream political parties, cultural institutions, and more [1]. If this view of the state seems broad, it is because Marxists do not define the state as capitalists do.

The U.S. capitalist class popularizes a particular view of the state, especially the democratic state, as “a neutral arena of debate” [2]. In this so-called neutral arena, the government arbitrates between the conflicting interests of society through a set of “fair” laws, and it enforces those laws evenly and rationally. According to this view, any violation of the law or injustice in society is simply a mistake to be corrected through the state’s existing avenues through, for example, presidential elections or the Supreme Court. This view is ultimately a fairytale, one that “lulls the ordinary person to sleep,” in the words of the leader of the world’s first socialist state, Vladimir Lenin. It lulls us to sleep “by obscuring the important and basic fact, namely, the split of society into irreconcilably antagonistic classes” [3].

Marxists recognize that our lives are shaped by one basic fact: society is divided into two classes with irreconcilable interests. The capitalist state is organized to protect the interests of the capitalist: the accumulation of ever-greater profits by increasing the exploitation of workers and preventing our class from uniting and fighting for a new system. The working class’s primary interest is reducing our exploitation and eliminating all forms of oppression and bigotry so we—alongside our families and communities—can flourish. The state is not a timeless or abstract entity governing a given territory. The state emerges at a certain point in human history: it arises alongside the division of societies into classes, between the rulers and the ruled, the owners and the workers, the slavers and the enslaved. The state develops from within a society, as Friedrich Engels wrote, when it “is cleft into irreconcilable antagonisms which it is powerless to exorcise.” The state emerged to mitigate such antagonisms, or “to moderate the conflict and keep it within the bounds of ‘order’” [4]. The capitalist ideology of the state guards these bounds of order to ensure it is the only available avenue for change.

The U.S. state’s history and present debunk the capitalist mythology of the state as a neutral arbiter, revealing that it is actually made up of organs, or institutions, designed to maintain the domination of capitalists. The U.S. state was established by slave-owning and merchant capitalist founders, later developed by industrial and monopoly capitalists [5]. The ruling class is not a homogeneous entity and the state manages the competing interests of different capitalists to protect capitalism and the existence of the state itself.

Currently, the U.S. capitalist class uses the democratic-republic state as its “organ” or form of governance. Instead of a path beyond capitalism, the democratic-republic form of the state offers the “best possible political shell for capitalism,” allowing the state to feign innocence while ensuring that “no change of persons, institutions, or parties in the bourgeois-democratic republic can shake it” [6]. Lenin provides a lasting Marxist definition of the state:

“According to Marx, the state is an organ of class rule, an organ for the oppression of one class by another; it is the creation of “order,” which legalizes and perpetuates this oppression by moderating the conflict between classes” [7].

No matter its class character, the state is a tool of a class. For Marxists, the key distinction between types of states is their class character. For capitalist theorists, types of states are distinguished by their level of democracy versus authoritarianism, while ignoring the class character of both. They therefore cannot recognize the existence of capitalist authoritarianism within capitalist democracies, nor recognize working class democracy within so-called authoritarian socialist states. The U.S provides a clear example that debunks the myth of the state as a neutral arbiter and demonstrates the authoritarianism of capitalist-democratic states. It demonstrates that the state is made up of institutions designed to maintain the rule of capitalists.

Order is reserved for the wealthy since all working people live in a constant state of precarity, uncertainty, and insecurity to varying degrees. Chaos determines the life of the working person in the United States. For instance, the poor are terrified of the police and despise them for their abuses of power. The police murder over 1,000 people every year and most occur in non-violent situations like traffic stops or mental health crises. Racial oppression is part of the lived experience of the working class. As Stuart Hall put it, in many countries, “Race is the modality in which class is lived” [8]. In the U.S., Black people are not only more likely to be killed by the police but are also more likely to be unarmed and peaceful while being killed [9]. Instead of delivering justice when innocent Black people are killed, the courts often work with the police to legitimize the injustice done. The U.S. state only charges 2% of officers who commit murders with any sort of crime, and the courts convict officers in less than 1% of cases [10].

While the state’s prison system fails to take murderous police off our streets, it is efficient at jailing harmless working people. Despite having only 4.4% of the world’s population, the U.S. holds 22% of the world’s prisoners. Over 70% of those prisoners are either non-violent or have not yet been convicted of a crime [11]. And 38% of U.S. prisoners are Black, despite Black people only making up 12% of the population [12]. The social cost of the capitalist system’s violent state apparatuses is immeasurable: families are broken up; children are left without parents; generations become trapped in cycles of trauma, crime, and poverty. This is merely one example of how the capitalist class uses the state to legalize and perpetuate the oppression of working people in the U.S. Far from embodying the fairy tale of a “neutral arbiter” and enforcer of fair laws, the U.S. state is used by the capitalist class to hold down the working class, of which Black people are a crucial part.


Repressive and productive state organs

Marx, Lenin, and other revolutionaries often use the word “organ” to describe the state and its constituent elements. This bodily metaphor is helpful. The organs in our bodies are made up of cells, tissues, and arteries which work together to fulfill particular functions (e.g., the heart pumps blood, the lungs absorb oxygen, etc.). Each organ depends on and helps the other organs to achieve their objective—the body’s survival and reproduction. The pipes and chambers of the heart are made to pump blood, and the airways and sacs of the lungs are made to absorb oxygen in order to reproduce the body. Just like a bodily organ, the state is made up of various elements, or apparatuses, as well. State apparatuses are guided by the objective of the survival and reproduction of the ruling class and its system of domination and exploitation.

Marxists understand the State as primarily a repressive apparatus that uses the force of the courts, police, prisons, and military to ensure the domination of one class over others. The repressive state apparatus contains the violent institutions that work to maintain ruling class power. All in all, the repressive state apparatus functions by direct threat, coercion, and force.

The class in power does not only exercise its control by armed force and physical coercion. In addition to ruling the “material force of society,” as Marx and Engels wrote in 1845-1846, they also rule “the means of mental production,” such that they “rule also as thinkers, as producers of ideas” [13]. Because the capitalist class owns the material forces of society, which include those that produce and distribute knowledge, they wield immense control over the overall consciousness of capitalist society, so “generally speaking, the ideas of those who lack the means of mental production are subject” to capitalist ideology [14]. Marx and Engels do not mean that the oppressed are not intellectuals. A few paragraphs later, they write that “in ordinary life every shopkeeper” possesses intellectual capacities that “our historians have not yet won” [15].

Since the time of Marx and Engels’ writing on ideology, many capitalist states, particularly in their more developed forms, have generated and utilized more sophisticated and subtler means of maintaining the dominance of their ideology over society. Louis Althusser built on Marx and Engels’ work on ideology and class struggle by detailing many of their contemporary forms. These “Ideological State Apparatuses include all those elements that reproduce the dominance of the ruling-class ideology, like the school system, the media, mainstream parties, cultural organizations, think-tanks, and so on [16]. The same class that owns the means of production—the factories and banks, telecommunications networks and pharmaceutical corporations—also owns the newspapers, television stations, and movie studios. Globally, six parent companies control 90% of everything we listen to, watch, and read [17].


Schooling illustrates the vulnerability of capitalist rule

A key purpose of ideological state apparatuses is to make the prevailing order of things appear natural and timeless, to justify capitalism as the final stage of human history, and to normalize exploitation and oppression. In the U.S. and other capitalist states, the educational ideological apparatus is a central one in that it produces future workers with the necessary skills, knowledge, habits, and attitudes to fulfill their place in the overall social system. The school system “takes children from every class at infant-school age, and then for years, the years in which the child is most ‘vulnerable’… it drums into them, whether it uses new or old methods, a certain amount of ‘know-how’ wrapped in the ruling ideology” [18]. What this means is that the skills schools teach children—from arithmetic and literature to engineering and computer coding—are just as important as the “the ‘rules’ of good behaviour” and “morality, civic and professional conscience, and ultimately the rules of the order established by class domination” that they teach [19].

In their study of the relationship between schooling and capitalism in the U.S. in the mid-20th century, Samuel Bowles and Herbert Gintis found that schools reproduce capitalist relations not by the deliberate intentions of individual teachers or administrators, but by how “the relationships of authority and control between administrators and teachers, teachers and students, students and students, and students and their work replicate the hierarchical division of labor which dominates the workplace. The rule orientation of the high school reflects the close supervision of low-level workers; the internalization of norms and freedom from continual supervision in elite colleges reflect the social relationships of upper-level white-collar work. Most state universities and community colleges, which fall in between, conform to the behavioral requisites of low-level technical, service, and supervisory personnel” [20].

Many U.S public and charter schools, especially those in working-class and oppressed neighborhoods, require students to enter school through metal detectors, use video surveillance in hallways and classrooms, and subject students to regular searches of their bodies and property. This is captured by the concept of the “school-to-prison pipeline” or even the “school-as-prison” given the criminalization of everything from talking loudly in class to minor pranks and the overwhelming presence of cops in schools [21].

The educational apparatus highlights two things. First, as the example of highly securitized and policed schools indicates, there is no hard, fast, or permanent line dividing repressive from ideological apparatuses. Second, the primary distinction between the ideological arms of the state and its repressive core is that the latter are permanent and secure whereas the former are more vulnerable and, therefore, more receptive to change in the face of class struggle.

Bowles and Gintis’ correspondence theory highlighted above is perhaps less important than their repeated affirmation that people’s intervention in education and society contributes to revolution. The book’s argument is against those who believe education is sufficient for revolutionary change and their theoretical, historical, and empirical analysis leads them to the finding “that the creation of an equal and liberating school system requires a revolutionary transformation of economic life” [22]. They conclude their study with strategies for socialist education and teachers and, importantly, frame the overarching aim of socialist education under capitalism as “the creation of working-class consciousness” to contribute to building a socialist revolution.

Highlighting the fragility of ideological state apparatuses, Bowles and Gintis argue class-consciousness isn’t “making people aware of their oppression” because “most people are all too well aware of the fact of their oppression” [23]. The idea that if we study and focus on school, get into a good university, and “buckle down” will make our lives better lacks any material basis. Schools aren’t mechanically indoctrinating students into capitalist ideology or meritocracy. Students are thinking critically, increasingly open to the solutions required to eliminate oppression, and are even organizing against policing in schools on their own [24].


Democracy: The best possible organ for capitalism

The “organ” as a metaphor underscores the role of state apparatuses in maintaining stability for the ruling class. Organs are interdependent living and evolving entities that, together, each play a part in maintaining the body’s homeostasis, which means preserving stability in the face of changing external circumstances. It’s the same with the state, as the state’s goal is to maintain stability for the ruling class by adjusting to conflicts both within and between classes.

As Marx and Engels first put it in The Communist Manifesto, “the executive of the modern state is but a committee for managing the common affairs of the whole bourgeoisie” [25]. Among the tasks of the bourgeois state is to manage conflicts within the capitalist class. This happens, for example, when there is a conflict between the interests of an individual capitalist and the capitalist system as a whole. If it were up to individual capitalists, they would destroy their source of surplus-value (workers) and the environment, which would be detrimental to the survival of capitalism. This is why the state also manages conflicts within the ruling class itself, stepping in to hold individual capitalists or firms “in check” in the interests of capital overall as an economic and political system..

The capitalist state also intervenes when it is faced with the threat of revolt. Legislation regulating the working day, for example, was meant to hold back “the passion of capital for a limitless draining of labour-power” and was motivated by “the working-class movement that daily grew more threatening” [26]. This is one reason why Marx, Engels, and Lenin argued that governance via bourgeois democracy was the most effective way to ensure capital’s rule. Far from inhibiting capitalism, the democratic republic is the most effective political form for capitalism insofar as power is exercised through complex mechanisms and several avenues for popular “participation” and “input.” The more secure the power of the ruling class is, the less it needs to rely on brute force.

This doesn’t mean that democracy is irrelevant to our revolutionary project. In fact, it is quite the opposite: historically, socialist struggles have always emerged from demands for basic democratic rights. Winning those rights helps us experience our power to change society. Socialist movements in the anti-colonial world and within the U.S. have often been waged in the name of a fake “democracy,” which reserves the rights it espouses for the rich. The distinguishing factor is the class character of democracy: there is the democracy of the capitalist class and the democracy of the working class, which is socialism. Revolutionaries are interested in democracy of, for, and by the working class.


From perfecting, to seizing, to smashing the capitalist state

In The Communist Manifesto, written in 1847-1848, Marx and Engels address the topic of the state in the communist project, but in an abstract sense. As historical-materialists, their conception of the state and its role in revolution evolved along with the class struggle. In particular, the defeats of the 1848 revolutions and the 1871 Paris Commune compelled them to refine their approach to the state.

The Paris Commune was the world’s first proletarian government which lasted for 72 days in 1871. Decades of war, discontent, and radicalization led to the working-class takeover of Paris. The Parisian workers elected a council from the various wards of the city and organized public services for all its two million city residents. Their first decree was to arm the masses to defend their new proto-state. They erected a “fuller democracy” than had ever existed before and instated deeply progressive, feminist, worker-centered decrees [27]. But before the Commune could develop into a state, they were overthrown by an alliance of the bourgeoisie and the aristocracy, whose armies killed tens of thousands of workers.

In the wake of this unspeakable tragedy, the martyrs of the Commune left behind a crucial lesson: after overthrowing the capitalist state, a new worker’s state must be developed, and it must be defended fiercely from the former ruling class. The next year, Marx and Engels wrote a new preface to The Communist Manifesto explicitly drawing out the lesson: “One thing especially was proved by the Commune: that the working class cannot simply lay hold of the ready-made State machinery, and wield it for its own purposes” [28.] Lenin adds that “it is still necessary to suppress the bourgeoisie and crush their resistance,” and the Commune’s failure to do this was “one of the reasons for its defeat” [29]. These lessons were pivotal in the later successes of the Bolshevik Revolution, as well as the subsequent revolutions of the colonized peoples.

Today, some people interested in alternatives to capitalism hope we can build socialism through the legislative and electoral arena, avoiding a large-scale social revolution altogether [30]. We can and should pass legislation to curb campaign financing, increase taxes on the rich, and grant universal healthcare, all of which would be welcome improvements to the majority of our class. Yet such piecemeal reforms cannot produce the wholesale social transformation we need; the capitalists will attack progressive reforms at every opportunity and our class doesn’t have the state to enforce such legislation. The capitalist class, like every ruling class, will not allow their replacement by another class through their own state. We saw, for instance, how the Democratic Party manipulated elections to keep Bernie Sanders out of the presidential race. Any transformation of the capitalist state via reforms will also be impermanent because the people’s hard-fought gains can always be stolen by undemocratic bodies like the Supreme Court. For instance, the abortion rights we won in the 1970s were stolen from us in 2022 by the Supreme Court. To root deep and permanent transformations, we need to set up a workers-state, and we need to defend it.

The “committee for managing the common affairs of the whole bourgeoisie” cannot handle the tasks required to develop a new society for working and oppressed peoples. Just as the same bodily organ cannot perform two completely different tasks—the heart cannot be made to breathe, and the lungs cannot be made to beat—neither can the same state perform two completely different functions. The function of the socialist state in the U.S. will be to meet the needs of its people and the planet, and the function of the capitalist state is to meet the profit-seeking needs of the capitalists. Thus, the capitalist state cannot be transformed simply through seizure—it must be destroyed and replaced by a new workers’ state.


The socialist state and its withering away

The socialist state differs from the capitalist state in two crucial ways. First, it is the state of the majority and not of the minority, and second, it is a transitory apparatus unlike the capitalist state that, because it maintains class contradictions, foresees no end. To the first point, the capitalist state protects the material interests of a tiny fraction of society and holds down the vast masses of the people from revolting against them. The capitalist state must ensure that hundreds of millions of people endure their poverty and precarity without stopping production. Even though workers are the producers of all the value, we do not realize the fruits of our contributions. The capitalists do not produce any value, and so their status in society is structurally illegitimate. To maintain this lopsided situation, the capitalist state had to develop violent and ideological state apparatuses. The socialist state’s apparatuses will be drastically less violent, since they will need to repress only a tiny minority, while directing most of their energy to meeting the needs of the people.

To the second point of difference: the capitalist state claims to be at its final stage of history. By contrast, the final aim of the socialist state is to render itself irrelevant. It serves only as the transitory apparatuses that will deliver humanity to classless society. While the capitalist state has no plan for improving itself, or for solving the contradictions that envelop it, the socialist state is built with the self-awareness that it is not at the highest stage of humanity.

The transition from a workers-state to a classless society is important, given that class antagonisms and special oppressions do not disappear overnight. Remnants of the old order lay in wait for the opportune moment to rise up and counter-revolt, and they are often aided by imperialists abroad. The state must persist until “the resistance of the capitalists has been completely crushed, when the capitalists have disappeared, when there are no classes” [31]. Without exploitation and oppression, the state is no longer necessary. This transitional period will depend on the existing material conditions and can’t be determined in advance: “By what stages, by means of what practical measures humanity will proceed to this supreme aim we do not and cannot know,” Lenin wrote [32].

The main principle is that the socialist state would transform social relations, grow the productive forces of society, eliminate material scarcity, and then itself “wither away into the higher phase of communism” [33].  No socialist state, historical or present-day, has been able to move past the state.


Conclusion: Our role in the “belly of the beast”

The Soviet Union lived and died as a state, and Cuba and China have been states for 60 and 70 years. Because socialist revolutions occurred not in the imperialist or advanced capitalist countries but in the colonial, semi-colonial, and less industrially-developed ones, the process of building up the productive forces required for socialism was and is protracted. Further, given that the Bolsheviks faced imperialist interventions by 14 countries almost immediately, they had to strengthen their state. Throughout its existence, the USSR had to “defend its revolution from overthrow in a world still dominated by imperialist monopoly capitalism” [34]. Cuba has been under the most extreme trade embargo in existence at the hands of the U.S. since its birth and has withstood numerous counterrevolutionary attempts. The embargo is meant to suffocate and isolate the people of Cuba, and to incite a counterrevolution. Still, the people of Cuba support their government because of its tireless efforts to meet their needs under difficult circumstances which are outside of its control. The U.S.’s newest target for which it is preparing for military confrontation is China with the goal of overthrowing the Communist Party; to defend the gains of the Chinese Revolution, China must fortify their revolution through the state [35].

Despite immense pressure from the U.S. capitalist class, socialist states have been able to win immense victories. China, for instance, eradicated extreme poverty in what was “likely the greatest anti-poverty program achievement in the history of the human race” [36]. Cuba recently redefined the family through the passage of its new Families Code, written democratically and passed by popular referendum. The Code expands the rights of the most oppressed: women, children, LGBTQ people, and the elderly. For these socialist states to flourish, and to eventually wither away, imperialism must first be defeated.

Imperialism is blocking the development of socialist states and projects everywhere. As organizers in the U.S., it is our special duty to make socialist revolution in our country so that we may not only free ourselves, but also free our siblings around the world from the scourge of U.S. imperialism.  Once society is organized “on the basis of free and equal association of the producers,” we “will put the whole state machinery where it will then belong–into the museum of antiquities, next to the spinning wheel and the bronze ax” [37]. This is the communist horizon, in which the people through their state organs fulfill our dreams of organizing society in our own name.
